Common Pitfall: The application timing and applicants differ by system, and applications will close as soon as the budget is reached, even during the fiscal year. Kanagawa Prefecture’s subsidies require construction to start after the grant decision, while national energy-saving subsidies require registered contractors to apply after the completion of construction, and property tax reductions require declaration after the completion of the work. For municipal grants, there are cases where work started before the grant decision is not eligible, and applications must be made after installation or purchase, which varies by system. Please confirm the eligibility conditions and application procedures for each system before contracting and starting work, and plan accordingly with the schedule for the general meeting resolutions. If you overlook this, you may lose access to systems that should have been available.

① Condominium Longevity Promotion Tax System (Property Tax Reduction)

If large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of certain qualifying condominiums are carried out, the property tax amount for the following year will be reduced. The reduction rate is determined by the municipality’s ordinance within the national range (1/6 to 1/2, with the national reference standard being 1/3). I could not confirm the listing of this system on the official website of Samukawa Town under the “Property Tax Reduction System” page (the listed reductions are for seismic, barrier-free, energy-saving renovations, and certified long-term excellent housing, etc.). Please check with the town’s tax collection department during the planning stage of the work to see if you are eligible and what the reduction rate is.

③ Management Plan Certification System (Tax Benefits and Interest Rate Benefits Entry)

In the towns and villages including Samukawa Town, this is a system certified by the prefecture. Upon receiving certification, you can meet one of the requirements for lower interest rates on the Housing Finance Agency’s “Flat 35” and condominium common area renovation loans, as well as the long-term durability promotion tax system (certification alone does not guarantee tax reductions). The certification criteria consist of 16 items based on national guidelines, not unique to the prefecture. ④ National Energy Conservation Support | Housing Energy Conservation 2026 Campaign

Changes for Fiscal Year 2026The “Child-Rearing Green Housing Support Project” for fiscal year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in fiscal year 2027 and will not be implemented in fiscal year 2026. Mirai Eco Housing 2026 Project

Eligible Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family dwellings. Existing Housing Energy Efficiency Renovation Subsidy Houses (including exclusive parts of condominiums) that the applicant resides in and owns or has a share in within the prefecture are eligible. Renovation of windows (including entrance doors, etc.) that are exposed to the outside air is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. The second phase for the fiscal year 2026 reached the budget limit on September 30, and applications were closed. Construction that started before the notification of the grant decision is not eligible, and applications by contractors on behalf of the applicant are not allowed.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Management associations of condominiums in the prefecture are also eligible. Solar power is 70,000 yen/kW, and storage systems are 150,000 yen per unit. The second phase for the fiscal year 2026 reached the budget limit on the application start date of September 7, and applications were closed. If construction started before the grant decision date, it is not eligible. This is a system to check if you are considering installing solar power along with rooftop waterproofing.
Condominium Advisor Dispatch Project The prefecture’s project dispatches advisors such as condominium management specialists and architects to management associations for free, providing advice on management and operation. This is available for management associations of condominiums in Kanagawa Prefecture (excluding Yokohama City, Kawasaki City, Sagamihara City, and Yokosuka City), and Samukawa Town is also included. The application period for fiscal year 2026 is until February 26, 2027 (may end early if there are many applicants).
Samukawa Town Housing Renovation and Construction Promotion Subsidy Project Residents registered in the town who live in the eligible housing are eligible. The contractor must be a local business, and construction by businesses outside the town is not eligible. The subsidy is 5% of construction costs over 200,000 yen (up to 30,000 points) granted as administrative points in the digital local currency “Samukawa Pay.” Only the exclusive parts of condominiums are eligible, and there is no mention of common areas. Administrative points in Samukawa Pay are granted as 50,000 points for solar power (100,000 points for ZEH) and 50,000 points for storage batteries. Damage caused by typhoons, strong winds, flying debris from rooftop waterproof sheets, coping, fences, hail damage, and lightning strikes due to “accidental incidents” may be covered by fire insurance. Based on the landscape law, there seems to be no town landscape plan available, and notifications based on Kanagawa Prefecture’s landscape regulations are not required throughout the prefecture.
