Kanagawa Prefecture’s subsidies require construction to start after the grant decision, while national energy-saving subsidies require registered contractors to apply after the completion of work, and reductions in fixed property tax must be declared after the completion of work. Please confirm the eligibility conditions and application procedures for each system before contracting and starting work, and plan accordingly with the schedule for the general meeting resolutions. If you miss this, you may lose access to systems that should have been available.

① Condominium Longevity Promotion Tax System (Reduction of Fixed Property Tax)

If large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of condominiums meeting certain requirements are carried out, the fixed property tax amount for the residential portion will be reduced (up to the equivalent of 100㎡ per unit). The reduction rate is determined by each municipality. The reduction applies to the fiscal year with a tax assessment date of January 1 of the year following the completion of the work.

A large-scale repair certificate (certified by an architect or housing defect liability insurance corporation) and past work certificates may be required. If the necessary documents are submitted by the administrator, the management association can also make a collective application.
Notes Simply obtaining management plan certification does not qualify; there are requirements such as raising the repair reserve fund. A review of the long-term repair plan is also necessary, so preparation is recommended at least one year before the work.

② Isehara City Condominium Management Support (For Management Associations, Start Here)

The contact point for condominium-related matters in Isehara City is the Urban Development and Housing Division, Housing Section (Phone: 0463-94-4782). On the city’s housing-related page, subsidies for the construction costs of large-scale repairs or construction grants for condominium owners could not be confirmed. The focus is on consultation and support for planning.

System Details
Condominium Management Consultation (Reservation Required) A condominium management consultant will provide free consultations regarding the operation of management associations and large-scale repair work. The target audience is management association members (president, directors, officers, general members, etc.). Every fourth Wednesday of the month (third Wednesday if a holiday), from 1 PM to 4 PM, at the Citizen Consultation Room on the first floor of the city hall, with a limit of three cases per session, each lasting up to one hour. Reservations can be made at the city hall’s second-floor counter or by phone, by 5 PM on the Friday before the consultation date.
Condominium Management Plan Certification System This is a system that allows management associations to receive certification if their management plan meets the standards. For details, please see section ③ below.

③ Management Plan Certification System (Tax and Interest Rate Benefits)

This is a system certified by Isehara City. Upon certification, there are interest rate benefits for the “Condominium Common Area Renovation Loan” from the Japan Housing Finance Agency and Flat 35 (Maintenance and Preservation Type), which is also one of the requirements for the Long Lifespan Promotion Tax System (certification alone does not guarantee tax reduction). The certification requirements consist of 16 items from the national “Standards for Condominium Management.” The main criteria include holding a general meeting at least once a year, organizing management regulations, separating accounting for management fees and repair reserve funds, ensuring that the amount of arrears for more than three months is within 10% of the total, and “having a long-term repair plan that includes large-scale repair work at least twice and is created or reviewed within seven years with a planning period of 30 years or more.” Applications cannot be submitted directly to the city; instead, you must receive prior confirmation through the “Management Plan Certification Procedure Support Service” of the Public Interest Incorporated Foundation Condominium Management Center before applying through the system.

* There is no application fee for certification to the city. The system usage fee is 10,000 yen per application, and there is an additional examination fee for prior confirmation by a condominium management consultant.

④ National Energy Saving Support | Housing Energy Saving 2026 Campaign

Changes for Fiscal Year 2026The “Child-Rearing Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in Fiscal Year 7, and will not be implemented in Fiscal Year 8. Advanced Window Renovation 2026 Project

Eligible Existing homes (single-family and multi-family) for the installation of interior windows, replacement of exterior windows, glass replacement, etc., upgrading to high-performance windows. Subsidy rates are set separately for “low-rise” and “mid-to-high-rise” multi-family buildings.
Bulk Application for Multi-Family Housing From May 29, 2026, applications for “bulk subsidy applications for multi-family housing (including reservations)” have begun. The application process is conducted by registered contractors (window renovation contractors), and management associations cannot apply on their own, but they can apply for all units collectively, making it a system that works well with large-scale repairs for window and entrance door renovations.
Subsidy Limit For residential properties, 1 million yen per unit (changed from 2 million yen in fiscal 2025). For non-residential properties over 240㎡, 10 million yen per building.

⑤ Kanagawa Prefecture Subsidies (Application for Fiscal 2026 has Ended)

Existing Housing Energy Saving Renovation Subsidy Targeting homes where the applicant resides permanently in the prefecture and owns or has a share in the property (exclusive parts of condominiums). Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. In fiscal 2026, the application amount reached the budget limit, and applications were closed on September 30. Work started before the notification of subsidy approval is not eligible, and proxy applications by contractors are not permitted.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Management associations of jointly owned residential buildings in the prefecture are also eligible. Solar power: 70,000 yen/kW, storage systems: 150,000 yen/unit. The application deadline for the second phase of fiscal 2026 was September 30, and applications are now closed. If work started before the notification of subsidy approval, it is not eligible. This is a system to consider when planning the installation of solar panels along with rooftop waterproofing.

⑥ Financing System (Housing Finance Agency Mansion Sumairu Loan)

If the management association borrows funds for large-scale repairs, they can utilize the Housing Finance Agency’s “Mansion Common Area Renovation Loan (Mansion Sumairu Loan).”

Damage caused by “accidental incidents” such as flying waterproof sheets, caps, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to separate and record damage caused by accidents from normal wear and tear during deterioration diagnosis.

On the other hand, normal wear and tear itself is not covered. There have been many incidents nationwide where contractors lure customers with claims like “You can repair without any out-of-pocket costs with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of claims directly with your management association or property owner with the insurance company or agent. Kakeru Koumuten does not provide such guidance at all.

Depending on the building, a statutory exterior wall inspection may be required. For buildings subject to regular reporting under Article 12 of the Building Standards Act, an inspection through comprehensive tapping, etc., is required for parts of the exterior wall made of tiles, stone, mortar, etc., that may pose a danger to pedestrians due to falling, under certain conditions such as exceeding 10 years from completion or exterior wall renovation, including infrared inspections that meet the requirements.
