Latest 2026 In the large-scale renovation industry, inappropriate orders linked between design consultants and construction companies have long been a concern. The Ministry of Land, Infrastructure, Transport and Tourism issued warnings and notifications to management associations in January 2017 and April 2023, and it has been reported that in June 2026, the Japan Fair Trade Commission plans to issue exclusion orders to 38 companies, including 36 construction companies and 2 design consultants, regarding large-scale renovation work in the Kanto region (with penalties totaling approximately 1.6 billion yen).

Three Typical Tactics
① Dummy Estimates
A predetermined company is chosen to receive the order, while other companies only submit high estimates as a formality, creating a “fixed race.” It appears to the management association that “proper competitive estimates were obtained.”
② Collusion with Design Supervisors
Consultants contract at extremely low design supervision fees while receiving kickbacks from the high construction costs of partnered construction companies. Beware of design supervision fees that are too low.
③ Back Margin
A certain percentage of the contract amount is kickbacked, and that amount is added to the construction costs as expenses. As a result, the management association ends up paying extra.

③ Management Plan Certification System (Entrance to Tax and Interest Rate Benefits)
This is a system certified by Yokohama City. Upon receiving certification, the loan interest rate from the Japan Housing Finance Agency is reduced by 0.2% per year, preferential interest rates for Flat 35 are available, and the route for applying the Long Lifespan Promotion Tax System is opened. The main criteria include holding general meetings at least once a year, organizing management regulations, separate accounting for management fees and repair reserves, overdue amounts within 10% of the total, and “having a long-term repair plan that includes large-scale repair work at least twice and is created or reviewed within 7 years, with a planning period of over 30 years”, among others.

④ National Energy Saving Support | Housing Energy Saving 2026 Campaign
