[KAT0] Renovation of Vacant Houses and Used Properties in Katsushika-ku, Tokyo | Costs, Subsidies, and Case Studies
For those considering renovation of used properties and vacant houses in Katsushika Ward
I bought a used property, but I’m not sure if the renovation estimate I received is reasonable.
This is my first full renovation, and I’m worried about making mistakes.
I want to make the most of subsidies and grants.
Kakeru Koumuten Co., Ltd., which serves the Katsushika Ward area, will clearly explain the points to consider when planning a renovation for such concerns.
Let’s compare estimates from multiple companies

01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Katsushika Ward
Katsushika Ward in Tokyo is known for areas such as Shibamata, Kameari, and Kanamachi, featuring residential areas with rivers and water facilities, as well as wooden detached houses and apartment buildings.
For older homes, it may be necessary to review earthquake resistance, flood prevention measures, and insulation. Therefore, purchasing a used detached house or apartment and renovating it according to the building’s condition and lifestyle is an option.
Shibamata and Kameari: Downtown Residential Areas
There are wooden detached houses and apartment buildings, providing options to renovate and continue living in accordance with the building’s condition.
Flood Awareness in the Eastern Lowlands
In areas close to rivers, it is important to check hazard maps and consider the layout of facilities and flood prevention measures.
Dense Wooden Structures and Non-Combustible Special Zones
There are areas with dense wooden structures, making it important to review earthquake resistance and fire prevention. There are also areas like Nishi-Shinkoiwa 5-chome where grants for non-combustible measures are generous.
Be Aware of the “Boundary” of New Earthquake Resistance Standards
The earthquake resistance of used houses varies significantly depending on the construction period. It is important to determine whether the property was built before the standard revisions in 1981 and 2000.
In this article, we summarize the reasons, points of caution, cost averages, the latest subsidies for 2026, and tips for choosing contractors from the perspective of Kakeru Koumuten, which serves the Aoto-ku, Katsushika area, to help those considering renovating used properties and vacant houses “avoid mistakes.”
Compare Estimates with Consistent Conditions
When renovating, it is important to compare estimates from multiple companies. Make sure to align the scope of work, materials used, processes, and warranty conditions, and check not only the prices but also the clarity of the proposals and explanations. Kakeru Koumuten is also available for consultations regarding renovations of vacant houses and used properties in Katsushika.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new constructions but also for renovating used properties. There is a growing interest in living in renovated or refurbished used houses. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
A typical reason for purchasing and renovating a used property is “to live comfortably.” Older homes often have issues with the roof, exterior walls, and plumbing, making them difficult to live in as they are. By renovating and updating the facilities and interiors, you can create a comfortable living environment. Furthermore, depending on the condition of the building and the scope of work, it is possible to finish a home that suits your family’s lifestyle while keeping costs lower than new construction.
Reason 2 To Increase Asset Value for Sale
There are cases where a used property is purchased and renovated for the purpose of resale. The condition of deterioration and the age of the facilities can affect the evaluation of used houses, but by renovating to improve both appearance and performance, there is a possibility of enhancing the property’s value.
Reason 3 To Utilize as an Investment or Business
For investment or business purposes, renovations may be carried out according to the condition of the building and the expected tenants. Renovations for rental housing or share houses can lead to differentiation from other properties, but profitability varies based on location, acquisition costs, construction costs, rent, and vacancy rates. Depending on the use and conditions, there may also be subsidies or tax incentives available, so it is advisable to consider this alongside your business plan.
03Points to Note When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation with peace of mind. For second-hand properties, since there were previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor who can carry out the work thoroughly according to your wishes, the structure of your home, and the surrounding environment, and who also provides aftercare following the construction.
Point 2 Always Check the Deterioration of the Building
For second-hand properties and vacant houses, it is crucial to check which parts have deteriorated and to what extent in advance. Since there have been other occupants, the internal damage is often not apparent without investigation. Conduct a current condition survey before starting work to understand any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of second-hand and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and houses built before that may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check the earthquake resistance and insulation.
Point 4 Check Subsidy Programs and Renovation Tax Reductions
To keep construction costs down, it is important to check for subsidies and renovation tax reductions. Subsidies are provided by the national and local governments, supporting part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations. Tax reductions include “housing loan tax reductions” when using a housing loan, and there are systems where part of the costs can be deducted for certain works even with personal funds. These can sometimes be used in combination, so it is key to check in advance and use them strategically for a successful renovation (for the latest information, see this subsidy section).
04 Cost Estimates for Renovating Vacant Houses and Second-Hand Properties

Roof Overlay Construction Case in Katsushika Ward

| Construction Location | Katsushika Ward, Tokyo |
|---|---|
| Construction Details | Temporary scaffolding installation / Roof overlay construction |
| Existing Roofing Material | Colonial NEO |
| New Materials Used | Asahi Fiberglass Ridgeway (Harvard Slate) |
| Price Range | 700,000 – 800,000 yen |
| Completion Month | September 2022 |
Our Proposal
The existing roofing material was Colonial NEO, which is not suitable for maintenance through painting. We proposed the roof overlay (cover method) that does not require the removal of the existing roof, using a waterproof sheet and new roofing material, with Ridgeway lightweight asphalt shingles as the finishing material. If the underlying structure is significantly damaged, the overlay method may not be applicable, so we will determine the appropriate method after an on-site inspection.
07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Katsushika Ward
There are many renovation companies that serve Katsushika Ward, and it can be confusing to decide which one to choose. When requesting renovations, be sure to check the following five points.
- Experience in renovation work
- Check for warranties and aftercare services
- Obtain estimates from multiple contractors
- Confirm whether they perform renovations in-house
- Check if they offer color simulations and perspective drawings
1. Experience in renovation work

Many renovation contractors publish their work achievements on their websites. If a contractor provides detailed explanations of the process with photos, it can help you visualize the outcome after the request, giving you peace of mind. If you are uncertain, choose a contractor with ample experience.
Google and review sites can also be helpful. It is important to check the content of low ratings, the company’s responses, and the timing of the posts. In particular, Google reviews are useful, but do not make a decision based solely on reviews; consider the work achievements, estimates, and warranty details comprehensively.
2. Check for warranties and aftercare services

When choosing a contractor, be sure to check for the presence or absence of a warranty. If repairs are needed within the warranty period, they may be done for free. The duration varies depending on the contractor and the paint used, but it typically ranges from 1 to 10 years (emergency repairs and partial repairs are often not covered by the warranty). Some contractors also offer after-sales service in addition to the warranty, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. provides warranties for eligible exterior renovations and sealing work. The coverage, duration, and after-maintenance details vary by project, so please check the warranty conditions before signing the contract.
For more details on Kakeru Koumuten’s warranty and after-maintenance, click here
3. Obtain estimates from multiple contractors

When requesting renovations, be sure to obtain estimates from multiple contractors. Even for the same work, warranties, after-sales services, and prices can vary significantly. Having multiple estimates makes price negotiations easier.
When comparing estimates, it is important to look at not just the cost but also the “items in the estimate,” “check the primer, sealing materials, and additional paint,” and “confirm the process” in detail. Lowering the rank of additional parts or skipping steps can reduce costs, so it is essential to not judge solely by price.
For detailed points on comparing estimates, click here
4. Confirm whether they perform renovations in-house

Kakeru Koumuten Co., Ltd. conducts thorough hearings and investigations regarding the existing “condition,” “location,” “base materials,” “desired durability,” and “design,” and proposes the most suitable plan. While there is nothing inherently wrong with a system where partner companies perform the work, it is important to confirm whether the contracting company understands the work details and clearly defines the responsibilities for quality control and warranty. If they perform the work in-house, it is easier to coordinate with the site and respond quickly in case of any issues.
5. Check if they offer color simulations and perspective drawings

Both exterior and interior projects can often lead to concerns about the final image and color choices after construction. With simulations, you can reduce the risk of disappointment from “it looks different than I imagined.” Since it is difficult to redo once the work is done, it is recommended to choose a company that can provide flexible simulations.

09Renovation of Used Properties and Vacant Houses in Katsushika Ward | Frequently Asked Questions
We answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Katsushika Ward.
Is it better to renovate after buying a used property or to consult before purchasing?
If possible, please consult with us before making a purchase decision. Used properties often have deterioration that is not visible at first glance, and it is not uncommon to encounter cases where “unexpected construction costs arose” after the purchase. By having Kakeru Koumuten check the condition of the property you are considering and provide an estimate for necessary renovations in advance, you can create a feasible financial plan.
What renovations should be prioritized for a used house in Katsushika-ku?
It depends on the condition of the building, but we prioritize areas that, if left unattended, could lead to further damage, such as leaks, termites, structural issues, and seismic resistance. After that, we determine the order of renovations for the roof and exterior walls, water areas (kitchen, bathroom, toilet), and insulation according to your budget and its impact on your daily life. Rather than deciding the priority solely based on the age of the building, let’s plan based on the inspection results of the entire property, including the exterior.
Katsushika-ku has many wooden houses in the downtown area. What should I be careful about when buying a used house?
In Katsushika-ku, it is important to consider seismic resistance, fire prevention, and flood control based on the location of the property. In areas where wooden houses are concentrated, we also check the road width and the delivery of scaffolding and materials. The seismic retrofitting promotion project in Katsushika-ku covers 2/3 of the costs for reinforcement design and seismic renovation for eligible wooden houses, with a maximum limit of 2.2 million yen. There are separate systems for non-combustible special zones, and it is necessary to confirm the combined conditions for insulation renovations under the various systems of the ward, national government, and Tokyo Metropolitan Government.
How much does a full renovation (full remodel) cost?
The cost of a full renovation for a detached house varies significantly depending on the total floor area, condition of deterioration, and the grade of equipment. Even for interior and exterior updates that do not significantly change the layout, a rough estimate starts at around 8 million yen, while large-scale renovations that review insulation, seismic resistance, plumbing, and layout can exceed 15 million to 30 million yen. First, we will check the condition through a site survey and propose a plan with prioritized items according to your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the system. For example, the national “Mirai Eco Housing 2026 Project” is a system where registered contractors (construction companies) apply. For seismic renovations or home modifications under nursing care insurance in your city or ward, the application is generally made by the individual, but we will guide you through the necessary documents and process. We will organize and inform you about “which systems can be used,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Leaving a vacant house can lead to the progression of leaks and termite damage, a decrease in asset value due to deterioration of the exterior walls and roof, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special tax exemption for residential land will be revoked. Conducting an inspection early and carrying out necessary renovations according to your plans to live in, rent, sell, or utilize the property will ultimately help reduce costs.
I am concerned about seismic resistance. How can I assess the seismic resistance of a used house?
The construction period is a significant guideline. Let’s check if it was built after June 1981 (new earthquake resistance standards) and further after June 2000 (strengthening of joint and foundation regulations). For wooden houses built before these dates, we recommend an earthquake resistance diagnosis. Your local city may also offer subsidies for seismic retrofitting of wooden houses, which can significantly reduce costs if you qualify (for details, see the above subsidy section). Kakeru Koumuten Co., Ltd. will assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
It depends on the scope of the work. For exterior renovations or partial interior work, it is often possible to carry out the work while staying in your home. However, for large-scale full renovations, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide you with a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Katsushika Ward within your service area? Will there be a travel fee?
Yes, Katsushika Ward is within the service area of Kakeru Koumuten Co., Ltd. Based on our headquarters and showroom in Aoba-ku, Yokohama, as well as our Machida branch and material storage in Aoba-ku and Asahi-ku, we serve various regions in Kanagawa Prefecture and Tokyo. Please confirm the costs for on-site surveys and estimates, as well as the service area when you inquire.

Katsushika Ward in Tokyo is known for areas like Shibamata, Kameari, and Kanamachi, featuring rivers such as the Arakawa and Edogawa alongside residential areas. It is important to check the condition of the building along with the terrain, flood risk, and road conditions, which vary by location.
For older homes, we consider earthquake resistance, insulation, and leak prevention measures tailored to the condition of the building. Kakeru Koumuten Co., Ltd. is headquartered in Aoba-ku, Yokohama, and offers renovations primarily focused on exterior work such as roofs and walls in various regions of Kanagawa Prefecture and Tokyo, including Katsushika Ward.
