Large-Scale Repairs for Condominiums, Apartments, and Buildings in Adachi Ward

To owners, management associations, and management companies considering large-scale repairs for condominiums, apartments, and buildings in Adachi Ward, Tokyo.

Kakeru Koumuten Co., Ltd. is a company that handles everything from the installation of temporary scaffolding to substrate repairs, exterior wall painting, tile repairs, sealing, waterproofing for rooftops and balconies, and roofing work, all managed and performed by our own team. In Adachi Ward, we have undertaken numerous large-scale repairs and exterior renovations for apartments, condominiums, and commercial facilities.

  • On-site surveys and estimates are completely free (we welcome competitive estimates)
  • Comprehensive management from temporary scaffolding to exterior and roofing work
  • For color considerations for exterior walls, color simulations and trial painting are available
  • Consultations for partial repairs and emergency measures for leaks are also possible
Conclusion First

  • Cost Estimate / For condominiums, the cost per unit is 750,000 to 1,500,000 yen (according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, about 70% fall within this range, with the most common being 1,000,000 to 1,250,000 yen. This amount excludes consumption tax and common temporary costs). For wooden apartments, the estimate is 2,000,000 to 4,000,000 yen per building.
  • Estimated Cycle / 12 to 15 years. However, the deciding factor is not the number of years but the condition of deterioration.
  • Particularly Relevant in Adachi Ward / Adachi Ward is a scenic administrative district with a unique landscape plan. For buildings over 15 meters in height or with a total floor area of over 1,000 square meters, repairs or color changes exceeding half of the exterior area require notification, which may apply to medium-sized condominiums. The district’s hazard map anticipates flooding from rivers such as the Arakawa and internal flooding (sewer overflow), necessitating inspections of drainage and waterproofing for rooftops and balconies. The approval for management plans is handled by Adachi Ward.
  • Available Funds / While there are no subsidies specifically for large-scale repair construction costs in Adachi Ward or Tokyo, if requirements are met, there may be reductions in fixed asset taxes (50% for the 23 wards of Tokyo. The national application deadline is for work completed by March 31, 2027), interest-subsidized loans from Tokyo, and grants for seismic reinforcement of non-wooden buildings or asbestos assistance, as well as national subsidies if windows and insulation are included.
  • Tips for Avoiding Mistakes / At least three competitive estimates. Compare not only the amounts but also the quantities, methods, and materials.
This page summarizes the cost estimates, repair points for the district, construction flow, contractor selection, measures against collusion, and the latest support systems as of 2026 for large-scale repairs in Adachi Ward. (Information as of October 9, 2026)
Large-scale repairs in Adachi Ward by Kakeru Koumuten|From scaffolding to exterior wall painting, waterproofing, and roofing work, all performed by our own team

Large-scale repair work that can be handled in Adachi Ward

Large-scale repairs are not just “exterior wall painting” or “waterproofing,” but rather a comprehensive repair of the entire building’s deterioration while scaffolding is in place. At Kakeru Koumuten, we can handle all of the following work in-house, ensuring clear responsibility and coordination of the process.

Type of Work Main Contents
Temporary Scaffolding Work Installed by our own scaffolding team using our own scaffolding materials. We handle mesh sheets, protection, and fall prevention measures.
Substrate Repair Work Crack repairs, injection of floating mortar and tiles, explosion (exposed rebar) repairs, and resin mortar repairs for missing parts.
Exterior Wall Painting Work High-pressure washing, three coats of paint from primer to topcoat, and painting of auxiliary parts (metal parts, gutters, water cut-offs, etc.). We accommodate radical control type, fluorine, and inorganic paints.
Tile Repair Work Replacement of broken tiles, joint repairs, and clear waterproofing of tile surfaces (such as Seven S).
Sealing Work Replacement and additional sealing around sashes and exterior wall joints.
Waterproofing Work Urethane waterproofing for rooftops, roof balconies, shared corridors, and stairs, PVC sheet waterproofing, and installation of long sheets.
Roof Work Roof painting, roof overlay (cover method), re-roofing, and ridge cap replacement. We have sheet metal craftsmen on staff and can handle large roofs such as factories.
Metal and Hardware Work Surface painting of steel staircases, handrails, and PS doors, as well as replacement of coping and water cut-offs.
Drainage and Wastewater Work Cleaning and renovation of roof drains (insertion of renovation drains), and resolving gutter blockages. This work is particularly important for rooftops and balconies where rainwater tends to accumulate during heavy rain.
Others Gutter replacement, rooftop and exterior wall inspections using drones, leak investigations using thermography, and preliminary surveys of asbestos-containing building materials.

Scope of Major Repairs Determined by Building Diagnosis

It is not always necessary to carry out all the above works. The extent of the work will be determined based on the results of the building diagnosis. At Kakeru Koumuten Co., Ltd., we conduct free on-site surveys to confirm the items below and compile them into a deterioration diagnosis report with photos, after which we will propose the scope of work.

Diagnosis Area Main Investigation Method Scope of Work Determined by Diagnosis Results
Exterior Wall (Painted Surface) Visual inspection, checking the width of cracks and the condition of the paint film Methods and quantity for crack repair, specifications for painting (whether to repaint or paint after removing the existing paint film)
Exterior Wall (Tile Surface) Tap testing. High areas checked with a drone Scope and estimated quantity for injection and replacement, whether clear waterproofing is necessary
Sealing Checking for cracks, shrinkage, peeling, and hardening Whether to replace or add to the existing sealant, scope of joints to be worked on
Roof, Balcony, Shared Corridor Checking for blisters or breaks in the waterproof layer, puddles, and the condition of drains Full renovation or partial repair, method (urethane waterproofing, PVC sheet waterproofing, long sheet), whether drain renovation is necessary
Leak Areas Investigation using thermal imaging camera and drone Identification of the cause and priority areas for repair
Metal Parts, Roof, Accessories Checking for rust, corrosion, lifting, and cracking Whether painting is sufficient or if material replacement or overlay installation is necessary
Site and Surroundings Checking retaining walls, slopes, trees, access routes, and parking Planning for scaffolding and scope of temporary work
The diagnosis results will be categorized into three groups: “Must Repair This Time,” “Consolidate While Scaffolding is Up,” and “Can Be Postponed to Next Time.” Items related to safety or leaks, such as leaks, floating tiles, and breaks in the waterproof layer, are essential repairs this time. Exterior walls and sealing that cannot be worked on without scaffolding will be consolidated this time, while lightly deteriorated work that does not relate to scaffolding will be candidates for postponement to next time. We can also offer multiple plans to fit your budget.

Cost Estimates for Major Repairs in Adachi Ward

The cost of major repairs varies greatly depending on the size of the building, the condition of deterioration, the scope of work, and the materials used. First, please refer to the national average based on public statistics, then to our company’s estimates based on construction results by scale, and finally to examples of unit prices for each type of work.

The national average for condominiums is 750,000 to 1,500,000 yen per unit

According to a survey conducted by the Ministry of Land, Infrastructure, Transport and Tourism, which compiled 818 construction cases (FY 2021), the construction costs for major repairs are concentrated at approximately 70% in the range of 750,000 to 1,500,000 yen per unit, with the most common price range being 1,000,000 to 1,250,000 yen. Note that the amounts in this survey do not include consumption tax and common temporary costs, so they differ from the current total construction costs including tax.

Construction cost per unit Percentage Construction cost per unit Percentage
Up to 750,000 yen 15.1% 1,250,000 to 1,500,000 yen 17.4%
750,000 to 1,000,000 yen 24.7% 1,500,000 to 2,000,000 yen 9.1%
1,000,000 to 1,250,000 yen 27.0% (most common) Over 2,000,000 yen 2.8%

Source: Ministry of Land, Infrastructure, Transport and Tourism “FY 2021 Survey on Major Repair Work for Condominiums” (200 companies, 818 cases) *Amounts do not include consumption tax and common temporary costs. Percentages may not total 100% due to rounding and non-responses.

The fewer the number of units, the higher the cost per unit. Since scaffolding, common temporary costs, and site management fees are fixed costs determined by the size of the building, dividing these by a smaller number of units increases the burden per unit. It is not uncommon for a condominium with fewer than 20 units to have estimates exceeding 1,500,000 yen per unit. Conversely, the smaller the building, the greater the effect of choosing a company that can minimize scaffolding costs.

Breakdown of Construction Costs (What the Money is Spent On)

Category Composition Ratio Main Contents
Construction Work 60.3% About half for exterior walls, about one-third for waterproofing. Substrate repairs, tiles, painting, waterproofing
Temporary Works 22.8% Scaffolding, mesh sheets, protective coverings, etc. (does not include common temporary costs)
Miscellaneous Expenses 10.3% Site management costs, general management costs, statutory welfare expenses, etc. (9.5%), insurance premiums for large-scale repair defects (0.8%)

Source: Ministry of Land, Infrastructure, Transport and Tourism “Fiscal Year 2021 Survey on Large-Scale Repair Works for Condominiums” (Second aggregation of large-scale repair works. The overall average is construction work 59.0%, temporary works 22.3%, miscellaneous expenses 9.9%). *The total does not equal 100% because it includes equipment-related work, exterior works, and others. This is an average value and is not a criterion for judging the appropriateness of individual estimates.

Approximately one-fifth of the construction cost is for temporary works (scaffolding). Kakeru Koumuten Co., Ltd. owns its own scaffolding materials and has its own scaffolding team, so it becomes easier to reduce the cost of this temporary portion. While not all temporary costs can be eliminated, it is important to plan the scaffolding on-site, especially in locations with limited road width or close proximity to neighboring properties, to prevent additional costs after construction begins.

Cost Estimates by Building Size (Scaffolding, Substrate Repairs, Exterior Wall Painting, Waterproofing, Sealing)

Type and Size of Building Cost Estimate Estimated Construction Period
Wooden Apartment (2 stories, 6-10 units) 2,000,000 – 4,000,000 JPY 3 – 5 weeks
Steel Frame/RC Apartment (3 stories, 10-20 units) 4,000,000 – 9,000,000 JPY 1 – 2 months
Mixed-Use Building/Small Condominium (4-5 stories) 5,000,000 – 15,000,000 JPY 1.5 – 3 months
Medium-Sized Condominium (30-50 units) 20,000,000 – 50,000,000 JPY 3 – 5 months
Large Condominium (over 100 units) Around 100,000,000 JPY – 6 months –

*The above is an estimate based on Kakeru Koumuten’s construction achievements and may vary depending on the presence of roofing work, metal work, plumbing, etc. For condominiums, please also consider the amount obtained by multiplying the above national statistics (750,000 – 1,500,000 JPY per unit) by the number of units as a reference.

Cost Breakdown for Temporary Works, Substrate Repairs, Exterior Walls, and Waterproofing

The estimate for large-scale repairs is broadly divided into “Temporary Works,” “Substrate Repairs,” “Sealing,” “Exterior Wall Painting,” “Waterproofing,” and “Miscellaneous Expenses.” Before comparing total amounts, please check what each item includes, how much, and at what cost.

Item What to Confirm in the Estimate
Building Prerequisites Structure (wooden, steel frame, RC), number of floors, number of units, exterior wall area, waterproof area. Confirm whether the area is based on drawings or actual measurements.
Common Temporary Works & Scaffolding Area and unit price of scaffolding, mesh sheets, protective measures, temporary toilets, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for Reiwa 3, temporary works such as scaffolding account for about 20% of construction costs (excluding common temporary costs).
Substrate Repairs Quantities and unit prices for repair methods such as cracks, lifting, and spalling. Since these items are not finalized until scaffolding is set up, confirm whether it will be estimated quantities or actual settlement, and the settlement method if quantities increase or decrease.
Sealing Whether it is a replacement or additional application, length to be applied (m), material name.
Exterior Wall Painting Painting area (㎡), manufacturer name, product name, grade of paint, number of coats, range of ancillary parts.
Waterproofing Area for each part such as roof, balcony, and common corridor, method, material name, and whether drain renovations are included.

Select Paint and Waterproofing Grades Based on “Years Until Next Repair”

“Good paint does not equal the right choice.” Aligning when the next major repair will be done with the lifespan of the materials is the most efficient way to choose.

Grade Estimated Lifespan Suitable Cases
Silicone / Radical Control Type 10 to 16 years Buildings that are cycled every 12 to 15 years. A good choice balancing cost and performance. Lifespan varies by product, so select specifications that match the cycle.
Fluorine 16 to 20 years Buildings that want to set the next repair after 15 years, high-rise or complex-shaped buildings where scaffolding costs are high.
Inorganic 18 to 22 years Buildings that want to suppress dirt adhesion. Effective for surfaces surrounded by trees or on the north side to control moss and algae.
Urethane Waterproofing (Rooftop) 8 to 15 years Complex-shaped rooftops, when wanting to renovate using the existing waterproof layer. Mid-term inspections and repairs, such as re-coating the top coat, are prerequisites.
Vinyl Sheet Waterproofing 20 to 25 years Rooftops with a large area and simple shape. Short construction period.
Asphalt Waterproofing 15 to 20 years Rooftops planned for long cycles. The cost per instance will increase.

* The estimated lifespan is a general guideline and may vary depending on sunlight, location, and substrate condition. For shaded and humid surfaces, choosing paints with anti-algae and anti-mold properties can change durability.

Guidelines for Repair Reserve Funds and Options When Insufficient

The Ministry of Land, Infrastructure, Transport and Tourism guidelines indicate the estimated repair reserve fund on a monthly basis per exclusive area. Additional charges are required if there is a mechanical parking lot.

Building Size (Less than 20 Floors) Monthly Estimate (Average) Range Covering Two-Thirds of Cases Conversion for 70㎡
Building Total Floor Area Less than 5,000㎡ 335 JPY/㎡ 235 to 430 JPY/㎡ Approximately 16,500 to 30,100 JPY
5,000 to 10,000㎡ 252 JPY/㎡ 170 to 320 JPY/㎡ Approximately 11,900 to 22,400 JPY
10,000 to 20,000㎡ 271 JPY/㎡ 200 to 330 JPY/㎡ Approximately 14,000 to 23,100 JPY
20,000㎡ or more 255 JPY/㎡ 190 to 325 JPY/㎡ Approximately 13,300 to 22,750 JPY

Source: Ministry of Land, Infrastructure, Transport and Tourism “Guidelines on Repair Reserve Funds for Condominiums” (Reiwa 6, June Revision, PDF) / National average is 13,378 JPY per unit per month (Reiwa 5 Fiscal Year Comprehensive Survey of Condominiums)

In the comprehensive survey for the fiscal year Reiwa 5, 36.6% of management associations responded that “the repair reserve fund is insufficient compared to the plan.” If there is a shortfall, there are four main options.

Options Considerations and Cautions
① Adjusting the Construction Schedule Based on deterioration diagnosis, postpone less urgent construction to the next time. However, it is essential to distinguish between construction that can be postponed and that which cannot, as delaying waterproofing and tile peeling measures will ultimately be more costly.
② Reviewing the Scope and Specifications of Work Consider revising paint grades, changing from full renovations to partial renovations, etc. Please separate this from “apparent reductions” that skip processes.
③ Utilizing Subsidies and Tax Systems Subsidies for energy-saving renovations, etc. (described later). Reductions in fixed asset taxes are a system that lowers the tax amounts for each unit owner and do not directly increase the repair funds of the management association.
④ Increasing Reserve Funds, Borrowing, or One-Time Payments In addition to discussing increasing the repair reserve fund at the general meeting, the Housing Finance Agency’s condominium common area renovation loans require no collateral. Interest rates can be lowered by obtaining management plan certification.

Subsidies, Tax Systems, and Loans to Check for Large-Scale Renovations in Adachi Ward

In Adachi Ward, Tokyo, there are no subsidies specifically targeting the construction costs of large-scale renovations. The available options can be broadly categorized into four types. The eligibility and application status of these systems may change during the fiscal year, so please be sure to confirm with our company or the respective offices before contracting or starting construction. (As of October 9, 2026)

Type Details
① Support for Investigation and Consultation Dispatch of district advisors by condominium management specialists (free), mini-seminars, and on-site consultation meetings, as well as a window for management plan certification (Adachi Ward). This can be used in the preliminary stages of large-scale repairs.
② Construction Subsidies by Purpose Seismic reinforcement subsidies for non-wooden buildings and asbestos subsidies from the district, energy-saving (windows, insulation), insulation and renewable energy for rental housing, etc. These are incorporated into large-scale repairs.
③ Tax Incentives Reduction of fixed property tax under the condominium longevity promotion tax system.
④ Public Loans and Interest Subsidies Renovation loans for common areas of condominiums from the Housing Finance Agency and interest subsidies from Tokyo (subsidy for condominium improvement work).
Common Pitfall: The timing of applications and applicants differs by system, and applications will close as soon as the budget is reached, even during the fiscal year. Tokyo’s interest subsidies are first-come, first-served each term, and insulation and renewable energy projects for rental housing require prior application followed by a grant application after construction. The district’s seismic reinforcement and asbestos subsidies require applications before contract and commencement, while national energy-saving subsidies require grant applications by registered contractors after construction completion. The reduction of fixed property tax requires declaration after construction completion. Please check the eligibility conditions and application procedures for each system before contract and commencement, and plan accordingly in reverse from the schedule of the general meeting’s resolutions. If you miss this, you may lose access to systems that should have been available.

① Condominium Longevity Promotion Tax System (Reduction of Fixed Property Tax)

If large-scale repairs (all three types: exterior wall painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of certain qualifying condominiums are carried out, the fixed property tax amount for the following year will be reduced. The reduction rate is determined by the municipality within the national range (one-sixth to one-half). The fixed property tax in the 23 wards of Tokyo is a metropolitan tax, and the reduction rate in Tokyo is one-half (up to the tax amount equivalent to 100㎡ per unit).

Main Requirements More than 20 years old; total number of units is 10 or more; more than half of the exclusive area is for residential use / At least one instance of exterior painting, floor waterproofing, and roof waterproofing has been completed in the past / Must meet one of the following: ① A condominium certified under the management plan that has raised the amount of the repair reserve fund to the certification standard after September 1, 2021 ② A management association that has received advice and guidance from the municipality and has created or reviewed a long-term repair plan (advice and guidance are not available upon request)
Reduction Rate 50% for the 23 wards of Tokyo. The target is the fixed asset tax amount for up to 100㎡ per unit
Construction Deadline All three works: exterior painting, floor waterproofing, and roof waterproofing must be completed by April 1, 2023, to March 31, 2027
Declaration Declare to the Tokyo tax office of the ward where the condominium is located within three months of the completion date (online declaration via eLTAX is also possible). If the administrator compiles and submits the necessary documents, it can replace the declaration for each owner. For Adachi Ward, please confirm with the Adachi Tax Office (phone 03-5888-6211, main line)
Notes Cannot be combined with other reduction measures, and is limited to one time per unit. Simply obtaining management plan certification does not qualify; there are requirements such as raising the repair reserve fund. A review of the long-term repair plan is also necessary, so it is recommended to prepare at least one year before the construction
The application deadline is for construction completed by March 31, 2027. Obtaining management plan certification requires procedures from prior confirmation to ward certification, and as a prerequisite, a review of the long-term repair plan and a resolution at the general meeting are also necessary. Since construction must be completed by March 31, 2027, starting in the fiscal year 2026 may not be sufficient. Please check early whether you qualify and the process.

② Ward and Tokyo Government Offices (Management Associations should start here)

The certification of the management plan for condominiums is conducted by Adachi Ward. It is not a subsidy for the construction costs of large-scale repairs, but can be used as a basis for consultation and decision-making in the preliminary stages.

This is a system certified by Adachi Ward. Once certified, you can meet one of the requirements for the Housing Finance Agency’s “Flat 35” and the interest rate reduction for condominium common area renovation loans, as well as the longevity promotion tax system (certification alone does not guarantee tax reduction). The certification criteria are mainly based on national guidelines, with the main criteria including holding a general meeting at least once a year, establishing management regulations, separate accounting for management fees and repair reserves, overdue amounts within 10% of the total, and “having a long-term repair plan that includes large-scale repair work twice or more, created or reviewed within 7 years, with a planning period of 30 years or more”.

*Certification is renewed every 5 years, and approval from the general meeting is required for application. New applications are made through the condominium management center’s “Management Plan Certification Procedure Support System.” For details on procedures and certification criteria, please check the ward’s website.

④ National Energy Saving Support | Housing Energy Saving 2026 Campaign

Cases Where Fire Insurance Can Be Used and Cases Where It Should Not Be Used

Damage caused by “accidental incidents” such as the scattering of rooftop waterproof sheets, coping, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to separate and record damage caused by accidents from normal wear and tear during the deterioration diagnosis.

On the other hand, normal wear and tear itself is not covered. There have been numerous incidents nationwide where contractors have solicited clients with claims like “You can repair it without any out-of-pocket expenses with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of claims directly with your management association or property owner to the insurance company or agency. Kakeru Koumuten Co., Ltd. will not provide such guidance.

Building Conditions and Repair Points in Adachi Ward

Adachi Ward is a special ward with a population of over 700,000, and there are approximately 68,200 condominium units in the area (as of the end of July 2022). The ward expects a rapid increase in condominiums over 40 years old in the future. There are flood hazard maps considering river floods, including the Arakawa River, and the ward has established a unique landscape plan regarding scenery. However, this information pertains to the entire ward. The age and deterioration status of your own building will be individually confirmed through on-site surveys.

Organizing the Topography and Buildings of Adachi Ward from a Repair Perspective

The table below summarizes only the items that can be confirmed from publicly available materials from the ward and the metropolitan government. Individual building circumstances cannot be determined from the overall figures of the ward.

Item Confirmable Content Perspective When Considering Repairs
Flood Risk Assessment The district’s flood hazard map (revised April 2022) targets floods from rivers such as the Arakawa, Tone, Edogawa, Nakagawa, Ayase, and Shiba/Shinshiba rivers, as well as internal water (with an assumed maximum rainfall of 153mm in one hour and a total rainfall of 690mm in 24 hours) and storm surges. The results for the five wards of Koto (Edogawa, Sumida, Koto, Adachi, Katsushika) indicate that in the worst-case scenario where drainage facilities fail, there is a risk of widespread flooding lasting more than two weeks (this is an assumption for the entire Koto area). Please check the district’s hazard map for assessments based on the location of your building. For rooftops and balconies where rainwater tends to accumulate, include the condition of drains and gutters, as well as the waterproof layer, in your inspection items.
Age of Condominiums Of the approximately 68,200 condominiums in the district, about 10,300 (approximately 15%, as of the end of July 2022) are over 40 years old (built before 1982). The district’s condominium management promotion plan anticipates a rapid increase in older condominiums. More buildings will be approaching their second or third major repairs. By advancing the review of long-term repair plans and reserve funds early, you can expand your options.
Factories and Businesses There are 2,609 manufacturing establishments with 20,025 employees (as of June 1, 2021, Economic Census – Activity Survey). The total number of establishments in the district is 23,321. In sites where residential and business areas are in close proximity, we will carefully consider delivery routes and the impact on neighbors. We can also consult on roofs and exterior walls of factories and warehouses.
Landscape Rules Adachi Ward is a landscape administrative body and has the Second Adachi Ward Landscape Plan (established January 2021). Throughout the district, excluding special landscape formation areas, buildings over 15m in height or with a total floor area of 1,000㎡ or more (large buildings over 45m in height or with a total floor area of 15,000㎡ or more) are subject to notification, and repairs, renovations, or color changes are subject if the area involved exceeds half of the previous exterior area. There are five special landscape formation areas. Even medium-sized condominiums may be subject to notification depending on height and total floor area. Whether the repainting of exterior walls is subject to notification will be determined based on the area and size of the building, so please confirm at the district office (see the table below).
Areas with Dense Wooden Houses The Tokyo Non-combustible Special Zone site (March 2026 version) lists the “Central and Southern Areas of Adachi Ward” (approximately 646.2ha) as a non-combustible special zone. The site’s maintenance areas include the Adachi 1-4 Chome areas (approximately 62.7ha) and National Route 4 A area (approximately 21.6ha), with priority maintenance areas including the Senju area and the area around the west exit of Nishi-Arai Station. In areas where roads and buildings are in close proximity, we will confirm delivery routes and scaffolding layout on-site.
No public documents showing the breakdown of the proportion of joint residences and age by town and block were found within the confirmed range. It cannot be concluded that “this area has older buildings.” Management associations for buildings over 20 years old should advance the review of long-term repair plans and reserve funds early to expand options such as management plan certification and consideration for property tax reductions.

Four Key Factors to Consider for Major Repairs Unique to Adachi Ward

Based on the flood risk assessment and age trends in Adachi Ward, as well as the town’s rules, we have organized four factors to keep in mind for major repairs. The circumstances for each building differ, so we will confirm individually through on-site surveys.

① Flooding from Rivers and Internal Water Assessment

The district’s flood hazard map (revised in April 2022) targets floods from the Arakawa, Tone, Edogawa, Nakagawa, and Ayase rivers, as well as internal water and storm surges. This is a projection, and the expected flooding for each building varies by location. On rooftops and balconies, if roof drains or gutters become clogged during heavy rain, it can lead to puddles and leaks. We recommend inspecting and cleaning the drains, and including repairs in the work items as needed. For facilities such as electrical rooms and pumps, it is reassuring to share considerations for placement in preparation for flooding with the management association during the repair planning stage.

② Increasing number of condominiums over 40 years old

According to the district’s condominium management promotion plan, among approximately 68,200 condominiums in the district, about 10,300 were built over 40 years ago (as of the end of July 2022), and a rapid increase is expected in the future. Generally, buildings facing their second or third major repairs tend to experience significant deterioration in substrate repairs, tiles, and waterproofing, so early building diagnosis is beneficial. The management plan certification is handled by Adachi Ward, and obtaining certification can lead to lower interest rates and property tax reductions.

③ The district’s landscape plan also applies to medium-sized buildings

Adachi Ward is a landscape administrative organization, and the district’s landscape plan applies throughout the area. For buildings over 15 meters in height or with a total floor area of over 1,000 square meters, repairs or color changes that exceed half of the previous exterior area are subject to notification. The elevation drawings attached to the notification must include the Munsell values for all four exterior walls. Additionally, in the five special landscape formation areas along the Nippori-Toneri Liner, Sumida River, Koganei River, around Minumadai Shinsui Park, and Nishiarai Daishi, the targets and standards differ. It is important to incorporate the processing period into contracts and schedules. Our company will also check whether the area is subject to these regulations during the investigation.

④ Urban areas with many businesses and densely populated districts

There are 2,609 manufacturing businesses in the district (as of June 1, 2021). In addition to condominiums and apartments, we can also consult on large roofs and exterior walls of factories, warehouses, and commercial buildings. Our company has sheet metal craftsmen on staff, and we also handle large roofs of factories. In locations where residential areas are close to businesses, or near areas densely populated with wooden houses like non-combustible special zones, the scattering of high-pressure washing, paint odors, and the movement of construction vehicles can easily reach nearby residents, so we will provide thorough explanations in advance.

Common Issues in Construction in Adachi Ward

Issue Actual Conditions in Adachi Ward and Kakeru Koumuten’s Response
Exterior Wall Color and Landscape Notification For buildings over 15m in height or with a total floor area of over 1,000㎡, repairs or color changes that exceed half of the exterior surface area are subject to the ward’s landscape plan notification. We will confirm whether it is subject during the investigation phase, decide on colors through color simulations and trial painting, and assist in preparing the necessary documents for notification.
Rainwater Drainage and Drains The ward’s hazard map considers not only river flooding but also internal water. Proper drainage during heavy rain is essential. We will check the roof drains, gutters, and balcony drainage outlets during the investigation and include any blockages or damage to the waterproof layer in our proposals.
Material Delivery, Scaffolding, and Parking In sites with limited road width or close proximity to neighboring properties, large vehicles may not be able to access. Our own scaffolding team will assess the site and plan the delivery route and scaffolding layout. Vehicles on the scaffolding side will need to be temporarily moved, so we will arrange the relocation together 2 to 3 months before construction starts.
Proximity of Residential and Business Locations In areas where residences are close to factories or businesses, the splatter from high-pressure washing, paint odors, and construction vehicle traffic can easily reach neighbors. We recommend prior explanations through neighborhood associations or management organizations, and we strictly adhere to greeting rounds, posting construction schedules, and maintaining working hours.
Plans for Buildings Over 40 Years Old For older buildings, understanding the condition of the substrate, tiles, and waterproof layer through building diagnostics is the starting point. Based on a deterioration diagnosis report with photos, we will categorize and propose repairs to be done this time, work that can be summarized while scaffolding is up, and work that can be postponed to the next time.
*When considering the color of the exterior wall, it is recommended to confirm in advance whether it is subject to landscape notification. The contact for confirmation is the Urban Construction Division, Landscape Planning Section of the ward (phone 03-3880-5738). The management plan certification is handled by the Housing Division, Housing Planning Section (phone 03-3880-5963), and the property tax reduction is managed by the Adachi City Tax Office (phone 03-5888-6211).

*Kakeru Koumuten has established five bases centered around Yokohama City and will visit Adachi Ward.

Deterioration Symptoms and Timing Requiring Major Repairs

Generally, large-scale repairs are recommended every 12 to 15 years. According to a survey by the Ministry of Land, Infrastructure, Transport and Tourism, the actual repair cycle is most commonly 13 years, with about 70% falling within the 12 to 15 year range, and the cycle tends to shorten with each occurrence. However, the actual judgment should be based on the condition of deterioration rather than just the number of years, so if you notice symptoms like those listed below, we recommend an early on-site inspection.

Part Dangerous signs of deterioration if left unattended Main countermeasures
Exterior wall (painted surface) Chalking (white powder on hands), fading, cracks wider than 0.3mm, blistering or peeling of the paint film Substrate repair + exterior wall painting
Exterior wall (tile surface) Tile lifting or falling off, missing grout, efflorescence, hollow sound when tapped Injection for lifting, replacement, clear waterproofing
Sealing Cracks in joints, shrinkage, peeling, hardening Reapplication
Rooftop/Balcony Bloating or breaking of the waterproof layer, puddles, clogged drains, leaks to lower floors Urethane waterproofing, sheet waterproofing, drain renovation
Metal parts/Steel stairs Rust, peeling paint, corrosion of treads Grinding + rust prevention + painting, component replacement
Roof Lifting of ridge cap, cracking or warping of slate, moss, misalignment of tiles Roof painting, roof overlay (cover method), re-roofing
Concrete Spalling (exposed rebar with rust stains), water leakage from cracks Spalling repair + resin mortar filling
Common corridor/stair floor Lifting or peeling of long sheet, opening at edges, exposed substrate Replacement of long sheet + substrate waterproofing

Estimated repair cycles by part (Ministry of Land, Infrastructure, Transport and Tourism guidelines)

Part/Work Estimated cycle Part/Work Estimated cycle
Exterior wall painting (repainting) 12 to 15 years Sealing reapplication 12 to 15 years
Exterior wall painting (removal + painting) 24 to 30 years Metal part painting 5 to 7 years
Rooftop waterproofing (repair) 12 to 15 years Water supply pipe (rehabilitation/replacement) 19 to 23 years / 30 to 40 years
Rooftop waterproofing (removal + new installation) 24 to 30 years Drain pipe (rehabilitation/replacement) 19 to 23 years / 30 to 40 years

* The above are reference examples from the guidelines and are not uniform construction deadlines. Actual cycles will be set according to the specifications, location conditions, and deterioration status of the building.

Source: Ministry of Land, Infrastructure, Transport and Tourism “Guidelines for Creating Long-term Repair Plans” (Reiwa 6, June revision – PDF) / Ministry of Land, Infrastructure, Transport and Tourism “Survey on the Actual Conditions of Large-scale Renovation Work for Condominiums in FY2021”

Depending on the building, a statutory exterior wall inspection may be required. For buildings subject to periodic reporting under Article 12 of the Building Standards Act, an investigation through comprehensive tapping, etc. (including infrared inspections that meet the requirements) is required for parts of the exterior walls made of tiles, stone, mortar, etc., that may pose a danger to pedestrians due to falling, under certain conditions such as when more than 10 years have passed since completion or exterior wall renovation. In Adachi Ward, the Building Division, Building Examination Section, Equipment Section (phone 03-3880-5278) provides guidance on periodic reporting. The submission destination for reports is indicated as the Tokyo Disaster Prevention and Building City Planning Center on the ward’s page. Joint residences may be included in the periodic reporting targets, and the applicable scale and reporting timing are determined by use and scale. Please check the “List of Buildings and Building Equipment Subject to Periodic Reporting and Reporting Timing” published by Tokyo, which reflects the revised version of the law effective from July 1, Reiwa 7. The applicable uses and scales may be revised and differ for each building, so please confirm whether your building is subject to this by checking with the Equipment Section of the Building Examination Section (Ward Office Main Phone 03-3880-5111) for the latest information. Even if not subject to statutory inspections, regular inspections and maintenance to prevent exterior wall falls are essential. (Periodic reporting for elevators, etc., is a separate system. Please consult us if you are unsure.)

Examples of Large-scale Renovation Work

This is an example of exterior renovation work on a mixed-use building undertaken by Kakeru Koumuten Co., Ltd. The building had leaks occurring from several locations, and we combined clear waterproofing for the tile exterior walls with waterproofing for the roof for the renovation.

Exterior Renovation Work for Mixed-Use Building (Tile Wall Waterproofing + Roof Waterproofing)

BEFORE

Exterior of mixed-use building before large-scale renovation | Stains on tiles and overgrowth of ivy

AFTER

Exterior of mixed-use building after large-scale renovation | Tile replacement and clear waterproofing for refurbishment

Work Details Partial tile replacement / Painting of ancillary parts (pipes, water drainage) / Roof waterproofing work (urethane waterproofing) / Wall tile waterproofing (Seven S) / Sealing work around windows / Repair of wall tile mortar joints / Ivy removal
New Materials Used Wall tiles: Kunishiro Tiles / Painting of ancillary parts: Radical silicone paint / Roof waterproofing: High-strength urethane (Sarasene A) / Wall tile waterproofing: Seven S
Price Range 4,000,000 – 4,100,000 JPY
Construction Period 45 days
Location Not disclosed
Background to the Construction Due to leaks occurring from several areas including the exterior walls and roof, we proposed waterproofing for the entire exterior wall. Seven S is a clear waterproofing material for tile walls, and while it is somewhat expensive, it offers high waterproofing performance, making it recommended for cases where leaks are occurring from multiple areas of the exterior wall.

* For management associations, it is smooth to decide in advance who will approve additional work (such as the chairman or repair committee) and the approximate amount that will require approval before the contract.

How will life during construction be? Impact on Residents

Large-scale repairs are generally carried out while residents remain in the building. However, there will be limitations on daily life while scaffolding is in place. Most troubles can be prevented by providing prior notice, so Kakeru Koumuten Co., Ltd. thoroughly explains and posts information before construction.

What to Expect What Actually Happens / Our Response
Laundry On days of high-pressure washing, painting, or waterproofing, outdoor drying will not be possible. We will inform you via bulletin boards and each household’s mailbox about “which side will be worked on today” and will ensure as many dry days as possible.
Window Opening and Closing In addition to washing and painting days, there may be times when windows cannot be opened during other processes such as protection, drying, and waterproofing. We will provide information for each process, so please check the notices. We will schedule the work to avoid continuous closures.
Balcony During floor waterproofing and handrail painting, we ask for temporary relocation of personal items, plants, and air conditioning outdoor units. The timing will be notified in advance for each household.
Noise and Odor The period of substrate repair (breaking and drilling) will generate the most noise. Working hours are generally from 8 AM to 5 PM, and we will accommodate requests such as refraining from work on Sundays and holidays. Low-odor paint options are also available.
Security and Privacy Scaffolding can become a potential entry point. We can take measures such as blocking sightlines with mesh sheets and installing locks and sensor lights on the scaffolding’s access stairs at night. We also thoroughly educate visitors on proper manners.
Parking Vehicles on the side where scaffolding will be erected will need to be temporarily moved. Since securing a relocation spot may take time, we will work together to secure a relocation spot 2 to 3 months before construction starts.
Pets, Small Children, and Working from Home If you have sensitivities to noise, please inform us in advance, and we may be able to adjust the work schedule accordingly. Please feel free to let us know.
Rented Rooms We can assist owners in creating notification documents for tenants. If there are concerns about the impact of construction on occupancy rates, we can also suggest a color simulation for an image change.

How to Choose a Large-Scale Repair Contractor and Ordering Method

There are many large-scale repair contractors that cover the Adachi Ward, and you may be unsure which one to choose. When requesting renovations for apartments, condominiums, or buildings, please check the following four points.

● Have extensive experience in large-scale repairs

● Confirm the presence of warranties and aftercare services

● Obtain estimates from multiple contractors (at least 3 companies)

● Confirm whether they are self-managed

Have Extensive Experience in Large-Scale Repairs

Large-scale repair contractors often have websites that showcase their exterior renovation project achievements. If they provide detailed explanations of repair contents with photos, it gives you peace of mind as a reference when you actually request work.

Using Google and review sites to evaluate large-scale repair contractors can also be effective when comparing them! Be cautious if there are many negative reviews. If there are few reviews, also check their project achievements, explanation content, and management system.

Large-scale repair work involves not only the construction itself but also the potential for troubles with residents and nearby neighbors. Therefore, it is necessary to post updates on the progress of the work and information about laundry on bulletin boards to prevent issues before they arise. Kakeru Koumuten Co., Ltd. specializes in exterior work, and we receive many requests for exterior renovations of apartments and condominiums.

Check for Warranty and Aftercare Services

When choosing a large-scale repair company, let’s confirm the presence of a warranty. If any issues such as leaks occur after the construction, having a leak warranty from the contractor ensures that repairs can be made free of charge, providing peace of mind! Companies that offer a warranty demonstrate confidence in their work, making it a key criterion for selecting a contractor.

The warranty period varies by contractor and the nature of the work, but it is typically set between 1 to 10 years. Emergency repairs or partial fixes often do not come with a leak warranty. Some contractors also offer aftercare services separate from the warranty, so be sure to check for warranties and aftercare services.

At Kakeru Koumuten Co., Ltd., we send out annual direct mail for aftercare maintenance, allowing for yearly inspections. We also provide free support for simple repairs such as partial sealing.

Obtain Estimates from Multiple Contractors (at least 3 companies)

When requesting large-scale repairs, let’s obtain estimates from multiple contractors. It is important to obtain estimates from at least 3 companies and compare their estimates and reports! Even for the same scope of work, costs may vary between contractors, and warranties or aftercare services may differ as well. Additionally, obtaining multiple estimates makes price negotiations easier.

When comparing estimates, consider not only the cost but also the “items in the estimate,” “methods and materials for substrate repair and exterior wall painting,” and “confirmation of the process” in detail! Costs can be lowered by using lower-grade materials or skipping processes, so avoid making decisions based solely on price. Especially since substrate repair work is often not visible from the outside, be sure to check whether the repair method is suitable for the condition of the substrate!

Check This on the Estimate (Checklist)

Check Items Points to Consider
Is there an excessive use of “lump sum” notation? Are the quantities and unit prices clearly stated? With “Exterior Wall Repair Lump Sum,” comparisons and verifications cannot be made.
Do the quantities match actual measurements? Are there quantities recorded that are far from the drawings or actual measurements? This is the area where inflation is most likely to occur.
Proportion of miscellaneous expenses Details and proportions of site management costs, general management costs, statutory welfare costs, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, the average is about 10% of construction costs (excluding common temporary costs), but it varies depending on the size and conditions of the building, so there is no uniform standard.
Are the names of materials written? Are the manufacturer names, product names, grades, and number of coats for paints and waterproofing materials listed?
Treatment of quantities for substrate repairs This is an item that cannot be accurately measured until scaffolding is set up. It is crucial to specify whether it is “estimated quantity” or “actual quantity settlement,” and the agreements for increases or decreases.
Warranty and after-inspection Warranty period for each construction, frequency of inspections, and scope of free support.
Company backing Type of construction industry license, track record of similar scale and structure, presence of qualified personnel.

Check if it is self-managed

Large-scale repair work includes various tasks such as “substrate repair work,” “exterior wall painting,” “waterproofing work,” and “pipe replacement,” and the plan content will change based on the actual deterioration condition and customer preferences.

Contractors that completely outsource to subcontractors may lack knowledge and experience, leading to proposals for repairs in irrelevant areas or unnecessary work. If you request a subcontractor after investigation, it may incur additional time and costs. By having knowledge and experience and managing in-house, responsible construction can be performed at a reduced cost.

Moreover, contractors that outsource may also be slow to respond in case of any troubles during construction. It is safer to avoid having a company that has not actually met with the customer manage the construction. Kakeru Koumuten performs everything from temporary scaffolding installation to exterior wall painting and waterproofing work in-house, managed by knowledgeable and experienced personnel!

There are three ordering methods. The choice affects the approach.

Especially for management associations, it is necessary to decide “how to request” before “which company to rely on.” The main ordering methods are the following three.

Method Procedure Advantages Disadvantages
Responsible Construction Method The construction company handles everything from investigation, design, construction, to management. No separate costs for commissioning design consultants (investigation and design costs may be included in the construction costs) / A single point of contact reduces the burden on the management association / Responsibility is clear / The period until ordering can sometimes be shortened. Specifications can easily be left to the construction company, making it difficult to compare side by side / Third-party checks are hard to implement, requiring the management association to verify price, specifications, and construction status.
Design Supervision Method A design office or consultant conducts the investigation and design, while a separate company handles the construction. Allows for comparison of construction companies under the same conditions / Independent supervision during construction. Consulting fees are required separately / Care must be taken regarding conflicts of interest and collusion risks / The duration can easily become prolonged.
Management Company Prime Contract Method The management company acts as the prime contractor, and subcontractors perform the construction. Easy coordination with daily management / Minimal effort required from the management association. Intermediate margins can lead to higher costs / Competition principles may not be effectively applied.
For small to medium-sized buildings with few units, the responsible construction method is often considered suitable. This is because the burden of consulting fees increases with fewer units. However, the weaknesses of the responsible construction method are “difficulty in making side-by-side comparisons” and “difficulty in third-party checks,” so verification of price, specifications, and construction status is necessary regardless of the method. Therefore, Kakeru Koumuten provides estimates that clearly state quantities, methods, and materials for each construction item, allowing you to compare on the same level as other companies. If you bring in estimates from other companies, we can recreate them under the same conditions.

Collusion and Inappropriate Consulting Issues in Large-Scale Renovations and Self-Defense Measures

Latest 2026 In the large-scale renovation industry, inappropriate orders linked between design consultants and construction companies have long been a problem. The Ministry of Land, Infrastructure, Transport and Tourism issued warnings and notifications to management associations in January 2017 and April 2023, and on September 28, 2026, the Fair Trade Commission announced that 38 companies received exclusion orders regarding large-scale renovation work commissioned by condominium management associations in the Kanto region, with 37 companies ordered to pay a total of 1.63788 billion yen in surcharges (two design consulting companies were also subject to exclusion orders).

※Based on the Fair Trade Commission announcement (September 28, 2026).

Three Typical Methods

① Dummy Estimates

Decide on a company to contract in advance, while other companies only provide a formal high estimate, creating a “prearranged race.” This gives the impression to the management association that they have “properly obtained multiple estimates.”

② Collusion with Design Supervisors

Consultants contract at extremely low design supervision fees while receiving kickbacks from the high construction costs of partnered construction companies. Be cautious of design supervision fees that are too low.

③ Back Margin

A certain percentage of the contract amount is given as a kickback, which is then added to the construction costs as an expense. As a result, the management association ends up paying extra.

Self-Defense Measures for Management Associations

  • Obtain independent estimates from multiple companies
  • Consult with neutral third parties such as condominium management professionals or architects
  • Document the vendor selection process in meeting minutes to ensure transparency
  • Confirm the reasons for unusually low consulting fees
  • Include a penalty clause in the contract for cases of collusion discovery
  • Avoid concentrating information with a single consultant and verify specifications independently

Contact Points for Third-Party Consultation

If you are unsure about how to read estimates or proceed with vendor selection, consulting with a third party separate from the construction company can be effective. The main contact points available for management associations in Adachi Ward are as follows.

Contact Point Details

Frequently Asked Questions about Large-Scale Repairs in Adachi Ward

How much does large-scale repair in Adachi Ward cost?
For condominiums, according to the Ministry of Land, Infrastructure, Transport and Tourism’s fiscal year 2021 survey, about 70% fall within the range of 750,000 to 1,500,000 yen (excluding consumption tax and common temporary construction costs), with the most common range being 1,000,000 to 1,250,000 yen. In our company’s construction records, the cost for a two-story wooden apartment is estimated at 2,000,000 to 4,000,000 yen, for a three-story steel or RC apartment at 4,000,000 to 9,000,000 yen, and for small condominiums or mixed-use buildings at 5,000,000 to 15,000,000 yen. The cost varies depending on the condition of the substrate and whether waterproofing or roofing work is needed, so we provide free on-site estimates.
How often should large-scale repairs be conducted?
Generally, a cycle of 12 to 15 years is recommended, and the actual cycle is most commonly 13 years according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey, with about 70% falling within the 12 to 15-year range. However, the decision should be based on the condition of deterioration rather than just the number of years. If deterioration of sealing, tile lifting, or breaks in the waterproof layer are observed, it is better to carry out repairs without waiting for the cycle, which can ultimately save costs. We will assess the age and condition of your building during the on-site survey to make a judgment.
How long does the construction period take? Can residents stay during the work?
For apartments, it typically takes 3 weeks to 2 months, for small condominiums or buildings 1.5 to 3 months, and for condominiums with over 50 units about 4 to 6 months. Residents can remain in their homes during the construction. However, while scaffolding is up, there may be restrictions on drying laundry outside and opening windows, so we take thorough measures to minimize the impact on daily life, including distributing advance notices, providing information on the schedule and laundry on bulletin boards, and strictly adhering to working hours.
How long should I expect from the start of planning to the completion of construction?
For management associations, it typically takes 1 to 1.5 years for establishing the repair committee, building diagnosis, selecting contractors, and passing resolutions at general meetings, followed by 3 to 6 months for construction. Overall, it is advisable to plan for about 2 years to proceed comfortably. If you are using subsidies or tax incentives, please also factor in the time required to obtain management plan certification (procedures for district certification).
Are there any subsidies available for large-scale repairs in Adachi Ward?
As of now, there do not appear to be any subsidies specifically for large-scale repair work on condominiums in Adachi Ward or Tokyo. Potential options include the Tokyo Metropolitan Government’s subsidy for condominium improvement work (interest subsidies for management associations utilizing loans from the Japan Housing Finance Agency), reductions in fixed property tax (50% in the 23 wards of Tokyo), free dispatch of condominium management advisors from the ward, and subsidies for seismic reinforcement of non-wooden buildings or for asbestos analysis and removal (with conditions). Owners of rental apartments may qualify for the Tokyo Metropolitan Government’s “Insulation and Renewable Energy Promotion Project for Rental Housing.” If the work includes windows and insulation, there may also be eligibility for “Advanced Window Renovation 2026” and “Future Eco Housing 2026.” The application timing and applicants vary by program, so please check the eligibility criteria and application procedures for each program before contracting or starting work.
I heard that fixed property tax can be reduced through large-scale repairs. Is that true?
It is true if the requirements are met. Under the Long-Term Condominium Promotion Tax System, if a condominium that meets the criteria of being over 20 years old and having more than 10 units conducts large-scale repairs that contribute to its longevity (including exterior painting, floor waterproofing, and roof waterproofing), the fixed property tax for the following year will be reduced. The reduction rate in the 23 wards of Tokyo is 50%, applicable to tax amounts for up to 100 square meters per unit. The eligible work must be completed between April 1, 2023, and March 31, 2027, and a declaration must be made within three months of completion to the Tokyo tax office for the ward where the condominium is located (for Adachi Ward, it is the Adachi Tax Office, phone 03-5888-6211). If the administrator submits the declaration collectively, it can replace the individual declarations of each owner. For certified management plan condominiums, it is also a requirement to raise the repair reserve fund to the certification standard, which takes time to prepare, so we recommend starting the process more than a year before the construction.
Are there any changes to subsidies starting from the 2026 fiscal year?
There is. The national “Child-Rearing Green Housing Support Project” has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Management associations and management corporations can also become joint contractors, allowing for insulation renovations in common areas. Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in the fiscal year 2025, and will not be implemented in fiscal year 2026. The “Advanced Window Renovation 2026 Project” has started accepting bulk applications for apartment buildings from May 29, 2026 (application procedures will be handled by registered contractors). Please be careful not to establish financial plans based on outdated information.
What should I do if the repair reserve fund is insufficient?
There are mainly four options: ① Postpone low-urgency work based on deterioration diagnosis to the next time, ② Review the scope and specifications of the work, ③ Check for support systems such as subsidies, ④ Consider increasing the repair reserve fund or financing from the Japan Housing Finance Agency. The agency’s financing for apartment common area renovations does not require collateral, and interest rates can be reduced by up to 0.6% per year by obtaining management plan certification and implementing energy-saving or earthquake-resistant work. Please note that postponing waterproofing and tile peeling measures often ends up being more expensive, so please consult us for decisions on separation.
Can scaffolding be set up on narrow sites or buildings close to neighboring properties?
Yes, it can. There are sites in Adachi Ward with limited road widths and buildings close to neighboring properties. Kakeru Koumuten Co., Ltd. owns its own scaffolding materials and has its own scaffolding team, allowing us to plan the delivery route and scaffolding layout after confirming the site. This is a part where additional costs are likely to arise after seeing the site, so it is important to confirm the delivery route during the estimation stage.
What happens to the parking lot for residents during construction?
Vehicles on the side where scaffolding will be erected will need to be temporarily moved. In buildings where there is limited parking space on the premises, it may take time to secure an alternative location. Kakeru Koumuten Co., Ltd. will coordinate with you about the availability of nearby parking spaces starting 2 to 3 months before construction begins.
Can I freely decide the color of the exterior walls?
Adachi Ward is a scenic administrative district with a district landscape plan. Throughout the ward, excluding special landscape formation areas, buildings over 15m in height or with a total floor area of over 1,000㎡ are subject to notification, and repairs or color changes that alter the appearance are subject to those where the area related to repairs exceeds half of the previous exterior area. The elevation drawing attached to the notification must include the Munsell values for all four exterior walls. In the five special landscape formation areas along the Nippori-Toneri Liner, Sumida River, Hōgawa River, around Minumadai Shinsui Park, and Nishiarai Daishi, the targets and standards differ. To confirm whether your building is subject to these regulations, please check with the Urban Development Division, Landscape Planning Section of the ward office (phone 03-3880-5738). There may also be separate provisions in district planning areas. We will also investigate this during our survey. Sharing a color simulation to visualize the completed image can facilitate discussions.
Why is the north-facing exterior wall particularly covered in moss and algae?
The north side receives less sunlight throughout the day, and when shadows from trees or neighboring buildings overlap, moisture can accumulate, making it easier for algae, moss, and mold to thrive. This is more likely to occur in locations close to trees. By using high-pressure washing to thoroughly clean it and selecting paint with anti-algae and anti-mold properties, recurrence can be minimized. Additionally, we recommend checking for blockages in roof drains and gutters caused by fallen leaves, as these often lead to puddles on the roof and leaks.
Which method should I choose: responsibility construction method or design supervision method?
In buildings with fewer units, the burden of consulting fees tends to be heavier, so we believe that the responsibility construction method is often more suitable for small to medium-sized buildings. The design supervision method allows for comparison of construction companies under the same conditions since a third party creates the specifications; however, consulting fees are incurred separately, and there are risks of conflicts of interest and collusion that need to be considered. Even with the responsibility construction method, verifying price, specifications, and construction status is essential. Kakeru Koumuten Co., Ltd. provides estimates that clearly state quantities, methods, and materials for each construction item, allowing you to compare with other companies on the same level.
How can I detect collusion in large-scale repairs?
There are three typical tactics. ① Pre-selecting the contractor in advance and having other companies submit only formal high estimates, known as “dummy estimates,” ② A consultant contracts at an extremely low design supervision fee and receives kickbacks from affiliated contractors, creating collusion, ③ Adding a portion of the contract amount as a back margin to the construction costs. Countermeasures include obtaining independent estimates, consulting with a neutral third party, documenting the selection process in meeting minutes, and including penalty clauses in contracts.
How many companies should I get estimates from?
We recommend at least three companies. If there are too many, it becomes difficult to compare, and if there are too few, competition does not occur. What is important is not the number of companies, but “comparing after creating the same playing field.” By creating a common specification sheet and quantity table and requesting estimates under the same conditions, while making detailed breakdowns mandatory instead of accepting “one set” notation, the differences in amounts will be clear as to whether they are due to differences in range or unit prices.
What is the difference if you own your own scaffolding?
In large-scale repair projects, temporary construction accounts for about 20% of the total cost (according to the Ministry of Land, Infrastructure, Transport and Tourism’s fiscal year 2021 survey). By not outsourcing scaffolding work, it is easier to control costs in this area, and our in-house scaffolding team can flexibly respond to sudden changes in the schedule or additional work. Kakeru Koumuten Co., Ltd. owns scaffolding materials for about 100 single-family homes and plans according to the site, even in areas with limited road width.
Can I just have the estimate reviewed while in the middle of getting multiple estimates?
Of course, that is possible. If you bring estimates from other companies, we will check for free whether the items, quantities, methods, and materials are appropriate and provide you with an estimate under the same conditions. We welcome multiple estimates.
Can I request just emergency repairs for a leak?
Yes. As a preliminary step before large-scale repairs, we also accept requests for emergency repairs or partial repairs for leaks. We will identify the cause using thermal imaging and drones and propose the minimum necessary repairs.
Can you handle roofing or exterior wall materials that contain asbestos?
Yes, we can. We have qualified personnel who are certified as asbestos work supervisors and building material asbestos surveyors, and we can handle everything from the legally mandated preliminary surveys to the roof overlay method and removal of asbestos-containing roofing materials. In Adachi Ward, there are subsidies for analysis and removal of asbestos that include condominium management associations as eligible recipients (the analysis survey covers half of the costs, up to 100,000 yen; the removal work for sprayed asbestos varies in subsidy rates and limits depending on the total area). Applications for removal work must be submitted before starting the project. The contact point is the Environmental Conservation Division, Asbestos Countermeasures Section (phone 03-3880-8041). We will also provide guidance based on the survey results.
What happens if large-scale repairs are not done?
There are risks such as personal injury accidents due to falling exterior wall tiles, structural deterioration from rusting rebar, leaks, and a decrease in asset value. Furthermore, for buildings subject to periodic reporting under Article 12 of the Building Standards Act, investigations through full tapping and other methods are required under certain conditions, such as when more than ten years have passed since completion or exterior wall renovations for tiles or mortar finishes. The scale of joint housing subject to reporting and the timing of reports can be confirmed in the “List of Buildings and Equipment Subject to Periodic Reporting and Reporting Timing” published by Tokyo Metropolitan Government. The applicable uses and scales may be revised, so please check the latest information with the Building Review Division, Equipment Section of Adachi Ward (Ward Office Main Phone 03-3880-5111). Even if not subject to statutory investigations, regular inspections and maintenance are essential, so please consult us if you are unsure about your judgment.
How much does large-scale repair for an apartment (about 10 units) cost?
For a wooden two-story building with 6 to 10 units, the estimate is between 2 million and 4 million yen, and for a three-story steel or RC building with 10 to 20 units, it is between 4 million and 9 million yen based on our company’s track record (including scaffolding, substrate repairs, exterior wall painting, sealing, and waterproofing). It is common for apartments to undergo repairs every 10 to 15 years. For owners, there is an increasing trend to change the appearance through color simulations during repairs to improve occupancy rates.
