Conclusion First

  • Cost Estimate / For condominiums, approximately 750,000 to 1,500,000 yen per unit (about 70% fall within this range according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for fiscal year 2021, with the most common being 1,000,000 to 1,250,000 yen. This amount excludes consumption tax and common temporary costs). For wooden apartments, the estimate is 2,000,000 to 4,000,000 yen per building.
  • Cycle Estimate / 12 to 15 years. However, the determining factor is not the number of years but the condition of deterioration.
  • Particularly Relevant in Tama City / About 60% of the city area is Tama New Town, with occupancy starting in 1971 (Showa 46) in Suwa and Nagayama. In the early housing complexes, the discussion revolves around whether to rebuild or renovate. The landscape is influenced by the city’s unique landscape regulations and plans, and notifications based on Tokyo’s landscape plan are involved.
  • Available Funds / There are no subsidies for the overall construction costs of large-scale renovations in Tama City or Tokyo. If requirements are met, reduction of fixed asset tax (one-third in Tama City; the national application deadline is for work completed by March 31, 2027), Tokyo’s subsidy for condominium improvement works (interest subsidies), and the city’s subsidy for switching to LED lighting in common areas or dispatch of advisors (free) may be available.
  • Tips to Avoid Mistakes / At least three competitive estimates. Compare not only the amounts but also the quantities, methods, and materials.

Large-scale renovations in Tama City by Kakeru Koumuten|From scaffolding to exterior wall painting, waterproofing, and roofing work, all performed by our own team

Large-scale repair work that can be handled in Tama City

Large-scale repairs are not just “exterior wall painting” or “waterproofing,” but a comprehensive repair of the entire building’s deterioration while scaffolding is in place. At Kakeru Koumuten, we can handle all the work listed below with our own team, ensuring clear responsibility and coordination of the process.

Type of Work Main Content
Temporary Scaffolding Work Installed by our own scaffolding team using our own scaffolding materials. We handle mesh sheets, protection, and fall prevention measures.
Substrate Repair Work Crack repairs, injection of floating mortar and tiles, explosion (exposed rebar) repairs, resin mortar repairs for missing parts.
Exterior Wall Painting Work High-pressure washing, three coats from primer to topcoat, painting of ancillary parts (iron parts, gutters, water cut-offs, etc.). We accommodate radical control type, fluorine, and inorganic paints.
Tile Repair Work Replacement of broken tiles, joint repairs, clear waterproofing of tile surfaces (such as Seven S).
Sealing Work Replacement and additional application of seals around sashes and exterior wall joints.
Waterproofing Work Urethane waterproofing for rooftops, roof balconies, shared corridors, and stairs, PVC sheet waterproofing, and installation of long sheets.
Roof Work Roof painting, roof overlay (cover method), re-roofing, and ridge cap replacement. We have sheet metal craftsmen on staff and can handle large roofs such as factories.
Iron and Hardware Work Surface painting of steel stairs, handrails, and PS doors, replacement of caps and water cut-offs.
Drainage and Wastewater Work Cleaning and renovation of roof drains (insertion of renovation drains), resolving gutter blockages. This work is especially important for rooftops and balconies where rainwater tends to accumulate during heavy rain.
Others Replacement of rain gutters, rooftop and exterior wall inspections using drones, leak investigations using thermography, and preliminary surveys of asbestos-containing materials.

Scope of Major Repairs Determined by Building Diagnosis

It is not always necessary to carry out all of the above works. The extent of the work will be determined based on the results of the building diagnosis. At Kakeru Koumuten, we conduct a free on-site survey to confirm the following, compile a deterioration diagnosis report with photos, and propose the scope of work.

Diagnosis Area Main Inspection Method Scope of Work Determined by Diagnosis Results
Exterior Wall (Painted Surface) Visual inspection, checking the width of cracks and the condition of the paint film Methods and quantity for crack repair, specifications for painting (whether to repaint or paint after removing the existing paint film)
Exterior Wall (Tile Surface) Tap testing. High areas checked with a drone Scope and estimated quantity for injection and replacement, whether clear waterproofing is necessary
Sealing Checking for cracks, shrinkage, peeling, and hardening Whether to replace or add to the existing seal, scope of joints to be worked on
Rooftop, Balcony, Shared Corridor Checking for blisters or breaks in the waterproof layer, puddles, and the condition of drains Full renovation or partial repair, method (urethane waterproofing, PVC sheet waterproofing, long sheet), whether drain renovation is necessary
Leak Areas Thermal imaging camera, inspection with a drone Identification of the cause and the priority areas for repair
Metal Parts, Roof, Accessories Checking for rust, corrosion, lifting, and cracking Whether painting is sufficient or if material replacement or overlay installation is needed
Site and Surroundings Checking retaining walls, slopes, trees, access routes, and parking Planning for scaffolding and the scope of temporary construction
Diagnosis results are categorized into three groups: “Must be repaired this time,” “Consolidate while scaffolding is up,” and “Can be postponed to next time.” Items related to safety or leaks, such as leaks, tile lifting, and breaks in the waterproof layer, are essential repairs this time. Exterior walls and sealing that cannot be worked on without scaffolding are consolidated for this time, while repairs that are minor and not related to scaffolding are candidates for postponement. We can also provide multiple plans to fit your budget.

The simulations created by our company can be done using photos of your actual apartment or building! You can also perform the simulation on your smartphone or computer. By simulating and then changing to a two-tone color or a new image, we hope to enhance the stylish appearance and increase occupancy rates! Of course, we can also arrange paint samples for actual color confirmation.

* Tama City is not included in the list of landscape administrative organizations in Tokyo, and notifications based on Tokyo’s landscape plan (such as building confirmation applications) are involved up to 30 days prior. In areas with district plans, a different notification may be required. Whether exterior wall repainting is applicable depends on the location and scale of the building, so prior confirmation is necessary. Having a color simulation screen will make explanations at the residents’ association or management committee meetings proceed smoothly.

9-2 Confirm the Actual Color with a Sample Paint!

Confirm the actual color and gloss with a sample paint on the exterior wallYou can order samples of the paint you are considering and perform a sample paint application on your exterior wall. By doing a sample paint, you can confirm the actual color and gloss!

With the exterior renovation simulation, you can greatly reduce the risk of failure in image changes! We hope that renovating the appearance of apartments and condominiums will help increase occupancy rates.

Estimated Costs for Major Repairs in Tama City

The costs for major repairs vary significantly based on the scale of the building, deterioration status, scope of work, and materials used. First, please refer to the national average based on public statistics, then to our company’s estimates based on construction performance by scale, and finally to examples of unit prices for each project.

The national average for condominiums is 750,000 to 1,500,000 yen per unit

According to a survey conducted by the Ministry of Land, Infrastructure, Transport and Tourism, which aggregated 818 construction cases (FY 2021), about 70% of the costs for major repairs are concentrated in the range of 750,000 to 1,500,000 yen per unit, with the most common price range being 1,000,000 to 1,250,000 yen. Note that the amounts in this survey do not include consumption tax and common temporary construction costs, so the conditions differ from the current total construction costs including tax.

Construction Cost per Unit Percentage Construction Cost per Unit Percentage
Up to 750,000 JPY 15.1% 1,250,000 to 1,500,000 JPY 17.4%
750,000 to 1,000,000 JPY 24.7% 1,500,000 to 2,000,000 JPY 9.1%
1,000,000 to 1,250,000 JPY 27.0% (most common) Over 2,000,000 JPY 2.8%

Source: Ministry of Land, Infrastructure, Transport and Tourism “Survey on Actual Conditions of Large-Scale Renovation Work for Condominiums in FY2021” (200 companies, 818 cases) *Amounts do not include consumption tax or common temporary costs. Percentages may not total 100% due to rounding and non-responses.

The fewer the units, the higher the cost per unit. Since scaffolding, common temporary costs, and site management fees are fixed costs determined by the size of the building, dividing these by a smaller number of units increases the burden per unit. For a condominium with fewer than 20 units, a quote of “over 1,500,000 JPY per unit” is not necessarily an excessive estimate. Conversely, the smaller the building, the greater the impact of choosing a company that can reduce scaffolding costs.

Breakdown of Construction Costs (What the Money is Spent On)

Category Composition Ratio Main Contents
Construction-related Work 60.3% About half for exterior walls, about one-third for waterproofing. Substrate repair, tiles, painting, waterproofing
Temporary Work 22.8% Scaffolding, mesh sheets, protection, etc. (does not include common temporary costs)
Miscellaneous Expenses 10.3% Site management fees, general management fees, statutory welfare expenses, etc. (9.5%), insurance premiums for large-scale renovation defect insurance (0.8%)

Source: Ministry of Land, Infrastructure, Transport and Tourism “Survey on Actual Conditions of Large-Scale Renovation Work for Condominiums in FY2021” (Second aggregation of large-scale renovation work. Overall average is construction-related 59.0%, temporary work 22.3%, miscellaneous expenses 9.9%). *The total does not equal 100% because equipment-related work, exterior work, and others are included. This is an average value and is not a criterion for judging the appropriateness of individual estimates.

Approximately one-fifth of the construction cost is for temporary work (scaffolding). Kakeru Koumuten Co., Ltd. owns its own scaffolding materials and has its own scaffolding team, so it becomes easier to reduce the cost of this temporary work. While not all temporary costs can be eliminated, in sites with limited road width or close proximity to neighboring properties, planning the scaffolding on-site is crucial to prevent additional costs after construction begins.

Cost Estimates by Building Size (Scaffolding, Substrate Repair, Exterior Wall Painting, Waterproofing, Sealing Set)

Type and Size of Building Estimated Cost Estimated Duration
Wooden Apartment (2 stories, 6-10 units) 2,000,000 – 4,000,000 JPY 3 – 5 weeks
Steel Frame/RC Apartment (3 stories, 10-20 units) 4,000,000 – 9,000,000 JPY 1 – 2 months
Mixed-Use Building/Small Apartment (4-5 stories) 5,000,000 – 15,000,000 JPY 1.5 – 3 months
Medium-Sized Apartment (30-50 units) 20,000,000 – 50,000,000 JPY 3 – 5 months
Large Apartment (100 units or more) Around 100,000,000 JPY or more 6 months or more

*The above estimates are based on Kakeru Koumuten’s construction records and may vary depending on the presence of roofing work, steel work, plumbing, etc. For apartments, please also consider the amount calculated by multiplying the national statistics (750,000 – 1,500,000 JPY per unit) by the number of units as a reference.

Breakdown of Costs for Temporary Works, Substrate Repairs, Exterior Walls, and Waterproofing

The estimate for large-scale repairs is broadly divided into “Temporary Works,” “Substrate Repairs,” “Sealing,” “Exterior Wall Painting,” “Waterproofing,” and “Miscellaneous Expenses.” Before comparing total amounts, please check what is included in each item, how much, and at what cost.

Item What to Check in the Estimate
Building Prerequisites Structure (wooden, steel frame, RC), number of stories, number of units, exterior wall area, and waterproofing area. Also confirm whether the area is based on drawings or actual measurements.
Common Temporary Works and Scaffolding Area and unit price of scaffolding, contents of mesh sheets, protection, temporary toilets, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for Reiwa 3, temporary works such as scaffolding account for about 20% of construction costs (excluding common temporary costs).
Substrate Repairs Quantities and unit prices for repair methods such as cracks, lifting, and spalling. Since these items are not finalized until scaffolding is set up, please confirm whether it is estimated quantity or actual settlement, and the settlement method if quantities increase or decrease.
Sealing Whether it is a replacement or additional sealing, length to be applied (m), and material name.
Exterior Wall Painting Painting area (㎡), manufacturer name, product name, grade of paint, number of coats, and scope of ancillary parts.
Waterproofing Area for each part such as rooftop, balcony, and common corridor, construction method, material name, and whether drain renovations are included.
Inspection and Reporting Whether inspections for each stage, construction photos, completion reports, and warranty documents are included.
Miscellaneous Expenses Contents and proportions of site management fees, general management fees, statutory welfare expenses, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for Reiwa 3, these average about 10% of construction costs, but this varies depending on the size and conditions of the building, so there is no uniform standard.
Tax Classification Whether the amounts are tax-inclusive or tax-exclusive. Since companies may display this differently, be sure to standardize before comparing total amounts.
At Kakeru Koumuten, we provide estimates that clearly state quantities, methods, and materials for each construction item. For reference on unit prices for each type of repair work, please see the following “Unit Price Examples for Repair Work.”

Select Paint and Waterproofing Grades Based on “Years Until Next Repair”

“Good paint does not equal the right choice.” Aligning when to do the next major repair with the lifespan of the materials is the most efficient way to choose.

Grade Estimated Lifespan Suitable Cases
Silicone / Radical Control Type 10-16 years Buildings that are cycled every 12-15 years. A good choice balancing cost and performance. The lifespan varies by product, so choose a product specification that fits the cycle.
Fluorine 16-20 years Buildings where the next repair is set for 15 years or later, and high-rise or complex-shaped buildings with high scaffolding costs.
Inorganic 18-22 years Buildings that want to suppress dirt adhesion. Effective for surfaces surrounded by trees or on the north side where moss and algae need to be controlled.
Urethane Waterproofing (Rooftop) 8-15 years Complex-shaped rooftops, or when wanting to renovate while utilizing the existing waterproof layer. Mid-term inspections and repairs, such as re-coating the top coat, are prerequisites.
PVC Sheet Waterproofing 20-25 years Rooftops with a large area and simple shape. Short construction period.
Asphalt Waterproofing 15-20 years Rooftops planned for long cycles. The cost per instance will increase.

* The estimated lifespan is a general guideline and may vary depending on sunlight, location, and substrate condition. Choosing paint with anti-algae and anti-mold properties for shaded and humid areas can affect durability.

Guidelines for Repair Reserve Funds and Options When Insufficient

The Ministry of Land, Infrastructure, Transport and Tourism guidelines indicate the estimated repair reserve fund on a monthly basis per unit area. Additional charges are required if there is a mechanical parking lot.

Building Size (Less than 20 Stories) Monthly Estimate (Average) Range Covering Two-Thirds of Cases Conversion for 70㎡
Less than 5,000㎡ 335 JPY/㎡ 235-430 JPY/㎡ Approximately 16,500-30,100 JPY
5,000-10,000㎡ 252 JPY/㎡ 170-320 JPY/㎡ Approximately 11,900-22,400 JPY
10,000-20,000㎡ 271 JPY/㎡ 200-330 JPY/㎡ Approximately 14,000-23,100 JPY
Over 20,000㎡ 255 JPY/㎡ 190-325 JPY/㎡ Approximately 13,300-22,750 JPY

Source: Ministry of Land, Infrastructure, Transport and Tourism “Guidelines on Repair Reserve Funds for Condominiums” (Reiwa 6 June Revision – PDF) / National average is 13,378 JPY per unit per month (Reiwa 5 Fiscal Year Comprehensive Survey of Condominiums)

In the Reiwa 5 Fiscal Year Comprehensive Survey of Condominiums, 36.6% of management associations responded that “the repair reserve fund is insufficient compared to the plan.” There are four main options when there is a shortfall.

Options Considerations and Points of Caution
① Adjusting the Construction Schedule Based on the deterioration diagnosis, postpone less urgent work to the next time. However, it is essential to distinguish between work that can be postponed and work that cannot, as delaying waterproofing and tile detachment measures can ultimately be more costly.
② Reviewing the Scope and Specifications of Work Reassessing paint grades, changing from full renovations to partial renovations, etc. Please consider this separately from “apparent reductions” that skip processes.
③ Utilizing Subsidies and Tax Systems Subsidies for energy-saving renovations, etc. (to be discussed later). The reduction of fixed asset taxes is a system that lowers the tax amount for each unit owner, and does not directly increase the repair funds of the management association.
④ Increasing Reserve Funds, Borrowing, and One-Time Payments In addition to considering increasing the repair reserve fund at the general meeting, the Housing Finance Agency’s condominium common area renovation loan requires no collateral. Interest rates can be lowered by obtaining management plan certification.

Subsidies, Tax Systems, and Loans to Check for Large-Scale Renovations in Tama City

In Tama City, Tokyo, there do not appear to be any subsidies targeting the overall construction costs of large-scale renovations based on the information available. Potential options include subsidies for dispatching housing advisors, assistance for using renovation advisors, subsidies for switching to LED lighting in common areas, subsidies for seismic retrofitting of old earthquake-resistant buildings, Tokyo’s condominium improvement construction subsidies (interest subsidies), national energy-saving subsidies, and reductions in fixed asset taxes. The available options can be broadly categorized into the following four types. The eligibility and application status of these systems may change even during the fiscal year, so please be sure to confirm with our company or the respective offices before contracting or starting work.(As of October 15, 2026)

Type Details
① Support for Investigation and Consultation Tama City’s management plan certification system (certified by the city. Application fee is free), dispatch of housing advisors by the city (free), subsidies for using the city’s condominium reconstruction and renovation advisor system, Tokyo’s comprehensive consultation desk for condominium sales (free), Tokyo’s condominium management advisors, and telephone consultation at the condominium management center. This can be used in the preliminary stages of large-scale repairs.
② Construction Subsidies by Purpose Subsidies for switching to LED lighting in common areas by the city, subsidies for promoting seismic retrofitting of non-wooden houses (buildings constructed before May 31, 1981), subsidies for “Tokyo Stay Condominiums” by Tokyo, and Tokyo’s insulation and renewable energy projects for owners of entire rental properties. These are incorporated into large-scale repairs.
③ Tax Incentives Reduction of property tax under the condominium longevity promotion tax system (Tama City’s reduction rate is one-third).
④ Public Loans and Interest Subsidies Loans for renovations of condominium common areas from the Japan Housing Finance Agency, and interest subsidies from Tokyo (subsidies for condominium improvement work). As far as confirmed, there are no city-provided loan arrangements or interest subsidies.
Common Pitfall: The application timing and applicants differ by system, and once the budget or number of units is reached, applications will close even mid-year. The city’s LED lighting subsidy (budget of 21 million JPY) and advisor-related systems are on a first-come, first-served basis. Tokyo’s interest subsidies are on a first-come, first-served basis each term (the second term of Reiwa 8 is until February 19, 2027, and will end early once the number of units or budget is reached), deadlines for “Tokyo Stay Condominiums” vary by project, and national energy-saving subsidies require registration by the contractor after project completion, while property tax reductions require declaration after project completion. Please confirm the eligibility conditions and application procedures for each system before contracting and starting work, and plan backward in conjunction with the schedule for the general meeting’s resolution. If you miss this, you may lose access to systems that you could have used.

① Condominium Longevity Promotion Tax System (Property Tax Reduction)

If large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of certain qualifying condominiums are conducted, the property tax amount for the building in the following fiscal year will be reduced. The reduction rate is determined by the municipality within the national range (one-sixth to one-half). Tama City’s reduction rate is one-third (up to the tax amount equivalent to 100㎡ per unit), and urban planning tax is not included.

Main Requirements Built over 20 years ago, with a total of more than 10 units, and more than half of the exclusive area used for residential purposes / At least one instance of exterior wall painting, floor waterproofing, and roof waterproofing has been completed in the past / Must meet one of the following: ① A condominium certified under the management plan that has raised the amount of the repair reserve fund to the certified standard after September 1, 2021 ② A management association that has received advice and guidance from the municipality and has created or revised a long-term repair plan (advice and guidance are not available upon request)
Reduction Rate Tama City is one-third. The target is the fixed asset tax amount for up to 100㎡ per unit. The Tokyo 23 wards are set at one-half, which is different from Tama City.
Construction Deadline From April 1, 2023, to March 31, 2027, all three works: exterior wall painting, floor waterproofing, and roof waterproofing must be completed.
Application The application should be submitted to Tama City’s Citizen Economic Department, Tax Division, Building Depreciation Assets Section (Phone: 042-338-6838). The city’s page does not specify the application deadline and procedures. According to the national system guidance, applications should be made within three months of the completion date, so please confirm the timing and necessary documents at the city office before the construction.
Notes Cannot be combined with other reduction measures. Simply obtaining management plan certification does not qualify; there are requirements such as raising the repair reserve fund. A review of the long-term repair plan is also necessary, so it is recommended to prepare at least one year before the construction.
The application deadline is for construction completed by March 31, 2027. Obtaining management plan certification requires procedures from prior confirmation to city certification, and as a prerequisite, a review of the long-term repair plan and a resolution at the general meeting are also necessary. Since construction must be completed by March 31, 2027, starting in the fiscal year 2026 may not guarantee completion in time. Please check early whether you qualify and the process.

② City and Prefectural Offices (Management Associations should start here)

The certification of the management plan for condominiums and the housing advisor contact is Tama City’s Urban Planning Division, Housing Section (Phone: 042-338-6817). The notification of management status is based on Tokyo Metropolitan Ordinance and applies to residential condominiums with more than six units built before December 31, 1983. The notification destination is the municipality where the building is located.

Contact & System Details
Management Plan Certification System Contact (Tama City) Urban Planning Division, Housing Section (Phone 042-338-6817). The certification criteria are based on 17 national items, and there are no city-specific standards. The application fee for certification to Tama City is free (there may be system usage fees or examination fees charged by the condominium management center during the preliminary confirmation stage. The amounts are not listed on the city’s page). The validity period of the certification is 5 years, and it will expire if not renewed by the deadline. The last update on the city’s page was on July 13, Reiwa 8.
Management Appropriateness Promotion Plan (Tama City) The city has the “Tama City Condominium Management Appropriateness Promotion Plan,” and the certification system started in April Reiwa 5 (2023) in accordance with this plan. The number of certifications and the number of condominium buildings and units in the city cannot be confirmed on the city’s page.
Housing Advisor Dispatch (Tama City) This service is available for management associations of condominiums in the city and is free. Registered professionals (first-class architects, condominium management specialists, etc.) will assist with issues such as long-term repair plans, rebuilding, and the operation and regulations of the association. Each session lasts 2 hours, and the same management association can use it up to 5 times per fiscal year. It is first-come, first-served within budget limits, and advice is intended for board meetings and committees (page updated March 16, Reiwa 5).
Subsidy for Utilizing the Condominium Rebuilding and Renovation Advisor System (Tama City) The city subsidizes the usage fees for the advisor system of the Tokyo Disaster Prevention and Urban Development Center. Course A is fully covered, while Course B is two-thirds covered (up to 1,000,000 yen), and both are limited to one time per management association. The courses mainly focus on considerations for rebuilding and renovations, and it is not clearly stated on the page whether large-scale repairs are included in the considerations. It is mandatory to consult with the housing section before applying (page updated April 13, Reiwa 8).
Tokyo’s Condominium Management Advisor & Comprehensive Consultation Desk The comprehensive consultation desk for condominiums can be reached at Phone 03-6427-4900 (free. Available Monday to Friday, the first Saturday, and the third Sunday from 9 AM to 5 PM, and until 7 PM on Wednesdays). ③ Management Plan Certification System (Entry for Tax and Interest Rate Benefits)

This is a system certified by Tama City, and upon receiving certification, you can meet one of the requirements for lower interest rates on the Housing Finance Agency’s “Flat 35” and condominium common area renovation loans, as well as the long-term durability promotion tax system (certification alone does not guarantee tax reduction). The certification criteria consist of 17 items based on national guidelines, and there are no unique criteria set by the city. The main criteria include holding general meetings at least once a year, establishing management regulations, separate accounting for management fees and repair reserves, keeping arrears within 10% of the total, and “having a long-term repair plan that includes large-scale repair work at least twice and is created or reviewed within 7 years, with a planning period of over 30 years.”

*Certification is subject to renewal every 5 years, and approval from the general meeting is required for application. For the long-term durability promotion tax system, certification must be valid on both the assessment date (January 1) and at the time of declaration. Please check the city’s website for details on procedures and certification criteria.

④ National Energy Conservation Support | Housing Energy Conservation 2026 Campaign

Changes for Fiscal Year 2026The “Child-Rearing Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in Fiscal Year 7 and will not be implemented in Fiscal Year 8. Please be careful not to establish financial plans based on outdated information.

Mirai Eco Housing 2026 Project

Target Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family residences. Management associations and management corporations can also become joint contractors (i.e., can be used for common area renovations). Rental properties are also eligible.
Required Work Insulation renovations of openings, insulation renovations of the structure (floor, walls, ceiling), and installation of eco-friendly housing equipment are mandatory combinations.
Subsidy Limit Depending on the age of the building and the energy-saving performance achieved, 400,000 to 1,000,000 yen per unit (1,000,000 yen for homes built before 1991 that meet the mandatory standards).

The contact point is the Urban Planning Division, Housing Section (phone 042-338-6817).

* In Tama City, there do not appear to be any subsidies specifically targeting the construction costs of large-scale repairs such as exterior wall painting and waterproofing, based on the information available. The city’s business-oriented priority measures acceleration project subsidy covers solar power generation, solar carports, high-efficiency air conditioning, and high-efficiency lighting, but does not include insulation or window construction (insulation renovations are covered by a separate subsidy for individuals, and it has not been confirmed whether management associations are eligible). There is also no confirmation of assistance for asbestos investigation and removal, or loan facilitation and interest subsidies for management associations. Tokyo’s “Insulation and Renewable Energy Concentration Promotion Project for Rental Housing” targets owners of entire rental properties, and management associations of condominium apartments are not mentioned as eligible. Please be sure to check the conditions before signing a contract.

Cases Where Fire Insurance Can Be Used and Cases Where It Should Not Be Used

Damage caused by “accidental incidents” such as flying waterproof sheets, caps, and fences due to typhoons and strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to separate and record damage from accidents and aging deterioration during the deterioration diagnosis.

On the other hand, aging deterioration itself is not covered. There have been many troubles nationwide with contractors soliciting that “repairs can be made without out-of-pocket expenses with insurance money,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of your application directly with your management association or owner to the insurance company or agent. Kakeru Koumuten Co., Ltd. will not provide such guidance.

Building Conditions and Repair Points in Tama City

Tama City is located in the southern part of the Tama region of Tokyo, with the Ooguriyagawa and Koitakagawa rivers flowing through it. The first phase of occupancy in the Tama New Town began in March 1971 in Suwa and Nagayama, and the city was established in November of that year. According to city documents, about 60% of the city area is a new town. However, this is general information for the entire city. Your building’s age and deterioration condition will be individually confirmed through on-site investigation.

When organizing the streets and buildings of Tama City from a repair perspective

The table below summarizes only the items that could be confirmed from city and metropolitan public documents. Individual building circumstances cannot be determined from the overall city figures.

Item Confirmable Content Perspective When Considering Repairs
History of the Town Tama Village was established in 1889 (Meiji 22), became Tama Town in 1964 (Showa 39), and Tama City on November 1, 1971 (Showa 46). The occupancy of Tama New Town began in March 1971 in the Suwa and Nagayama areas, resumed in March 1976, and started in the Karakida area in March 1991. The business area of the new town is approximately 1,247 hectares. Since the timing of occupancy varies by area, the age of buildings can differ significantly even within the same city. The age of each building will be confirmed individually.
Housing Complexes and Apartments The new town includes public rentals such as Tokyo Metropolitan Housing, UR Urban Development Corporation (formerly the Public Corporation), and Tokyo Housing Supply Corporation, as well as condominiums for sale. According to the policy from 1979, the ratio of sales to rentals was set at 55:45. The Suwa 2-chome housing (occupied since 1971) was rebuilt from 640 units to 1,249 units, with occupancy of the newly constructed apartments starting in October 2013. The reconstruction of Tokyo Metropolitan Housing built in the 1960s is also progressing, with the first phase of relocation occurring in November 2019. The “Suwa-Nagayama Town Development Plan” was formulated in February 2018. Repairs for housing complexes are determined by the management association for condominiums and by the project entity for public rentals. For older condominiums, the discussion will revolve around whether to rebuild or renovate. Utilizing the city’s advisor system, the scope of renovations will be assessed through deterioration diagnosis.
Condominiums The city has a management plan certification system (application fee is free), dispatch of housing advisors (free), subsidies for using the rebuilding and renovation advisor system, and support for forming regeneration agreements for management associations of buildings with outdated seismic standards. The city’s documents do not confirm the number of condominium buildings, units, or their ages within the city. Management associations with older buildings should expedite the review of long-term repair plans and reserve funds, as this will broaden options such as property tax reductions and consideration of management plan certification.
Aging Population and Living Conditions The percentage of the population aged 65 and over was 29.0% according to the 2020 national census (20.9% in 2010, 26.5% in 2015). As of January 1, 2022 (resident basic register), it was 29.2%, the third highest level among the 26 cities in Tokyo. Among general households, single-person households account for 38.6%. For buildings with many residents who spend long hours at home or are elderly, consideration for living conditions during construction is essential. Information about the schedule, timing for laundry and ventilation, and safety of stairs and corridors will be carefully communicated through general meetings and notices.
Rental Apartments and Vacant Houses There is no confirmed public description limited to wooden apartments, nor the number of vacant houses. In rental apartments, it is essential to inform residents and create schedules that match the status of vacancies. The condition of each building will be confirmed through on-site surveys.
Assumptions of Floods, Landslides, and Earthquakes The city’s flood and landslide hazard map (as of September 30, 2022; page updated June 11, 2026) assumes rainfall of 588mm over two days for the Tama River, Asagawa, and Oguragawa (downstream from the confluence), and 690mm over 24 hours for the Koda River and Oguragawa (upstream from the confluence). The map also includes flooding due to internal water overflow, and the rainwater overflow flooding assumption area was separately designated on March 1, 2026. The landslide warning areas and special warning areas were designated on September 5, 2019, with subsequent changes around Suwa 2-chome, Kaito 1-chome, Wada, Nakazawa 1-chome, Toyogaoka 1-chome, Atago 4-chome, Sakuraoka 2-chome, Sekido 6-chome, and Ochiai 2-chome. The values for liquefaction and earthquake damage assumptions have not been confirmed. Please check the city’s hazard map for assumptions regarding the location of your building. The condition of drainage and waterproofing layers on rooftops and balconies will be included in the inspection items.
Roads and Delivery Public descriptions regarding the width of municipal roads, parking lots, and delivery routes have not been confirmed. Construction that involves scaffolding, temporary enclosures, and morning glories extending onto the road requires consultation with the police, separate from regular occupancy construction, as indicated on the city’s page. The type of road (whether municipal or metropolitan) determines the point of contact for occupancy permits. The layout of scaffolding and delivery will be confirmed on-site for each location.
Scenery and City Rules The city is not listed as a landscape administrative organization of Tokyo and can be interpreted as being subject to the Tokyo Landscape Plan. There are no confirmed independent landscape regulations or landscape plans from the city. When constructing a building in the area designated by the district development plan, notification to the city is required, and there is no mention of color changes on the city’s “District Plan Notification” page (the number and scope of districts have not been confirmed). Regulations regarding scenic districts, building agreements, and greening have also not been confirmed. Whether exterior wall repainting requires notification depends on the location and size of the building. Early confirmation is necessary (please see the table below).
Advance Coordination with Neighbors The city has the “Tama City Urban Development Ordinance,” which requires prior notification and informing neighboring residents for large-scale land transactions or development projects above a certain scale. The page does not mention large-scale repairs, changes to exterior walls, or scenic regulations. If you are concerned about applicability, please confirm with the city’s Urban Planning Division, Planning Section. Providing prior explanations to neighbors is important at any site.
No public materials showing the breakdown of condominium construction years by town have been found within the confirmed range. It cannot be definitively stated that “this area has older buildings.” Management associations residing in buildings over 20 years old should expedite the review of long-term repair plans and reserve funds, as this will broaden options such as management plan certification and consideration for property tax reductions.

Four Key Factors to Consider for Large-Scale Repairs Unique to Tama City

Based on the formation of Tama City and its rules, we have organized four factors to keep in mind for large-scale repairs. The circumstances of each building vary, so individual confirmation will be made through on-site investigations.

① Consideration of Early Occupancy Complexes and Whether to Rebuild or Renovate

In Suwa and Nagayama, occupancy began in 1971. Older buildings tend to experience significant deterioration in substrate repairs, tiles, and waterproofing, so early building diagnosis is beneficial. Based on the results of the diagnosis, management associations can compare whether to continue using the building through renovation or consider rebuilding.

② Rainwater Drainage and Waterproofing of Rooftops and Balconies

The city’s hazard map anticipates flooding from the Tama River, Asakawa, Oguragawa, and Koitakawa, and also includes information on internal water flooding. Expectations for each building vary by location. On rooftops and balconies, if roof drains or gutters become clogged during heavy rain, it can lead to puddles or leaks. We recommend conducting inspections and cleaning of drains and including necessary renovations in the construction items based on their condition.

③ Consideration for Elderly Residents and Consensus Building at General Meetings

The percentage of residents aged 65 and over in the city is 29.0% (according to the 2020 national census). Concerns about living conditions during construction often arise as discussion points at general meetings. We will clearly explain the posting of the schedule, guidance on laundry and ventilation times, and how to contact site personnel in advance.

④ Roads with Scaffolding and Tama Central Police Station

Scaffolding, temporary enclosures, and morning glories have different procedures from regular occupancy construction, and the flow of receiving a consultation document at the city’s office and having the Tama Central Police Station provide their opinion is outlined on the city’s page. The permit takes about two weeks from the acceptance of the application. Our own scaffolding team will assess the site and plan the layout of scaffolding suitable for the type and width of the road.

Points of Discussion When Advancing Construction in Tama City

Issue Actual Situation in Tama City and Kakeru Koumuten’s Response
Exterior Wall Color and Landscape Procedures Depending on the location and scale of the building, it may be subject to the notification of Tokyo’s landscape plan and the notification of the district plan. We will confirm whether it is subject during the investigation phase, decide on the color through color simulation and trial painting, and assist in preparing the necessary documents for notification.
Rainwater Drainage and Drains During heavy rain, drainage from rooftops and balconies is crucial. We will check the roof drains, gutters, and balcony drainage outlets during the investigation, and if there are blockages or damage to the waterproof layer, we will include them in the construction items and make proposals.
Scaffolding and Temporary Enclosure Road Occupation If scaffolding, temporary enclosures, or morning glories are placed on the road, permission from the road administrator and a road use permit from the police are required. For municipal roads, contact the Road Traffic Division Management Section (phone 042-338-6860). The city’s page provides the following steps: ① Submit two copies of the application documents at the counter and receive an official seal on the consultation document, ② Have the Tama Central Police Station (Traffic Division Traffic Regulation Section, phone 042-375-0110) fill out an opinion (this takes a few days), ③ Bring the original with the police opinion to the Road Traffic Division and apply for road occupation permission again. The permit takes about two weeks from the acceptance of the application. Attached documents include a guide map, floor plan, structural drawings, and area calculation sheet. The amount of the occupation fee and the contact for prefectural and national roads is not detailed on the city’s page and has not been confirmed (the last update on the city’s page was in Reiwa 5, March). Our own scaffolding team will assess the site and plan the layout of the scaffolding according to the road conditions.
Narrow Site and Material Delivery There is no official description from the city regarding the width of municipal roads and delivery routes. At narrow sites, our own scaffolding team will assess the site and plan the delivery route and scaffolding layout. Vehicles on the side where scaffolding will be placed will need to be temporarily moved, so we will arrange the relocation together about 2 to 3 months before construction starts.
Noise, Vibration, and Neighbors Whether the dismantling of scaffolding or demolition work is subject to the notification of specific construction work under the Noise Regulation Act and Vibration Regulation Act depends on the nature of the work. We have not confirmed the notification window and deadlines for Tama City, so we will check with the city according to the construction content. We will ensure to greet the neighbors and strictly adhere to the working hours.
Buildings with Operating Tenants For buildings where the first floor is a store or office and the upper floors are residential, consideration for business hours and access is necessary. We recommend prior explanations through the management association and tenants, and we strictly adhere to greeting rounds, posting construction schedules, and working hours.
Plans for Older Buildings For older buildings, understanding the condition of the substrate, tiles, and waterproof layer through building diagnostics is the starting point. Based on a deterioration diagnosis report with photos, we will categorize the work to be done this time, work that can be summarized while scaffolding is up, and work that can be postponed to the next time. For buildings considering reconstruction, we will organize whether to minimize the scope of repairs or to extend the use through renovations, in conjunction with the results of the diagnosis.
*When considering the color of the exterior wall, we recommend confirming in advance whether it is subject to landscape notification. For confirmation, the notification for Tokyo’s landscape plan is handled by the Green Landscape Division, Streetscape Landscape Section (phone 03-5388-3265), and the notification for the district plan is handled by the city’s Urban Planning Division Guidance Section (phone 042-338-6866). For management plan certification and advisor relations, contact the Urban Planning Division Housing Section (phone 042-338-6817), and for property tax reductions, the Tax Division Building Depreciable Assets Section (phone 042-338-6838) is the point of contact.

Signs of Deterioration and Timing for Major Repairs

Generally, major repairs are recommended every 12 to 15 years. According to a survey by the Ministry of Land, Infrastructure, Transport and Tourism, the actual repair cycle is most commonly 13 years, with about 70% falling within the 12 to 15 year range, and the cycle tends to shorten with each occurrence. However, the actual judgment should be based on the condition of deterioration rather than just the number of years, so if you observe symptoms like those listed below, we recommend an early on-site inspection.

Part Dangerous Signs of Deterioration if Left Unattended Main Measures
Exterior Wall (Painted Surface) Chalking (white powder on hands), fading, cracks wider than 0.3mm, blistering or peeling of the paint film Substrate repair + exterior wall painting
Exterior Wall (Tile Surface) Tile lifting or falling off, missing grout, efflorescence, hollow sounds when tapped Injection for lifting, replacement, clear waterproofing
Sealing Cracks in joints, shrinkage, peeling, hardening Re-sealing
Roof and Balcony Bloating or breaking of the waterproof layer, puddles, clogged drains, leaks to lower floors Urethane waterproofing, sheet waterproofing, drain renovation
Metal Parts and Steel Stairs Rust, peeling paint, corrosion of treads Grinding + rust prevention + painting, component replacement
Roof Lifting of ridge cap, cracking or warping of slate, moss, misalignment of tiles Roof painting, roof overlay (cover method), re-roofing
Concrete Spalling (exposed rebar with rust stains), water leakage from cracks Spalling repair + resin mortar filling
Shared Corridor and Stair Floors Lifting or peeling of long sheet flooring, exposed substrate Replacement of long sheet flooring + substrate waterproofing

Estimated Repair Cycles by Part (Ministry of Land, Infrastructure, Transport and Tourism Guidelines)

Part/Work Estimated Cycle Part/Work Estimated Cycle
Exterior Wall Painting (Repainting) 12 to 15 years Re-sealing 12 to 15 years
Exterior Wall Painting (Existing Removal + Painting) 24 to 30 years Metal Parts Painting 5 to 7 years
Roof Waterproofing (Repair) 12 to 15 years Water Supply Pipe (Rehabilitation/Replacement) 19 to 23 years / 30 to 40 years
Roof Waterproofing (Removal + New Installation) 24 to 30 years Drain Pipe (Rehabilitation/Replacement) 19 to 23 years / 30 to 40 years

* The above are reference examples from the guidelines and are not uniform construction deadlines. Actual cycles will be set according to the specifications, location conditions, and deterioration status of the building.

Depending on the building, a statutory exterior wall inspection may be required. For buildings subject to regular reporting under Article 12 of the Building Standards Act, an inspection through comprehensive tapping, etc. (including infrared inspections that meet the requirements) is required for parts of the exterior wall made of tiles, stone, mortar, etc., that may pose a danger to pedestrians due to falling, under certain conditions such as exceeding 10 years since completion or exterior wall renovation. The specific administrative agency for Tama City is Tokyo, and the contact point is the Tama Building Guidance Office in Tokyo. There is no building official in Tama City. For regular reporting, in the case of Tama City, the report should be sent to the Tama Building Guidance Office in Tokyo (phone 042-548-2029). Collective housing may be included in the subjects of regular reporting, and the applicable scale and timing of the reports are determined by use and scale. Please check the “List of Buildings and Building Equipment Subject to Regular Reporting and Reporting Timing” published by Tokyo (revised version reflecting the legal amendments effective from July 1, Reiwa 7). The applicable uses and scales may be revised, and they differ for each building, so please confirm the latest information on whether your building is subject to this at the Tama Building Guidance Office in Tokyo (phone 042-548-2029). Even if it is not subject to statutory inspection, regular inspections and maintenance to prevent the exterior wall from falling are essential. (Regular reports for elevators, etc. are under a different system. Please consult us if you are unsure.)

Examples of Large-Scale Renovation Work

This is an example of exterior renovation work on a mixed-use building undertaken by Kakeru Koumuten Co., Ltd. The building had leaks occurring in several places, and we combined clear waterproofing for the tile exterior wall with waterproofing for the roof for the renovation.

Exterior Renovation Work for Mixed-Use Building (Tile Wall Waterproofing + Roof Waterproofing)

BEFORE

Exterior of mixed-use building before large-scale renovation | Stains on tiles and overgrowth of ivy

AFTER

Exterior of mixed-use building after large-scale renovation | Tile replacement and clear waterproofing for renovation

Work Details Partial tile replacement for damaged tiles / Painting of ancillary parts (pipes, water drainage) / Roof waterproofing work (urethane waterproofing) / Exterior wall tile waterproofing (Seven S) / Sealing work around sashes / Repair of exterior wall tile mortar joints / Removal of ivy
New Materials Used Exterior wall tiles: Kunishiro Tiles / Painting of ancillary parts: Radical silicone paint / Roof waterproofing: High-strength urethane (Sarasene A) / Exterior wall tile waterproofing: Seven S
Price Range 4,000,000 to 4,100,000 yen
Construction Period 45 days
Location Not disclosed
Background to the Work Due to leaks occurring from several areas such as the exterior walls and roof, we proposed waterproofing for the entire exterior wall. Seven S is a clear waterproofing material for tile walls, which is somewhat expensive but highly waterproof, making it recommended for cases where leaks are occurring from multiple areas of the exterior wall.

Customer Feedback

Flow from On-Site Survey to Completion of Work

From inquiry to project completion and aftercare, one representative will consistently handle your case. For management associations, a resolution at the general meeting is required, so starting the process 1 to 1.5 years before the desired construction start date allows for a smoother progression.

  1. Inquiry (Free) Please contact us via phone, form, or LINE. If you have estimates from other companies, just presenting those is fine.
  2. On-site Investigation & Building Diagnosis (Free) We will conduct an exterior wall inspection, check for cracks, sealing, and waterproofing layers, and if necessary, investigate the rooftop, high places, and leak areas using drones or thermal imaging. For properties in Tama City, we will also check the road width, distance from neighboring properties, delivery routes, parking, and drainage conditions of rooftops and balconies.
  3. Investigation Report & Estimate Submission We will provide a deterioration diagnosis report with photos and an estimate detailing quantities, methods, and materials for each work item. Proposals for multiple plans are also possible.
  4. Plan Decision & Contract Confirm colors through color simulations, paint boards, and trial painting. For management associations, we will assist in preparing materials for the general meeting. In Tama City, for buildings that require notifications for Tokyo’s landscape plan or district plan, we will explain the procedures and color considerations as well.
  5. Notification to Residents & Neighbors We will distribute construction notifications, visit neighbors to greet them, and set up a bulletin board at the entrance (project schedule and laundry information). If temporary relocation of parking is necessary, we will coordinate this at this stage.
  6. Temporary Scaffold Installation to Various Works Our in-house scaffold team will set up scaffolding, followed by high-pressure washing → substrate repair → sealing → exterior wall painting & tile repair → waterproofing → iron parts & ancillary work in that order. A supervisor will inspect each process and take construction photos.
  7. Completion Inspection, Scaffold Dismantling & Handover We will confirm the finish in the presence of the customer and provide construction photos, a report on the paints used, and a warranty certificate.
  8. Aftercare We will send out annual DM notifications, and inspections can be conducted every year. Simple repairs such as partial sealing are provided free of charge.

Resident Communication, Additional Work Approval, Inspection Reports

Just as important as the construction itself is “when, what, and with what materials we report”. At Kakeru Koumuten, we provide materials and reports in the following four scenarios.

Scenario Materials Provided / Actions Taken
Before Construction
Building Diagnosis
We will provide a deterioration diagnosis report with photos. This document summarizes the deteriorated areas and the rationale for the proposed scope of work.
Before Construction to During Construction
Notification to Residents & Neighbors
We will distribute construction notifications, visit neighbors to greet them, and provide information on the project schedule and laundry through the entrance bulletin board.
During Construction
Approval for Additional Work
If deterioration is discovered after scaffolding is erected, we will present photos, quantities, and costs for approval before proceeding with the work.
During Construction to Completion
Inspection Report
A supervisor will inspect each process and take construction photos. Upon completion, we will confirm the finish in the presence of the customer and provide construction photos, a report on the paints used, and a warranty certificate.

* For management associations, it is smooth to decide in advance who will approve additional work (such as the chairman or the repair committee) and the amount that will require approval before signing the contract.

How will life be during construction? Impact on residents

Major repairs are principally carried out while residents remain in their homes. However, there will be limitations on daily life while scaffolding is in place. Most troubles can be prevented simply by informing residents in advance, so Kakeru Koumuten Co., Ltd. thoroughly explains and posts notices before construction begins.

What will be affected What will actually happen / Our response
Laundry On days of high-pressure washing, painting, and waterproofing, outdoor drying will not be possible. We will inform residents via bulletin boards and individual mailboxes about “which side will be worked on today” and will ensure as many days as possible for outdoor drying.
Window opening and closing In addition to washing and painting days, there may be times when windows cannot be opened during other processes such as protection, drying, and waterproofing. We will inform residents for each process, so please check the notices and postings. We will schedule the work to avoid continuous closures.
Balcony During floor waterproofing and handrail painting, we ask for temporary relocation of personal items, plants, and air conditioning outdoor units. The timing will be notified in advance for each unit.
Noise and Odor The period of substrate repair (breaking and drilling) will produce the most noise. Working hours are generally from 8 AM to 5 PM, and we will accommodate requests such as refraining from work on Sundays and holidays. Low-odor paint options are also available.
Security and Privacy Scaffolding can become a potential entry point. We can take measures such as blocking sightlines with mesh sheets and installing locks and sensor lights on the scaffolding’s access stairs at night. We also thoroughly educate visitors on proper etiquette.
Parking Vehicles on the side where scaffolding will be erected will need to be temporarily relocated. Since securing a new parking location may take time, we will start securing a new parking location together 2 to 3 months before construction begins.
Pets, Small Children, and Working from Home If you have sensitivities to noise, please inform us in advance, and we may be able to adjust the work schedule accordingly. Please feel free to let us know.
Rooms under Lease We can assist owners in creating notification documents for residents. If there are concerns about the impact on occupancy rates due to construction, we can also propose an image change with color simulations.

How to Choose a Major Repair Contractor and Ordering Method

There are many major repair contractors that cover the Tama area, and you may be unsure which one to choose. When requesting renovations for apartments, condominiums, or buildings, please confirm the following four points.

● Have extensive experience in major repairs

● Confirm the presence of warranties and aftercare services

● Obtain estimates from multiple contractors (at least 3 companies)

● Confirm whether they are self-managed

Have extensive experience in major repairs

Major repair contractors often have websites that showcase their exterior renovation achievements. If they provide detailed explanations of repair contents with photos, it gives peace of mind as it can serve as a reference when actually making a request.

Using ratings from Google and review sites can be effective when comparing large-scale renovation contractors! Be cautious if there are many negative reviews. If there are few reviews, also check the construction track record, the content of explanations, and the management system.

Large-scale renovation work involves not only the construction itself but also the potential for troubles with residents and neighbors. Therefore, it is necessary to post updates on the progress of the work and information about laundry on bulletin boards to prevent issues before they arise. Kakeru Koumuten specializes in exterior work, so we often receive requests for exterior renovations of apartments and condominiums.

Check for warranties and aftercare services

When choosing a large-scale renovation company, make sure to check for warranties. If any issues like leaks occur after the work is completed, having a leak warranty from the contractor ensures that repairs can be made at no cost, providing peace of mind! A company that offers a warranty is often confident in their work, which can be a criterion for choosing a contractor.

Warranty periods vary by contractor and the nature of the work, but they typically range from 1 to 10 years. Emergency repairs or partial fixes often do not come with a leak warranty. Some contractors also provide aftercare services separate from warranties, so be sure to check for warranties and aftercare services.

Kakeru Koumuten sends out annual direct mail for aftercare maintenance, allowing for yearly inspections. We also provide free responses for simple repairs like partial sealing.

Obtain estimates from multiple contractors (at least 3 companies)

When requesting large-scale renovations, be sure to obtain estimates from multiple contractors. It is important to get estimates from at least 3 companies and compare their estimates and reports! Even for the same work, costs can vary by contractor, and warranties and aftercare services may differ. Additionally, obtaining multiple estimates makes price negotiations easier.

When comparing estimates, consider not only the cost but also the “items in the estimate,” “methods and materials for substrate repair and exterior wall painting,” and “confirmation of the process.” Carefully compare these details! If the quality of auxiliary materials is low or if steps are skipped, costs can be reduced, so avoid making decisions based solely on price. Especially since substrate repair work can be difficult to assess from appearance alone, ensure that the repair method is appropriate for the condition of the substrate!

Check these points on the estimate (checklist)

Confirmation Items Points to Consider
Is there an excessive use of “one set” notation? Are the quantities and unit prices clearly stated? With “Exterior Wall Repair One Set,” comparisons and verifications cannot be made.
Do the quantities match the actual measurements? Are there quantities recorded that are far from the drawings or actual measurements? This is the area where inflation is most likely to occur.
Proportion of miscellaneous expenses Details and proportions of site management costs, general management costs, statutory welfare costs, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the 3rd year of Reiwa, the average is about 10% of the construction cost (excluding common temporary costs), but it varies depending on the size and conditions of the building, so there is no uniform standard.
Are the names of materials written? Are the manufacturer names, product names, grades, and number of coats for paints and waterproofing materials specified?
Treatment of quantities for substrate repairs This is an item that cannot be accurately measured until scaffolding is set up. Is it stated whether it is “estimated quantity” or “actual quantity settlement,” and are there agreements for increases or decreases? This is the most important point.
Warranties and after-inspection Warranty period for each construction, frequency of inspections, and scope of free support.
Company backing Types of construction industry licenses, track record of similar scale and structure, presence of qualified personnel.

Check if it is managed in-house

Large-scale repair work includes various tasks such as “substrate repair work,” “exterior wall painting,” “waterproofing work,” and “pipe replacement,” and the plan content will change based on the actual deterioration condition and customer preferences.

Contractors that completely outsource to subcontractors may lack knowledge and experience, leading to proposals for repairs in irrelevant areas or meaningless work. If you investigate and then request a subcontractor, it may incur additional time and costs. By managing in-house with knowledge and experience, responsible construction that keeps costs down becomes possible.

Additionally, contractors that outsource may have delayed responses in case of any trouble during construction. It is safer to avoid having a company that has not actually met with the customer manage the construction. Kakeru Koumuten performs everything from temporary scaffolding installation to exterior wall painting and waterproofing work in-house, managed by knowledgeable and experienced personnel!

There are three ordering methods. The choice affects the approach.

Especially for management associations, it is necessary to decide “how to request” before “which company to hire.” The main ordering methods are the following three.

Method Procedure Advantages Disadvantages
Responsible Construction Method The construction company handles investigation, design, construction, and management all at once. No additional costs for design consulting (investigation and design costs may be included in the construction costs) / Single point of contact reduces the burden on the management association / Responsibility is clear / May shorten the period until ordering. Specifications can easily be left to the construction company, making it difficult to compare side by side / Third-party checks are hard to implement, requiring the management association to verify price, specifications, and construction status.
Design Supervision Method A design office or consultant conducts the investigation and design, while a separate company handles the construction. Allows for comparison of construction companies under the same conditions / Independent supervision during construction. Consulting fees are required separately / Attention needed to avoid conflicts of interest and collusion / Tends to prolong the period.
Management Company Prime Contract Method The management company acts as the prime contractor, with subcontractors performing the construction. Easy coordination with daily management / Minimal burden on the management association. Intermediate margins can make it more expensive / Competition principles may not be effective.
For small to medium-sized buildings with few units, the responsible construction method is often suitable. This is because the burden of consulting fees increases as the number of units decreases. However, the weaknesses of the responsible construction method are “difficulties in side-by-side comparison” and “challenges in third-party checks,” so verification of price, specifications, and construction status is necessary regardless of the method. Therefore, Kakeru Koumuten provides estimates that clearly outline quantities, methods, and materials for each construction item, allowing for comparison on the same level as other companies. If you bring in estimates from other companies, we can recreate them under the same conditions.

Collusion and Inappropriate Consulting Issues in Large-Scale Renovations and Self-Defense Measures

Latest 2026 In the large-scale renovation industry, inappropriate orders linked between design consultants and construction companies have been a long-standing issue. The Ministry of Land, Infrastructure, Transport and Tourism issued warnings and notifications to management associations in January 2017 and April 2023, and on September 28, 2026, the Japan Fair Trade Commission announced that 38 companies received exclusion orders related to large-scale renovation work commissioned by condominium management associations to design consulting firms, and 37 companies were ordered to pay a total of 1.63788 billion yen in surcharges (two design consulting firms were also subject to exclusion orders).

※Based on the announcement by the Japan Fair Trade Commission (September 28, 2026).

Three Typical Schemes

① Dummy Estimates

A predetermined company is chosen to receive the order, while other companies only submit formal high estimates, creating a “fixed race.” This makes it appear to the management association that “proper competitive estimates were obtained.”

② Collusion with Design Supervisors

While consultants contract at extremely low design supervision fees, they receive kickbacks from the high construction costs of their partner construction companies. Design supervision fees that are too low are a warning sign.

③ Back Margin

A certain percentage of the contract amount is kicked back, which is then added to the construction costs as an expense. As a result, the management association ends up paying extra.

Self-Defense Measures for Management Associations

  • Obtain independent estimates from multiple companies
  • Consult with neutral third parties such as condominium management professionals or architects
  • Document the vendor selection process in meeting minutes to ensure transparency
  • Confirm the reasons for unusually low design supervision fees from consultants
  • Include a penalty clause in the contract for cases of collusion discovery
  • Avoid concentrating information with a single consultant and verify specifications independently

Contact Points for Third-Party Consultation

If you are unsure about reading estimates or the vendor selection process, consulting with a third party separate from the construction company can be effective. The main contact points available for management associations in Tama City are as follows.

Kakeru Koumuten Co., Ltd. welcomes such fair bidding and opportunities for third-party comparisons. By keeping costs down with our own work and providing estimates that clearly specify quantities, methods, and materials, we believe this makes us advantageous enough to be compared on the same level. We warmly welcome competitive estimates.

Frequently Asked Questions about Large-Scale Repairs in Tama City

How much does large-scale repair in Tama City cost?
For apartments, according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, about 70% of cases fall between 750,000 to 1,500,000 yen (excluding consumption tax and common temporary construction costs), with the most common range being 1,000,000 to 1,250,000 yen. Based on our company’s construction records, the estimate for wooden two-story apartments is between 2,000,000 to 4,000,000 yen, for three-story steel and RC apartments between 4,000,000 to 9,000,000 yen, and for small-scale apartments or mixed-use buildings between 5,000,000 to 15,000,000 yen. The costs vary depending on the condition of the substrate and whether waterproofing and roofing work is needed, so we will provide an estimate through a free on-site survey.
How often should large-scale repairs be conducted?
Generally, a cycle of 12 to 15 years is recommended, and the actual cycle is most commonly 13 years according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey, with about 70% falling within the 12 to 15-year range. However, the decision should be based on the condition of deterioration rather than just the number of years. If there are signs of deterioration in sealing, tiles lifting, or breaks in the waterproof layer, it is better to repair without waiting for the cycle, as this can ultimately reduce costs. We will assess the age and condition of your building during the on-site survey to make a judgment.
How long does the construction period take? Can residents stay during the work?
For apartments, the duration is typically 3 weeks to 2 months, for small-scale apartments or buildings 1.5 to 3 months, and for apartments with over 50 units about 4 to 6 months. Residents can remain in their homes during the construction. However, while scaffolding is up, there may be restrictions on drying laundry outside and opening windows, so we take thorough measures to minimize the impact on daily life, including distributing advance notices, providing information on the schedule and laundry through bulletin boards, and strictly adhering to work hours.
How long should I expect from the start of planning to the completion of construction?
For management associations, the process from establishing the repair committee, building diagnosis, contractor selection, to the general meeting resolution typically takes 1 to 1.5 years, followed by 3 to 6 months for construction. Overall, it is advisable to plan for about 2 years to proceed with some leeway. If you are using subsidies or tax incentives, please also factor in the time required to obtain management plan certification (procedures for city certification).
Are there any subsidies available for large-scale repairs in Tama City?
As of now, there do not appear to be any subsidies for large-scale repair work for condominium buildings in Tama City or Tokyo. Possible options include the Tokyo Metropolitan Government’s subsidy for apartment improvement work (interest subsidies for management associations using loans from the Japan Housing Finance Agency), the Tokyo “Stay in Tokyo” apartment subsidy, a reduction in fixed property tax (one-third in Tama City), subsidies for switching to LED lighting in common areas (up to 1,200,000 yen, ending when the budget is reached), free advisory services from the city, and subsidies for seismic retrofitting and consensus building for old earthquake-resistant buildings. If the work includes windows and insulation, it may also qualify for “Advanced Window Renovation 2026” or “Future Eco Housing 2026.” The application timing and applicants vary by program, so please check the eligibility criteria and application procedures for each program before contracting or starting construction.
I heard that fixed property tax can be reduced through large-scale repairs. Is that true?
It is true if the requirements are met. Under the Long-Term Apartment Promotion Tax System, condominium buildings that are over 20 years old and have a total of 10 or more units can receive a reduction in the fixed property tax amount for the following year if they conduct large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of the building. The reduction rate in Tama City is one-third, applicable to tax amounts for up to 100 square meters per unit (in the 23 wards of Tokyo, it is one-half). The eligible repairs must be completed between April 1, 2023, and March 31, 2027, and the application should be submitted to the Tax Division of Tama City (phone 042-338-6838). The city’s page does not specify the application deadline and procedures, but the national system indicates that applications should be made within three months of the completion date, so please confirm this at the counter before construction. For certified management plan condominiums, it is also a requirement to raise the repair reserve fund to the certification standards, which takes time to prepare, so we recommend starting the process more than a year before construction.
Are there any changes to subsidies starting from the fiscal year 2026?
It is important to be cautious when planning your finances based on outdated information. The national “Childcare Green Housing Support Project” has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Management associations and management corporations can also become joint contractors, allowing for insulation renovations in common areas. Additionally, the “Long-term Excellent Housing Renovation Promotion Project” will end in the fiscal year 2025 and will not be implemented in fiscal year 2026. The “Advanced Window Renovation 2026 Project” has started accepting bulk applications for apartment buildings from May 29, 2026 (the application process will be handled by registered contractors).

What should I do if the repair reserve fund is insufficient?
There are mainly four options: ① Postpone low-urgency work after a deterioration diagnosis, ② Review the scope and specifications of the work, ③ Check for support systems such as subsidies, ④ Consider increasing the repair reserve fund or financing from the Japan Housing Finance Agency. The agency’s renovation loans for common areas of condominiums do not require collateral, and interest rates can be reduced by up to 0.6% per year by obtaining management plan certification and implementing energy-saving or seismic work. Please note that postponing waterproofing and tile peeling measures often ends up being more expensive, so it is advisable to consult us for a decision on separation.
Can scaffolding be set up on narrow sites or buildings close to neighboring properties?
Yes, it can. There are sites in Tama City with limited road widths and buildings close to neighboring properties. Kakeru Koumuten Co., Ltd. owns its own scaffolding materials and has its own scaffolding team, allowing us to plan the delivery route and scaffolding layout after checking the site. This is an area where additional costs can easily arise after seeing the site, so it is important to confirm the delivery route during the estimation stage.
What happens to the residents’ parking during construction?
Vehicles on the side where scaffolding will be erected will need to be temporarily moved. In buildings where there is limited parking space on the premises, it may take time to secure an alternative parking location. Kakeru Koumuten Co., Ltd. will coordinate with you about the availability of nearby parking starting 2 to 3 months before construction begins.
Can I freely decide the color of the exterior walls?
Tama City is not listed as a landscape administrative organization in Tokyo, and notifications regarding the landscape will be based on Tokyo’s landscape plan. Notifications must be submitted by 30 days before construction confirmation applications (or 30 days before commencement if there are no related legal procedures), and whether exterior wall repainting is subject to this depends on the location and size of the building. For size requirements, please check with the Tokyo Metropolitan Bureau of Urban Development, Greenery and Landscape Division, Streetscape Landscape Section (phone 03-5388-3265). In areas designated by district planning, a different notification may be required, and the city’s urban planning department’s guidance section (phone 042-338-6866) is the contact point. We will also investigate this during our survey. Sharing a color simulation to visualize the completed image can facilitate discussions.
Why is the north-facing exterior wall particularly covered in moss and algae?
The north side receives less sunlight throughout the day, and when shadows from trees or neighboring buildings overlap, moisture can accumulate, making it easier for algae, moss, and mold to thrive. This is more likely to occur in locations close to trees. After thoroughly cleaning with high-pressure washing, choosing paint with anti-algae and anti-mold properties can help prevent recurrence. Additionally, we recommend checking for blockages in roof drains and gutters caused by fallen leaves, as these often lead to water pooling on rooftops and leaks.
Which method should I choose: responsibility construction method or design supervision method?
In buildings with fewer units, the burden of consulting fees tends to be heavier, so we believe that the responsibility construction method is often more suitable for small to medium-sized buildings. The design supervision method allows for comparison of construction companies under the same conditions since a third party creates the specifications; however, consulting fees are incurred separately, and there are risks of conflicts of interest and collusion that need to be considered. Even with the responsibility construction method, verifying price, specifications, and construction status is essential. Kakeru Koumuten Co., Ltd. provides estimates that clearly outline quantities, methods, and materials for each construction item, allowing you to compare with other companies on the same level.
How can I detect collusion in large-scale repairs?
There are three typical methods: ① Deciding on a contractor in advance and having other companies submit only formal high estimates, known as “dummy estimates,” ② A consultant contracts at an extremely low design supervision fee and receives kickbacks from affiliated contractors, known as collusion, ③ Adding a portion of the contract amount as a back margin to the construction costs. Countermeasures include obtaining independent estimates, consulting with a neutral third party, documenting the selection process in meeting minutes, and including penalty clauses in contracts.
How many companies should I get estimates from?
What is the difference if we have our own scaffolding?
In large-scale repair projects, temporary construction accounts for about 20% of the total cost (according to the Ministry of Land, Infrastructure, Transport and Tourism’s FY2021 survey). By not outsourcing scaffolding work, we can easily control costs in this area, and our in-house scaffolding team can flexibly respond to sudden changes in the schedule or additional work. Kakeru Koumuten Co., Ltd. owns scaffolding materials for approximately 100 detached houses and plans according to the site, even in areas with limited road width.
I’m in the middle of getting multiple estimates; can I just have a look at the estimate?
Of course, that’s possible. If you bring estimates from other companies, we will check for free whether the items, quantities, methods, and materials are appropriate, and provide you with an estimate under the same conditions. We welcome multiple estimates.
Can I request just emergency repairs for a leak?
Yes. As a preliminary step before large-scale repairs, we also accept requests for emergency repairs or partial repairs for leaks. We will identify the cause using thermal imaging and drones and propose the minimum necessary repairs.
Can you handle roofing or exterior wall materials that contain asbestos?
Yes, we can. We have qualified personnel such as asbestos work supervisors and building material inspectors who can conduct the legally required preliminary surveys, as well as handle the cover method and removal of asbestos-containing roofing materials. We have not confirmed any municipal subsidies for asbestos surveys and removals in Tama City. The availability of subsidies may change from year to year, so please check with the municipal office. We will also provide guidance based on the survey results.
What happens if large-scale repairs are not done?
There are risks such as personal injury from falling exterior wall tiles, structural deterioration due to corrosion of rebar, leaks, and a decrease in asset value. Furthermore, buildings subject to regular reporting under Article 12 of the Building Standards Act require investigations through full tapping or other methods under certain conditions, such as when more than 10 years have passed since completion or exterior wall renovations. The scale of residential buildings subject to this requirement and the timing of reports can be confirmed in the “List of Buildings and Equipment Subject to Regular Reporting and Reporting Timing” published by Tokyo Metropolitan Government. The applicable uses and scales may be revised, so please check with the Tama Building Guidance Office of Tokyo Metropolitan Government (Phone: 042-548-2029) for the latest information. Even if not subject to statutory inspections, regular inspections and maintenance are essential, so please consult us if you are unsure about your judgment.
How much does large-scale repair for an apartment (about 10 units) cost?
For wooden two-story buildings with 6 to 10 units, the estimate is around 2 million to 4 million yen, and for three-story steel or RC buildings with 10 to 20 units, it is around 4 million to 9 million yen based on our company’s track record (including scaffolding, substrate repairs, exterior wall painting, sealing, and waterproofing). It is common to carry out repairs for apartments every 10 to 15 years. For owners, there is an increasing trend to change the appearance using color simulations at the same time as repairs to improve occupancy rates.

Kakeru Koumuten is a young company whose team is, on average, in their late twenties, but our skills are second to none.

Our greatest strength is that we handle scaffolding, roofing and painting entirely in-house. In an industry where these tasks are usually divided among contractors, our complete service simplifies project management and helps keep costs down. Above all, if a problem arises, we respond promptly.

We proudly describe ourselves as the youngest and most helpful renovation company in Kanagawa!
