Common Pitfall: The timing of applications and applicants differs by system, and applications will close as soon as the budget is reached, even mid-year. Many of Yokohama City’s subsidies require applications before contracts or commencement, Kanagawa Prefecture’s subsidies require construction to start after grant decisions, and national energy-saving subsidies require registered contractors to apply after construction completion. The reduction of fixed property tax requires declaration after construction completion. Please confirm the eligibility conditions and application procedures for each system before contracts or commencement, and plan accordingly with the general meeting resolution schedule. If you miss this, you may lose access to systems that should have been available.

① Condominium Longevity Promotion Tax System (Reduction of Fixed Property Tax)

If large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of certain qualifying condominiums are carried out, the fixed property tax amount for the following year will be reduced by half (up to 100㎡ equivalent per unit; urban planning tax is not included).

Main Requirements Built 20 years or more; total number of units 10 or more / at least one instance of exterior painting, floor waterproofing, and roof waterproofing each carried out in the past / must meet one of the following: ① A management plan certified condominium that raised the amount of repair reserve funds (average amount during the planning period) from below to above the certification standard after September 1, 2021 ② A management association that received advice and guidance from the city, resulting in long-term repair plans meeting the standards (advice and guidance are not available upon request).
Deadline for Implementation From April 1, 2023, to March 31, 2027, completion of construction.
Declaration Declare within three months after construction completion at the ward office (Izumi Ward Office Tax Division Building Section). A large-scale repair construction certificate issued by an architect, etc., is required.
Points to Note The reduction is limited to once for the same condominium. Simply obtaining management plan certification does not qualify; there are requirements such as raising the repair reserve fund. A review of the long-term repair plan is also necessary, so it is recommended to prepare at least one year before construction.
The application deadline is for construction completed by March 31, 2027. Obtaining management plan certification takes 2 to 3 months from application to certification, and a review of the long-term repair plan and general meeting resolution is also required beforehand. Since construction must be completed by March 31, 2027, starting in fiscal 2026 may not necessarily be sufficient. Please check early whether you qualify and the schedule.

② Support for Apartment Management in Yokohama City (For Management Associations, Start Here)

The support system in Yokohama City is mostly based on registration in the “Yokohama City Apartment Registration System” (free). Management associations that are not yet registered should start here.

Long-Term Repair Plan Creation Promotion Model Project Targeting management associations that have not created a long-term repair plan or have not reviewed it for over 15 years. Half of the cost of deterioration survey diagnosis and long-term repair plan creation commission, up to 200,000 yen. *Contracts and commencement with the commissioned party cannot be made before the grant decision. Please confirm with the city’s Building Bureau Housing Regeneration Division before applying due to budget limits.

③ Management Plan Certification System (Entrance to Tax and Interest Rate Benefits)

This is a system certified by Yokohama City. Once certified, it allows for a 0.2% reduction in the loan interest rate from the Japan Housing Finance Agency, preferential interest rates for Flat 35, and meets one of the requirements for the long-life promotion tax system (certification alone does not guarantee tax reduction). The main criteria include holding general meetings at least once a year, organizing management regulations, separate accounting for management fees and repair reserve funds, ensuring that the total amount of arrears is within 10% of the total, and “having created or reviewed a long-term repair plan that includes large-scale repair work at least twice and has a planning period of over 30 years within the last 7 years.”

*Fees include a system usage fee of 10,000 yen + a city application fee of 3,900 yen, among others. It takes 2 to 3 months from application to certification. The validity period of the certification is 5 years.

④ National Energy Conservation Support | Housing Energy Conservation 2026 Campaign

Changes for Fiscal Year 2026The “Child-Rearing Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Quality Housing Renovation Promotion Project” will end in Fiscal Year 7 and will not be implemented in Fiscal Year 8. Please be careful not to create financial plans based on outdated information.

Mirai Eco Housing 2026 Project

Target Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family residences. Management associations and management corporations can also become joint contractors (can be used for common area renovations). Rental properties are also eligible.
Required Work Insulation renovations for openings, insulation renovations for the structure (floor, walls, ceiling), and installation of eco-friendly housing equipment are mandatory combinations.
Subsidy Limit Based on the age of the building and the energy-saving performance achieved, 400,000 to 1,000,000 yen per unit (1,000,000 yen if the house built before 1991 meets the mandatory standards).
Period Subsidy applications are generally made by registered contractors (construction contractors) after the completion of the work (the ordering party cannot apply themselves). Applications (including reservations) will end once the budget limit is reached. The status of budget execution is published on the official website, so please check the latest application status before contracting.

Advanced Window Renovation 2026 Project

Target Renovations to existing homes (single-family and multi-family) including the installation of interior windows, replacement of exterior windows, and glass replacement to high-performance insulated windows. Subsidy rates are set separately for “low-rise” and “mid-to-high-rise” multi-family residences.
Bulk Application for Multi-Family Residences From May 29, 2026, applications for “bulk subsidy applications for multi-family residences (including reservations)” have started. The application process is conducted by registered contractors (window renovation contractors), and management associations cannot apply themselves, but they can apply for all units collectively, making it a system that works well with large-scale repairs for window and entrance door renovations.
Subsidy Limit For residences, 1,000,000 yen per unit (changed from 2,000,000 yen in the 2025 fiscal year). For non-residential buildings over 240 square meters, 10,000,000 yen per building.
Period Work started after November 28, 2025. Subsidy applications will be made after the completion and handover of the work, and will end once the budget limit is reached. The status of budget execution is updated daily on the official website, so please check the latest application status before contracting.

⑤ Kanagawa Prefecture Subsidies (Applications for the 2026 Fiscal Year Have Ended)

Existing Housing Energy Efficiency Renovation Subsidy Houses where the applicant resides permanently and owns or has a share in (including exclusive parts of condominium apartments) are eligible. Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. Subsidy covers one-third of eligible expenses, or a maximum of 150,000 yen, whichever is lower. The application for the 2026 fiscal year reached the budget limit, and acceptance was closed on September 30. Construction started before the notification of grant decision is not eligible, and applications by contractors on behalf of the owner are not permitted.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Management associations of condominium apartments in the prefecture are also eligible. Solar power is 70,000 yen/kW, and storage systems are 150,000 yen/unit. The application deadline for the second phase of the 2026 fiscal year was September 30, and acceptance has ended. If work was started before the grant decision date, it is not eligible. This is a system to confirm if you are considering installing solar power along with rooftop waterproofing.

* The Existing Housing Energy Efficiency Renovation Subsidy does not cover common areas of rental apartments or units not occupied by the owner.

⑥ Financing System (Housing Finance Agency Condominium Sumairu Loan)

If the management association borrows funds for large-scale repairs, it can utilize the Housing Finance Agency’s “Condominium Common Area Renovation Loan (Condominium Sumairu Loan).”

Cases where fire insurance can be used and cases where it should not be used

Damage caused by “accidental incidents” such as flying debris from rooftop waterproof sheets, caps, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to clearly document and differentiate between damage caused by accidents and wear and tear during the deterioration diagnosis.

On the other hand, wear and tear itself is not covered. There have been numerous troubles nationwide with companies soliciting, “You can repair without any out-of-pocket costs with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of your claim directly with your management association or owner to the insurance company or agent. Kakeru Koumuten Co., Ltd. does not provide such guidance.

Building conditions and repair points in Izumi Ward, Yokohama City

Izumi Ward, Yokohama City, was established in November 1986 (Showa 61) when it was separated from Totsuka Ward. The Izumi Ward district overview states that there are 35,564 households in single-family homes, which is the most common type, with a homeownership rate of 67.1%, ranking first among 18 districts. Since these figures represent the entire district, they do not directly reflect the situation of multi-family residences. The degree of deterioration varies greatly based on the year of construction, specifications, and past repair history, so individual assessments will be conducted on-site. Additionally, the annual survey conducted by Yokohama City on condominium management associations targets condominiums built in “1984” for the fiscal year 2024 and “1985 to 1995” for the fiscal year 2025. According to the comprehensive condominium survey for the fiscal year 2023, 36.6% of management associations are facing a shortfall in their repair reserve funds compared to their plans. A financial plan that matches the range of construction years is as important as the construction work itself.

② The Basins of Sakai River, Izumi River, and Akuwa River and Drainage

In Izumi Ward, Sakai River and its tributaries, Izumi River, Akuwa River, and Udagawa (Muraoka River) flow through the area. The Yokohama City Izumi Ward urban development materials (2018) also mention concerns about flooding damage and landslides due to heavy rain. Depending on the building, a statutory exterior wall inspection may be required. For buildings subject to the periodic reporting under Article 12 of the Building Standards Act, an inspection through comprehensive tapping, etc. (including infrared inspections that meet the requirements) is required for parts of the exterior wall made of tiles, stone, mortar, etc., that may pose a danger to pedestrians due to falling, under certain conditions such as when more than 10 years have passed since completion or exterior wall renovation. However, in Yokohama City, buildings used solely for collective housing (excluding serviced senior housing) are not designated as subject to periodic reporting. Mixed-use buildings that include target uses such as stores require individual confirmation. Even if not subject to statutory inspection, regular inspections and maintenance to prevent exterior wall falls are essential. (Periodic reporting for elevators, etc., is a separate system.
