Slopes and valley terrain. The Yokohama area features a landscape of plateaus and valleys, with roads and railways in the valleys and residential and commercial buildings on the hills. For stores on sloped or uneven sites, setting up scaffolding and transporting materials can be challenging, and there are cases where subcontracted scaffolding companies refuse the job. Narrow stores in dense areas. Long-established commercial areas such as Kannai, Isezaki-cho, Noge, Tsurumi, and Koganeji often have stores with narrow fronts and little space between adjacent buildings, making it essential to consider protection for neighboring properties, noise control, and adjustments to delivery times as part of the process.

Salt damage in coastal areas. In Kanazawa-ku, Isogo-ku, Tsurumi-ku, Honmoku in Naka-ku, and Kanagawa-ku along the coast, iron sign frames, shutters, coping, and rain gutter fittings rust faster than inland. During renovations, we recommend switching to highly corrosion-resistant materials such as stainless steel, aluminum, or Galvalume steel sheets, and applying anti-rust coatings using fluorine or inorganic paints.

Typhoons and strong winds. During Typhoon No. 15 in 2019, many signs were blown away and exterior walls were damaged even within Yokohama City. Reinforcing the sign’s base and reviewing anchors is most economical when done together during renovations.

For C construction, tenants can choose contractors after obtaining approval from the facility, but work must comply with the facility’s regulations regarding nighttime and early morning work outside of business hours, delivery routes, protection measures, noise, and odors, as well as construction applications and fire notifications to the facility. Kakeru Koumuten will create a schedule and construction plan in accordance with each facility’s “tenant construction standards” and assist with coordination with the facility.

FOR BUSINESS For Corporate Clients: How to Proceed with Store Renovations Without Stopping Operations

The main concerns for corporate clients during store renovations are “number of days closed” and “speed of internal approvals.” At Kakeru Koumuten, we proceed with construction while minimizing the impact on operations through the following steps.

Exterior construction can mostly proceed while operating. Only the days for setting up and removing scaffolding and working around entrances and exits will affect operations, so we will schedule those 2-3 days to align with regular holidays. For restaurants concerned about the smell of high-pressure washing or painting, adjustments can be made, such as scheduling the washing day the day before the regular holiday.

Interior work can shorten downtime by “dividing the space” and “concentrating work at night.” Replacing wallpaper and flooring can be done during nighttime work after closing and before opening, taking about 1 to 3 days. If the work involves constructing counters or partitions, we may need a few days of downtime. Due to noise regulations in Yokohama, noisy tasks such as chipping and cutting must be done during the day, so we schedule quieter tasks for nighttime.

Additionally, performing exterior and interior work simultaneously allows us to consolidate scaffolding, protection, and waste disposal, which can reduce overall costs and downtime compared to ordering them separately. If the timing for store renovations is set, conducting a deterioration diagnosis of the roof and exterior walls at the same time can prevent the double cost of reassembling scaffolding later.

Applications for the fiscal year 2026 are open until November 30, 2026, at 5 PM. This is the most commonly used subsidy for store renovations (exterior and interior work) that qualify as “outsourcing costs” aimed at developing sales channels. The requirement for commercial and service industries is to have 5 or fewer employees at all times, and corporations can also apply. The 20th round is expected to accept electronic applications from November 5 to December 15, 2026 (gBizID required; issuance of Chamber of Commerce Form 4 is until early December), with selections anticipated around March 2027.

Businesses in Yokohama will work through the Yokohama Chamber of Commerce. The key point is whether you can write in your plan how renovations will connect to developing sales channels, such as “acquiring new customers with a new sign” or “expanding sales channels by setting up a takeout window.”

This is a system that integrates the “New Business Expansion Subsidy” and the “Manufacturing Subsidy” for the fiscal year 2026, where the cost of building (including interior renovations) is eligible. Simple renovations of existing stores are not eligible; the premise is a shift to a new business model or entry into a new market. If the target for added value or wage increases is not met, there will be a repayment obligation, so plans should be made carefully. The first application round is from September 30 to October 30, 2026.

Small and medium-sized enterprises that raise the minimum wage within the workplace by 50 yen or more and invest in equipment to improve productivity are eligible. Main targets include POS registers and kitchen equipment, and while interior renovations are generally not eligible, renovations directly related to productivity improvements, such as improving flow lines, may be accepted (prior confirmation required).

  • Yokohama City Carbon Neutral Equipment Investment Subsidy Program (Energy-saving support, LED support, solar power introduction support): Targets commercial air conditioning, hot water supply, LED lighting, and self-consumption solar power systems of 10 kW or more. Energy-saving support has a subsidy rate of 1/2 with an upper limit of 1,000,000 to 3,000,000 yen, LED support has an upper limit of 500,000 yen, and solar power is 80,000 to 100,000 yen per kW.   • Energy-Saving Diagnosis and Decarbonization Management Consultation: Free consultations are available at Yokohama City’s “Decarbonization Management Specialized Consultation Desk” (IDEC Yokohama). Receiving a diagnosis increases the subsidy limit from Yokohama City.

Tax System (Extended in FY2026)Small and Medium-Sized Enterprise Management Strengthening Tax System and Special Provisions for Small-Amount Depreciable Assets

Immediate depreciation or tax credit of 10% (7% for capital over 30 million yen)

The Small and Medium-Sized Enterprise Management Strengthening Tax System has been extended until March 31, 2028, and targets building attached equipment of 600,000 yen or more (air conditioning, lighting, plumbing, etc.) and equipment over 400,000 yen. Certification of a management capability improvement plan is required, but this system offers significant tax benefits for corporations updating equipment during store renovations.

The Special Provisions for Small-Amount Depreciable Assets have been extended and expanded until March 31, 2029, allowing immediate depreciation for assets with acquisition costs under 400,000 yen (previously under 300,000 yen) up to a total of 3,000,000 yen per year. This system is convenient for smaller equipment such as signs, fixtures, and lighting. If you receive certification for Yokohama City’s “Advanced Equipment Introduction Plan,” you can also combine it with fixed asset tax reductions.

Three Golden Rules for Utilizing Subsidies

  • Do not contract or start construction before the grant decision (obtaining estimates is allowed). Consultation before construction is essential.

The cost for wallpaper is per 1m, not per 1㎡. Under standard conditions, it includes material costs, removal of existing wallpaper, installation of new wallpaper, and disposal of waste. About the Construction
The existing exterior wall was made of ceramic siding, which had joint cuts and substrate corrosion, and we wanted to improve its appearance, so we replaced it with metal siding. We installed wood grain louvers as an accent before putting up the sign.
The back side of the store was done with sealing work and exterior wall painting to keep costs down.
As for the roof, it was originally a metal roof that had not deteriorated, but we performed roof painting because we wanted to change its color.
