[Nationwide] Introducing Subsidy Programs for Nursing Care Renovations and Tax Reduction Systems in Kanagawa Prefecture!

The subsidies available for renovations vary depending on the type of work, but there are various options available, including subsidies that can be used by residents of any region.

This time, I will discuss the subsidies for nursing care renovations that can be used by anyone from any region if they meet the conditions, as well as the tax reduction system for those living in Kanagawa Prefecture who have undergone barrier-free renovation work!

With Japan’s aging population, the increase in medical costs due to a higher number of elderly people and the desire of many to receive care at home has led the Japanese government to promote home care for those who require physical assistance or support in daily life. To support those who are renovating their homes for caregiving purposes, the government provides subsidies for renovation costs using public nursing care insurance.

In another article, I introduced various subsidies available for renovations, but this time I will only introduce the subsidy system and tax reduction system specifically for nursing care renovations!

What subsidies are available for nursing care renovations?

Subsidy System for Elderly Housing Renovation Costs

This is a system that allows you to receive subsidies for nursing care renovations using nursing care insurance.

This system emphasizes home care and supports the independence of the elderly by covering necessary housing renovations, such as eliminating steps and installing handrails, when introducing welfare equipment.

Types of Eligible Work

1) Installation of handrails

2) Elimination of steps

3) Changes to flooring or pathway materials to prevent slipping and facilitate movement

4) Replacement of doors with sliding doors, etc.

5) Replacement of toilets with Western-style toilets, etc.

6) Other housing renovations necessary in conjunction with the above renovations

Maximum Subsidy Amount

Lifetime 200,000 yen (fixed amount regardless of care needs or care level)

・Insurance benefits are generally 90% (maximum 180,000 yen), 80% based on income (maximum 160,000 yen), and 70% (maximum 140,000 yen)

If within the limit amount, multiple applications are possible.

・When the care level classification becomes severe (when it rises by three levels), or if you move, a new limit amount of up to 200,000 yen will be set.

Documents Required for Pre-Application

① Application for reimbursement ② Estimate for construction costs ③ Reason for needing housing renovation * ④ Documents showing the expected completed state after the renovation (photos with dates or floor plans of the house, etc.)

* The author of the reason document must be a care manager, a staff member of the community comprehensive support center, an occupational therapist, a certified welfare environment coordinator (level 2 or higher), or someone with equivalent qualifications.

Documents Required for Post-Application

⑤ Receipts for costs incurred for housing renovation ⑥ Breakdown of construction costs ⑦ Documents that can confirm the state after the completion of the housing renovation (photos of each area such as toilets, bathrooms, and corridors before and after the renovation, with the date of photography indicated) ⑧ Consent form from the owner of the house (if the owner of the renovated house is not the user)

* However, in cases of unavoidable circumstances, it is possible to submit ① and ③ after the housing renovation is completed.

Can those who undergo care renovations (barrier-free renovations) receive tax reductions?

Kanagawa Prefecture – Property Tax Reduction System for Houses with Barrier-Free Renovations

This system supports barrier-free renovations of houses. It applies to those who have completed certain barrier-free renovation work by March 31, 2024, and who report to the tax office of the ward where the house is located within three months of the completion date. For the fiscal year following the completion of the renovation work, one-third of the property tax amount for the house will be reduced.

Details of the Reduction

The reduction applies to a floor area of up to 100 square meters. (No reduction applies to areas exceeding 100 square meters.)

It is possible to apply this reduction simultaneously with other reduction systems, so please contact the tax office of the ward where the house is located.

This reduction can be received only once per household.

Requirements for Reduction

① The house must be at least 10 years old since its construction.

② The floor area of the house must be between 50 square meters and 280 square meters.

③ At the time of application, one of the following must reside in the house (residency requirement):

ア. A person aged 65 or older as of January 1 of the year following the completion of the renovation work

イ. A person who has received “long-term care certification” or “support certification”

ウ. A person with a disability

④ The following renovations must have been performed, with a personal cost exceeding 500,000 yen excluding subsidies:

・Widening of corridors

・Reducing the slope of stairs

・Improvement of bathrooms

・Improvement of toilets

・Installation of handrails

・Elimination of floor level differences

・Replacement with sliding doors

・Anti-slip surface for flooring

You must report to the tax office of the ward where the house is located within three months from the completion date of the barrier-free renovation work.

・Rental housing is not eligible. Additionally, it is necessary that the residential portion accounts for more than half.

・In the case of a condominium, the floor area of the exclusive part must be between 50㎡ and 280㎡. Furthermore, the renovation work must pertain to the exclusive part only (common areas are not included).
