The national energy conservation subsidy requires the registered contractor to apply after the completion of the work, and the reduction of fixed property tax is declared after the work is completed. ① Condominium Longevity Promotion Tax System (Reduction of Fixed Property Tax)

If large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of condominiums meeting certain requirements are carried out, the fixed property tax for the residential portion will be reduced by half (up to the equivalent of 100㎡ per unit). The reduction applies to the fiscal year with a valuation date of January 1 of the year following the completion of the work.

Main Requirements More than 20 years since construction; total number of units is 10 or more; at least one previous large-scale repair (exterior painting, floor waterproofing, roof waterproofing) has been completed; must meet one of the following: ① A condominium with a management plan certification that has raised the repair reserve fund to the certification standard after September 1, 2021. ② A management association that has received advice and guidance, created or reviewed a long-term repair plan that meets certain standards (the city issues a certificate of implementation of the advice and guidance). Simultaneous application with other reduction measures (seismic, barrier-free, energy conservation renovations, etc.) or having received this reduction in the past makes it ineligible.
Deadline for Implementation From April 1, 2023, to March 31, 2027, the work must be completed.
Application Within three months of the completion date, apply to the Asset Tax Division (Building Evaluation Section) of Sagamihara City. A large-scale repair certificate (certified by an architect or housing defect liability insurance corporation) and past work certificates are required. The city’s page has a form for the “Specific Condominium (Longevity Renovation Condominium) Application.” If the administrator submits the necessary documents, the management association can also apply collectively.
Notes Simply obtaining management plan certification does not make it eligible; there are requirements such as raising the repair reserve fund. A review of the long-term repair plan is also necessary, so it is recommended to prepare at least one year before the work.
The application deadline is for work completed by March 31, 2027. Obtaining management plan certification requires prior confirmation and a general meeting resolution, and a review of the long-term repair plan is also necessary. ② Support and Subsidies for Condominium Management in Sagamihara City (Management Associations should start here)

The support related to condominiums in Sagamihara City is handled by the city’s Housing Division (Phone 042-769-9817). It focuses on support for consultation, planning, and specific purposes such as seismic resistance and EV charging, rather than subsidies for the construction costs of large-scale repairs.

Condominium Advisor Dispatch System This is available for condominium management associations within the city, and applications can be made by phone or at the housing department. The maximum number of dispatches is 6 in total. The cost is free for the first time, one-third of the cost for the second and third times, and half for the fourth to sixth times (10,000 JPY per hour, up to 3 hours per session). Qualified professionals such as condominium management consultants will provide consultations. Applications will close once the budget amount is reached.
Condominium Consultation Experts such as condominium management consultants will provide consultations on the operation of management associations and the progress of large-scale repairs. Please check the city’s page for details.
Earthquake Countermeasure Support for Condominiums Built to Old Seismic Standards This applies to reinforced concrete, steel-reinforced concrete, and steel condominiums that obtained construction confirmation before May 31, 1981. There is consistent support from seismic diagnosis to renovation planning and construction. The amount of subsidies and application status change yearly, so please confirm with the Building Policy Division (phone 042-769-8252).
Subsidy for Electric Vehicle Charging Equipment Installation This applies when installing charging equipment in the parking lots of collective housing. The subsidy rate is one-third of the eligible expenses, with a maximum of 150,000 JPY for standard charging equipment and 300,000 JPY for rapid charging equipment, with up to 5 units per facility. Applications for the Reiwa 8 fiscal year will be accepted from April 1, 2026, to January 29, 2027, but will close once the budget amount is reached. Work must begin after the grant decision.

③ Management Plan Certification System (Tax and Interest Rate Benefits)

This is a system certified by Sagamihara City. Upon receiving certification, there are interest rate benefits for the “Condominium Common Area Renovation Loan” from the Japan Housing Finance Agency and Flat 35 (Maintenance and Preservation Type), which also relates to one of the requirements for the Long Lifespan Promotion Tax System (certification alone does not guarantee tax reduction). The main criteria include holding general meetings at least once a year, maintaining management regulations, separate accounting for management fees and repair reserves, overdue amounts of more than three months being within 10% of the total, and “having a long-term repair plan that includes large-scale repair work at least twice and is created or reviewed within seven years, with a planning period of 30 years or more.” Additionally, Sagamihara City has its own criteria requiring initiatives for disaster prevention (such as creating disaster prevention plans, organizing voluntary disaster prevention groups, stockpiling disaster supplies, and conducting disaster drills).

④ National Energy Saving Support | Housing Energy Saving 2026 Campaign

Changes for FY 2026The “Child-Rearing Green Housing Support Project” for FY 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in FY 2027 and will not be implemented in FY 2028. Please be careful not to base your financial plans on outdated information.

Mirai Eco Housing 2026 Project

Target Renovations of existing homes built before December 31, 2016, regardless of whether they are detached or multi-family homes. Management associations and management association corporations can also become joint contractors (i.e., can be used for common area renovations). Rental housing is also eligible.
Required Work Insulation renovation of openings, insulation renovation of structural elements (floors, walls, ceilings), and installation of eco-friendly housing equipment are mandatory combinations.

Advanced Window Renovation 2026 Project

Target Installation of interior windows, replacement of exterior windows, glass replacement, etc., for existing homes (single-family and multi-family) to upgrade to high thermal insulation windows. For multi-family housing, the subsidy unit price is set by categorizing into “low-rise” and “mid-to-high-rise.”
Bulk Application for Multi-Family Housing From May 29, 2026, applications for “bulk subsidy applications for multi-family housing (including reservations)” have begun. The application process is conducted by registered contractors (window renovation contractors), and the management association cannot apply on its own, but it allows for a consolidated application for all units, making it a good fit for window and entrance door renovations in conjunction with large-scale repairs.
Subsidy Limit For residential properties, 1 million yen per unit (changed from 2 million yen in fiscal 2025). For non-residential properties over 240 square meters, 10 million yen per building.

⑤ Kanagawa Prefecture Subsidies (Applications for Fiscal 2026 have ended)

Existing Housing Energy Saving Renovation Subsidy Applies to homes (exclusive portions of condominiums) where the applicant resides permanently in the prefecture and owns or has a share in the property. Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. In fiscal 2026, the application amount reached the budget amount, and applications were closed on September 30. Work started before the notification of subsidy approval is not eligible, and applications by contractors on behalf of the owner are not allowed.
Subsidy for Installation Costs of Residential Solar Power Generation and Storage Batteries Management associations of condominium properties in the prefecture are also eligible. Solar power: 70,000 yen/kW, storage systems: 150,000 yen/unit. The application deadline for the second phase of fiscal 2026 was September 30, and applications are now closed. Work started before the date of subsidy approval is not eligible. This is a system to consider when planning the installation of solar power in conjunction with rooftop waterproofing.

⑥ Financing System (Housing Finance Agency Condominium Sumairu Loan)

Damage caused by “accidental incidents” such as flying of rooftop waterproof sheets, caps, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance.
