Common Pitfall: The application timing and applicants differ for each system, and applications will close once the budget is reached, even during the fiscal year. Many of Yokohama City’s subsidies require applications before contracts/start of work, Kanagawa Prefecture’s subsidies require construction to start after grant decisions, and national energy-saving subsidies require registered contractors to apply after the completion of work. Property tax reductions require declarations after the completion of work. Please confirm the eligibility conditions and application procedures for each system before contracts/start of work, and plan accordingly with the schedule for the general meeting resolutions. If you miss this, you may lose access to systems that you could have used.

① Condominium Longevity Promotion Tax System (Property Tax Reduction)

If large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of certain qualifying condominiums are carried out, the property tax amount for the following year will be reduced by half (up to the equivalent of 100㎡ per unit; urban planning tax is not included).

Main Requirements Built over 20 years ago; total number of units is 10 or more; at least one instance of exterior painting, floor waterproofing, and roof waterproofing has been carried out in the past; meets one of the following: ① A management plan certified condominium that has raised the amount of repair reserve funds (average amount during the planning period) from below to above the certification standard after September 1, 2021 ② A management association that has received advice and guidance from the city and has ensured that the long-term repair plan meets the standards (advice and guidance are not available upon request).
Construction Deadline From April 1, 2023, to March 31, 2027.
Declaration Declare within three months after the completion of work at the ward office (Tsurumi Ward Office Tax Division Building Section) where the building is located. A certificate of large-scale repair work issued by an architect, etc., is required.
Points to Note The reduction is available only once for the same condominium. Simply obtaining management plan certification does not qualify; there are requirements such as raising the repair reserve fund. A review of the long-term repair plan is also necessary, so it is recommended to prepare at least one year before the construction.
The application deadline is for work completed by March 31, 2027. Obtaining management plan certification takes 2 to 3 months from application to certification, and a review of the long-term repair plan and general meeting resolution is required beforehand. Since construction must be completed by March 31, 2027, starting in the fiscal year 2026 may not necessarily be sufficient. Please check early whether you qualify and the schedule.

* The national leaflet shows the range of reduction percentages as a nationwide system. The reduction percentage for Yokohama City is 50%.

② Support for Condominium Management in Yokohama City (For Management Associations, Start Here)

The support system in Yokohama City is mostly based on the requirement of registration in the “Yokohama City Condominium Registration System” (free). Management associations that are not yet registered should start here.

Long-Term Repair Plan Creation Promotion Model Project Targeting management associations that have not created a long-term repair plan or have not reviewed it for over 15 years. Half of the cost for deterioration investigation diagnosis and long-term repair plan creation commission fee, up to 200,000 yen. *Contracts and commencement with the commissioned party cannot be made before the grant decision. Please confirm with the city’s Building Bureau Housing Regeneration Division before applying due to budget limits.
Same (Energy-Saving Menu) For creating long-term repair plans that include insulation, window renovations, and high-efficiency equipment, half of the cost, up to 200,000 yen. Obtaining management plan certification (or a general meeting resolution for application) is a requirement.

③ Management Plan Certification System (Entry for Tax and Interest Rate Benefits)

This is a system certified by Yokohama City. Once certified, it allows for a 0.2% reduction in loan interest rates from the Japan Housing Finance Agency, preferential interest rates for Flat 35, and meets one of the requirements for the Long-term Durability Promotion Tax System (certification alone does not guarantee tax reduction). The main criteria include holding general meetings at least once a year, maintaining management regulations, separate accounting for management fees and repair reserves, overdue amounts within 10% of the total, and “having created or reviewed a long-term repair plan that includes large-scale repair work twice or more over a period of 30 years or more within 7 years.”

*Fees include a system usage fee of 10,000 yen + city application fee of 3,900 yen, among others. It takes 2 to 3 months from application to certification. The validity period of the certification is 5 years.

④ National Energy Saving Support | Housing Energy Saving 2026 Campaign

Changes for Fiscal Year 2026The “Child-Rearing Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-term Quality Housing Renovation Promotion Project” will end in Fiscal Year 7 and will not be implemented in Fiscal Year 8. Please be careful not to establish financial plans based on outdated information.

Mirai Eco Housing 2026 Project

Target Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family residences. Management associations and management corporations can also become joint contractors (i.e., can be used for common area renovations). Rental housing is also eligible.
Required Work Combination of insulation renovations for openings, structural (floor, wall, ceiling) insulation renovations, and installation of eco-friendly housing equipment is mandatory.
Subsidy Limit Depending on the age of the building and the energy-saving performance achieved, 400,000 to 1,000,000 yen per unit (1,000,000 yen if reaching the mandatory standards for houses built before 1991).
Period Subsidy applications are generally made by registered contractors (construction contractors) after the completion of the work (the client cannot apply themselves). Applications (including reservations) will end once the budget limit is reached. The status of budget execution is published on the official website, so please check the latest application status before contracting.

Advanced Window Renovation 2026 Project

Target Renovations to existing homes (single-family and multi-family) including installation of interior windows, replacement of exterior windows, and glass replacement to high-performance insulated windows. Subsidy rates are set separately for “low-rise” and “mid-to-high-rise” multi-family residences.
Bulk Application for Multi-Family Residences From May 29, 2026, applications for “bulk subsidy applications for multi-family residences (including reservations)” have begun. The application process is handled by registered contractors (window renovation contractors), and management associations cannot apply themselves, but they can apply for all units collectively, making it a system that works well with large-scale repairs for window and entrance door renovations.
Subsidy Limit For residences, 1,000,000 yen per unit (changed from 2,000,000 yen in fiscal 2025). For non-residential buildings over 240 square meters, 10,000,000 yen per building.
Period Work commenced after November 28, 2025. Applications for subsidies will be made after the completion and handover of the work and will end once the budget limit is reached. The status of budget execution is updated daily on the official website, so please check the latest application status before contracting.

⑤ Kanagawa Prefecture Subsidies (Applications for Fiscal 2026 have ended)

Existing Housing Energy Efficiency Renovation Subsidy Houses (including exclusive parts of condominiums) that the applicant resides in and owns or has ownership rights within the prefecture are eligible. Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. The application amount for the 2026 fiscal year reached the budget limit, and applications were closed on September 30. Construction that commenced before the notification of the grant decision is not eligible, and applications by contractors on behalf of the applicant are not permitted.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Management associations of condominium complexes in the prefecture are also eligible. Solar power: 70,000 yen/kW, storage systems: 150,000 yen/unit. The application deadline for the second phase of the 2026 fiscal year was September 30, and applications are now closed. If work commenced before the grant decision date, it is not eligible. This is a program to consider if you are looking to install solar panels along with rooftop waterproofing.

* The Existing Housing Energy Efficiency Renovation Subsidy does not cover common areas of rental apartments or units where the owner does not reside.

⑥ Financing System (Housing Finance Agency Condominium Sumairu Loan)

When the management association borrows funds for large-scale repairs, they can utilize the Housing Finance Agency’s “Condominium Common Area Renovation Loan (Condominium Sumairu Loan).”

Cases Where Fire Insurance Can Be Used and Cases Where It Should Not Be Used

Damage from “accidental incidents” such as flying waterproof sheets, caps, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to separate and record damage caused by accidents from normal wear and tear during the deterioration diagnosis.

On the other hand, normal wear and tear itself is not covered. There have been numerous troubles nationwide caused by contractors who solicit, “You can repair it without any out-of-pocket expenses with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of claims directly with your management association or owner to the insurance company or agent. Kakeru Koumuten Co., Ltd. will not provide such guidance at all.

The city of Yokohama has published a flood hazard map (flood, internal water, storm surge) for the Tsurumi Ward, as well as a map assessing the liquefaction risk at a 50m mesh (created in October 2012). During heavy rain, we recommend checking the roof drains, drainage pipes, water escape routes around the first floor, and site drainage. Latest 2026 In the large-scale renovation industry, inappropriate orders linked between design consultants and construction companies have long been a problem. The Ministry of Land, Infrastructure, Transport and Tourism issued warnings and notifications to management associations in January 2017 and April 2023, and on September 28, 2026, the Japan Fair Trade Commission announced that it had issued exclusion orders to 38 companies and imposed a total of 1.63788 billion yen in surcharge payment orders to 37 companies regarding large-scale renovation work commissioned by condominium management associations to design consulting firms in the Kanto region (two design consulting firms were also subject to exclusion orders).

In response to this issue, in October 2025, Yokohama City and the Yokohama City Housing Supply Corporation established the “Bid Agency Service for Large-Scale Repair Work.” This system separates the selection of design and construction companies, with the corporation acting as a third party to conduct conditional general competitive bidding. The estimated price will not be disclosed and will be conducted in accordance with public works methods.

Residents can remain in their homes during the construction. However, while scaffolding is in place, there may be restrictions on drying laundry outside and opening windows, so we take thorough measures to minimize the impact on daily life, such as distributing notifications before construction, providing information on the schedule and laundry on bulletin boards, and strictly adhering to working hours.
How long should we expect from the start of planning to the completion of construction?

The agency’s condominium common area renovation financing does not require collateral, and interest rates can be reduced by up to 0.6% per year by obtaining management plan certification and implementing energy-saving and seismic work. In Tsurumi Ward, there are three building agreements listed by Yokohama City (Daikokucho Industrial Park, Suehiro Factory Park, Namamugi Factory Park / updated April 15, 2026), and two district plans are established: Tsurumi Shioda and Honcho-dori Streetscape Guidance Area and Tsurumi 1-chome Area. The presence and content of agreements regarding appearance and color vary by agreement and plan; for example, the district plan for Tsurumi 1-chome has stipulations regarding the color tones of buildings and the colors of roofs, exterior walls, and advertisements for each area. Yes. As a preliminary step before large-scale repairs, we also accept requests for emergency repairs or partial repairs for leaks. We will identify the cause using thermal imaging and drones and propose the minimum necessary repairs.

Yes, we can. We have qualified personnel who are certified as asbestos work supervisors and building material surveyors for asbestos-containing materials. There are risks such as personal injury from falling exterior wall tiles, structural deterioration due to corrosion of rebar, leaks, and a decrease in asset value. Furthermore, for buildings subject to periodic reporting under Article 12 of the Building Standards Act, investigations through full tapping and other methods are required under certain conditions, such as when more than 10 years have passed since completion or exterior wall renovations for tiles or mortar-finished walls. In Yokohama City, buildings that are only apartment complexes are not designated as subject to periodic reporting, but mixed-use buildings that include stores require individual confirmation. Even if not subject to statutory investigations, regular inspections and maintenance are essential, so please consult us if you are unsure about your judgment.
How much does large-scale repair for an apartment (about 10 units) cost?
For wooden two-story buildings with 6 to 10 units, the estimate is around 2 million to 4 million yen, and for three-story steel or RC buildings with 10 to 20 units, it is around 4 million to 9 million yen based on our company’s track record (including scaffolding, substrate repairs, exterior wall painting, sealing, and waterproofing).
