Child-Rearing Eco Home Support Project
Last year’s Child Eco Home Support Project ended on September 28, as the amount of subsidy applications reached the budget limit, and the acceptance of grant applications and reservations has concluded.
This year, a new initiative from the Ministry of Land, Infrastructure, Transport and Tourism is the Child-Rearing Eco Home Support Project.
The Child-Rearing Eco Home Support Project provides 1 million yen in support for acquiring newly built homes with high energy-saving performance (ZEH level) that are easily affected by rising energy prices, aimed at child-rearing households and young couples.
By supporting energy-saving renovations of homes, this project aims to support energy-saving investments by child-rearing households and young couples, contributing to the realization of carbon neutrality by 2050.
Eligible Participants
Those who meet the following ①and ② are eligible.
①. Those who will enter into a construction contract with an eco home support contractor and carry out renovation work
An “Eco Home Support Business” is a construction contractor that has registered in advance for this project and acts on behalf of the construction orderer to handle procedures such as grant applications, returning the received subsidies to the construction orderer.
*Construction that does not have a construction contract is not eligible.
②. Must be the owner of the residential property being renovated

The following renovation works, numbered ① to ⑧, are eligible.
However, for items ④ to ⑧, they are only eligible for subsidies if conducted simultaneously with any of items ① to ③.
Additionally, construction works with a total subsidy application amount of less than 50,000 yen are not eligible for subsidies.※1
Please note that when applying, certificates related to the eligible works will be required.

Examples of Renovation Work Not Eligible for Subsidies
The following renovation works are not eligible for subsidies.
- Work to replace glass installed in part of a door and transom
- Work on parts other than residential areas, such as mixed-use residential buildings
- Work where the homeowner purchases residential equipment and requests installation by a residential contractor
(so-called owner-supplied or material-labor separation work) - Work on windows, glass, or doors in parts other than the outer skin (partition walls not facing the outside)
- Work on handrails installed outdoors or work to eliminate outdoor steps
- Installation work for solar power generation equipment
- Installation work for home fuel cell cogeneration systems (EneFarm)
- Installation work for leased equipment
- Work using second-hand items

The contract date does not matter. Construction contracts concluded before the start of work are eligible.

Multiple Renovation Works
If multiple renovation works are carried out on the same residence, applications can be made within the maximum subsidy limit.
However, all subsidy requirements must be met for each application.
Subsidy Limit
In principle, the subsidy limit is 200,000 yen per household.
However, if it falls under 4, the subsidy limit will be raised.
Increase in Subsidy Limit
If you meet the conditions in ① and ② below, the subsidy limit will be increased as per ③.
① Households with children or young couples performing renovation work on their own residence

Regarding Duplication of This Subsidy
- For one residence, if the contractor has received an increase in the subsidy limit for “renovation,” they cannot receive subsidies for “new custom-built houses” or “purchase of new condominiums” for that residence or any other residence.
- For one residence, if the contractor has received an increase in the subsidy limit for “renovation,” they can receive subsidies for “renovation” for a different residence, but they cannot receive an increase in the subsidy limit for “renovation” again.
- For the same residence that received a “renovation” subsidy, they cannot receive subsidies for “new custom-built houses” or “purchase of new condominiums.”
Regarding Duplication with Advanced Window Renovation 2024 Project, Hot Water Energy Saving 2024 Project, or Rental Collective Hot Water Energy Saving 2024 Project
Some of the building materials and equipment eligible for “renovation” are also eligible for subsidies under the “Advanced Window Renovation 2024 Project,” “Hot Water Energy Saving 2024 Project,” or “Rental Collective Hot Water Energy Saving 2024 Project.” Depending on the performance of the eligible materials and equipment, both projects can be used together (even under the same construction contract and timeline).
However, for renovation work that has received subsidies under this project, it is not possible to receive duplicate subsidies under the “Advanced Window Renovation 2024 Project,” “Hot Water Energy Saving 2024 Project,” or “Rental Collective Hot Water Energy Saving 2024 Project.”
Combination with Other Subsidies
For the same eligible renovation work, it is not possible to receive duplicate subsidies from other national subsidy programs. However, regarding local government subsidy programs, they can be combined unless they are funded by national expenses.
Restrictions on Disposal of Assets
Contractors who receive grants for this project cannot use, transfer, exchange, lend, provide as collateral, or demolish the equipment obtained with the grant without the approval of the government or the secretariat for 10 years after the eco-home support provider has received the grant payment. (This does not apply if selling, transferring, or lending the property as a residence.)
Storage of Accounting Documents
Eco-home support providers must clearly separate the costs incurred for the grant project from other accounting, maintain books that record the details of their income and expenditures, organize evidence documents related to this income and expenditure, and keep these books and documents for five years after the end of the fiscal year in which the grant was received.

Advanced Window Renovation 2024 Project & Energy-Saving Water Heating 2024 Project

Advanced Window Renovation 2024 Project
This project provides significant support for renovations to replace windows with advanced insulation performance windows, offering high subsidy amounts.
Eligible Participants
Those who meet the following will be eligible for the subsidy.
1Enter into a construction contract with a window renovation contractor and carry out window renovation work
A “window renovation contractor” refers to a registered contractor that carries out the application procedures for subsidies on behalf of the eligible participants, receives the subsidy, and returns the granted subsidy to the eligible participants.
- ※Construction projects without a contract will not be eligible.
- ※Window renovation contractors must register as housing energy-saving support providers for the 2024 Housing Energy-Saving Campaign and declare their participation in this project.

- ※If you are applying for multiple window renovations and separating them into this project and the Childcare Eco Home Support Project, the subsidy amount for this project alone must be 50,000 yen or more. (The subsidy amounts for both projects cannot be combined.)
- ※Even if multiple eligible products are installed at the same opening, only one product will be eligible for the subsidy, and it can be included in the subsidy amount.
3Examples of Renovation Work Not Eligible for Subsidy
The following types of work are not eligible for subsidies.
- ×Construction costs that do not meet the subsidy amount for the subsidy project
- ×Replacement work for windows (glass) and doors that do not face the outside air

1Combination with Child-rearing Eco Home Support Project
All products eligible for this project are also eligible for subsidies under the Child-rearing Eco Home Support Project, but some products eligible under the Child-rearing Eco Home Support Project are also eligible under this project.
Depending on the performance of the products, both projects can be used in combination (even with the same construction contract and timeline).
However, even for windows (glass) and doors that are eligible for subsidies under both projects, a single window cannot receive subsidies from both projects.
Additionally, even if multiple eligible windows (glass) and doors are installed at the same opening, only one window can be applied for a subsidy through either project.
In the event that there is a duplicate application for the Child-Rearing Eco Home Support Project, regardless of the reason, the application for this project will be deemed invalid, and measures such as cancellation of the grant decision and refund will be taken, so please be very careful.

Care Renovation Subsidy
This is about the care renovation subsidy that can be used by anyone in any region if they meet the conditions, and the tax reduction system available for those who live in Kanagawa Prefecture and have carried out barrier-free renovation work.
With the declining birthrate and aging population in Japan, the increase in medical costs due to the aging population and the desire for many to receive care at home has led the Japanese government to promote home care for those who require physical assistance and support in daily life. To support those who renovate their homes for care, the government provides subsidies for renovation costs using public long-term care insurance.

Subsidy System for Elderly Housing Renovation Costs
This is a system that allows you to receive subsidies for care renovations using long-term care insurance.
This program focuses on home care and supports the independence of elderly individuals by covering necessary home modifications such as eliminating steps and installing handrails when introducing welfare equipment.
Types of Eligible Construction
1) Installation of handrails
2) Elimination of steps
3) Changes to flooring or pathway materials to prevent slipping and facilitate movement
4) Replacement of doors with sliding doors
5) Replacement of toilets with Western-style toilets
6) Other necessary home modifications related to the above
Maximum Allowable Amount
Lifetime200,000 yen (fixed amount regardless of care level)
・Insurance benefits are generally 90% (maximum 180,000 yen), 80% based on income (maximum 160,000 yen), and 70% (maximum 140,000 yen)
・Multiple applications are possible within the limit amount.
・If the care level increases (by three levels) or if a move occurs, a new maximum allowable amount of up to 200,000 yen will be set.

Documents Required for Pre-Application

* The statement must be prepared by a care manager, staff from a community comprehensive support center, occupational therapist, welfare environment coordinator with certification level 2 or higher, or other equivalent qualifications.
Documents Required for Post-Application
⑤ Receipts for costs incurred for home modifications ⑥ Breakdown of construction costs ⑦ Documents confirming the state after completion of home modifications (photos of the areas such as toilets, bathrooms, hallways before and after renovations, with dates indicated) ⑧ Consent form from the homeowner (if the homeowner of the modified residence is not the user)
* However, in cases of unavoidable circumstances, it is possible to submit ① and ③ after the completion of home modifications.

Can those who undergo care renovations (barrier-free modifications) receive tax reductions?
Kanagawa Prefecture’s Property Tax Reduction System for Homes with Barrier-Free Modifications
This program supports barrier-free modifications to homes. If certain barrier-free construction work is completed by March 31, 2024, and the homeowner reports to the tax office of the ward where the house is located within three months of completion, they can receive a reduction of one-third of the property tax amount for the following fiscal year after the completion of the renovation work.
Details of the Reduction
A reduction will be applied for floor areas up to 100㎡. (No reduction will be applied for areas exceeding 100㎡.)
It is possible to apply this reduction system simultaneously with other reduction systems, so please contact the tax office housing department of the ward where your house is located.
The reduction under this system can be received only once per household.
Requirements for Reduction
① The residence must be a newly built house that has been completed for more than 10 years.
② The floor area of the house must be between 50㎡ and 280㎡.
③ At the time of application, one of the following individuals must be residing in the house (residency requirement):
1. Individuals aged 65 or older as of January 1 of the year following the completion of the renovation work.
2. Individuals who have received “Long-term Care Certification” or “Support Certification.”
3. Individuals with disabilities.
④ The following construction work must be carried out, with a personal burden amount exceeding 500,000 yen excluding subsidies:
・Widening of corridors
・Reducing the slope of stairs
・Improvement of bathrooms
・Improvement of toilets
・Installation of handrails
・Elimination of floor level differences
・Replacement with sliding doors
・Anti-slip treatment on floor surfaces
⑤You must report to the tax office housing department of the ward where the house is located within three months of the completion date of the barrier-free renovation work.
・Rental housing is not eligible. Additionally, the proportion of the residential area must be more than half.
・In the case of a condominium, the floor area of the exclusive part must be between 50㎡ and 280㎡. The renovation work must pertain to the exclusive part. (Common areas are not eligible.)
