③ Management Plan Certification System (Tax and Interest Rate Benefits)
This is a system certified by Yokohama City. Upon certification, the loan interest rate from the Japan Housing Finance Agency is reduced by 0.2% per year, preferential interest rates for Flat 35, and it meets one of the requirements for the Long Lifespan Promotion Tax System (certification alone does not guarantee tax reduction). The main criteria include holding general meetings at least once a year, maintaining management regulations, separate accounting for management fees and repair reserve funds, overdue amounts within 10% of the total, and “having a long-term repair plan that includes large-scale repair work twice or more over a period of 30 years or more, created or reviewed within 7 years”, among others.
*The fees are a system usage fee of 10,000 yen + the city’s application fee of 3,900 yen, among others. It takes 2 to 3 months from application to certification. The validity period of the certification is 5 years.
④ National Energy Conservation Support | Housing Energy Conservation 2026 Campaign
Changes for FY 2026The “Child-Rearing Green Housing Support Project” for FY 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-term Excellent Housing Renovation Promotion Project” will end in FY 2027 and will not be implemented in FY 2028. Please be careful not to establish financial plans based on outdated information.

Cases Where Fire Insurance Can Be Used and Cases Where It Should Not Be Used
Damage caused by typhoons, strong winds, flying debris from rooftop waterproof sheets, caps, fences, hail damage, lightning strikes, and other “accidental incidents” may be covered by fire insurance. It is important to separate and record damage from accidents and normal wear and tear during the deterioration diagnosis.
On the other hand, normal wear and tear itself is not covered. There have been numerous troubles across the country caused by contractors who solicit, saying, “You can repair it without any out-of-pocket expenses with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of claims directly with your management association or property owner with the insurance company or agency. Kakeru Koumuten Co., Ltd. does not provide such guidance.
Building Conditions and Repair Points in Sakae Ward, Yokohama City
Sakae Ward, Yokohama City, was established on November 3, 1986, through the reorganization of administrative districts, separating from Totsuka Ward. According to ward documents, it is characterized by the Itachigawa River flowing east-west through the center of the ward, and the Kashio River flowing north-south on the west side, forming lowlands surrounded by hilly areas connected to the Miura Peninsula. From the 1960s to the early 1970s, large-scale residential development centered around the hilly areas took place, leading to a rapid population increase and transformation into a residential city. Four Factors Unique to Sakae Ward That Damage Buildings
We have organized four characteristics visible from Yokohama City’s public materials that are linked to large-scale repairs.
① Terrain with Lowlands and Hills
According to the ward’s materials, the central Itachigawa River and the western Kashio River form lowlands, surrounded by hilly areas. On the hilly side, there are sites with slopes, height differences, and retaining walls, which may require ingenuity in setting up scaffolding, transporting materials, and truck routes. Even within the same ward, the necessary surveys and scaffolding plans differ by location. In the comprehensive condominium survey for fiscal year 2023, 36.6% of management associations reported that their repair reserve funds were insufficient compared to their plans.
② Water Escape Routes During Heavy Rain and Around Slopes and Retaining Walls
Yokohama City has published flood hazard maps (flood, internal water, storm surge) and landslide hazard maps for Sakae Ward (updated March 1, 2024). The buildings affected vary depending on your residence’s location. During heavy rain, we recommend checking roof drains, drainage pipes, water escape routes around the first floor, and drainage around retaining walls. Clogs in drains and damage to waterproof layers are common causes of leaks.
③ A Green District with Preparedness for Trees, Moisture, and Moss
The green coverage rate in Sakae Ward is 38.8% (as of the fiscal year 2019), ranking second in the city and exceeding the city average of 27.8%. When trees are close to buildings, it is common for fallen leaves to clog gutters and drains, and for moss and algae to appear on shaded surfaces. Additionally, there are district plans established in 11 areas including Sakae Nagao-dai area, Ofuna Station North First area, Ofuna Station North Second area, Sakae Shonan Katsuradai area, Sakae Kosugegaya area, Sakae Kasama area, Sakae Katsuradai area, Sakae Hongodai area, Sakae Koyamadai area, Hongodai Station surrounding area, and Sakae Kamigou Town area (updated on September 24, Reiwa 8). Among these, the Sakae Hongodai area states that “the colors of the roof and exterior walls should harmonize with the surrounding landscape,” while the Ofuna Station North Second area and the Hongodai Station surrounding area have regulations regarding design and color. Generally, major repairs are estimated to occur on a 12 to 15-year cycle.
