Conclusion First

  • Cost Estimate / For condominiums, the cost per unit is 750,000 to 1,500,000 yen (approximately 70% fall within this range according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, with the most common range being 1,000,000 to 1,250,000 yen. This amount excludes consumption tax and common temporary costs). For wooden apartments, the estimate is 2,000,000 to 4,000,000 yen per building.
  • Estimated Cycle / 12 to 15 years. However, the deciding factor is not the number of years but the condition of deterioration.
  • Particularly Relevant in Musashino City / According to the city’s actual survey (October 2012), there are 417 buildings and 15,625 units of condominiums, with 134 buildings (32.1%) being older seismic structures built before 1981, exceeding the overall rate of 22.3% in Tokyo. About 75% of residences are multi-family dwellings (according to the 2018 Housing and Land Statistics Survey), with 46.9% being privately rented, making exterior repairs applicable not only to owners of condominiums but also to rental property owners. Regarding aesthetics, there are no city landscape regulations, but notifications under Tokyo’s landscape regulations may be required for the overall scale of buildings, and repainting with the same color is also subject to this, with a deadline of 30 days before commencement.
  • Available Funds / The official page of Musashino City does not confirm any city programs that subsidize the costs of large-scale repair work or deterioration diagnosis. City support includes seismic grants for older seismic condominiums, subsidies for condominium regeneration support projects, and grants for high-insulation windows for management associations (applications accepted until February 28, 2027, with prior consultation required before contracts). If requirements are met, there is a one-third reduction special provision for fixed asset tax (Musashino City tax. Work must be completed by March 31, 2027, and declarations must be made within three months after completion), interest subsidies from Tokyo (applications for the second phase of fiscal year 2026 accepted until February 19, 2027), and public financing can be considered in combination.
  • Tips for Avoiding Mistakes / At least three competitive estimates. Compare not only the amounts but also the quantities, methods, and materials.

Iron and Hardware Work Surface preparation and painting of steel staircases, handrails, and PS doors, replacement of capping and water stops.
Drainage and Wastewater Work Cleaning and renovation of roof drains (inserting renovation drains), resolving gutter blockages. Drainage issues can cause puddles and leaks, making this work particularly important for buildings with rooftops.
Others Replacement of rain gutters, rooftop and exterior wall inspections using drones, leak investigations using thermography, and preliminary surveys of asbestos-containing building materials.

Scope of Major Repairs Determined from Building Diagnosis

It is not always necessary to carry out all of the above works. The extent of the work will be determined based on the results of the building diagnosis. At Kakeru Koumuten Co., Ltd., we conduct a free on-site survey to confirm the items below and compile them into a deterioration diagnosis report with photos, after which we will propose the scope of work.

Diagnosis Area Main Inspection Method Scope of Work Determined by Diagnosis Results
Exterior Wall (Painted Surface) Visual inspection, checking the width of cracks and the condition of the paint film Method and quantity for crack repair, specifications for painting (repainting or painting after removing the existing paint film)
Exterior Wall (Tile Surface) Sounding inspection. High areas checked with a drone Scope and estimated quantity for injection of loose tiles and replacement, whether clear waterproofing is necessary
Sealing Checking for cracks, shrinkage, peeling, and hardening Whether to replace or add to the existing seal, scope of joints to be worked on
Roof, Balcony, Shared Corridor Checking for blisters or breaks in the waterproof layer, puddles, and the condition of drains Full renovation or partial repair, method (urethane waterproofing, PVC sheet waterproofing, long sheet), whether drain renovation is necessary
Leak Areas Investigation using thermal imaging camera and drone Identification of the cause and the priority areas for repair
Metal Parts, Roof, Accessories Checking for rust, corrosion, lifting, and cracking Whether painting is sufficient or if material replacement or cover method is necessary
Site and Surroundings Checking retaining walls, slopes, trees, access routes, and parking Planning for scaffolding and scope of temporary construction
The diagnosis results will be categorized into three groups: “Must repair this time,” “Consolidate while scaffolding is up,” and “Postpone to next time.” Items related to safety or water leakage, such as leaks, floating tiles, and breaks in the waterproof layer, are essential repairs this time. Exterior walls and sealing that cannot be constructed without scaffolding will be consolidated for this time, while lightly deteriorated work that does not relate to scaffolding will be candidates for postponement. Multiple plans can be proposed to fit your budget.

By doing a simulation and then changing to a two-tone color or making an image change, we hope to help enhance the stylish appearance and increase occupancy rates! Of course, it is also possible to arrange paint samples for actual color confirmation.

*Musashino City does not have city landscape regulations, and the entire city is within the Tokyo Metropolitan Landscape Plan area. According to the Tokyo Metropolitan Landscape Ordinance, repairs, remodeling, and color changes that alter the appearance of buildings are subject to notification, and the city’s Q&A indicates that repainting in the same color is also subject to this (normal maintenance activities such as tile repairs are not included). Notifications must be made at least 30 days before the start of construction, and whether it is subject to notification is judged based on the overall scale of the building, not the parts being changed. Additionally, it is necessary to check the area’s regulations, such as landscape consultations and district plans based on the city’s urban development regulations. Having a color simulation screen will help facilitate smooth explanations to general meetings, neighbors, owners, and tenants.

9-2 Confirm actual colors with a test paint!

With exterior renovation simulations, you can significantly reduce the risk of failure in changing your image! We hope that renovating the appearance of your apartment or condominium will help increase occupancy rates.

Cost Estimates for Large-Scale Repairs in Musashino City, Tokyo

The cost of large-scale repairs varies greatly depending on the size of the building, the degree of deterioration, the scope of work, and the materials used. First, please refer to the national average based on public statistics, then to our company’s cost estimates based on our construction performance, and finally to examples of unit prices for each type of work.

The national average for condominiums is 750,000 to 1,500,000 yen per unit

According to a survey conducted by the Ministry of Land, Infrastructure, Transport and Tourism, which compiled 818 construction cases (FY 2021), approximately 70% of the costs for large-scale repairs are concentrated in the range of 750,000 to 1,500,000 yen per unit, with the most common price range being 1,000,000 to 1,250,000 yen. Note that the amounts in this survey do not include consumption tax and common temporary costs, so they differ from the current total construction costs including tax.

Construction cost per unit Percentage Construction cost per unit Percentage
Up to 750,000 yen 15.1% 1,250,000 to 1,500,000 yen 17.4%
750,000 to 1,000,000 yen 24.7% 1,500,000 to 2,000,000 yen 9.1%
1,000,000 to 1,250,000 yen 27.0% (most common) Over 2,000,000 yen 2.8%

Source: Ministry of Land, Infrastructure, Transport and Tourism “FY 2021 Survey on Large-Scale Repair Work for Condominiums” (200 companies, 818 cases) *The amounts do not include consumption tax or common temporary costs. The percentages do not total 100% due to rounding and non-responses.

The fewer the number of units, the higher the cost per unit. Scaffolding, common temporary costs, and site management fees are fixed costs determined by the size of the building, so dividing these by a smaller number of units increases the burden per unit. It is not uncommon for a condominium with fewer than 20 units to have estimates exceeding 1,500,000 yen per unit. Conversely, the smaller the building, the greater the effect of choosing a company that can reduce scaffolding costs.

Breakdown of Construction Costs (What the Money is Spent On)

Category Composition Ratio Main Contents
Construction Work 60.3% About half for exterior walls, about one-third for waterproofing. Substrate repairs, tiles, painting, waterproofing
Temporary Works 22.8% Scaffolding, mesh sheets, protective coverings, etc. (does not include common temporary costs)
Miscellaneous Expenses 10.3% Site management costs, general management costs, statutory welfare costs, etc. (9.5%), insurance premiums for large-scale repair defects (0.8%)

Source: Ministry of Land, Infrastructure, Transport and Tourism “Fiscal Year 2021 Survey on Large-Scale Repair Work for Condominiums” (Second survey of large-scale repair work. Overall average is construction work 59.0%, temporary work 22.3%, miscellaneous expenses 9.9%). *The total does not equal 100% because it includes equipment work, exterior works, and others. This is an average value and not a criterion for judging the appropriateness of individual estimates.

Approximately one-fifth of the construction cost is for temporary works (scaffolding). Kakeru Koumuten Co., Ltd. owns its own scaffolding materials and has its own scaffolding team, so it becomes easier to reduce the cost of this temporary portion. While not all temporary costs can be eliminated, in Musashino City, where the shape of the site, delivery routes, the need for road occupation and prior reservations, the width of the front road, the distance to neighboring buildings, and the repair range of older buildings can change the scaffolding plan, it is important to establish a scaffolding plan by inspecting the site to prevent additional costs after construction begins.

Cost Estimates by Building Size (Scaffolding, Substrate Repairs, Exterior Wall Painting, Waterproofing, Sealing)

Type and Size of Building Cost Estimate Estimated Construction Period
Wooden Apartment (2 stories, 6-10 units) 2,000,000 – 4,000,000 JPY 3 – 5 weeks
Steel Frame/RC Apartment (3 stories, 10-20 units) 4,000,000 – 9,000,000 JPY 1 – 2 months
Mixed-Use Building/Small Condominium (4-5 stories) 5,000,000 – 15,000,000 JPY 1.5 – 3 months
Medium-Sized Condominium (30-50 units) 20,000,000 – 50,000,000 JPY 3 – 5 months
Large Condominium (100 units or more) Around 100,000,000 JPY or more 6 months or more

*The above is an estimate based on Kakeru Koumuten’s construction performance and may vary depending on the presence of roofing work, steel work, plumbing, etc. For condominiums, please also consider the amount obtained by multiplying the above national statistics (750,000 – 1,500,000 JPY per unit) by the number of units as a guideline.

Cost Breakdown for Temporary Works, Substrate Repairs, Exterior Walls, and Waterproofing

The estimate for large-scale repairs is broadly divided into “Temporary Works,” “Substrate Repairs,” “Sealing,” “Exterior Wall Painting,” “Waterproofing,” and “Miscellaneous Expenses.” Before comparing total amounts, please check what each item includes, how much, and at what cost.

Select Paint and Waterproofing Grades Based on “Years Until Next Repair”

“Good paint does not equal the right choice.” The best way to choose is to align when the next major repair will be with the lifespan of the materials to minimize waste.

Grade Estimated Lifespan Suitable Cases
Silicone / Radical Control Type 10-16 years Buildings that are cycled every 12-15 years. A good choice balancing cost and performance. The lifespan varies by product, so choose specifications that match the cycle.
Fluorine 16-20 years Buildings where the next repair is set for after 15 years, high-rise or complex-shaped buildings with high scaffolding costs.
Inorganic 18-22 years Buildings that want to suppress dirt adhesion. Effective for suppressing moss and algae on the north side or poorly sunlit areas.
Urethane Waterproofing (Rooftop) 8-15 years Complex-shaped rooftops, when you want to renovate using the existing waterproof layer. Mid-term inspections and repairs, such as re-coating the top coat, are prerequisites.
PVC Sheet Waterproofing 20-25 years Rooftops with a large area and simple shape. Short construction period.
Asphalt Waterproofing 15-20 years Rooftops planned for long cycles. The cost per instance increases.

* The estimated lifespan is a general guideline and may vary depending on sunlight, location, and substrate condition. Choosing paints with anti-algae and anti-mold properties can improve durability in shaded and humid areas.

Guidelines for Repair Reserve Funds and Options When Insufficient

The Ministry of Land, Infrastructure, Transport and Tourism guidelines indicate the estimated repair reserve fund on a monthly basis per unit area. Additional charges are required if there is a mechanical parking lot.

Building Size (Less than 20 Floors) Monthly Estimate (Average) Range Covering Two-Thirds of Cases Conversion for 70㎡
Building Area Less than 5,000㎡ 335 JPY/㎡ 235-430 JPY/㎡ Approximately 16,500-30,100 JPY
5,000-10,000㎡ 252 JPY/㎡ 170-320 JPY/㎡ Approximately 11,900-22,400 JPY
10,000-20,000㎡ 271 JPY/㎡ 200-330 JPY/㎡ Approximately 14,000-23,100 JPY
Over 20,000㎡ 255 JPY/㎡ 190-325 JPY/㎡ Approximately 13,300-22,750 JPY

Source: Ministry of Land, Infrastructure, Transport and Tourism “Guidelines on Repair Reserve Funds for Condominiums” (Reiwa 6, June Revision, PDF) / National average is 13,378 JPY per unit per month (Reiwa 5 Fiscal Year Comprehensive Survey on Condominiums)

In the comprehensive survey of condominiums for the fiscal year Reiwa 5, 36.6% of management associations responded that “the repair reserve fund is insufficient compared to the plan.” There are four main options if there is a shortfall.

Options Considerations and Cautions
① Adjusting the Construction Schedule Based on deterioration diagnosis, postpone less urgent construction to the next time. However, it is essential to distinguish between construction that can be postponed and that which cannot, as delaying waterproofing and tile falling prevention measures can ultimately be more costly.
② Reviewing the Scope and Specifications of Construction Reviewing paint grades, changing from full renovations to partial renovations, etc. Please consider this separately from “apparent cost reductions” that skip processes.
③ Utilizing Subsidies and Tax Systems Subsidies for seismic reinforcement in Musashino City, support for regeneration projects, subsidies for high thermal insulation windows, reductions in fixed asset taxes, and subsidies for energy-saving renovations, etc. (to be detailed later). The reduction in fixed asset taxes is a system that lowers the tax amount for each unit owner, and does not directly increase the repair funds of the management association.
④ Increasing the Reserve Fund, Borrowing, or One-Time Payments In addition to considering an increase in the repair reserve fund at the general meeting, the Japan Housing Finance Agency’s condominium common area renovation loan requires no collateral. Interest rates can be lowered by obtaining management plan certification.

Subsidies, Tax Systems, and Loans to Check for Large-Scale Renovations in Musashino City, Tokyo

According to the official page of Musashino City, there does not appear to be a city program that directly subsidizes the costs of large-scale repairs for condominium units. On the other hand, the city offers seismic assistance for buildings with old seismic standards, cost subsidies for dispatching advisors for rebuilding and renovation, and subsidies for high thermal insulation windows for management associations. If window renovations are combined with large-scale repairs, they may be considered for support. There are five main types available. The eligibility and application status for these programs may change during the fiscal year, so please be sure to confirm with our company or the respective offices before signing a contract or starting construction. (as of October 14, 2026)

Type Details
① Support from Musashino City Seismic assistance for condominiums with old seismic standards, cost subsidies for dispatching rebuilding and renovation advisors, free dispatch of management advisors, and a management status reporting system. The contact point is the Housing Policy Division.
② Tax Incentives Reduction of property tax under the condominium longevity promotion tax system (in Musashino City, property tax is a city tax, and the reduction rate is one-third. You must report to the Property Tax Division within three months after the completion of the work).
③ Management Plan Certification System A certification system that serves as an entry point for tax incentives and reduced loan interest rates. Condominiums in Musashino City apply through the Musashino City (Housing Policy Division) with support services from the Condominium Management Center.
④ Purpose-specific Construction Subsidies Energy-saving (windows, insulation, etc.), seismic measures, etc. Musashino City’s “Efficient Energy Utilization Promotion Subsidy System” includes insulation renovations for existing windows for management associations, which should be confirmed along with national and Tokyo Metropolitan projects.
⑤ Loans and Interest Subsidies Loans for renovations of common areas in condominiums from the Japan Housing Finance Agency, and interest subsidies from Tokyo Metropolitan (subsidies for condominium improvement work).
Common Pitfall: The application timing and applicants differ for each program, and applications will close once the budget or number of units is reached, even during the fiscal year. National energy-saving subsidies require commencement after the construction contract is signed, and the grant application is made by registered contractors after completion. Tokyo’s interest subsidies require application after loan approval and before the money lending contract. The city’s seismic assistance cannot be received if the project has already commenced, and the city’s high thermal insulation window subsidies (for management associations) require submission of a preliminary consultation document before contracting with the construction company after the decision at the general meeting. Property tax reductions must be reported within three months after the completion of the work. Please confirm the eligibility conditions and application procedures for each program before signing a contract or starting construction, and plan accordingly by working backward from the schedule of resolutions at the general meeting. Missing this step may result in losing access to programs that you would have been able to use.

① Support for Condominiums in Musashino City (Seismic, Advisors, Reporting)

The main support that Musashino City provides for management associations of condominiums has been organized based on what can be confirmed on the city’s official page. None of these are systems that directly cover the costs of large-scale repair work.

Seismic Aid | Eligibility Buildings that are 3 stories or higher, with a total floor area of over 1,000㎡, constructed as fire-resistant or quasi-fire-resistant multi-family residences other than wooden structures, and that were started before May 31, 1981 are eligible (regardless of rental or ownership, more than half of the total floor area must be for residential use). The applicant must be a representative of the management association, etc.
Details of the Aid Advisor dispatch (consultation, estimates, simple diagnosis) is free, seismic diagnosis and reinforcement design costs are covered up to two-thirds (with a cap of 2 million yen per unit for ownership), and seismic retrofitting or rebuilding is one-third. Calculations based on unit prices and actual costs apply, with maximum amounts set at 172.33 million yen for ownership retrofitting or rebuilding, and 83.33 million yen for demolition (according to the guidelines for fiscal year 2025 and the city’s page. Separate provisions apply for rental and small multi-family residences).
Application Timing & Notes No specific application period is mentioned. Prior consultation with the Housing Policy Division is required before use, and if work has already commenced, aid cannot be received. Contracts made before the grant decision are also excluded from aid. If the project spans multiple fiscal years, prior approval of the overall design is necessary. The contact point is the Urban Development Department, Housing Policy Division, Seismic Aid Section (0422-60-1976).
Subsidy for Rejuvenation of Condominiums This subsidizes the dispatch costs of the “Condominium Reconstruction and Renovation Advisor System” from the Tokyo Disaster Prevention and Urban Development Center. Course A targets condominiums within the city and covers the full dispatch cost (up to 4 times for the same management association), while Course B targets condominiums over 30 years old and covers two-thirds of the dispatch cost (up to 360,000 yen, once only). It is not explicitly stated as aid for large-scale repairs. Since it is not mentioned whether to apply before the contract, it is recommended to confirm with the Housing Policy Division (0422-60-1905) (the page was last updated on September 6, 2022).
Dispatch of Condominium Management Advisors Condominium management professionals and architects are dispatched for free to provide consultation on the operation of management associations, management fees, repair reserves, building and equipment deterioration, and repair work. Up to 10 times for the same management association, applications must be made about two weeks before the desired dispatch date (the page was last updated on July 29, 2016, so please check the latest handling at the counter).
Condominium Management Status Reporting System Based on Tokyo’s ordinance, this applies to condominiums built before December 31, 1983, that have 6 or more independent residential units. The reporting destination is not Tokyo but Musashino City (Housing Policy Division) (started in April 2020).
The city’s aid focuses on seismic retrofitting of old seismic buildings, dispatching experts, and window insulation, rather than large-scale repair construction costs. Construction costs will be considered in combination with reserves, property tax reductions, loans, and national and Tokyo systems. Kakeru Koumuten’s estimates clearly specify quantities, methods, and materials for each construction item, making it easier to organize and separate construction eligible for aid or tax reductions from others.

* The official page of Musashino City did not confirm any city aid for asbestos investigation or removal work (only information on airborne prevention measures and reporting). The acceptance status may change, so please check the latest handling at the counter before applying.

② Condominium Longevity Promotion Tax System (Reduction of Fixed Asset Tax)

If large-scale repairs that contribute to the longevity of condominiums meeting certain requirements (conducting three types of work as a single project: exterior painting, floor waterproofing, and roof waterproofing) are carried out, the fixed asset tax amount for the building will be reduced in the following year (up to the equivalent of 100㎡ per unit; urban planning tax is not included). The reduction rate is determined by local ordinances. In Musashino City, the fixed asset tax is a city tax, and according to Musashino City’s information, the fixed asset tax amount for the house in the year following the completion of the work will be reduced by one-third (in the 23 wards of Tokyo, the fixed asset tax is a metropolitan tax, and the reduction rate is one-half).

Main Requirements of the National System Must be a condominium with more than 20 years since construction and a total of 10 or more units, where the floor area of the residential exclusive part is more than half of the entire exclusive part / Must have implemented exterior wall painting, floor waterproofing, and roof waterproofing at least once each in the past / Must be a condominium that has received management plan certification, which has raised the amount of the repair reserve fund (average amount for the entire planning period) from below the certification standard to above the standard after September 1, 2021, or a management association that has received administrative advice and guidance based on the Condominium Management Improvement Act to ensure that the long-term repair plan conforms to national standards.
Implementation Deadline of the National System From April 1, 2023, to March 31, 2027 (The guidance from Musashino City indicates the same period).
Treatment by Musashino City The reduction rate is one-third (up to 100 square meters per unit. Urban planning tax is not reduced). The declaration deadline is within 3 months after the completion of the work, and the declaration should be made to the Musashino City Hall, Property Tax Division, Building Section (2nd floor, window 11, 0422-60-1825). The reductions for seismic, barrier-free, energy-saving, and long-term excellent housing renovations cannot be combined in the same fiscal year, but can be combined in different fiscal years. This reduction is available once per unit. There is guidance on how the management association can consolidate and declare. Documents related to management plan certification and reserve funds can be obtained from the Housing Policy Division (0422-60-1976).
Main Required Documents City reduction declaration form, documents showing the total number of units (such as design documents), large-scale repair certification (copies acceptable), and past construction certification. For certified management plan condominiums, a copy of the management plan certification notification and a certificate of increase in the repair reserve fund are required. For condominiums that have received city advice and guidance, a certificate of implementation of the advice and guidance is necessary. Additional documents may be requested.
Points to Note Obtaining management plan certification and reviewing the long-term repair plan takes time, so it is recommended to start preparations at least one year before the construction. It is stated that the reductions for seismic, barrier-free, and energy-saving renovations cannot be combined in the same fiscal year. The treatment after April 2027 has not been confirmed on the official page.
The deadline for the national system is for work completed by March 31, 2027. Obtaining management plan certification requires a resolution at the management association meeting, prior consultation and confirmation, and a certification application, and as a prerequisite, a review of the long-term repair plan is also necessary. Since it is necessary to complete the work by March 31, 2027, starting in the fiscal year 2026 may not guarantee sufficiency. Please check early whether you are eligible and the process.

③ Management Plan Certification System (Entry for Tax and Interest Rate Benefits)

Receiving certification leads to fulfilling one of the requirements for interest rate benefits on loans and bonds from the Japan Housing Finance Agency, as well as the longevity promotion tax system (certification alone does not guarantee tax reduction). For condominiums within Musashino City, Musashino City is the certification window. The certification criteria are the same as those outlined in the national basic policy, and there are no unique city criteria. The main criteria include holding meetings at least once a year, maintaining management regulations, separate accounting for management fees and repair reserves, and “creating and reviewing a long-term repair plan that includes large-scale repair work twice or more within a 30-year period, within 7 years”, among others.

Application Process ① Obtain a resolution at a management association meeting before applying → ② Receive pre-confirmation through the Public Interest Incorporated Foundation Condominium Management Center “Management Plan Certification Procedure Support Service” (the review is conducted by a condominium management specialist) → ③ Apply to Musashino City using the same service → ④ Certification is granted if the criteria are met. Direct applications to the city or applications by written document are not permitted.
Fees The application fee for certification to the city is free. Please check the service usage fee for pre-confirmation and other services with the Condominium Management Center.
Number of Certifications There is no mention of the number of certifications on the city’s page (last updated on August 14, 2026).

Tokyo Metropolitan Apartment Improvement Construction Subsidy (Interest Subsidy)

Content This is a system where the Tokyo Metropolitan Government subsidizes the interest on the “Apartment Common Area Renovation Loan” from the Japan Housing Finance Agency. The subsidy covers the difference from the interest rate that is 1% lower than the agency’s rate (if the interest rate is less than 1%, it effectively becomes 0%), and the subsidy period is up to 20 years, which is the repayment period of the loan.
Eligibility This applies to management associations of fire-resistant condominium buildings in Tokyo that utilize the agency’s loans and debt guarantees from the Apartment Management Center, etc. The subsidy is for repairs and renovations of common areas (installation work for solar power generation equipment may also be eligible for the loan. Please confirm the conditions with the Japan Housing Finance Agency). Condominiums built before the earthquake resistance standards (before May 31, 1981) must undergo an earthquake resistance diagnosis, and those that require a report on management status must have completed the report and renewal.
Limit The limit is the smallest amount among the loan reservation amount, the construction cost eligible for the loan, the amount after deducting subsidies from the construction cost, and 2 million yen per unit (6 million yen if it includes earthquake reinforcement) multiplied by the number of units.
Application for Reiwa Year 8 Applications are accepted in two phases, with the first phase (from May 13 to September 30) having ended. The second phase will be accepted from October 1, 2026, to February 19, 2027. Each phase has 2,500 units available on a first-come, first-served basis. Cases Where Fire Insurance Can Be Used and Cases Where It Should Not Be Used

Damage caused by “accidental incidents” such as flying waterproof sheets, coping, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to separate and record damage caused by accidents from normal wear and tear during deterioration diagnosis.

On the other hand, normal wear and tear itself is not covered. There have been many troubles nationwide caused by contractors who entice customers with claims like “You can repair it without any out-of-pocket expenses with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of claims directly with your management association or property owner with the insurance company or agent. Kakeru Koumuten Co., Ltd. does not provide such guidance.

Building Conditions and Repair Points in Musashino City, Tokyo

Musashino City is a city with a population of about 150,000, covering an area of 10.98㎢, where approximately 75% of the housing consists of collective housing (as of the 2018 Housing and Land Statistics Survey). According to the city’s condominium survey (2012), buildings constructed before 1981 account for 32.1% of the total, exceeding the overall rate of 22.3% in Tokyo. The city has many rental apartments and condominiums, including in Kichijoji, with a mix of ownership and rental properties. The figures below are only those verified from official documents.

The area value is from the Geospatial Information Authority of Japan “Area by Prefecture, City, and Town” (2024).

Over 30% of Condominiums in Musashino City are Old Seismic Standard Buildings

According to the city’s actual survey, out of the 417 surveyed buildings, 134 buildings (32.1%) were constructed under old seismic standards (before 1981), and it is said that many condominiums were built peaking in 1982. Fourteen years have passed since the survey, and the age of the buildings has progressed by 14 years. The table below replaces the classification at the time of the survey with an estimate of the building age as of 2026.

283 buildings (number after excluding 134 from 417) 44 years old or younger From the first to the third time. Re-sealing and exterior wall painting, renovation of rooftop waterproofing, renovation of sashes and entrance doors will be the focus, with emphasis varying by age of the building.

Source: Musashino City “Condominium Actual Survey 2012” (PDF) (Old seismic buildings 134, 32.1%, peak in Showa 57, the ratio of old seismic buildings in the entire city is 22.3%. The 283 buildings are the difference after excluding 134 from 417.) *The age of the building is an estimate calculated from the completion year and does not indicate the degree of deterioration. Buildings completed after November 2012 are not included in this survey.

In a survey of management associations (2012, 168 responses from 367 distributed), 78.0% reported having “conducted large-scale repairs,” while 20.8% reported “not having conducted them.” The average repair reserve fund is 10,184 yen per unit per month, and 17.3% of buildings have units that are more than three months overdue on management fees and repair reserve funds. The figures from the responding management associations do not represent all buildings in the city, and since 14 years have passed since the survey, the current situation varies by building. Buildings that have already completed repairs are likely to focus on the second and third repairs comparing the previous specifications and the degree of deterioration. Please assess not only by age but also through deterioration diagnosis to determine necessary repairs, areas to consolidate while scaffolding is up, and areas that can be postponed to the next time.

Four Factors Influencing Buildings and Construction in Musashino City

Based on public documents, we have organized four characteristics that lead to large-scale repairs. Musashino City has a high percentage of buildings with old seismic standards, about 75% of residences are multi-family dwellings, and there are many rentals, so it is essential to conduct diagnoses tailored to both ownership and rental situations, including confirming procedures for prior road occupancy reservations.

① Climate | Temperature Differences, Heat Waves, Heavy Rain

According to the Japan Meteorological Agency’s observations in Tokyo (not specific to Musashino City), the highest annual temperature from 2021 to 2025 (the highest daily temperature of that year) ranged from 36.8 to 38.5°C, and the lowest annual temperature (the lowest daily temperature of that year) ranged from -3.5 to -1.0°C (the highest in 2025 was 38.5°C in August). Annual precipitation varied significantly, with the highest in 2021 at 2,052.5mm and the lowest in 2025 at 1,152.5mm. Due to high summer temperatures and cold winters, exterior walls, sealing, and waterproof layers undergo repeated expansion and contraction every year.It is recommended to inspect the waterproof layer, sealing, and drains before any issues arise.

② Terrain and Flooding | Flooding Assumptions for Rivers and Internal Water

The city’s page states that the disaster prevention information map and flooding hazard map are based on the assumption of maximum rainfall (total rainfall of 690mm, maximum hourly rainfall of 153mm). It is based on the flooding prediction area maps for the Kanda River basin, Shakujii River and Shirako River basin, Nogawa, Sendagawa, Tanizawa River and Maruko River basin created by Tokyo Metropolitan Government. Regarding internal water (rainwater discharge), new assumed areas were designated in March of Reiwa 8, and the hazard map is scheduled to be revised after the fiscal year of Reiwa 9. It is noted on the city’s page that there are no warning areas for landslides, storm surges, or tsunamis in Musashino City. The maximum value of flooding depth is not specified on the city’s page, and it is necessary to check the hazard map. The assumption of liquefaction could not be confirmed from the city’s materials. Please check the city’s disaster prevention information map and flooding hazard map to see which assumption your property falls under.

③ Types of Buildings | Approximately 75% are Multi-Family Dwellings, Many Rentals

According to the 2018 Housing and Land Statistics Survey, the total number of housing units is 73,580, with approximately 55,000 being multi-family dwellings (about 75% of residential households), and single-family homes have decreased to about 20%. Ownership status shows that 39.7% are owner-occupied, 46.9% are privately rented, 2.9% are publicly rented, 2.7% are UR/public corporation rentals, and 3.5% are company housing. The number of condominium units is 13,250 (18.0%), and 11,750 units (about 16%) were built before 1980. Therefore, in the city, not only the management associations of condominiums but also the owners of rental apartments and rental condominiums can consult about exterior repairs. In the case of rentals, it is important to create a schedule considering notifications to tenants and the impact on vacancy periods and rent.

④ City Rules | Tokyo Metropolitan Landscape Ordinance, Urban Development Ordinance, Greening

Musashino City is not a landscape administrative organization, and there are no city landscape ordinances or landscape plans. The entire city is included in the Tokyo Metropolitan Landscape Plan area, and buildings above a certain size may require prior consultation or notification based on the Tokyo Metropolitan Landscape Ordinance. According to the city’s materials, repairs, renovations, or color changes that alter the appearance of buildings are included in the notification actions, and the Tokyo Metropolitan Q&A states that repainting the same color is also subject to notification (normal maintenance actions such as tile repairs are excluded). Notifications must be made at least 30 days before starting work, and whether it is subject to notification is judged by the overall scale of the building, not by the area of the parts being changed. The scale for general areas is indicated as buildings in municipalities that are 45m or higher or have a total floor area of 15,000㎡ or more, but Musashino City’s individual handling needs to be confirmed at the Tokyo Metropolitan window. The city conducts landscape consultations based on the “Musashino City Landscape Guidelines” for development projects under the Musashino City Urban Development Ordinance (effective July 1, Reiwa 7). It is required to have prior adjustments before confirmation applications for the construction of buildings and structures, but it is not specified on the city’s page whether exterior wall repainting is included. The contact point is the Urban Development Promotion Division (0422-60-1873). There is a “Musashino City Greening Guidelines,” and for construction activities with a site area of 200㎡ or more, greening of more than 20% of the site and submission of a plan are required (Green City Promotion Division, Greening Section 0422-60-1863). The number of district plans (such as the Kichijoji Higashimachi area) and building agreements could not be confirmed from the city’s page. Please check with the contact point for each property.

Key Issues to Address When Proceeding with Construction in Musashino City

Issues Current Situation in Musashino City and Kakeru Koumuten’s Response
Road Occupation and Delivery If scaffolding or temporary enclosures extend onto the road, a road occupation permit is required. For municipal roads, the contact is the Urban Development Department, Road Division, Maintenance Management Section (0422-60-1857), and it is necessary to make a reservation by phone before applying. Reception hours are from 9:00 AM to 11:30 AM and 1:00 PM to 4:30 PM, and applications cannot be submitted by mail, fax, or email. Attached documents include a guide map, floor plan, elevation drawing, and site photos taken on-site (with markings indicating the occupied area). The occupation fee is stipulated by ordinance, but the city’s page does not list the amount or the number of days until approval. The road use permit is processed by the jurisdictional police station. We will confirm the front road and delivery route on-site, assess the need for occupation, and incorporate the reservation schedule into the project plan.
Landscape Ordinance Notification There is no city landscape ordinance, but notification under the Tokyo Metropolitan Landscape Ordinance may be required depending on the scale of the building. Even repainting in the same color is subject to notification, which must be submitted at least 30 days before starting work. We will confirm whether it is applicable before construction begins and incorporate it into the project plan if necessary.
Old Seismic Buildings and Seismic Subsidies Old seismic buildings account for 32.1% of the total (as of 2012), and the city offers seismic subsidies. Consultation is required in advance for the subsidy, and projects that have already started are not eligible. During the planning stage of large-scale repairs, we will organize the need for seismic diagnosis and propose a combination of work that can be done while scaffolding is in place.
Window Insulation and City Subsidies Subsidies for high-insulation windows for management associations require the submission of a pre-consultation document before the contract, after a decision at the general meeting, with the deadline for acceptance being February 28, Reiwa 9. If window renovations are included in large-scale repairs, we will work backward from the project and general meeting schedule to ensure consultation with the city is completed before the contract.
Flood Risk Along Rivers and Drainage There are assumptions based on flood prediction area maps for the Kanda River, Shakujii River, Shirako River, Nogawa, and Sengawa, and new internal water assumption areas have also been designated. We will organize issues related to roof drains, gutters, drainage pipes, and how water enters low floors and basements during the diagnosis.
Work for Rental Property Owners With 46.9% of private rentals, consultations regarding exterior repairs for rental apartments and rental condominiums are also anticipated. We will incorporate notifications to tenants, vacancy periods, and the use of laundry and parking during construction into the project plan.

* The figures mentioned here are based on city-wide statistics and public documents, and do not reflect the condition of individual buildings. The actual deterioration status and necessary repairs will be confirmed through on-site surveys. When considering the color of the exterior walls, it is recommended to check in advance whether there are any notifications or district plans related to the Tokyo Metropolitan Landscape Ordinance affecting your property.

* We accept consultations throughout Musashino City.

Deterioration Symptoms and Timing Requiring Major Repairs

Generally, major repairs are estimated to occur every 12 to 15 years. According to the Ministry of Land, Infrastructure, Transport and Tourism’s actual survey, the most common repair cycle is 13 years, with about 70% falling within the 12 to 15 year range, and the cycle tends to shorten with each occurrence. However, the actual determination should be based on the deterioration condition rather than the number of years, so if you observe symptoms like those listed below, an early on-site survey is recommended.

Location Dangerous signs of deterioration if left unattended Main countermeasures
Exterior wall (painted surface) Chalking (white powder on hands), fading, cracks wider than 0.3mm, blistering or peeling of the paint film Substrate repair + exterior wall painting
Exterior wall (tile surface) Tile lifting or falling off, chipping of joints, efflorescence, hollow sound when tapped Injection for lifting, replacement, clear waterproofing
Sealing Cracks in joints, shrinkage, peeling, hardening Re-sealing
Rooftop/Balcony Bloating or breakage of waterproof layer, puddles, clogged drains, rain leaks to lower floors Urethane waterproofing, sheet waterproofing, drain renovation
Metal parts/Steel stairs Rust, peeling of paint film, corrosion of treads Grinding + rust prevention + painting, component replacement
Roof Lifting of ridge cap, cracking or warping of slate, moss, displacement of tiles Roof painting, roof overlay (cover method), re-roofing
Concrete Spalling (exposed rebar with rust stains), water leakage from cracks Spalling repair + resin mortar filling
Common hallway/stair floor Lifting or peeling of long sheet, opening at edges, exposure of substrate Replacement of long sheet + substrate waterproofing

Repair cycle guidelines by location (Ministry of Land, Infrastructure, Transport and Tourism guidelines)

Location/Work Estimated cycle Location/Work Estimated cycle
Exterior wall painting (repainting) 12-15 years Re-sealing 12-15 years
Exterior wall painting (removal + painting) 24-30 years Metal painting 5-7 years

Depending on the building, a statutory exterior wall inspection may be required. For buildings subject to periodic reporting under Article 12 of the Building Standards Act, an inspection through comprehensive tapping, etc. (including infrared inspections that meet the requirements) is required for parts of the exterior walls made of tiles, stone, mortar, etc., that may pose a danger to pedestrians due to falling, under certain conditions such as when more than 10 years have passed since completion or exterior wall renovation. The periodic reporting for buildings in Musashino City is managed by the Musashino City Urban Development Department, Building Guidance Division, Structural Equipment Section (0422-60-1877). The acceptance of reports is entrusted to related agencies for periodic reporting, as indicated on the city’s page. According to the Tokyo Metropolitan Government’s guidance, the city halls of 11 cities in the Tama region are designated as the contact points. The applicable uses and scales, conditions for the number of floors or floor area that correspond to collective housing, reporting cycles, and handling of inspections through comprehensive tapping of exterior walls are not mentioned in the main text of the city’s page, so please check the Tokyo Metropolitan Government’s “List of Buildings and Equipment Subject to Periodic Reporting and Reporting Periods” and the city’s contact point. Complex buildings including stores, restaurants, hospitals, and hotels may be subject to inspection depending on their use position (3rd floor and above, 2nd floor, basement, etc.) and scale, so individual confirmation is necessary. Even if not subject to statutory inspection, regular inspections and maintenance to prevent the falling of exterior walls are essential. (Periodic reporting for elevators, etc. is under a different system. For details, please check the Musashino City periodic reporting page, Tokyo Metropolitan Government guidance page, or consult with the Musashino City Building Guidance Division. If you are unsure, please consult us.)

Examples of Large-Scale Renovation Work

This is an example of exterior renovation work on a mixed-use building undertaken by Kakeru Koumuten. The building had leaks occurring in several places, and we combined clear waterproofing for the tile exterior wall with waterproofing for the roof for the renovation.

Exterior Renovation Work for a Mixed-Use Building (Tile Wall Waterproofing + Roof Waterproofing)

BEFORE

Exterior of the mixed-use building before large-scale renovation | Stains on tiles and overgrown ivy

AFTER

Exterior of the mixed-use building after large-scale renovation | Tile replacement and clear waterproofing for refurbishment

Work Details Partial tile replacement for damaged tiles / Painting of ancillary parts (pipes, water drainage) / Roof waterproofing work (urethane waterproofing) / Wall tile waterproofing (Seven S) / Sealing work around windows / Repair of wall tile mortar joints / Ivy removal
New Materials Used Wall tiles: Kunishiro Tiles / Painting of ancillary parts: Radical silicone paint / Roof waterproofing: High-strength urethane (Sarasene A) / Wall tile waterproofing: Seven S
Price Range 4,000,000 to 4,100,000 yen
Construction Period 45 days
Location Not disclosed
Background Leading to Construction Due to leaks occurring from several areas including the exterior walls and roof, we proposed waterproofing for the entire exterior wall. Seven S is a clear waterproofing material for tile walls, and while the cost is somewhat higher, it is highly waterproof, making it recommended for cases where leaks are occurring from multiple areas of the exterior wall.

Customer Feedback

Process from Site Survey to Completion of Work

From the initial inquiry to the completion of work and aftercare, a single representative will consistently handle your case. For management associations, a resolution at the general meeting is required, so starting the process 1 to 1.5 years before the desired start date allows for a smoother progression.

  1. Inquiry (Free) Please contact us via phone, form, or LINE. If you have estimates from other companies, just presenting those is fine.
  2. Site Survey & Building Diagnosis (Free) We will conduct a survey of the exterior walls, check for cracks, sealing, and waterproof layers, and if necessary, investigate rooftops, high places, and leak areas using drones or thermal imaging. For properties in Musashino City, we will also check the site conditions, trees, road width, necessity of road occupation, distance from neighboring buildings, flood risk assessments for Kanda River, Shakujii River, and Nogawa, as well as delivery routes and parking.
  3. Survey Report & Estimate Submission We will provide a deterioration diagnosis report with photos and an estimate detailing quantities, methods, and materials for each work item. Proposals for multiple plans are also possible.
  4. Plan Decision & Contract Confirm colors through color simulations, sample boards, and trial painting. For management associations, we will assist in preparing materials for the general meeting. If there are notifications required under Tokyo’s landscape ordinance or discussions regarding Musashino City’s urban development ordinance, we will also explain the color considerations.
  5. Notification to Residents & Neighbors We will distribute construction notices, visit neighbors to greet them, and set up a bulletin board at the entrance (with a schedule and laundry information). If temporary relocation of parking is necessary, adjustments will be made at this stage.
  6. Installation of Temporary Scaffolding & Various Works Our in-house scaffolding team will set up the scaffolding, followed by high-pressure washing → substrate repair → sealing → exterior wall painting & tile repair → waterproofing → iron parts & ancillary work in that order. A supervisor will inspect each stage and take construction photos.
  7. Completion Inspection, Scaffolding Dismantling & Handover We will confirm the finished work in the presence of the customer and provide construction photos, a report on the paint used, and the warranty.
  8. Aftercare Maintenance We will send out annual DM notifications, allowing for yearly inspections. Simple repairs such as partial sealing are provided free of charge.

Resident Interaction, Additional Work Approval, Inspection Reports

Equally important as the construction itself is “when, what, and with what materials we report”. At Kakeru Koumuten, we provide materials and reports in the following four situations.

Situation Items to be provided / Actions to be taken
Before Construction
Building Diagnosis
We will provide a deterioration diagnosis report with photos. This document summarizes the deteriorated areas and the basis for the proposed scope of work.
Before Construction to During Construction
Notification to Residents and Neighbors
We will distribute construction notifications, visit neighbors to greet them, and provide information on the schedule and laundry details on the entrance bulletin board.
During Construction
Approval for Additional Work
For deterioration discovered after scaffolding is set up, we will present photos along with quantities and costs, and proceed with the work after obtaining your approval.
During Construction to Completion
Inspection Report
A responsible person will inspect each stage and take construction photos. Upon completion, we will confirm the finished work in the presence of the customer and provide a report on construction photos and the paint used, along with the warranty.

* For management associations, it is smooth to decide in advance who will approve additional work (such as the chairman or repair committee) and the approximate amount that will require approval before the contract.

How will life during construction be? Impact on Residents

Large-scale repairs are principally carried out while residents remain in the building. However, there will be restrictions on daily life while scaffolding is in place. Most troubles can be prevented simply by providing prior notice, so Kakeru Koumuten Co., Ltd. thoroughly explains and posts information before construction.

Impacts What Actually Happens / Our Response
Laundry On days of high-pressure washing, painting, and waterproofing, outdoor drying is not possible. We will inform you via bulletin boards and each household’s mailbox about “which side will be worked on today” and will secure as many days as possible for drying.
Window Opening and Closing In addition to washing and painting days, there may be times when windows cannot be opened during other processes such as protection, drying, and waterproofing. We will inform you for each process, so please check the notices and announcements. We will organize the schedule to avoid consecutive closures.
Balcony During floor waterproofing and handrail painting, we ask for the temporary relocation of personal belongings, plants, and air conditioning outdoor units. The timing will be notified in advance for each household.
Noise and Odor The time when the most noise occurs is during substrate repairs (breaking and drilling). Working hours are generally from 8 AM to 5 PM, and we will accommodate requests such as refraining from work on Sundays and holidays. Low-odor paint options are also available.
Security and Privacy Scaffolding can become an entry point. We can take measures such as blocking the line of sight with mesh sheets and installing locks and sensor lights on the scaffolding’s access stairs at night. We also thoroughly educate visitors on proper manners.
Parking Vehicles on the side where scaffolding will be erected will need to be temporarily relocated. Since securing a new parking location may take time, we will work together to secure a new location starting 2 to 3 months before construction begins.
Pets, Small Children, and Working from Home If you have sensitivities to noise, please inform us in advance, and we may be able to adjust the work schedule accordingly. Please feel free to let us know.
Rented Rooms We can assist owners in creating notification documents for tenants. If you are concerned about the impact of construction on occupancy rates, we can also suggest an image change using color simulations.

How to Choose a Large-Scale Repair Contractor and Ordering Method

There are many large-scale repair contractors covering Musashino City, Tokyo, and you may be unsure which contractor to choose. When requesting renovations for apartments, condominiums, or buildings, please check the following four points.

● Have extensive experience in large-scale repairs

● Confirm the presence of warranties and aftercare services

● Obtain estimates from multiple contractors (at least 3 companies)

● Confirm whether they are self-managed

Have Extensive Experience in Large-Scale Repairs

Large-scale repair contractors often have websites that showcase their exterior renovation achievements. If they provide detailed explanations of repair contents with photos, it gives peace of mind as a reference when actually requesting work.

Using Google and review sites to evaluate large-scale repair contractors can also be effective! Be cautious if there are many negative reviews. If there are few reviews, also check their construction achievements, explanation content, and management system.

Large-scale repair work involves not only the construction itself but also the potential for troubles with residents and nearby neighbors. Therefore, it is necessary to report the progress of the work and information about laundry, etc., on bulletin boards to prevent issues before they arise. Kakeru Koumuten Co., Ltd. specializes in exterior work, and we receive many requests for exterior renovations of apartments and condominiums.

Check for Warranty and After-Service Availability

When choosing a large-scale repair company, let’s confirm the availability of a warranty. If any issues such as leaks occur after the construction, having a leak warranty from the contractor ensures that repairs can be made free of charge, providing peace of mind! Companies that offer a warranty period are often confident in their work, which can serve as a criterion for selecting a contractor.

The warranty period varies by contractor and the nature of the work, but it is generally set between 1 to 10 years. Emergency repairs or partial repairs often do not come with a leak warranty. Some contractors also offer after-service separate from the warranty, so be sure to check for the availability of warranties and after-service.

Kakeru Koumuten Co., Ltd. sends out annual direct mail for after-service maintenance, allowing for yearly inspections. We provide free support for simple repairs such as partial sealing.

Obtain Estimates from Multiple Contractors (At Least 3 Companies)

When requesting large-scale repairs, obtain estimates from multiple contractors. It is important to get estimates from at least three companies and compare their estimates and reports! Even for the same scope of work, costs may vary between contractors, and warranties and after-services may differ. Additionally, obtaining multiple estimates makes price negotiations easier.

When comparing estimates, consider not only the cost but also the “items in the estimate,” “methods and materials for substrate repair and exterior wall painting,” and “confirmation of the process” in detail! Costs can be lowered by using lower-grade materials or skipping processes, so avoid making decisions based solely on price. Especially since substrate repair work is often not visible from the outside, be sure to check whether the repair method is suitable for the condition of the substrate!

Check This on the Estimate (Checklist)

Confirmation Items Points to Consider
Is there an excessive use of “lump sum” notation? Are the quantities and unit prices clearly stated? With “Exterior Wall Repair – Lump Sum,” comparisons and verifications cannot be made.
Do the quantities match the actual measurements? Are there quantities recorded that are far from the drawings or actual measurements? This is the area where inflation is most likely to occur.
Proportion of miscellaneous expenses Details and proportions of site management costs, general management costs, statutory welfare costs, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, the average is about 10% of the construction cost (excluding common temporary costs), but this varies depending on the size and conditions of the building, so there is no uniform standard.
Are the names of materials written down? Are the manufacturer names, product names, grades, and number of coats for paints and waterproofing materials specified?
Treatment of quantities for substrate repairs This is an item that cannot be accurately measured until scaffolding is set up. It is crucial to specify whether it is “estimated quantity” or “actual quantity settlement,” and the agreements regarding increases or decreases.
Warranty and after-inspection Warranty period for each construction, frequency of inspections, and scope of free support.
Company backing Types of construction industry licenses, track record of similar scale and structure projects, presence of qualified personnel.

Check if it is managed in-house

Large-scale repair work includes various tasks such as “substrate repair work,” “exterior wall painting,” “waterproofing work,” and “pipe replacement,” and the plan content may change based on the actual deterioration condition and customer preferences.

Contractors that completely outsource to subcontractors may lack knowledge and experience, leading to proposals for repairs in irrelevant areas or unnecessary work. If you request a subcontractor after investigation, it may incur additional time and costs. By managing in-house with knowledge and experience, responsible construction can be carried out at reduced costs.

Additionally, contractors that outsource may be slow to respond in the event of trouble during construction. It is safer to avoid having a company that has not actually met with the customer manage the construction. Kakeru Koumuten performs everything from temporary scaffolding installation to exterior wall painting and waterproofing work in-house, with knowledgeable and experienced personnel managing the construction!

There are three ordering methods. The choice affects the approach.

Especially for management associations, it is necessary to decide “how to request” before “which company to hire.” The main ordering methods are the following three.

Method Procedure Advantages Disadvantages
Responsible Construction Method The construction company handles everything from investigation, design, construction to management. No additional costs for commissioning design consultants (investigation and design costs may be included in the construction costs) / A single point of contact reduces the burden on the management association / Responsibility is clear / The period until ordering can sometimes be shortened. Specifications can easily be left to the construction company, making it difficult to compare side by side / It is hard to have third-party checks, and the management association needs to verify prices, specifications, and construction status.
Design Supervision Method A design office or consultant conducts the investigation and design, while a separate company handles the construction. Allows for comparison of construction companies under the same conditions / Independent supervision during construction. Consulting fees are required separately / Attention is needed for risks of conflicts of interest and collusion / The duration can easily become prolonged.
Management Company Prime Contract Method The management company acts as the prime contractor, and subcontractors perform the construction. Easy collaboration with daily management / Minimal effort required from the management association. Can easily become expensive due to intermediate margins / Competition principles are hard to apply.
In Musashino City, the scale of buildings and the structure of management associations vary greatly from building to building. The fewer the number of units, the heavier the burden of consulting fees, so we believe that the responsible construction method is often suitable for small to medium-sized buildings. On the other hand, for large buildings with many units, the advantages of having a third party standardize specifications and compare under the same conditions become significant. The weaknesses of responsible construction are “difficulty in side-by-side comparison” and “difficulty in third-party checks,” so verification of prices, specifications, and construction status is necessary regardless of the method. Therefore, Kakeru Koumuten provides estimates that clearly state quantities, methods, and materials for each construction item, allowing you to compare on the same level as other companies. If you bring in estimates from other companies, we can also recreate them under the same conditions.

Collusion and Inappropriate Consulting Issues in Large-Scale Renovations and Self-Defense Measures

Latest 2026 In the large-scale renovation industry, inappropriate orders linked between design consultants and construction companies have long been a problem. The Ministry of Land, Infrastructure, Transport and Tourism issued warnings and notifications to management associations in January 2017 and April 2023, and on September 28, 2026, the Japan Fair Trade Commission announced that it had issued exclusion orders to 38 companies and a total of 1.63788 billion yen in payment orders to 37 companies regarding large-scale renovation work commissioned by condominium management associations to design consulting firms in the Kanto region (two design consulting firms were also subject to exclusion orders).

※This content is based on the announcement by the Japan Fair Trade Commission (September 28, 2026).

Three Typical Methods

① Dummy Estimate

Decide in advance which company to contract, while other companies only provide formal high estimates in a “fixed race.” This gives the impression to the management association that they have properly obtained competitive estimates.

② Collusion with Design Supervisors

Consultants contract at extremely low design supervision fees while receiving kickbacks from the high construction costs of partnered contractors. Beware of design supervision fees that are too low.

③ Back Margin

A certain percentage of the contract amount is given as a kickback, which is then added to the construction costs as an expense. As a result, the management association ends up paying extra.

Self-Defense Measures for Management Associations

  • Obtain independent estimates from multiple companies
  • Consult with neutral third parties such as condominium management professionals or architects
  • Document the contractor selection process in meeting minutes to ensure transparency
  • Confirm the reasons for abnormally low consulting fees
  • Include a penalty clause in the contract for cases of collusion
  • Avoid concentrating information with a single consultant and verify specifications independently
Kakeru Koumuten Co., Ltd. welcomes such fair bidding and opportunities for third-party comparisons. Because we keep costs down with our own team, and provide estimates that clearly specify quantities, methods, and materials, we believe it makes us advantageous enough to be compared on the same level. We welcome competitive estimates.

Frequently Asked Questions about Large-Scale Repairs in Musashino City, Tokyo

How much does large-scale repair in Musashino City, Tokyo cost?
For condominiums, according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, about 70% of cases fall within the range of 750,000 to 1,500,000 yen (excluding consumption tax and common temporary construction costs), with the most common range being 1,000,000 to 1,250,000 yen. Based on our construction records, the cost for a two-story wooden apartment ranges from 2,000,000 to 4,000,000 yen, for a three-story steel or RC apartment from 4,000,000 to 9,000,000 yen, and for small condominiums or mixed-use buildings from 5,000,000 to 15,000,000 yen. The cost varies depending on the condition of the substrate and whether waterproofing or roofing work is required, so we will provide an estimate through a free on-site survey.
How often should large-scale repairs be conducted?
Generally, a cycle of 12 to 15 years is recommended, and the actual cycle is most commonly 13 years according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey, with about 70% falling within the 12 to 15-year range. However, the decision should be based on the condition of deterioration rather than just the number of years. If there are signs of deterioration in sealing, tile lifting, or breaks in the waterproof layer, it is advisable to carry out repairs without waiting for the cycle, as this can ultimately reduce costs. In Musashino City, a survey conducted by the city (October 2012) targeted 417 buildings and 15,625 units, with 134 buildings (32.1%) being older seismic structures built before 1981, surpassing the overall Tokyo rate of 22.3%. The peak year for construction is considered to be 1982, and 14 years have passed since the survey, meaning the age of the buildings has increased by 14 years. When recalibrated by age, the old seismic structures are over 45 years old and would be undergoing their third repair, raising issues regarding the renewal of water supply and drainage pipes and seismic diagnosis. However, the survey was conducted in 2012, and the current number of buildings and conditions vary by property.
How long does the construction period take? Can residents stay during the work?
For apartments, the construction period is approximately 3 weeks to 2 months, for small condominiums or buildings 1.5 to 3 months, and for condominiums with over 50 units about 4 to 6 months. Residents can remain in their homes during the construction. However, while scaffolding is in place, there may be restrictions on drying laundry outside and opening windows, so we ensure to minimize the impact on daily life by distributing advance notices, providing information on the schedule and laundry through bulletin boards, and strictly adhering to working hours.
How long should I expect from the start of planning to the completion of construction?
For management associations, it typically takes 1 to 1.5 years for the establishment of the repair committee, building diagnosis, contractor selection, and general meeting resolutions, followed by 3 to 6 months for construction. Overall, it is advisable to plan for about 2 years to proceed comfortably. If you are using subsidies or tax incentives, please factor in the time required to obtain management plan certification (resolutions at the general meeting, prior confirmation, and certification application).
Are there any subsidies available for large-scale repairs in Musashino City, Tokyo?
As of October 14, 2026, based on information available on the official Musashino City website, there does not appear to be a municipal program that subsidizes the construction costs or deterioration diagnosis costs for large-scale repairs of condominiums (please confirm with the city office for the final details). The city’s support includes seismic assistance for old seismic condominiums (prior consultation is required, and those already in progress are not eligible), condominium regeneration support project subsidies (subsidies for investigation and consideration costs), and the condominium management advisor system. For large-scale repairs, if the condominium meets the requirements, there is a reduction in fixed property tax under the “Condominium Longevity Promotion Tax System” (in Musashino City, the reduction rate is one-third of the city tax; urban planning tax is not reduced), as well as loans from the Japan Housing Finance Agency and the Tokyo Metropolitan Government’s “Condominium Improvement Construction Subsidy” (interest subsidies; applications for the second phase of fiscal year 2026 are accepted until February 19, 2027). Management plan certification is handled by Musashino City (Housing Policy Division). The city’s “Efficient Energy Utilization Promotion Subsidy System” includes subsidies for high-insulation windows for management associations, with applications accepted until February 28, 2027, but prior consultation is necessary before contracting. Additionally, if the work includes windows and insulation, it may be eligible for the national “Advanced Window Renovation 2026,” “Mirai Eco Housing 2026,” and Tokyo’s existing housing energy-saving renovation promotion projects. The timing of applications and applicants varies by program, so please check the eligibility conditions and application procedures for each program before contracting and starting work.
I heard that fixed property tax can be reduced through large-scale repairs. Is that true?

Musashino City does not have its own landscape regulations or landscape plans, and the entire area falls under the Tokyo Metropolitan Landscape Plan. Therefore, notifications based on the Tokyo Metropolitan Landscape Ordinance may be required depending on the scale of the entire building. Buildings that are subject to this include not only new constructions and extensions but also repairs, renovations, and changes in color that alter the appearance. According to the Tokyo Metropolitan Q&A, even repainting in the same color is subject to notification (normal maintenance activities such as tile repairs are excluded). Notifications must be submitted at least 30 days before the start of construction, and whether a notification is required is determined by the scale of the entire building, not the area of the parts being changed. The scale criteria for general areas differ between municipal and ward areas, so please check with the Tokyo Metropolitan office for the applicable classification for Musashino City. Additionally, confirmation regarding landscape consultations based on the Musashino City Urban Development Ordinance (effective July 1, Reiwa 7) (Urban Development Promotion Division 0422-60-1873), greening guidelines, and district plans is also necessary. Whether a notification is needed varies depending on the location of the building and the scope of the work, so please confirm in advance. Our company will also investigate this during the survey. Sharing a color simulation of the completed image can facilitate discussions at general meetings and with neighbors.

Why is only the north side of the exterior wall covered in moss and algae?
This is because areas with poor sunlight and trapped moisture are prone to the growth of algae, moss, and mold. In addition to the north side, areas that do not receive sunlight due to neighboring buildings or trees are also likely to be affected. By thoroughly removing these with high-pressure washing and selecting paints with anti-algae and anti-mold properties, recurrence can be minimized. We also recommend checking for blockages in roof drains and gutters caused by fallen leaves and mud at the same time, as these can lead to puddles on the roof and leaks.
Which method should I choose, the responsibility construction method or the design supervision method?
For buildings with fewer units, the burden of consulting fees tends to be heavier, so we believe that the responsibility construction method is often more suitable for small to medium-sized buildings. On the other hand, for large buildings with many units, the design supervision method allows a third party to standardize specifications, which provides significant benefits for comparison under the same conditions. While the design supervision method allows for comparison of construction companies under the same conditions since a third party creates the specifications, it incurs separate consulting fees, and there are risks of conflicts of interest and collusion that need to be considered. Even with the responsibility construction method, verifying price, specifications, and construction status is essential. Kakeru Koumuten Co., Ltd. provides estimates that clearly outline quantities, methods, and materials for each construction item, allowing for comparison on the same level as other companies.
How can I detect collusion in large-scale repairs?
There are three typical methods. 1) Deciding on the contractor in advance and having other companies submit only formal high estimates, known as “dummy estimates.” 2) A consultant contracts at an extremely low design supervision fee and receives kickbacks from partner companies, leading to collusion. 3) Adding a portion of the contract amount as a back margin to the construction cost. Countermeasures include obtaining independent estimates, consulting a neutral third party, documenting the selection process in minutes, and including penalty clauses in contracts. On September 28, 2026, the Japan Fair Trade Commission announced exclusion orders and payment orders for large-scale repair work.
How many companies should I get estimates from?
We recommend at least three companies. If there are too many, it becomes difficult to compare, and if there are too few, competition does not occur. What is important is not the number of companies but “comparing after creating the same conditions.” By creating a common specification sheet and quantity table and requesting under the same conditions, and making detailed breakdowns mandatory instead of accepting “one set” notation, it becomes clear whether the price differences are due to differences in scope or unit prices.
What difference does it make to have scaffolding in-house?
In large-scale repair work, temporary construction accounts for about 20% of the total construction cost (according to the Ministry of Land, Infrastructure, Transport and Tourism’s fiscal year 2021 survey). By not outsourcing scaffolding work, it is easier to control costs in this area, and our in-house scaffolding team can flexibly respond to sudden changes in the schedule or additional work. Kakeru Koumuten Co., Ltd. owns scaffolding materials for approximately 100 detached houses and plans according to the site, even in areas with height differences or narrow front roads.
I’m in the middle of getting estimates, but can I just have a look at the estimate?
Of course, that’s possible. If you bring in estimates from other companies, we will check for free whether the items, quantities, methods, and materials are appropriate and provide an estimate under the same conditions. We welcome competitive estimates.
Can I request just emergency repairs for leaks?
Yes. As a preliminary step before large-scale repairs, we also accept requests for emergency repairs or partial repairs for leaks. We will identify the cause using thermal imaging and drones and propose the minimum necessary repairs.
Can you handle roofing materials and exterior wall materials that contain asbestos?
Yes, we can. We have qualified personnel such as asbestos work supervisors and building asbestos-containing material investigators. We handle everything from the legally required preliminary surveys to the roof overlay (cover method) and removal of asbestos-containing roofing materials. As of October 14, 2026, there were no municipal subsidies for asbestos investigation and removal work found on the official page of Musashino City. There is guidance on notifications regarding dust prevention, so please check with the city’s office (Environmental Policy Division) during the planning stage of the work.
What happens if large-scale repairs are not done?
There are risks such as personal injury due to falling exterior wall tiles, structural deterioration due to corrosion of rebar, water leaks, and a decrease in asset value. Furthermore, for buildings subject to regular reporting under Article 12 of the Building Standards Act, investigations through full tapping and other methods are required under certain conditions, such as when more than 10 years have passed since completion or exterior wall renovations for tiled or mortar-finished walls. Regular reporting for buildings in Musashino City is managed by the Structural Equipment Division of the Musashino City Building Guidance Division. Please check the conditions for applicable uses and scales, such as the number of floors or floor area that correspond to collective housing, on the list of regular reporting targets in Tokyo or at the city office. Complex buildings including stores, restaurants, hospitals, and hotels may be subject to reporting depending on their use and scale, so individual confirmation is necessary. Even if not subject to statutory investigation, regular inspections and maintenance are essential, so please consult us if you are unsure about your judgment.
How much does large-scale repair for an apartment (about 10 units) cost?
For a wooden two-story building with 6 to 10 units, the estimate is between 2 million and 4 million yen, and for a three-story steel or RC building with 10 to 20 units, it is between 4 million and 9 million yen based on our company’s track record (including scaffolding, substrate repairs, exterior wall painting, sealing, and waterproofing). It is common for apartments to undergo repairs every 10 to 15 years. For owners, there is an increasing trend to change the appearance with color simulations during repairs to improve occupancy rates.
