③ Management Plan Certification System (Entrance to Tax and Interest Rate Benefits)
This is a system certified by Yokohama City. Once certified, you can receive a 0.2% reduction in loan interest rates from the Japan Housing Finance Agency, preferential interest rates for Flat 35, and meet one of the requirements for the Long-Life Promotion Tax System (certification alone does not guarantee tax reduction). The main criteria include holding general meetings at least once a year, improving management regulations, separate accounting for management fees and repair reserve funds, ensuring that the amount in arrears is within 10% of the total, and “having a long-term repair plan that includes large-scale repair work twice or more and is created or reviewed within 7 years with a planning period of 30 years or more.”
*Fees include a system usage fee of 10,000 yen + city application fee of 3,900 yen, among others. It takes 2 to 3 months from application to certification. The certification is valid for 5 years.
④ National Energy Saving Support | Housing Energy Saving 2026 Campaign
Changes for FY 2026The “Child-Rearing Green Housing Support Project” for FY 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Quality Housing Renovation Promotion Project” will end in FY 2027 and will not be implemented in FY 2028. Please be careful not to create financial plans based on outdated information.

Cases where fire insurance can be used and cases where it should not be used
Damage from “accidental incidents” such as flying debris from rooftop waterproof sheets, caps, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to clearly document and differentiate between damage caused by accidents and normal wear and tear during deterioration assessments.
On the other hand, normal wear and tear itself is not covered. There have been many incidents nationwide where contractors lure customers with claims like “You can repair it without any out-of-pocket expenses using insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of claims directly with your management association or property owner with the insurance company or agent. Kakeru Koumuten Co., Ltd. does not provide such guidance.
Building conditions and repair points in Konan Ward, Yokohama City
Konan Ward, Yokohama City, was established on October 1, 1969, when it was separated from Minami Ward during administrative reorganization. According to ward materials, it is characterized by an undulating terrain consisting of lowlands in the Ooka River and Kashio River basins and plateaus extending from the Tama Hills. Four Factors Unique to Konan Ward That Damage Buildings

① Terrain with Hills, Valleys, and Flat Land
According to district documents, the area is characterized by a terrain consisting of lowlands and plateaus with many undulations, featuring many sites with slopes, height differences, and retaining walls. Careful planning may be required for the installation of scaffolding, material transportation, and the movement of heavy machinery and trucks. Even within the same district, the necessary investigations and scaffolding plans differ by location. In the comprehensive condominium survey for fiscal year 2023, 36.6% of management associations reported that their repair reserve funds were insufficient compared to their plans.
② Water Escape Routes During Heavy Rain and Around Slopes and Retaining Walls
Yokohama City has published a flood hazard map for Konan Ward that compiles three types of flooding: flood, internal water, and storm surge (published March 2026), as well as a landslide hazard map (published March 2024). The buildings affected vary depending on your residence’s location. During heavy rain, we recommend checking roof drains, drainage pipes, water escape routes around the first floor, and drainage around retaining walls. Clogs in drains and damage to waterproof layers are common causes of leaks.
③ A Wide Variety of Living Environments: Housing Complexes, Residential Areas, and Station Front Buildings
