[Zushi City] Renovation of Vacant Houses and Used Properties | Costs, Subsidies, and Case Studies
For those considering renovations of used properties and vacant houses in Zushi City
I bought a used property, but I’m unsure if the renovation estimate I received is reasonable.
This is my first full renovation, and I’m worried about making mistakes.
I want to make the most of subsidies and grants available.
For such concerns, Kakeru Koumuten Co., Ltd., which also serves Zushi City, will clearly explain the key points for a successful renovation.
Always obtain estimates from at least 3 companies!

01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Zushi City
Zushi City is a compact town blessed with sea and greenery, located at the base of the Miura Peninsula, featuring Zushi Beach and Hiroyama. It is a residential area with enduring popularity due to its calm living environment and good access to the city center.
In older wooden houses built on hilly slopes or along the coast, considerations for earthquake resistance, insulation, salt damage, and humidity are necessary depending on the age and location of the building. Therefore, when purchasing a used detached house in Zushi City, checking the condition of the building and considering renovations (rehabilitation) tailored to your lifestyle is also an option.
Houses on Hilly Slopes
Many houses are located on hilly slopes in areas like Hiroyama, Kuki, and Numama, making it important to check retaining walls, slopes, drainage, and moisture control. Creative solutions for scaffolding and delivery are also required.
Considerations for Salt Damage Along Sagami Bay
In areas close to the sea, such as Zushi Beach and Kotsubo, exterior renovations that take into account rust on metal parts due to sea breezes are effective.
Calm Living Environment and Scenery
A residential area with a good living environment. Depending on the district, there may be rules regarding construction and appearance, so it is advisable to check in advance.
Be Aware of the “Boundary” of New Earthquake Resistance Standards
The earthquake resistance of used houses varies greatly depending on the construction period. It is important to determine whether it was built before the standard revisions in 1981 and 2000.
This article summarizes the reasons, points of caution, cost averages, the latest subsidies for 2026, and how to choose contractors from the perspective of Kakeru Koumuten, aimed at those considering renovating used properties and vacant houses in Zushi City to avoid “failures.”
The Most Important Thing is “Comparative Estimates”
The most crucial factor in avoiding failures in renovations is comparative estimates. First, obtain estimates from at least three companies that operate in Zushi City. Kakeru Koumuten Co., Ltd. also accepts consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new constructions but also for utilizing renovated used properties. There is growing interest in living in renovated or refurbished used homes. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Older homes often have issues with the roof, exterior walls, and plumbing, making them less livable as they are. By renovating and updating the facilities and interiors, you can create a comfortable living environment. Additionally, through changes in layout and refreshing the interior, you can finish a home that suits your family’s lifestyle while keeping costs lower than new construction.
Reason 2 To Increase Asset Value for Sale
There are cases where used properties are purchased and renovated for the purpose of resale. Depending on the condition of the building and demand, appropriate renovations can enhance its appearance and performance, leading to an increase in property valuation.
Reason 3 To Utilize as an Investment or Business
Another method is to purchase used properties for investment or business purposes and renovate them. By transforming them into stylish rentals or share houses, you can differentiate them from other properties, and depending on the location and business plan, there is potential for improved profitability. Depending on the use and conditions, there may also be subsidies or tax incentives available.
03Points to Note When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation with peace of mind. For used properties, since there were previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor who can carry out the work thoroughly according to your wishes, the structure of the house, and the surrounding environment, and who also provides aftercare following the construction.
Point 2 Always Check the Deterioration of the Building
For used properties and vacant houses, it is crucial to check which parts have deteriorated and to what extent in advance. Since there have been other occupants, the internal damage is often not apparent without investigation. Conduct a current condition survey before starting work to understand any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
In the renovation of used and vacant houses, it is particularly important to review earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and houses built before that may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check the earthquake resistance and insulation.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, supporting part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations. Tax deductions include the “housing loan tax deduction” when using a housing loan, and there are systems where part of the costs can be deducted for certain works even with personal funds. These can sometimes be used in combination, so it is essential to check in advance and plan to utilize them strategically for a successful renovation (for the latest information, please refer to this subsidy section).
04 Cost Estimates for Renovating Vacant Houses and Used Properties

The renovation costs for used properties and vacant houses vary greatly depending on the extent of damage and the scope of work. First, please understand the approximate costs by area to serve as a guideline for your financial planning (the table below provides general estimates for single-family homes. 05[Latest 2026] Subsidies and Grants Available in Zushi City

One way to renovate used properties and vacant houses at a lower cost is to utilize the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Zushi City may be able to use.
*The following information is as of September 3, 2026. The details, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check the official pages or contact points for the latest information before applying. Kakeru Koumuten can assist with confirming the systems and necessary documents, but the applicant and application methods vary by system.
National Program: Housing Energy Saving 2026 Campaign
The government is implementing multiple subsidy projects targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Construction for insulation, windows, and water heaters may be eligible for these subsidies when used in combination.
This is a successor program to the “Child-Rearing Green Housing Support Project.” For compliance with next-generation energy-saving standards, insulation renovations for openings and structures are required, and for higher obligation standards, specific eco-friendly housing equipment installation must be included. If the requirements are met, renovations for child-rearing support, disaster prevention improvements, and barrier-free renovations are also eligible for subsidies.
Subsidy cap guidelines: For buildings constructed before 1991, up to 1,000,000 yen per unit (50,000 yen depending on the construction details); for buildings constructed between 1992 and 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start after November 28, 2025, and applications are accepted starting June 30, 2026. Reservations must be made by November 16 at the latest, and grant applications must be submitted by December 31 at the latest (early termination if the budget cap is reached). Applications must be made through registered contractors.
This program covers window insulation renovations such as installing inner windows, replacing outer windows, and glass replacements. The subsidy amount is substantial and is effective for addressing cold, heat, and condensation issues. It can easily enhance the insulation performance of existing homes.
The subsidy amount varies based on the window method, performance, size, and construction type of the house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications are accepted starting March 31, 2026, and grant applications must be submitted by December 31 at the latest (early termination if the budget cap is reached). Applications must be made through registered contractors.
This program targets the replacement of high-efficiency water heaters such as eco-cute, hybrid water heaters, and EneFarm. It is a suitable program for existing properties planning to replace water heaters.
Subsidy amount guidelines: Eco-cute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start after November 28, 2025, and applications are accepted starting March 31, 2026 (early termination if the budget cap is reached).
Zushi City Program
A system that supports the earthquake resistance of wooden detached houses built under the old earthquake resistance standards. It is effective for earthquake renovations combined with the purchase of used detached houses. There are no restrictions on contractors being within the city.
Eligible are wooden detached houses with two stories or less that received construction confirmation or started construction before May 31, 1981. Simple diagnosis (15,000 yen subsidy out of 20,000 yen) and general diagnosis (40,000 yen subsidy out of 70,000 yen) are conducted by members of the architectural association. This program continues into the 8th year of Reiwa, and budget and application slots should be confirmed. For details, please visit the official page of Zushi City.
This is a municipal system that supports energy-saving renovations such as insulation materials, high-insulation windows, and high solar reflectance coatings, as well as the introduction of solar power generation equipment and storage batteries.
Energy-saving renovation work for existing homes and high solar reflectance coatings are each 1/3 of eligible expenses; maximum 75,000 yen. For solar power generation equipment + stationary storage batteries, the maximum is 150,000 yen, for EneFarm it is 50,000 yen, and for HEMS it is 10,000 yen. The ZEH subsidy for fiscal year 2026 has ended. All projects started before the grant decision are not eligible, and applications will close once the budget limit is reached. For details, please visit the official page of Zushi City.
This is for individuals who have received certification for support or long-term care. Eligible works include the installation of handrails, elimination of steps, floor material changes, and replacement of doors and toilets. There is also a subsidy for home equipment improvements for people with disabilities (maximum 800,000 yen, etc.).
The home renovation under long-term care insurance has a subsidy limit of 200,000 yen (generally 90% coverage). The subsidy for home equipment improvements for people with disabilities has a maximum of 800,000 yen (with eligibility requirements; application before construction is necessary). Both require prior consultation and application before construction.
The removal work must be entrusted to a contractor that has an address or office in Zushi City, in principle. Please confirm with Zushi City before contracting whether subsidies can be utilized for work by contractors outside the city.
This applies to walls facing evacuation routes, exceeding 1m in length and height from the road surface, which have been identified as needing improvement upon inspection. A prior application before the contract is required. For details, please visit the official page of Zushi City.
* The removal subsidy for dangerous block walls in Zushi City is generally contracted to local businesses. Be sure to confirm the requirements regarding eligible residences, applicants, construction content, and contractors for systems such as seismic resistance, insulation, and renewable energy before signing a contract. Based on the range confirmed this time, there was no city subsidy system that uniformly targets vacant house renovations. For insulation and window work, it may be possible to utilize the national “Housing Energy Saving 2026 Campaign” or Kanagawa Prefecture systems.
See also about renovation tax reductions and other systems
- Housing Loan Tax Reduction: If you use a housing loan for renovations that meet certain requirements, income tax and other deductions will be based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Reduction): For construction related to seismic resistance, energy saving, barrier-free, and long-term excellent housing, it may be possible to receive income tax deductions even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for seismic renovations, energy-saving renovations, and barrier-free renovations.
- Kanagawa Prefecture Existing Housing Energy Saving Renovation Subsidy: For the fiscal year 2026, the subsidy rate is 1/3, with a maximum of 150,000 yen. The first phase has ended, but additional applications are scheduled from September 7 to September 30, 2026, only via electronic application and on a first-come, first-served basis (approximately 25 cases). Applications must be made by the applicant themselves, and construction before the grant decision is not eligible. Please check the official page of Kanagawa Prefecture.
While subsidies and tax reductions can sometimes be combined, there are restrictions on duplication for the same construction. Kakeru Koumuten will organize and propose which systems can be used for your construction after conducting a site survey.

Our Proposal
The existing roof was a Color Best containing asbestos. Since the cost tends to be high for a complete removal and replacement, we proposed the roof overlay (cover method) after checking the condition of the underlying structure. For the new roofing material, we used the lightweight and insulated Aijii Industry “Super Galtect”. Considering waterproofing and durability, we combined the New Liner Roofing with Galvalume Steel ridge underlayment. 07How to Choose a Remodeling Contractor for Used Properties and Vacant Houses in Zushi City
There are many remodeling companies that serve Zushi City, and it can be confusing to decide which one to choose. When requesting a remodel, make sure to check the following 5 points.
- They have extensive experience in remodeling work
- Confirm the presence of warranties and aftercare services
- Obtain estimates from multiple contractors (at least 3 companies)
- Check if they perform remodeling in-house
- Verify if they offer color simulations and perspective drawings
1. They have extensive experience in remodeling work

Many remodeling contractors publish their project achievements on their websites. If a contractor provides detailed explanations of the process with photos, it can help you visualize the outcome after the request, giving you peace of mind. If you’re uncertain, choose a contractor with ample experience.
Google and review sites can also be helpful. It’s important to check the content of low ratings, the company’s responses, and the timing of the posts. In particular, Google reviews are useful, but don’t make your decision based solely on reviews; consider project achievements, estimates, and warranty details for a comprehensive judgment.
2. Confirm the presence of warranties and aftercare services

When choosing a contractor, be sure to check for warranties. Repairs may be free within the warranty period. The duration varies by contractor and paint used, but typically ranges from 1 to 10 years (emergency repairs or partial repairs are often not covered). Some contractors also offer aftercare services, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. provides warranties tailored to the scope of work and materials used. We also conduct aftercare services and send out annual DM notifications for consultations on inspections. The warranty period and coverage vary by project, so please confirm during the estimate.
Click here for more details on Kakeru Koumuten’s warranties and aftercare services
3. Obtain estimates from multiple contractors (at least 3 companies)

When requesting a renovation, be sure to obtain estimates from multiple contractors. Even for the same construction work, warranties, after-sales service, and prices can vary significantly. Having multiple estimates makes it easier to negotiate prices.
When comparing estimates, not only the costs but also the “items in the estimate,” “confirmation of undercoating materials, sealing materials, and auxiliary paint,” and “confirmation of the process” should be carefully compared. Lowering the rank of auxiliary parts or skipping processes can reduce costs, so it is important to not judge solely based on price.
Learn more about points to compare estimates
4. Confirm whether the company performs renovations in-house

At Kakeru Koumuten Co., Ltd., we conduct detailed hearings and surveys regarding the existing “condition,” “location,” “base materials,” “desired durability,” and “design,” and propose the optimal plan. While there is nothing inherently wrong with a system where partner companies perform the construction, it is important to confirm whether the contracted company understands the construction details and has clear responsibilities for quality control and warranties. If the construction is done in-house, it is easier to coordinate with the site, making it quicker to respond in case of any issues.
5. Check if they offer color simulations and perspective drawings

Whether for exterior or interior, deciding on the image and colors after construction can be challenging. With simulations, the risk of “it turned out differently than expected” can be reduced. Since it is difficult to redo once the construction is done, it is recommended to choose a company that can accommodate flexible simulations.
08Reasons why Kakeru Koumuten is chosen for renovations of used houses in Zushi City
One reason is that “Kakeru Koumuten also serves Zushi City,” but
there are “initiatives in the renovation of vacant houses and used properties that cannot be imitated by other companies,”
which have received high praise from many customers.
We have absolute confidence in “cost,” “quality,” and “plans” for renovations in Zushi City. Please compare our estimates with those of other companies.
The most important aspect of renovations is comparing estimates. Be sure to request estimates from at least 3 companies that operate in Zushi City!

6. Human Resource Development

To enhance skills, we create various models and conduct practical training. Since exterior renovations differ in construction methods and materials based on existing materials and shapes, we conduct regular skill enhancement training to ensure each staff member can adapt to various sites.

09Renovation of Used Properties and Vacant Houses in Zushi City | Frequently Asked Questions
We answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Zushi City.
Is it better to consult before buying a used property or after purchasing it for renovations?
We recommend that you consult with us before making a purchase decision if possible. Used properties may have deterioration that is not visible, and it is not uncommon to encounter unexpected construction costs after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and provide an estimate for necessary renovations, you can establish a feasible financial plan.
What renovations should be prioritized for a used detached house in Zushi City?
Depending on the condition of the building, we prioritize areas such as leaks, termites, and structural or seismic issues that, if left unattended, could lead to further damage. After that, we will determine the order of exterior work such as roofs and walls, water areas (kitchen, bathroom, toilet), and insulation based on your budget and the impact on your daily life. In residential areas overlooking Sagami Bay, roofs and walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the entire building, including the exterior.
What should I be aware of when buying a used house in Zushi City, which is close to hills and the sea?
Zushi City features a mix of hillside areas such as Hirouyama, Kuki, and Numama, along with coastal areas like Zushi Beach and Kotsubo. In hillside areas, it is important to check retaining walls, slopes, drainage, and moisture control, while in coastal areas, exterior renovations that consider sea breezes (salt damage) are crucial. For older wooden houses, we recommend checking for seismic and insulation issues. We also provide cost-effective proposals that include assistance for seismic reinforcement work for wooden houses in Zushi City (1/2 subsidy, up to 500,000 yen, available for contractors outside the city) and insulation renovation assistance.
How much does a full renovation (full remodel) cost?
The cost of a full renovation for a detached house varies significantly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen, while large-scale renovations that include interior and exterior work, water areas, insulation, and seismic upgrades can exceed 10 million to 20 million yen. We will first conduct an on-site inspection to assess the condition and propose a prioritized plan that fits your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the program. For example, the national “Mirai Eco Housing 2026 Project” requires registered contractors (construction companies) to apply. For seismic renovations or home modifications under long-term care insurance in your municipality, the application is generally made by the homeowner, but we will guide you through the necessary documents and process. We will also organize and inform you about “which programs are available,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Leaving a vacant house can lead to issues such as the progression of leaks and termite damage, deterioration of the exterior walls and roof resulting in decreased property value, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special tax exemption for residential land will be revoked. Conducting inspections early and performing necessary work according to your plans to live in, rent, sell, or utilize the property can ultimately help reduce costs.
I am concerned about seismic safety. How can I assess the seismic resistance of a used house?
The construction period is a significant indicator. Check if it was built after June 1981 (new seismic standards) and further if it was built after June 2000 (strengthening of joint and foundation regulations). For wooden houses built before that, we recommend a seismic diagnosis. Your municipality also offers subsidies for seismic renovations of wooden houses, which can significantly reduce costs if eligible (for details, see the subsidy section above). Kakeru Koumuten Co., Ltd. can assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
The scope of work depends on the project. For exterior renovations and partial interior work, it is often possible to carry out the work while you remain in your home. However, for large-scale full renovations that include water areas, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide you with a schedule in advance and propose a plan that minimizes the impact on your daily life.
