Common Pitfall: The timing of applications and applicants differs by system, and applications will close as soon as the budget is reached, even mid-year. Many subsidies from Yokohama City require applications before contracts and commencement, Kanagawa Prefecture’s subsidies require construction to start after grant decisions, and national energy-saving subsidies require registered contractors to apply after project completion. Property tax reductions require declarations after project completion. Please check the eligibility conditions and application procedures for each system before contracts and commencement, and plan accordingly with the general meeting resolution schedule. Missing this could result in losing access to systems that should have been available.

① Condominium Longevity Promotion Tax System (Property Tax Reduction)

If large-scale repairs (all three types: exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of condominiums meeting certain requirements are carried out, the property tax amount for the following year will be reduced by half (up to 100㎡ equivalent per unit; urban planning tax is not included).

Main Requirements Built 20 years or more, total number of units 10 or more / at least one instance of exterior painting, floor waterproofing, and roof waterproofing each carried out in the past / must meet one of the following: ① A management plan certified condominium that raised the amount of repair reserves (average amount during the planning period) from below to above the standard after September 1, 2021 ② A management association that received advice and guidance from the city and whose long-term repair plan meets the standards (advice and guidance are not available upon request).
Construction Implementation Deadline From April 1, 2023, to March 31, 2027, construction must be completed.
Declaration Within three months after project completion, declare at the ward office (Asahi Ward Office Tax Division Building Section) where the building is located. A large-scale repair construction certificate issued by an architect, etc., is required.
Points to Note The reduction is limited to one time for the same condominium. Simply obtaining management plan certification does not qualify; there are requirements such as raising repair reserves. A review of the long-term repair plan is also necessary, so it is recommended to prepare at least one year before construction.
The application deadline is for construction completed by March 31, 2027. Obtaining management plan certification takes 2 to 3 months from application to certification, and a review of the long-term repair plan and general meeting resolution is also necessary beforehand. Since construction must be completed by March 31, 2027, starting in the fiscal year 2026 does not guarantee it will be in time. Please check early whether you qualify and the schedule.

* The national leaflet shows the range of reduction rates as a nationwide system. The reduction rate in Yokohama City is 50%.

② Support for Condominium Management in Yokohama City (Management Associations Start Here)

The support system in Yokohama City is mostly based on the requirement of registration in the “Yokohama City Condominium Registration System” (free). Management associations that are not yet registered should start here.

Half of the cost for deterioration investigation diagnosis and long-term repair plan creation commission fees, up to 200,000 yen. *Contracts and commencement with the commissioned party cannot be made before the grant decision. Please check with the city’s Building Bureau Housing Regeneration Division before applying due to budget limits.
Same (Energy-Saving Menu) For creating long-term repair plans that include insulation, window renovations, and high-efficiency equipment, half of the cost, up to 200,000 yen. Obtaining management plan certification (or a general meeting resolution for application) is a requirement.

③ Management Plan Certification System (Tax and Interest Rate Benefits)

This is a system certified by Yokohama City, and upon certification, the loan interest rate from the Japan Housing Finance Agency is reduced by 0.2% per year, preferential interest rates for Flat 35, and it meets one of the requirements for the Long-Life Promotion Tax System (certification alone does not guarantee tax reduction). The main criteria include holding general meetings at least once a year, establishing management regulations, separate accounting for management fees and repair reserves, overdue amounts within 10% of the total, and “having created or reviewed a long-term repair plan that includes large-scale repair work twice or more within 30 years and within 7 years.”

*Fees include a system usage fee of 10,000 yen + city application fee of 3,900 yen, among others. It takes 2 to 3 months from application to certification. The certification is valid for 5 years.

④ National Energy Conservation Support | Housing Energy Conservation 2026 Campaign

Changes for Fiscal Year 2026The “Child-Rearing Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in Fiscal Year 7 and will not be implemented in Fiscal Year 8. Please be careful not to create financial plans based on outdated information.

Mirai Eco Housing 2026 Project

Target Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family residences. Management associations and management corporations can also become joint contractors (can be used for common area renovations). Rental properties are also eligible.
Required Work Insulation renovation of openings, insulation renovation of the structure (floor, walls, ceiling), and installation of eco-friendly housing equipment are mandatory combinations.
Subsidy Limit Depending on the age of the building and the energy-saving performance achieved, 400,000 to 1,000,000 yen per unit (1,000,000 yen for homes built before 1991 that meet the mandatory standards).
Period Subsidy applications are generally submitted by registered contractors (construction contractors) after the completion of the work (the ordering party cannot apply themselves). Applications (including reservations) will end once the budget limit is reached. The status of budget execution is published on the official website, so please check the latest application status before contracting.

Advanced Window Renovation 2026 Project

Target Renovations to existing homes (single-family and multi-family) including the installation of interior windows, replacement of exterior windows, and glass replacement to high-performance insulated windows. Subsidy rates are set separately for “low-rise” and “mid-to-high-rise” multi-family residences.
Bulk Application for Multi-Family Residences From May 29, 2026, applications for “bulk subsidy applications for multi-family residences (including reservations)” have begun. The application process is conducted by registered contractors (window renovation contractors), and management associations cannot apply themselves, but they can apply for all units collectively, making it a system that works well with window and entrance door renovations in conjunction with large-scale repairs.
Subsidy Limit For residences, 1,000,000 yen per unit (changed from 2,000,000 yen in the 2025 fiscal year). For non-residential buildings over 240 square meters, 10,000,000 yen per building.
Period Work commenced after November 28, 2025. Applications for subsidies will be made after the completion and handover of the work, and will end once the budget limit is reached. The status of budget execution is updated daily on the official website, so please check the latest application status before contracting.

⑤ Kanagawa Prefecture Subsidies (Application for the 2026 fiscal year has ended)

Existing Housing Energy Efficiency Renovation Subsidy Houses where the applicant resides permanently within the prefecture and owns or has a share in ownership (including exclusive parts of condominiums) are eligible. Renovation of windows exposed to the outside air (including entrance doors, etc.) is mandatory. The subsidy covers one-third of eligible expenses, or a maximum of 150,000 yen, whichever is lower. The application amount for the fiscal year 2026 reached the budget limit, and applications were closed on September 30. Construction that started before the notification of grant decision is not eligible, and applications by contractors on behalf of the owner are not allowed.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Management associations of condominiums in the prefecture are also eligible. Solar power: 70,000 yen/kW, storage systems: 150,000 yen/unit. The application deadline for the second phase of the fiscal year 2026 was September 30, and applications are now closed. If construction started before the grant decision date, it is not eligible. This is a program to check if you are considering installing solar panels along with rooftop waterproofing.

* The Existing Housing Energy Efficiency Renovation Subsidy does not cover common areas of rental apartments or units not occupied by the owner.

⑥ Financing System (Housing Finance Agency Condominium Sumairu Loan)

When a management association borrows funds for large-scale repairs, the Housing Finance Agency’s “Condominium Common Area Renovation Loan (Condominium Sumairu Loan)” can be utilized.

Cases Where Fire Insurance Can Be Used and Cases Where It Should Not Be Used

Damage from “accidental incidents” such as flying waterproof sheets, caps, and fences due to typhoons and strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to clearly document the distinction between damage caused by accidents and wear and tear during the deterioration diagnosis.

On the other hand, wear and tear itself is not covered. There have been numerous troubles nationwide caused by contractors who solicit, “You can repair it without any out-of-pocket expenses with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of your claims directly with your management association or owner to the insurance company or agent. Kakeru Koumuten Co., Ltd. does not provide such guidance.

Building Conditions and Repair Points in Asahi Ward, Yokohama City

The age of the building is a “trend for the entire district” and does not determine the condition of individual buildings. According to statistics from Asahi Ward, Yokohama City (Reiwa 5), out of approximately 108,000 residential properties in the ward, about 23,000 were built before Showa 55, and about 22,000 were built between Showa 56 and Heisei 2 (the most numerous layer). This figure includes all residential properties, including single-family homes, indicating a significant presence of homes over 30 years old. The degree of deterioration varies greatly depending on the year of construction, specifications, and past repair history, so individual confirmation will be made through on-site surveys. Furthermore, the survey conducted annually by Yokohama City to understand the actual conditions of condominium management associations targets condominiums built in 1984 for the fiscal year 6 and those built between 1985 and 1995 for the fiscal year 7. Management associations residing in buildings constructed during this period in Asahi Ward are increasingly reviewing their long-term repair plans prompted by the city’s survey.

According to the materials compiled by Yokohama City in 2019 on the regeneration of housing complexes in Asahi Ward, the four complexes of Wakabadai, Sakonyama, Hikarigaoka, and Nishi Hikarigaoka are highlighted as “large-scale complexes over 35 years old.” In properties with many buildings, the variability of deterioration by building, the construction planning of whether to carry out all buildings at once or to divide by building or year, and the consensus formation and funding plan at general meetings become as significant issues as the construction itself. In the comprehensive condominium survey for fiscal year 5, 36.6% of management associations reported that their repair reserve funds were insufficient compared to their plans.

② Drainage of the Kaito River and rainwater

The Kaito River is a second-class river originating in Wakabadai, Asahi Ward, and the significant damage caused by Typhoon No. 22 (Kano River Typhoon) in Showa 33 triggered substantial renovations. Yokohama City is currently undertaking river improvements to accommodate approximately 60mm of rainfall per hour starting in fiscal year 5. In low-lying areas close to the river, the drainage paths for rooftop drains, drainage pipes, and water around the first floor during heavy rain are critical. ③ More greenery means more algae, moss, and fallen leaves

The green coverage rate in Asahi Ward is 33.9% (survey for the first year of Reiwa, ranked 2nd among 18 wards). Although it has decreased from 37.1% in fiscal year 16, it remains one of the greener wards in the city. The north-facing exterior walls and shared corridor floors that do not receive sunlight from trees are prone to algae, moss, and darkening, and clogging of roof drains and gutters due to fallen leaves can trigger puddles on the rooftop and leaks. We recommend thorough high-pressure washing, selecting anti-algae and anti-mold paints, and conducting inspections and cleaning of drains, incorporating repairs into the work items as needed.

④ Building agreements and district plans as city rules

Asahi Ward has 10 building agreements (such as the Iizawa housing area, Sachigaoka A district, Yokohama Imajuku Panatown, etc. Updated on March 1, Reiwa 5). Depending on the building, a statutory exterior wall inspection may be required. For buildings subject to the periodic reporting under Article 12 of the Building Standards Act, an inspection through comprehensive tapping, etc. (including infrared inspections that meet the requirements) is required for parts of the exterior wall made of tiles, stone, mortar, etc., that may pose a danger to pedestrians due to falling, under certain conditions such as when more than 10 years have passed since completion or exterior wall renovation. However, in Yokohama City, buildings used solely for collective housing (excluding serviced senior housing) are not designated as subject to periodic reporting. Mixed-use buildings that include target uses such as stores require individual confirmation. Even if not subject to statutory inspection, regular inspections and maintenance to prevent exterior wall falls are essential. (Periodic reporting for elevators, etc. is a separate system.
