Common Pitfall: The timing of applications and applicants differs by system, and applications will close once the budget is reached, even partway through the fiscal year. Kanagawa Prefecture’s subsidies require construction to start after the grant decision, while national energy-saving subsidies require registered contractors to apply after the completion of work, and property tax reductions require declaration after the completion of work. Many subsidy systems established by the city require applications or prior consultations before diagnosis or commencement. Please confirm the eligibility conditions and application procedures for each system before contracting and commencing work, and plan backwards in conjunction with the schedule for the general meeting’s resolutions. If you overlook this, you may lose access to systems that you could have utilized.

① Condominium Longevity Promotion Tax System (Property Tax Reduction)

If large-scale repairs (including exterior wall painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of condominiums meeting certain requirements are carried out, the property tax amount for the following fiscal year will be reduced. The reduction rate is a “local special exception” established by the municipality within the national range (1/6 to 1/2, with the national reference standard being 1/3). In Yamato City, the reduction is 1/2, applicable up to an area equivalent to 100㎡ per unit.

Main Requirements Built over 20 years ago, with a total of 10 or more units, and more than half of the exclusive area is for residential use / at least one instance of exterior wall painting, floor waterproofing, and roof waterproofing has been completed in the past / meets one of the following: ① A condominium with a management plan certification that has raised the amount of repair reserve funds to a certain level ② A management association that has created or modified a long-term repair plan with advice and guidance from the city (advice and guidance are not available upon request).
Reduction Rate Yamato City states that the property tax (for buildings) for the fiscal year following the completion of the work will be reduced by 1/2.

According to the city’s “Condominium Management Improvement Promotion Plan” (formulated January 2024), 24% of the 18,180 condominiums in the city are over 33 years old (based on the 2018 Housing and Land Statistical Survey). While this is not a subsidy for the construction costs of major repairs, it can be used as a reference for consultations and decision-making in the preliminary stages.

③ Management Plan Certification System (Tax and Interest Rate Benefits)

In Yamato City, this is a system certified by the city, and upon certification, you can meet one of the requirements for the Japan Housing Finance Agency’s “Flat 35” and interest rate reductions for apartment common area renovation loans, as well as the long-term durability promotion tax system (certification alone does not guarantee tax reductions). The certification criteria consist of 16 items based on national guidelines rather than the city’s own standards. Key criteria include holding general meetings at least once a year, maintaining management regulations, separate accounting for management fees and repair reserves, ensuring that arrears do not exceed 10% of the total, and “having a long-term repair plan that includes two or more large-scale repair works and is created or reviewed within 7 years, with a planning period of 30 years or more.”

④ National Energy Saving Support | Housing Energy Saving 2026 Campaign

Changes for Fiscal Year 2026The “Child-Rearing Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in Fiscal Year 7 and will not be implemented in Fiscal Year 8. Mirai Eco Housing 2026 Project

Target Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family residences. Management associations and management corporations can also become joint contractors (i.e., can be used for common area renovations). Rental housing is also eligible.
Required Work Insulation renovations of openings, insulation renovations of the structure (floor, walls, ceiling), and installation of eco-friendly housing equipment are mandatory combinations.

Bulk Application for Multi-Family Residences As of May 29, 2026, applications for “bulk subsidy applications for multi-family residences (including reservations)” have begun. The application process is handled by registered contractors (window renovation contractors), and management associations cannot apply themselves, but they can apply for all units collectively, making it a system that works well with large-scale repairs for window and entrance door renovations.

⑤ Kanagawa Prefecture Subsidies and Support (Subsidy applications for fiscal 2026 have ended)

Existing Housing Energy Efficiency Renovation Subsidy Houses where the applicant resides permanently in the prefecture and owns or has a divided ownership (including exclusive parts of condominiums) are eligible. Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. The second phase for the fiscal year 2026 reached the budget amount on September 30, and applications have been closed. Construction that commenced before the notification of grant approval is not eligible, and proxy applications by contractors are not allowed.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Management associations of condominium buildings in the prefecture are also eligible. Solar power is 70,000 yen/kW, and storage systems are 150,000 yen per unit. The second phase for the fiscal year 2026 reached the budget amount on the application start date of September 7, and applications have been closed. If work commenced before the grant approval date, it is not eligible. This is a system to check if you are considering installing solar power along with rooftop waterproofing.
Condominium Advisor Dispatch Project The prefecture’s project dispatches advisors such as condominium management specialists and architects to management associations free of charge to provide advice on management and operation. This is available for management associations of condominiums in Kanagawa Prefecture (excluding Yokohama City, Kawasaki City, Sagamihara City, and Yokosuka City), and Yamato City is also included. The application period for fiscal year 2026 is until February 26, 2027 (may close early if there are many applicants).
