The available options can be broadly categorized into five types. The eligibility and application status of these systems may change even mid-year, so please be sure to confirm with our company or the respective offices before contracting or starting work. Common Pitfall: The timing of applications and applicants differ by system, and applications will close as soon as the budget is reached, even mid-year. Kanagawa Prefecture’s subsidies require construction to start after the grant decision, while national energy-saving subsidies require commencement after the construction contract, and grant applications are made by registered contractors after completion of the work. Property tax reductions require application within three months after completion of the work. Please check the eligibility conditions and application procedures for each system before contracting and starting construction, and plan backward in conjunction with the schedule for the general meeting’s resolution. If this is overlooked, systems that could have been utilized will become completely unavailable.

① Condominium Longevity Promotion Tax System (Property Tax Reduction)

If large-scale repairs that contribute to the longevity of certain condominium units meeting specific requirements (performing exterior painting, floor waterproofing, and roof waterproofing as a single project) are carried out, the property tax amount for the building for the following fiscal year will be reduced (up to the equivalent of 100㎡ per unit; urban planning tax is not included). The reduction rate is determined by local ordinances, and Atsugi City’s official page states that the property tax for the house for the fiscal year following the year of completion of the work is halved (50%).

Main Requirements of the National System More than 20 years after construction; a condominium with more than 10 units and residential exclusive parts / At least one instance of exterior painting, floor waterproofing, and roof waterproofing each has been carried out in the past / A condominium that has received management plan certification, which has raised the amount of repair reserve funds (average amount for the entire planning period) from below the certification standard to above the standard after September 1, 2021, or a management association that has received administrative advice and guidance based on the Condominium Management Improvement Act, resulting in a long-term repair plan that meets national standards.

Atsugi City’s Treatment The reduction rate is 50% (half). If the completion of the work is between January 2 and March 31, the reduction will apply to the following fiscal year. The declaration deadline is within 3 months from the completion date, and the declaration should be made to the Finance Department, Asset Tax Division, Building and Depreciable Assets Section (046-225-2031).
Main Submission Documents Reduction declaration form, certificate of large-scale repairs, proof of past work, documents showing the total number of units. For certified management plan condominiums, a copy of the certification notification (change certification notification) and proof of repair reserve fund increase are required. Condominiums that have received municipal advice and guidance need a certificate of implementation of the advice and guidance.
Points to Note Obtaining management plan certification and reviewing the long-term repair plan takes time, so it is recommended to prepare at least one year before the work. The treatment after April 2027 has not been confirmed on the city’s official page.
The deadline for the national system is for work completed by March 31, 2027. Obtaining management plan certification requires a resolution at the management association meeting, prior confirmation through the condominium management center’s system, and a certification application, with the prerequisite of reviewing the long-term repair plan. Since it is necessary to complete the work by March 31, 2027, starting in the fiscal year 2026 may not necessarily be sufficient. Please check early whether you qualify and the process.

② Management Plan Certification System (Entry for Tax and Interest Rate Benefits)

Receiving certification leads to interest rate benefits for loans and bonds from the Japan Housing Finance Agency, and meets one of the requirements for the Longevity Promotion Tax System (certification alone does not result in tax reduction). Condominiums in Atsugi City are certified through Atsugi City. The main criteria include holding meetings at least once a year, organizing management regulations, separate accounting for management fees and repair reserve funds, having overdue repair reserve funds of no more than 10% of the total for more than 3 months, and having a long-term repair plan that includes large-scale repair work at least twice and has been created or reviewed within 7 years with a planning period of over 30 years.

Application Process Instead of applying directly to the city, applications are made through the “Management Plan Certification Procedure Support Service” at the Condominium Management Center after a preliminary confirmation. Methods for preliminary confirmation are indicated on the city’s official page, including those by condominium management specialists.

③ Consultation Destinations for Condominium Management (Atsugi City, Kanagawa Prefecture)

The official site of Atsugi City offers a free consultation system for management associations. You can consult a third party before placing orders regarding the review of long-term repair plans and the progress of large-scale repairs. The contact point is the Housing Division Housing Policy Section (046-225-2330).

Condominium Advisor Dispatch (Free) This can be used up to twice within the fiscal year. The target is condominiums in the city that were built before May 31, 1983, are planning large-scale repair work, are considering the creation or review of long-term repair plans, or are self-managed. Application forms can be sent via FAX or email.
Condominium Management Consultation (Free, Reservation Required) Held every third Wednesday of the month from 13:00 to 16:00 at the comprehensive consultation corner on the first floor of the city hall main building. You can also consult about long-term repair plans and large-scale repairs. Application forms must be sent at least 7 days in advance.
Seismic Advisor Dispatch and Preliminary Diagnosis Assistance (Old Seismic Condominiums) Targeting condominiums that started construction before May 31, 1981, the dispatch of seismic advisors is free (up to 2 times per management association), and preliminary diagnosis assistance covers half of the costs (up to 150,000 yen). As the city’s page was last updated in July 2021, please confirm the application status for Reiwa 8 with the Building Guidance Division (046-225-2430).
Kanagawa Prefecture Condominium Advisor Dispatch (Free) The application period for Reiwa 8 is from June 26, 2026, to February 26, 2027, as announced on Atsugi City’s site (Contact: NPO Kanagawa Condominium Management Association Network 045-620-6300).

* The Housing Division of Atsugi City also provides guidance to management associations regarding notifications from the Ministry of Land, Infrastructure, Transport and Tourism concerning large-scale repair orders and the Fair Trade Commission’s exclusion orders (for issues related to bid rigging and inappropriate consulting, please see the chapter below).

④ National Energy Conservation Support | Housing Energy Conservation 2026 Campaign

Changes for 2026The “Child-Rearing Green Housing Support Project” for 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in Reiwa 7, and will not be implemented in Reiwa 8. Please be careful not to base your financial plans on outdated information.

Mirai Eco Housing 2026 Project

Eligible Renovations of existing homes built before December 31, 2016, regardless of whether they are detached or multi-family. Management associations and management corporations can also become joint contractors (i.e., can be used for common area renovations). Rental housing is also eligible.
Required Work Combination of insulation renovation for openings, insulation renovation for the structure (floor, walls, ceiling), and installation of eco-friendly housing equipment is mandatory.
Subsidy Limit Depending on the age of the building and the energy-saving performance achieved, 400,000 to 1,000,000 yen per unit (1,000,000 yen for homes built before 1991 that meet mandatory standards).
Period Eligible projects must have construction contracts signed and start construction between November 28, 2025, and no later than December 31, 2026. Grant applications are generally made by registered contractors (construction companies) after project completion (the ordering party cannot apply themselves). Reservations for grant applications must be made by November 16, 2026, and grant applications must be submitted by December 31, 2026, at the latest (will end once the budget limit is reached).

Advanced Window Renovation 2026 Project

Target Installation of interior windows, replacement of exterior windows, glass replacement, etc., for existing homes (single-family and multi-family) to upgrade to high-performance thermal insulation windows. For multi-family residences, the subsidy unit price is set separately for “low-rise” and “mid-to-high-rise” buildings.
Bulk Application for Multi-Family Residences In multi-family residences, there is a method called “bulk application” where applications for all units can be submitted together. The application process is carried out by registered contractors (window renovation contractors), and the management association cannot apply on its own, but it is a system that works well with window and entrance door renovations in conjunction with large-scale repairs.
Subsidy Limit The subsidy for residential properties is 1 million yen per unit (changed from 2 million yen in the 2025 fiscal year). For non-residential properties over 240 square meters, the limit is 10 million yen per building.
Period Construction that starts on or after November 28, 2025, and by December 31, 2026, is eligible. The application for the subsidy must be made after the completion and handover of the work, with reservations accepted until November 16, 2026, and applications for the subsidy accepted until December 31, 2026, at the latest (ending as soon as the budget limit is reached).

⑤ Subsidies for Housing in Atsugi City, Kanagawa Prefecture (for individual residents’ homes)

Subsidy for Existing Housing Energy Saving Renovation Applies to homes (owned or jointly owned) where the applicant resides permanently in the prefecture (exclusive parts of condominiums). Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. The second phase for the 2026 fiscal year reached its budget limit on September 30, and applications were closed. Construction that started before the notification of subsidy approval is not eligible, and applications by contractors on behalf of homeowners are not allowed.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Management associations of condominiums in the prefecture are also eligible. Solar power is 70,000 yen/kW, and storage systems are 150,000 yen per unit. The second phase for the 2026 fiscal year reached its budget limit on the application start date of September 7, and applications were closed. If construction starts before the date of subsidy approval, it is not eligible. This is a system to consider when planning the installation of solar power in conjunction with rooftop waterproofing.
Atsugi City Wooden House Earthquake Resistance (Diagnosis, Design, Renovation, Demolition) Subsidy This applies to wooden single-family and mixed-use houses built using traditional frame construction that are two stories or less and were started before May 31, 2000. The subsidy amounts are: full amount for diagnosis with a maximum of 90,000 yen, two-thirds for design with a maximum of 110,000 yen, two-thirds for renovation with a maximum of 1 million yen (additional for non-taxable households), and half for demolition with a maximum of 500,000 yen. Construction must be performed by a registered earthquake resistance diagnosis and renovation technician. Applications for the 2026 fiscal year will start on May 7 and will be accepted on a first-come, first-served basis within the budget until around December, which may end early. There is no confirmation regarding descriptions for condominiums or rental multi-family residences. Please check with the Building Guidance Division (046-225-2434) to see if there are still slots available as of October.

* The existing housing energy-saving renovation subsidy from the prefecture does not cover common areas of rental apartments or units not occupied by the owner. The official website of Atsugi City did not confirm any general renovation subsidies for exterior wall painting or roof painting. It is unclear whether the city’s energy-saving housing and solar incentive program will accept applications for Reiwa 8 and whether it applies to apartment buildings (please check with the city’s Environmental Policy Division). The Housing Division has also issued a warning regarding websites claiming “city subsidies are available.”

⑥ Financing System (Housing Finance Agency Apartment Sumairu Loan)

If the management association borrows funds for large-scale repairs, they can utilize the Housing Finance Agency’s “Apartment Common Area Renovation Loan (Apartment Sumairu Loan).”

Cases Where Fire Insurance Can Be Used and Cases Where It Should Not Be Used

Damage caused by typhoons, strong winds, flying debris from rooftop waterproof sheets, caps, fences, hail, lightning, and other “accidental incidents” may be covered by fire insurance. It is important to clearly document the distinction between damage from incidents and deterioration during the deterioration diagnosis.

On the other hand, the deterioration itself is not covered. There have been numerous troubles nationwide caused by contractors who promote that “repairs can be made without any out-of-pocket expenses through insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims may be prosecuted for insurance fraud. Please confirm the eligibility of your claim directly with your management association or owner to the insurance company or agent. Kakeru Koumuten Co., Ltd. does not provide such guidance.

The population of Atsugi City, according to the national census, increased from 46,243 people in Showa 35 (1960) to 145,392 people in Showa 55, approximately 3.1 times over 20 years. It has continued to grow, reaching 223,705 people in Reiwa 2, with 100,360 households. The Housing and Land Statistical Survey (Heisei 30) shows that the number of collective housing units is 48,860, accounting for 51.5% of all housing, surpassing single-family homes since the survey in Heisei 15. The values for Atsugi City in the same survey for Reiwa 5 could not be confirmed, so the table below serves as a guideline based on population and development over the years. Of the 308 condominium buildings, about 60% are over 30 years old (as per the city’s survey in 2020). According to the actual survey conducted in Atsugi City (December 2020, with the survey date being July 2020), there are 206 management associations, 308 buildings, and 13,924 units of condominiums in the city, with 177 buildings (57.5%) being over 30 years old, 77 buildings (25.0%) over 40 years old, 13 buildings (4.2%) over 50 years old, and 112 buildings (36.4%) built before the old seismic standards (before 1981). Six years have passed since this survey, and the age of the buildings has progressed accordingly (the update of the number of buildings thereafter has not been confirmed). Looking at the entire housing stock, the 2018 survey indicated that 16.8% of homes were built before 1980. Additionally, the Atsugi City Seismic Retrofit Promotion Plan (revised in June 2026) states that out of 58,672 units of collective housing, 4,224 were built before 1981 (as of January 2027). The timing for large-scale repairs should be determined not only by the age of the building but also through deterioration diagnosis.

Four Factors Influencing Buildings and Construction in Atsugi City

Based on public documents, we have organized four characteristics that are linked to large-scale repairs. Atsugi City is an inland city not facing the sea, so the focus is on temperature differences, heavy rain, and the flow of water from rivers and foothills.

① Climate | Temperature Differences, Heavy Rain, Wind

According to the Atsugi City statistics, the highest annual temperature from 2021 to 2025 ranged from 35.8 to 38.3°C, the lowest annual temperature ranged from -2.8 to -4.8°C, and the annual precipitation ranged from 1,276.5 to 2,340.5mm (in 2024, the maximum daily precipitation was 251.5mm, and in 2025, the highest was 38.3°C). With high temperatures in summer and sub-zero temperatures in winter, the exterior walls, sealing, and waterproof layers undergo repeated expansion and contraction every year. Due to the significant difference between years with heavy and light rainfall, it is recommended to inspect the waterproof layers, sealing, and drains before any issues arise.

② Topography | Mountains and Plains, Sagami River, Floods and Landslides

The western to northwestern part of the city is mountainous, connecting to Tanzawa and Oyama, while the eastern part consists of plains where the Sagami River flows north and south, along with the Nakatsu River and Koayu River. The elevation difference within the city is about 1,200m. Flood inundation risk areas have been announced for the Sagami River, Nakatsu River, Koayu River, Oginokawa River, Tamagawa River, and Hosodagawa River, with locations in the eastern plains experiencing inundation depths of over 5.0m during the maximum expected rainfall. The designated areas for landslide disaster warnings include 74 areas for debris flows and 242 areas for steep slope collapses (as of January 30, Reiwa 8, according to Kanagawa Prefecture). The city’s disaster prevention urban development plan identifies areas at risk of liquefaction during earthquakes, such as along National Route 129 (Atsugi area) and parts of Minamimouri, Aikawa, and Mutsukawa. Please check the hazard map for low-lying areas along rivers and sites at the foot of mountains.

③ Types of Buildings | Multi-family Housing, Industrial Zones, Buildings in Front of Stations

Multi-family housing accounts for 51.5% of all residences (as of 2018), with 308 condominium buildings (as of Reiwa 2). The land use zones include 513ha of quasi-industrial areas, 399ha of industrial areas, and 169ha of industrial exclusive areas, totaling approximately 1,081ha of industrial land (about one-third of the city’s total land use area of 3,221ha) (announced in Reiwa 7, November). There are 9,435 private business establishments (as of the 2021 Economic Census – Activity Survey). Renovation of large roofs for factories and warehouses is a project that Kakeru Koumuten can handle, utilizing the skills of our sheet metal craftsmen. The area around Hon-Atsugi Station has been developed as a commercial zone since the 1950s, and the exteriors of mid-rise buildings housing stores and tenants are prioritized for inspection from visible sides.

④ City Rules | Landscape Plans, District Plans, Building Agreements

Atsugi City is entirely designated as a landscape planning area (designated as a landscape administrative body in 2009). Buildings exceeding 10m in height or with a total floor area of over 1,000㎡ are subject to notification for repairs that change their appearance or color, with notification required at least 30 days prior to commencement. According to the city’s Q&A, repainting in the same color is also required to be notified if it meets the specified scale. The color standards for exterior walls and roofs differ between urbanized areas and urbanization control areas. Additionally, there are 13 district plans and 10 building agreements (Atsugi Mouri-dai, Kanagawa Inland Industrial Park [city-approved], Mori no Sato 1-5 Chome, Oji 2 Chome, Atsugi Komatsudai, Onsen Nishi 1 Chome) published on the city’s page. The number of parking spaces and availability varies greatly by building, and it may take time to secure a relocation spot. Signs of Deterioration Requiring Major Repairs and Timing

Generally, major repairs are recommended every 12 to 15 years. According to a survey by the Ministry of Land, Infrastructure, Transport and Tourism, the actual repair cycle is most commonly 13 years, with about 70% falling within the 12 to 15 year range, and the cycle tends to shorten with each occurrence.
