Common Pitfall: The timing of applications and applicants varies by system, and applications will close once the budget is reached, even partway through the fiscal year. Many subsidies from Yokohama City require applications before contracts or commencement, Kanagawa Prefecture’s subsidies require construction to start after grant decisions, and national energy conservation subsidies require registered contractors to apply after project completion. The reduction of fixed property tax requires declaration after project completion. Please confirm the eligibility conditions and application procedures for each system before contracts or commencement, and plan accordingly with the general meeting resolution schedule. If you miss this, you may lose access to systems that you could have used.

① Condominium Longevity Promotion Tax System (Reduction of Fixed Property Tax)

If large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of certain qualifying condominiums are carried out, the fixed property tax amount for the following year will be reduced by half (up to the equivalent of 100㎡ per unit; urban planning tax is not included).

Main Requirements Built 20 years or more; total number of units 10 or more / at least one instance each of exterior painting, floor waterproofing, and roof waterproofing previously conducted / must meet one of the following: ① A management plan certified condominium that raised the amount of repair reserve funds (average amount during the planning period) from below to above the certification standard after September 1, 2021 ② A management association that received advice and guidance from the city, resulting in long-term repair plans, etc., conforming to the standards (advice and guidance are not available upon request).
Construction Implementation Deadline From April 1, 2023, to March 31, 2027.
Declaration Must declare within three months after project completion at the ward office where the building is located (Kohoku Ward Office, Tax Division, Building Section). A large-scale repair construction certificate issued by an architect, etc., is required.

③ Management Plan Certification System (Tax and Interest Rate Benefits)

This is a system certified by Yokohama City. Upon certification, the loan interest rate from the Japan Housing Finance Agency is reduced by 0.2% per year, preferential interest rates for Flat 35, and it meets one of the requirements for the long-life promotion tax system (certification alone does not guarantee tax reduction). The main criteria include holding general meetings at least once a year, improving management regulations, separate accounting for management fees and repair reserves, overdue amounts within 10% of the total, and “having created or reviewed a long-term repair plan that includes large-scale repair work twice or more within 30 years and within 7 years”, among others.

*Fees include a system usage fee of 10,000 yen + city application fee of 3,900 yen, etc. It takes 2 to 3 months from application to certification. The certification is valid for 5 years.

④ National Energy Conservation Support | Housing Energy Conservation 2026 Campaign

Changes for FY 2026The “Child-rearing Green Housing Support Project” for FY 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-term Excellent Housing Renovation Promotion Project” will end in FY 2027 and will not be implemented in FY 2028. Please be careful not to establish financial plans based on outdated information.

Mirai Eco Housing 2026 Project

Target Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family residences. Management associations and management corporations can also become joint contractors (can be used for common area renovations). Rental properties are also eligible.
Required Work Insulation upgrades for openings, insulation upgrades for the structure (floor, walls, ceiling), and installation of eco-friendly housing equipment are mandatory combinations.
Subsidy Limit Based on the age of the building and the energy-saving performance achieved, 400,000 to 1,000,000 yen per unit (1,000,000 yen if the home built before 1991 meets the mandatory standards).
Period Subsidy applications are generally made by registered contractors (construction contractors) after the completion of work (clients cannot apply themselves). Reservations for subsidy applications must be made by November 16, 2026, and applications must be submitted by December 31, 2026, at the latest (will end once the budget limit is reached).

Advanced Window Renovation 2026 Project

Target Upgrades to existing homes (single-family and multi-family) including the installation of interior windows, replacement of exterior windows, and glass replacement to high-performance insulation windows. Subsidy rates are set separately for “low-rise” and “mid-to-high-rise” multi-family residences.
Bulk Application for Multi-Family Residences As of May 29, 2026, applications for “bulk subsidy applications for multi-family residences (including reservations)” have begun. The application process is handled by registered contractors (window renovation contractors), and management associations cannot apply themselves, but they can apply for all units collectively, making it a system that works well with large-scale repairs for window and entrance door renovations.
Subsidy Limit For residences, 1,000,000 yen per unit (changed from 2,000,000 yen in fiscal 2025). For non-residential buildings over 240 square meters, the limit is 10,000,000 yen per building.
Period Work must start after November 28, 2025. Subsidy applications are made after the completion and handover of the work, with reservations due by November 16, 2026, and applications due by December 31, 2026, at the latest (will end once the budget limit is reached).

⑤ Kanagawa Prefecture Subsidies (Applications for Fiscal 2026 have ended)

Existing Housing Energy Efficiency Renovation Subsidy Applicable to residences (including exclusive parts of condominium apartments) where the applicant resides permanently and owns or has a divided ownership. Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. Subsidy covers one-third of eligible expenses, or a maximum of 150,000 yen, whichever is lower. As of the fiscal year 2026, applications were closed as of September 30 at 17:30 when the application amount reached the budget limit. Construction that commenced before the notification of grant decision is not eligible, and applications by contractors on behalf of the applicant are not permitted.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Management associations of condominium apartments in the prefecture are also eligible. Solar power: 70,000 yen/kW, storage system: 150,000 yen/unit. The second phase for fiscal year 2026 was closed on September 7 when the application amount reached the budget limit. If work commenced before the grant decision date, it is not eligible. This is a system to confirm if you are considering installing solar power along with rooftop waterproofing.

* The Existing Housing Energy Efficiency Renovation Subsidy does not cover common areas of rental apartments or units not occupied by the owner.

⑥ Financing System (Housing Finance Agency Condominium Sumairu Loan)

If the management association borrows funds for large-scale repairs, the Housing Finance Agency’s “Condominium Common Area Renovation Loan (Condominium Sumairu Loan)” can be utilized.

There have been numerous incidents nationwide where companies lure customers with claims like “You can repair it without any out-of-pocket expenses using insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of your claim directly with your management association or owner to the insurance company or agent. In Yokohama City, buildings that are only apartments are not designated for regular reporting, but mixed-use buildings that include stores require individual confirmation.
