For those considering renovation of used properties and vacant houses in Nakagun
I bought a used property, but I’m not sure if the renovation estimate I received is reasonable.
This is my first full renovation, and I’m worried about making mistakes.
I want to make the most of subsidies and grants.
For such concerns, Kakeru Koumuten Co., Ltd., which has numerous achievements in Nakaguni (Oiso Town and Ninomiya Town), will clearly explain the points for a successful renovation.
Always obtain estimates from at least 3 companies!

01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Nakaguni
Nakaguni is a region blessed with both sea and hills, consisting of “Oiso Town” and “Ninomiya Town” facing Sagami Bay in the western Shonan area of Kanagawa Prefecture. The calm living environment, rich in history and nature, is attractive, with Oiso known as the birthplace of beach bathing and Ninomiya famous for the rapeseed flowers on Azuma Mountain.
Old villa areas and residential areas developed during the Showa era have entered a period where seismic resistance, insulation, and salt damage measures are necessary. This is why the option of “buying an old detached house and renovating (or renovating) it to suit your lifestyle” is expanding in Nakaguni (Oiso Town and Ninomiya Town) right now.
Consideration for Salt Damage Along Sagami Bay
Both Oiso and Ninomiya are close to the sea, requiring attention to rust on metal parts caused by sea breezes. Using materials with high rust resistance and weather resistance for exterior renovations is effective.
Historic Villa Areas and Coastal Residential Areas
Oiso has been a villa area since the Meiji period, while Ninomiya is a coastal town at the foot of Azuma Mountain. It is important to utilize the charm of these areas through renovations and to review the seismic resistance and insulation of old wooden houses.
Residential Areas Along the Coast and Hills
Residential areas along the coast and hills are mixed. In hilly locations, it may be necessary to check retaining walls, slopes, and drainage, as well as to devise scaffolding and delivery methods.
Be Aware of the “Boundary” of New Earthquake Resistance Standards
The earthquake resistance of used houses varies significantly depending on the construction period. It is important to determine whether it was built before the standard revisions in 1981 and 2000.
This article summarizes the reasons, points of caution, cost averages, the latest subsidies for 2026, and how to choose a contractor from the perspective of Kakeru Koumuten Co., Ltd. for those considering renovating used properties and vacant houses in Nakagun to avoid “failure.”
The Most Important Thing is “Comparative Estimates”
The most crucial factor in avoiding failure in renovations is comparative estimates. First, obtain estimates from at least three companies that operate in Nakagun. Our company, Kakeru Koumuten Co., Ltd., also receives numerous consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new builds but also for renovating used properties. There is a growing interest in living in renovated or refurbished used houses. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Older houses often have issues with the roof, exterior walls, and plumbing, making them uncomfortable to live in as they are. By renovating and updating the facilities and interiors, you can create a comfortable living environment. Furthermore, by changing the layout and refreshing the interior, you can finish a home that suits your family’s lifestyle while keeping costs lower than new construction.
Reason 2 To Increase Asset Value for Sale
More people are purchasing and renovating used properties with the intention of selling them. Used houses are often valued low in their current state, but renovations can enhance their appearance and performance, thereby increasing their value as properties.
Reason 3 To Utilize as Investment or Business
For purchases made for investment or business purposes, renovations are essential. By transforming them into stylish rentals or share houses, you can differentiate them from other properties, and depending on the location and planning, you can also expect improved profitability. Initial costs can be lower than new construction, and depending on the use and conditions, they may also qualify for subsidies or tax incentives, leading to an increase in people utilizing vacant houses for business.
03Points to Consider When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation. Since used properties have had previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor who can carry out the work thoroughly according to your wishes, the structure of the house, and the surrounding environment, and who also provides aftercare following the construction.
Point 2 Always Check the Condition of the Building
For used properties and vacant houses, it is crucial to check which parts are deteriorating and to what extent beforehand. Since previous occupants have lived there, many internal damages may not be apparent without investigation. Conduct a current condition survey before starting work to identify any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and homes built before that may not meet current standards. Additionally, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check earthquake resistance and insulation.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, covering part of the costs for earthquake retrofitting, energy-saving renovations, and barrier-free modifications. Tax deductions include the “housing loan tax deduction” when using a housing loan, and there are systems that allow for deductions on certain costs even with personal funds. These can sometimes be used in combination, so it is essential to check in advance and plan to utilize them strategically for a successful renovation (for the latest information, see this subsidy section).

05[Latest 2026] Subsidies and Grants Available in Nakagun

One way to renovate used properties and vacant houses cost-effectively is by utilizing the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Nakagun may be able to use.
* The following information is as of September 8, 2026. The details, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check with our company or each contact point for the latest information before applying. Kakeru Koumuten can assist with confirming the systems and providing necessary documents, but the applicant and application methods may vary depending on the system.
National Program: Housing Energy Saving 2026 Campaign
The government is implementing multiple subsidy projects targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Construction related to insulation, windows, and water heaters may be eligible for these subsidies.
This is a successor program to the “Child-Rearing Green Housing Support Project.” In principle, it requires renovation work that includes insulation improvements for openings (windows) and the building structure, and is applicable to eco-friendly housing equipment, child-rearing compatible renovations, disaster prevention improvements, and barrier-free renovations.
Subsidy upper limit guidelines: For buildings constructed before 1991, up to 1,000,000 yen per unit (50,000 yen depending on the construction content); for buildings constructed between 1992 and 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start on or after November 28, 2025, and applications are being accepted from June 30, 2026. Reservations must be made by November 16 at the latest, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made through registered contractors.
This program covers insulation renovations for windows, including the installation of interior windows, replacement of exterior windows, and glass replacement. The subsidy amount is significant and effective for addressing cold, heat, and condensation issues. It can easily enhance the insulation performance of existing homes.
The subsidy amount varies based on the window construction method, performance, size, and the type of housing. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications have been accepted since March 31, 2026, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made through registered contractors.
This program targets the replacement of water heaters with high-efficiency models such as eco-cute, hybrid water heaters, and EneFarm. It is a suitable program for older properties planning to replace their water heaters.
Subsidy amount guidelines: Eco-cute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start on or after November 28, 2025, and applications are being accepted from March 31, 2026 (early termination may occur if the budget limit is reached).
Oiso Town Program
This is a key program supporting the earthquake resistance of wooden houses built to old seismic standards. It is effective for earthquake resistance renovations combined with the purchase of existing homes. There are no restrictions on contractors being from within the town (please confirm).
The target is wooden houses (detached and mixed-use) built before May 31, 1981, in the town. Seismic diagnosis costs 70,000 yen (80,000 yen along emergency transport routes; 85,000 yen tax-exempt), reinforcement design is half with a maximum of 100,000 yen, construction supervision is half with a maximum of 50,000 yen, and renovation work is half with a maximum of 500,000 yen. The fiscal year 2028 is expected to run from around May to early December (to be confirmed). For details, please visit the official page of Oiso Town.
This system broadly supports renovations of properties registered in the vacant house bank. It covers plumbing, electrical work, roofing, exterior walls, insulation, and interior work, making it effective for those considering purchasing used properties and renovating them. There are no restrictions on contractors being limited to the town (to be confirmed).
Renovation of properties registered in the vacant house bank is half with a maximum of 500,000 yen, and demolition is half with a maximum of 500,000 yen (for properties built before May 31, 1981, and not seismically reinforced, etc.). If a resident receives renovation assistance, they must reside in the town for more than five years from the date of grant. The fiscal year 2028 is expected to start around June (to be confirmed). For details, please visit the official page of Oiso Town.
This town system is for those looking to install solar power, storage batteries, etc., in conjunction with renovations of used properties. There are no restrictions on contractors being limited to the town.
Solar power is 15,000 yen/kW, maximum 52,000 yen; storage battery maximum 50,000 yen; home fuel cell maximum 50,000 yen; V2H maximum 50,000 yen; HEMS maximum 10,000 yen. New installations for residences where the applicant resides in the town are eligible (updates and replacements are not eligible). From April 1, 2028 (ends when budget limit is reached; to be confirmed). For details, please visit the official page of Oiso Town.
This system requires construction by local contractors, so our company in Aoba-ku, Yokohama, is not eligible. Just wanted to inform you.
Targeting block walls over 60cm in height facing emergency transport roads and school routes. Construction by local contractors is a requirement, so our company, being an outside contractor, cannot participate. There are a limited number of applications and a budget cap. The schedule and number of cases for the fiscal year 8 must be confirmed. For details, please visit the official page of Oiso Town.
* The subsidy for the removal of dangerous block walls in Oiso Town is limited to local contractors, so our company (Aoba-ku, Yokohama) cannot utilize it. On the other hand, there are no restrictions mentioned for residential seismic retrofitting, vacant house measures, and smart energy equipment, so it is believed that outside contractors can participate (to be confirmed). Insulation and windows are primarily supported by the national “Housing Energy Efficiency 2026 Campaign” and Kanagawa Prefecture subsidies. For locations close to Sagami Bay, exterior renovations considering salt damage are recommended.
Ninomiya Town System
This system supports the seismic retrofitting of wooden detached houses built under the old seismic standards. It is effective when combined with the purchase of used detached houses.
Eligible buildings are wooden houses of two stories or less built before May 31, 1981, using traditional construction methods. The cost for a seismic diagnosis is approximately 15,000 yen (with a subsidy of 75,000 yen from the town). Renovation costs are covered at 1/2, up to 500,000 yen (if contracted with a registered local contractor, the cap is 700,000 yen, thus our company’s work as an outside contractor is capped at 500,000 yen). Supervision by a seismic diagnosis specialist is a requirement. For fiscal year 8, applications will be accepted from May 19 to December 28. For details, please visit the official page of Ninomiya Town.
Those requiring support or long-term care can utilize housing renovations under long-term care insurance, and those holding a severe disability certificate can access a housing equipment improvement subsidy (up to 800,000 yen). There are no restrictions on contractors for the disabled.
The subsidy for housing equipment improvements for severely disabled persons covers bathrooms, toilets, barrier-free access, handrails, entrance ramps, etc., with a cap of 800,000 yen (subject to eligibility requirements). The housing renovations under long-term care insurance have a payment limit of 200,000 yen (generally 90% coverage). In both cases, prior consultation and application before construction are required (details and fiscal year 8 limits must be confirmed).
The vacant house renovation subsidy and block wall removal construction subsidy in Ninomiya Town are both subject to the condition that they must be carried out by local contractors or registered businesses within the town, so our company in Aoba-ku, Yokohama is not eligible. This is just for your information.
The vacant house renovation subsidy covers half of the renovation costs for properties registered in the vacant house bank, with a maximum limit of 500,000 yen (for roofs, bathrooms, kitchens, insulation, exterior walls, etc.), while the block wall removal subsidy covers half of the costs with a maximum limit of 100,000 yen (for school routes, 90% coverage with a maximum of 200,000 yen). Both require construction by local businesses, so our services as an out-of-town contractor cannot be utilized. Applications for the fiscal year 2028 will be accepted from May 19, 2026, to December 28, 2026. For more details, please visit the official page of Ninomiya Town.
* The vacant house renovation subsidy and block wall removal subsidy in Ninomiya Town are limited to local contractors, so our company (in Aoba-ku, Yokohama) cannot utilize them. Earthquake-resistant renovations can be utilized by out-of-town contractors but will have a maximum limit of 500,000 yen (70,000 yen for registered local contractors). Improvements for disabled housing and renovations covered by nursing care insurance can also be utilized by out-of-town contractors. There are no unique subsidies for energy conservation in the town; the basic approach is to utilize the national “Housing Energy Efficiency 2026 Campaign” along with Kanagawa Prefecture’s subsidies for insulation and windows. For locations close to Sagami Bay, exterior renovations that consider salt damage are recommended.
View information on renovation tax reductions and other systems
- Housing Loan Tax Reduction: If you use a housing loan for renovations that meet certain requirements, income tax and other deductions will be applied based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Reduction): For construction related to earthquake resistance, energy conservation, barrier-free access, and long-term excellent housing, there may be cases where income tax deductions can be received even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for earthquake-resistant renovations, energy-saving renovations, and barrier-free renovations.
- Kanagawa Prefecture’s Existing Housing Energy Efficiency Renovation Subsidy: For the fiscal year 2026, the subsidy rate is 1/3 with a maximum of 150,000 yen. The first phase has ended, but additional applications are planned from September 7, 2026, to September 30, 2026, on a first-come, first-served basis (approximately 25 cases) via electronic application only. Applicants must apply themselves, and construction before the grant decision is not eligible. Please check the official page of Kanagawa Prefecture.
Subsidies and tax reductions may be combinable, but there are restrictions on duplication for the same construction. “Which system can be used for my construction” will be organized and proposed by Kakeru Koumuten after a site survey.

Our Proposal
Since the existing slate roof was a Colonial NEO that was not suitable for painting, we proposed a roof overlay work that utilizes the existing roof by layering a new waterproof sheet and roofing material. For the new roofing material, we adopted Aijii Industry’s Super Galtect, which is lightweight and excels in insulation and durability, enhancing the waterproofing and durability of the entire roof.

07How to Choose a Remodeling Contractor for Used Properties and Vacant Houses in Nakagun
There are many remodeling companies that serve Nakagun, and it can be confusing to decide which one to choose. When requesting a remodel, be sure to check the following 5 points.
- Experience in remodeling work
- Check for warranties and after-service maintenance
- Obtain estimates from multiple contractors (at least 3 companies)
- Confirm whether the company performs remodeling in-house
- Check if they offer color simulations and perspective drawings
1. Experience in remodeling work

Many remodeling contractors publish their project achievements on their websites. If a contractor provides detailed explanations of the process with photos, it can help you visualize the outcome and provide peace of mind. If you have concerns, choose a contractor with ample experience.
Google and review sites can also be helpful. It is important to check the content of low ratings, the company’s responses, and the timing of the posts. Google reviews are particularly useful, but do not make your decision based solely on reviews; consider project achievements, estimates, and warranty details for a comprehensive judgment.
2. Check for warranties and after-service maintenance

When selecting a contractor, be sure to check for warranties . If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint type, but typically ranges from 1 to 10 years (emergency repairs and partial repairs are often not covered). Some contractors also offer after-service maintenance separate from warranties, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. provides warranties for exterior remodeling and sealing work. We also conduct after-service maintenance and send out annual notification DM, allowing for annual inspections.
Click here for more details on Kakeru Koumuten’s warranties and after-service maintenance
3. Obtain estimates from multiple contractors (at least 3 companies)

When requesting a renovation, be sure to obtain estimates from multiple contractors. Even for the same scope of work, warranties, after-sales services, and prices can vary significantly. Having multiple estimates makes it easier to negotiate prices.
When comparing estimates, not only the costs but also the “items in the estimate,” “confirmation of undercoating materials, sealing materials, and auxiliary paint,” and “confirmation of the process” should be carefully compared. Lowering the rank of auxiliary components or skipping processes can reduce costs, so it is important not to judge solely based on price.

4. Confirm whether the company performs renovations in-house

At Kakeru Koumuten, we conduct detailed hearings and investigations regarding the existing “condition,” “location,” “base materials,” “desired durability,” and “design” to propose the most suitable plan. While there is nothing inherently wrong with a system where partner companies perform the work, it is important to confirm whether the contracting company understands the scope of work and has clear responsibilities for quality control and warranties. If the work is done in-house, it becomes easier to coordinate with the site, allowing for quicker responses in case of any issues.
5. Check if they offer color simulations and perspective drawings

Choosing colors and visualizing the image after construction can be challenging for both exterior and interior work. Having simulations can reduce the risk of mistakes like “it turned out differently than I imagined.” Since it is difficult to redo once the work is done, it is advisable to choose a company that can accommodate flexible simulations.
08Reasons why Kakeru Koumuten is chosen for renovations of used houses in Nakagun
One reason is that “Kakeru Koumuten also serves Nakagun (Oiso Town and Ninomiya Town),” but

09Renovation of Used Properties and Vacant Houses in Nakagun | Frequently Asked Questions
We answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Nakagun.
Is it better to renovate after buying a used property or consult before purchasing?
If possible, please consult with us before making a purchase decision. Used properties often have deterioration that is not visible, and it is not uncommon to encounter unexpected construction costs after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and providing an estimate for necessary renovations, you can establish a feasible financial plan.
What should be the priority for renovations in a used detached house in Nakagun?
Depending on the condition of the building, we prioritize areas that, if left unattended, could lead to further damage, such as leaks, termites, structural issues, and seismic resistance. After that, we determine the order of work for exteriors such as roofs and walls, water areas (kitchen, bathroom, toilet), and insulation, based on your budget and impact on your daily life. In areas along Sagami Bay, such as old villa districts and Showa-era residential areas, roofs and walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the entire building, including the exterior.
What should I be aware of regarding used detached houses in Nakagun (Oiso Town and Ninomiya Town) since they are close to the sea?
Both Oiso Town and Ninomiya Town face Sagami Bay, making exterior renovations that consider salt damage (corrosion of metal parts) crucial. Choosing materials that are rust-resistant and weather-resistant is key. In the old villa area of Oiso, renovations that preserve the charm of the property are also popular. In both towns, subsidies for seismic retrofitting of wooden houses (half of the renovation cost, up to 500,000 yen) are available even through our company outside the city, and Oiso also offers renovation subsidies for vacant houses (half of the bank property cost, up to 500,000 yen). Additionally, there are systems limited to local businesses for vacant house renovations and the removal of block walls, so we will provide honest guidance on that point.
How much does a full renovation (full renovation) cost?
The cost of a full renovation for a detached house varies greatly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen, while large-scale renovations that include interior and exterior work, water areas, insulation, and seismic upgrades can exceed 10 million to 20 million yen. First, we will conduct an on-site survey to assess the condition and propose a prioritized plan that fits your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the system. For example, the national “Mirai Eco Housing 2026 Project” has a system where registered contractors (construction companies) apply. For seismic retrofitting and home renovations under nursing care insurance in your municipality, the application is generally made by the individual, but we will guide you through the necessary documents and process. We will organize and inform you about “which systems are available,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Leaving a vacant house can lead to issues such as the progression of leaks and termite damage, deterioration of the exterior walls and roof resulting in a decrease in asset value, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special tax exemption for residential land will be revoked. Conducting inspections early and performing necessary work according to your plans to live in, rent out, sell, or utilize the property can ultimately help reduce costs.
I am concerned about seismic resistance. How can I assess the seismic safety of a used detached house?
The construction period is a significant guideline. Let’s check if it is after June 1981 (new seismic standards), and further after June 2000 (strengthening regulations for joints and foundations). For wooden houses built before then, we recommend a seismic diagnosis. Your municipality may also have subsidies for seismic retrofitting of wooden houses, which can significantly reduce costs if you qualify (for details, see the above subsidy section). Kakeru Koumuten Co., Ltd. is here to assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
It depends on the scope of the work. For exterior renovations or partial interior work, it is often possible to carry out the work while you remain in your home. However, for large-scale full renovations, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide you with a schedule in advance and propose a plan that minimizes the impact on your daily life.
