Conclusion First

  • Cost Estimate / For condominiums, the cost per unit is 750,000 to 1,500,000 yen (approximately 70% fall within this range according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, with the most common range being 1,000,000 to 1,250,000 yen. This amount excludes consumption tax and common temporary costs). For wooden apartments, the estimate is 2,000,000 to 4,000,000 yen per building.
  • Cycle Estimate / 12 to 15 years. However, the determining factor is not the number of years but the condition of deterioration.
  • Particularly Relevant in Nishitama District / Mizuho Town revised its hazard map for flooding, internal water, and landslide disasters in June of Reiwa 8, while Hinode Town and Hinohara Village have published hazard maps for landslide disasters. There are district plans in three areas of Mizuho Town and two areas of Hinode Town, and Hinode Town, Hinohara Village, and Okutama Town are municipalities related to the national park. Scaffolding is subject to road occupancy permits from road administrators, and the application process varies by town and village. The management plan certification for condominiums in towns and villages is handled by Tokyo.
  • Available Funds / On the official pages of Mizuho Town, Hinode Town, and Hinohara Village, there were no confirmed municipal systems that subsidize the construction costs or deterioration diagnosis costs for large-scale repairs. The fixed asset tax reduction special provision is a national system (for work completed by March 31, Reiwa 9), but the reduction rate and application destination vary by town and village, and we could not find guidance on the pages of the three towns and villages, so please check with the tax department before construction. The management plan certification is handled by Tokyo. Additionally, we will consider combining Tokyo’s interest subsidies (the second phase for the fiscal year 2026 is accepting applications until February 19, Reiwa 9) and public financing.
  • Tips for Success / At least three competitive estimates. Compare not only the amounts but also the quantities, methods, and materials.

Large-scale repairs in Nishitama District, Tokyo, by Kakeru Koumuten | Scaffolding, exterior painting, waterproofing, and roofing work performed by our own team

Large-scale repair work that can be handled in Nishitama District, Tokyo

Large-scale repairs are not just “exterior wall painting” or “waterproofing,” but rather a comprehensive repair work that addresses the overall deterioration of the building while scaffolding is in place. At Kakeru Koumuten, we can handle all of the following work in-house, ensuring clear responsibility and coordination of the process.

Type of Work Main Contents
Temporary Scaffolding Work Installed by our own scaffolding team using our own scaffolding materials. We handle mesh sheets, protection, and fall prevention measures.
Substrate Repair Work Crack repairs, injection of floating mortar and tiles, explosion (exposed rebar) repairs, resin mortar repairs for missing parts.
Exterior Wall Painting Work High-pressure washing, three coats from primer to topcoat, painting of ancillary parts (iron parts, gutters, water cut-offs, etc.). We accommodate radical control type, fluorine, and inorganic paints.
Tile Repair Work Replacement of broken tiles, joint repairs, clear waterproofing of tile surfaces (such as Seven S).
Sealing Work Replacement and additional sealing around sashes and exterior wall joints.
Waterproofing Work Urethane waterproofing for rooftops, roof balconies, shared corridors, and stairs, PVC sheet waterproofing, and installation of long sheets.
Roof Work Roof painting, roof overlay (cover method), re-roofing, and ridge cap replacement. We have sheet metal craftsmen on staff and can handle large roofs such as factories.
Iron and Metal Work Painting of steel staircases, handrails, and PS doors, replacement of caps and water cut-offs.
Drainage and Wastewater Work Cleaning and renovation of roof drains (inserting renovation drains), resolving gutter blockages. Drainage issues can cause puddles and leaks, making this work particularly important for buildings with rooftops.
Others Replacement of rain gutters, rooftop and exterior wall inspections using drones, leak inspections using thermography, and preliminary surveys of asbestos-containing building materials.

Scope of Major Repairs Determined by Building Diagnosis

It is not guaranteed that all of the above works will be carried out. The extent of the work will be determined based on the results of the building diagnosis. At Kakeru Koumuten, we conduct a free on-site survey to confirm the following and compile a deterioration diagnosis report with photos, after which we will propose the scope of work.

Diagnosis Area Main Inspection Method Scope of Work Determined by Diagnosis Results
Exterior Wall (Painted Surface) Visual inspection, checking the width of cracks and the condition of the paint film Methods and quantities for crack repair, specifications for painting (whether to repaint or paint after removing the existing paint film)
Exterior Wall (Tile Surface) Sounding inspection. High areas checked with a drone Scope and estimated quantity for injection and replacement, whether clear waterproofing is necessary
Sealing Checking for cracks, shrinkage, peeling, and hardening Whether to replace or add to the existing seal, the scope of joints to be worked on
Rooftop, Balcony, Shared Corridor Checking for blisters or breaks in the waterproof layer, puddles, and the condition of drains Full renovation or partial repair, method (urethane waterproofing, PVC sheet waterproofing, long sheet), whether drain renovation is necessary
Leak Areas Inspection using thermal imaging camera and drone Identification of the cause and the priority areas for repair
Metal Parts, Roof, Accessories Checking for rust, corrosion, lifting, and cracking Whether painting is sufficient or if material replacement or cover method is necessary
Site and Surroundings Checking retaining walls, slopes, trees, delivery routes, and parking areas Planning for scaffolding and the scope of temporary construction
The diagnosis results are categorized into three groups: “Must Repair This Time,” “Consolidate While Scaffolding is Up,” and “Can Be Postponed to Next Time.” Items related to safety or water leakage, such as leaks, floating tiles, and breaks in the waterproof layer, are essential repairs this time. Exterior walls and sealing that cannot be worked on without scaffolding are consolidated repairs this time, while repairs that are lightly deteriorated and not related to scaffolding are candidates for postponement. We can also provide multiple plans to fit your budget.

* According to the official pages of Mizuho Town, Hinode Town, Hinohara Village, and Okutama Town in Nishitama District, there were no unique landscape regulations found. In the general area of the Tokyo Metropolitan Landscape Plan, buildings over 45m in height or with a total floor area of over 15,000㎡ are subject to notification, and there may be different standards in areas such as the basic landscape axis (district classifications can be searched on the Tokyo Metropolitan page using the address). The city’s Q&A indicates that repainting with the same color is also subject to notification (normal maintenance activities such as tile repairs are exempt. Notification is required 30 days prior to commencement, based on the overall scale of the building. Green Space Landscape Division 03-5388-3265). Additionally, Hinode Town, Hinohara Village, and Okutama Town are municipalities related to Chichibu-Tama-Kai National Park, and permission under the Natural Parks Law is required for changes in the color of roofs and walls within special areas. There may be additional restrictions in the district planning areas of Mizuho Town and Hinode Town, as well as in the building agreement areas of Hinode Town. Having a color simulation screen will help facilitate explanations to the general meeting, neighbors, owners, and residents.

Estimated Costs for Major Repairs in Nishitama District, Tokyo

The cost of large-scale repairs varies significantly depending on the size of the building, its condition, the scope of work, and the materials used. First, please refer to the national average based on public statistics, then to our company’s benchmarks based on past performance by scale, and finally to examples of unit prices for each project.

The national average for condominiums is 750,000 to 1,500,000 yen per unit

According to a survey conducted by the Ministry of Land, Infrastructure, Transport and Tourism, which compiled 818 construction cases (FY 2021), approximately 70% of the costs for large-scale repairs are concentrated in the range of 750,000 to 1,500,000 yen per unit, with the most common price range being 1,000,000 to 1,250,000 yen. Please note that this survey’s figures do not include consumption tax and common temporary costs, so they differ from the current total project cost including tax.

Construction cost per unit Percentage Construction cost per unit Percentage
Up to 750,000 yen 15.1% 1,250,000 to 1,500,000 yen 17.4%
750,000 to 1,000,000 yen 24.7% 1,500,000 to 2,000,000 yen 9.1%
1,000,000 to 1,250,000 yen 27.0% (most common) Over 2,000,000 yen 2.8%

Source: Ministry of Land, Infrastructure, Transport and Tourism “FY 2021 Survey on Large-Scale Repair Work for Condominiums” (200 companies, 818 cases) *The amounts do not include consumption tax or common temporary costs. The percentages do not total 100% due to rounding and non-responses.

The fewer the number of units, the higher the cost per unit. Since scaffolding, common temporary costs, and site management fees are fixed costs determined by the size of the building, dividing these by a smaller number of units increases the burden per unit. For a condominium with fewer than 20 units, a quote exceeding 1,500,000 yen per unit is not necessarily an overly high estimate. Conversely, the effect of choosing a company that can reduce scaffolding costs is greater for smaller buildings.

Breakdown of construction costs (what the money is spent on)

Category Composition Ratio Main Contents
Construction-related work 60.3% About half for exterior walls, about one-third for waterproofing. Substrate repairs, tiles, painting, waterproofing
Temporary work 22.8% Scaffolding, mesh sheets, protective coverings, etc. (does not include common temporary costs)
Miscellaneous expenses 10.3% Site management fees, general management fees, statutory welfare expenses, etc. (9.5%), insurance premiums for large-scale repair defect insurance (0.8%)

Source: Ministry of Land, Infrastructure, Transport and Tourism “FY 2021 Survey on Large-Scale Repair Work for Condominiums” (Second survey of large-scale repair work. The overall average is construction-related 59.0%, temporary work 22.3%, miscellaneous expenses 9.9%). *The total does not equal 100% because equipment-related work, exterior works, and others are included. This is an average value and is not a criterion for judging the appropriateness of individual estimates.

About one-fifth of the construction cost is for temporary structures (scaffolding). Kakeru Koumuten Co., Ltd. owns its own scaffolding materials and has its own scaffolding team, which makes it easier to keep the costs of this temporary section down. While the full amount for temporary costs is not eliminated, in Nishitama District, where the scaffolding plan changes based on the shape of the site, delivery routes, width of the front road, schedule for road occupancy permits, and distance from neighboring buildings, it is important to establish a scaffolding plan by inspecting the site to prevent additional costs after construction begins.

Cost Estimates by Building Size (Scaffolding, Substrate Repair, Exterior Painting, Waterproofing, Sealing)

Type and Size of Building Cost Estimate Estimated Construction Period
Wooden Apartment (2 stories, 6-10 units) 2,000,000 – 4,000,000 JPY 3 – 5 weeks
Steel Frame/RC Apartment (3 stories, 10-20 units) 4,000,000 – 9,000,000 JPY 1 – 2 months
Mixed-Use Building/Small Apartment (4-5 stories) 5,000,000 – 15,000,000 JPY 1.5 – 3 months
Medium-Sized Apartment (30-50 units) 20,000,000 – 50,000,000 JPY 3 – 5 months
Large Apartment (100 units or more) Around 100,000,000 JPY or more 6 months or more

*The above estimates are based on Kakeru Koumuten’s construction records and may vary depending on the presence of roofing work, metal work, plumbing, etc. For apartments, please also consider the amount obtained by multiplying the national statistics above (750,000 – 1,500,000 JPY per unit) by the number of units as a reference.

Breakdown of Costs for Temporary Structures, Substrate Repair, Exterior Walls, and Waterproofing

The estimate for large-scale repairs is broadly divided into “temporary structures,” “substrate repair,” “sealing,” “exterior painting,” “waterproofing,” and “miscellaneous expenses.” Before comparing total amounts, please check what each item includes, how much, and at what cost.

Item What to Confirm in the Estimate
Building Prerequisites Structure (wooden, steel frame, RC), number of floors, number of units, exterior wall area, and waterproof area. Confirm whether the area is based on drawings or actual measurements.
Common Temporary Works & Scaffolding Area and unit price of scaffolding, mesh sheets, protective measures, temporary toilets, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, temporary works such as scaffolding account for about 20% of construction costs (excluding common temporary costs).
Substrate Repair Quantities and unit prices for repairs such as cracks, lifting, and spalling. Since this item is not finalized until scaffolding is set up, confirm whether it will be based on estimated quantities or actual settlement, and the settlement method if quantities increase or decrease.
Sealing Whether it is a replacement or additional sealing, length to be applied (m), and material name.
Exterior Wall Painting Painting area (㎡), manufacturer name, product name, grade of paint, number of coats, and scope of ancillary parts.
Waterproofing Area for each part such as rooftop, balcony, and common corridor, construction method, material name, and whether drain renovation is included.

Select Paint and Waterproofing Grades Based on “Years Until Next Repair”

“Good paint does not equal the right choice.” The best way to choose is to align when the next major repair will be with the lifespan of the materials to avoid waste.

Grade Estimated Lifespan Suitable Cases
Silicone / Radical Control Type 10-16 years Buildings that are cycled every 12-15 years. A good choice for balancing cost and performance. The lifespan varies by product, so choose specifications that match the cycle.
Fluorine 16-20 years Buildings that want to set the next repair after 15 years, high-rise or complex-shaped buildings where scaffolding costs are high.
Inorganic 18-22 years Buildings that want to suppress dirt adhesion. Effective for suppressing moss and algae on the north side or poorly sunlit areas.
Urethane Waterproofing (Rooftop) 8-15 years Complex-shaped rooftops, when wanting to renovate while utilizing the existing waterproof layer. Mid-term inspections and repairs, such as re-coating the top coat, are prerequisites.
Vinyl Sheet Waterproofing 20-25 years Rooftops with a wide area and simple shapes. Short construction time.
Asphalt Waterproofing 15-20 years Rooftops planned for long cycles. The cost per instance will increase.

*The estimated lifespan is a general guideline and may vary depending on sunlight, location, and substrate condition. Choosing paints with anti-algae and anti-mold properties can change durability in shaded and humid areas.

Guidelines for Repair Reserve Funds and Options When Insufficient

According to the Ministry of Land, Infrastructure, Transport and Tourism guidelines, the estimate for repair reserve funds is shown as a monthly amount per exclusive area. Additional charges are required if there is a mechanical parking lot.

Building Size (Less than 20 Stories) Monthly Estimate (Average) Range Covering Two-Thirds of Cases Conversion for 70㎡
Building Total Floor Area Less than 5,000㎡ 335 JPY/㎡ 235-430 JPY/㎡ Approximately 16,500-30,100 JPY
5,000-10,000㎡ 252 JPY/㎡ 170-320 JPY/㎡ Approximately 11,900-22,400 JPY
10,000-20,000㎡ 271 JPY/㎡ 200-330 JPY/㎡ Approximately 14,000-23,100 JPY
More than 20,000㎡ 255 JPY/㎡ 190-325 JPY/㎡ Approximately 13,300-22,750 JPY

Source: Ministry of Land, Infrastructure, Transport and Tourism “Guidelines for Repair Reserve Funds for Condominiums” (Reiwa 6, June Revision, PDF) / National average is 13,378 JPY per unit per month (Reiwa 5 Fiscal Year Comprehensive Survey of Condominiums)

In the Reiwa 5 Fiscal Year Comprehensive Survey of Condominiums, 36.6% of management associations reported that “the repair reserve fund is insufficient compared to the plan.” There are four main options when there is a shortfall.

Options Considerations and Points of Caution
① Adjustment of Construction Timing Based on deterioration diagnosis, postpone low-urgency work to the next time. However, it is essential to distinguish between work that can be postponed and work that cannot, as delaying waterproofing and tile falling prevention measures will ultimately be more costly.
② Review of Construction Scope and Specifications Review of paint grade, changes from full renovation to partial renovation, etc. Please consider this separately from “apparent cost reductions” that skip processes.
③ Utilization of Subsidies and Tax Systems Tokyo’s management plan certification, reduction of fixed property tax, subsidies for energy-saving renovations from the national and Tokyo governments, etc. (to be discussed later). The reduction of fixed property tax is a system that lowers the tax amount for each unit owner, and does not directly increase the repair funds of the management association.
④ Increase in Reserve Funds, Borrowing, and One-Time Payments In addition to considering an increase in repair reserve funds at the general meeting, the Housing Finance Agency’s condominium common area renovation loans require no collateral. Interest rates can be lowered by obtaining management plan certification.

Subsidies, Tax Systems, and Loans to Check for Large-Scale Renovations in Nishitama District, Tokyo

Based on the official pages of Mizuho Town, Hinode Town, and Hinohara Village, there were no municipal systems that subsidize the construction costs of large-scale renovations for condominium units. The management plan certification for condominiums located in the towns and villages of Nishitama District is handled by Tokyo Metropolitan Government. The main types available are broadly categorized into five. The eligibility and application status of the systems may change even during the fiscal year, so please be sure to confirm with our company or each contact point before contracting or starting construction. (As of October 15, 2026)

Type Details
① Support from Towns There are pages for housing earthquake resistance subsidy systems in Mizuho Town and Hinode Town. It was not confirmed whether condominium management associations can use these. The contact points are the Urban Development Department, Urban Planning Division for Mizuho Town, and the Town Development Division for Hinode Town.
② Tax Incentives Reduction of fixed property tax under the condominium longevity promotion tax system (a national system). Since this is a municipal tax, the reduction rate and application destination vary by municipality. No information was found on the official pages of the three municipalities, so please check with the tax department before construction.
③ Management Plan Certification System A certification system that serves as an entry point for tax incentives and loan interest rate reductions. Condominiums located in the municipalities are certified by the Tokyo Metropolitan Government (Housing Policy Headquarters, Private Housing Division, Condominium Section).
④ Construction Subsidies by Purpose Energy-saving (windows, insulation, etc.). In Mizuho Town, it has been announced that the housing renovation subsidy system and the subsidy system for purchasing residential renewable energy and energy-saving equipment have ended. It was not confirmed whether there are insulation and energy-saving subsidies available for management associations in the municipalities, so we will check along with national and Tokyo Metropolitan Government projects.
⑤ Loans and Interest Subsidies Housing Finance Agency’s condominium common area renovation loans, Tokyo Metropolitan Government’s interest subsidies (condominium improvement construction grants).
Common Pitfall: The timing of applications and applicants varies by system, and applications will close as soon as the budget or number of units is reached, even mid-year. National energy-saving subsidies require commencement after the construction contract and grant applications by registered contractors after completion, while Tokyo’s interest subsidies require applications before the loan approval and monetary loan contract. The fixed property tax reduction must be declared within three months after the completion of the construction. Municipal systems may end or change based on the fiscal year or budget (in Mizuho Town, the end of housing renovation subsidies has been announced). Please confirm the eligibility conditions and application procedures for each system before contracting and starting work, and plan accordingly with the schedule for the general meeting resolutions. Missing this could result in losing access to systems that should have been available.

① Systems Related to Condominiums in Nishitama District Towns and Consultation Points

We have organized the information confirmed from the official pages of Mizuho Town, Hinode Town, Hinohara Village, and Okutama Town, as well as from the Tokyo Metropolitan Government’s announcements. This is not a system that directly covers the costs of large-scale repairs.

Management Status Notification System This is a system in Tokyo for condominiums with six or more units built before December 31, 1983 (started in April 2020). Some administrative tasks have been transferred to the city in urban areas, but please confirm with Tokyo for the notification destination of town and village condominiums. General inquiries about the system can be made at the Comprehensive Consultation Desk for Condominiums (03-6427-4900). The number of notifications by each town and village could not be confirmed.
Mizuho Town Assistance related to housing includes the end of the Housing Renovation Subsidy System and the Subsidy Program for the Purchase of Energy Creation and Energy Saving Equipment for Residential Use. The only current assistance available is related to earthquake resistance for housing (earthquake diagnosis, earthquake renovation, etc.). There is no information on eligible persons, amounts, or application periods on the page. The contact point is the Urban Development Department, Urban Planning Division, Planning and Housing Section (042-557-0599).
Hinode Town There is a grant system for “Wooden House Earthquake Diagnosis Subsidy” and “Wooden House Earthquake Renovation Subsidy.” Wooden houses are eligible, but it could not be confirmed whether the management association of a condominium can use it. The contact point is the Town Development Division, Urban Planning Section (042-588-5114).
Hinohara Village & Okutama Town The village and town systems regarding large-scale repairs of condominiums could not be confirmed on the official page. The representative phone number for Hinohara Village is 042-598-1011. Please confirm with the relevant department at Okutama Town Hall.

② Condominium Longevity Promotion Tax System (Reduction of Fixed Asset Tax)

If large-scale repairs that contribute to the longevity of condominiums meeting certain requirements (such as exterior wall painting, floor waterproofing, and roof waterproofing, implemented as a single project) are carried out, the fixed asset tax amount for the building in the following year will be reduced (up to the equivalent of 100㎡ per unit, urban planning tax is not included). The reduction rate is determined by local ordinances for each municipality. Since Mizuho Town, Hinode Town, Hinohara Village, and Okutama Town in Nishitama District are not part of the 23 wards of Tokyo, the fixed asset tax is a municipal tax. Based on the information available on the official pages of Mizuho Town, Hinode Town, and Hinohara Village, there was no mention of this reduction system (the tax page for Okutama Town could not be identified). Please confirm the reduction rate and application destination with the tax office of your residing town or village before the construction. (In the 23 wards of Tokyo, the fixed asset tax is a metropolitan tax, and the reduction rate is 50%.)

Main Requirements of the National System For condominiums with more than 10 units that are over 20 years old, the floor area of the residential exclusive part must be more than half of the total exclusive area / At least one instance of exterior painting, floor waterproofing, and roof waterproofing has been completed in the past / Condominiums that have received certification for their management plan and have increased the amount of the repair reserve fund (average amount for the entire planning period) from below the certification standard to above the standard after September 1, 2021, or management associations that have received administrative advice and guidance based on the Condominium Management Improvement Act and have aligned their long-term repair plans with national standards.
Implementation Deadline of the National System From April 1, 2023, to March 31, 2027 (the duration of the national system) for completion of construction.
Treatment of Towns and Villages in Nishitama District The national system applies to large-scale repairs of condominiums that meet the requirements of being over 20 years old and having more than 10 units, with completion of the three works: exterior painting, floor waterproofing, and roof waterproofing, between April 1, 2023, and March 31, 2027. The reduction rates and application destinations vary by town and village, and there was no information available on the official pages of Mizuho Town, Hinode Town, and Hinohara Village. Contact Points: Mizuho Town is the Resident Division, Taxation Section, Property Tax Group (042-557-7528), and Hinohara Village is the Village Resident Division, Taxation Section (042-598-1011, extensions 112, 114, 117). For Hinode Town and Okutama Town, please check with the tax departments of each office. Since applications must be made within three months after the completion of the work, it is important to confirm the existence of the system with the town or village before the work begins.
Points to Note Obtaining management plan certification and reviewing the long-term repair plan takes time, so preparation is recommended at least one year before construction. The reduction of fixed property tax for seismic, barrier-free, and energy-saving renovations cannot be combined within the same fiscal year. The treatment after April 2027 has not been confirmed on the official page.
The deadline for the national system is for construction completed by March 31, 2027. Obtaining management plan certification requires resolutions at management association meetings, prior consultations and confirmations, and certification applications, with a review of the long-term repair plan also necessary as a prerequisite. Since construction must be completed by March 31, 2027, starting in the fiscal year 2026 may not necessarily be sufficient. Please confirm early whether you are eligible and the process.

③ Management Plan Certification System (Entry for Tax and Interest Rate Benefits)

Receiving certification leads to fulfilling one of the requirements for interest rate benefits on loans and bonds from the Japan Housing Finance Agency, as well as the tax system for promoting longevity (certification alone does not guarantee tax reduction). Certification for condominiums located in towns and villages is handled by Tokyo Metropolitan Government, while those in cities are managed by each respective city.

Application Destination Tokyo Metropolitan Government Housing Policy Headquarters, Private Housing Department, Condominium Division (Tokyo Metropolitan Government Second Main Building, 13th Floor, 03-5320-5004). Guidelines for condominiums located in towns and villages compliant with the Ministry of Land, Infrastructure, Transport and Tourism’s guidelines are available.
Fees According to the Tokyo Metropolitan Government’s guidelines, if you have a pre-confirmation compliance certificate, the basic fee is 4,100 yen (an additional fee of 1,800 yen applies if there are multiple long-term repair plans); without a compliance certificate, the basic fee is 29,000 yen (an additional fee of 16,000 yen). The fee for change applications varies depending on the content of the changes.
Relation to Property Tax The Tokyo Metropolitan Government’s guidelines do not mention reductions in property tax. Please confirm the reduction rate and application destination with your town or village.

④ National Energy Conservation Support | Housing Energy Conservation 2026 Campaign

Changes for Fiscal Year 2026The “Childcare Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in Fiscal Year 7 and will not be implemented in Fiscal Year 8. Tokyo Apartment Improvement Construction Subsidy (Interest Subsidy)

Content This is a system where the Tokyo Metropolitan Government subsidizes the interest of the “Condominium Common Area Renovation Loan” from the Japan Housing Finance Agency. The subsidy covers the difference from the interest rate, which is 1% lower than the agency’s rate (if the interest rate is below 1%, it effectively becomes 0%), and the subsidy period is up to 20 years, which is the repayment period of the loan.
Eligibility This applies to management associations of fire-resistant condominium buildings in Tokyo that utilize the agency’s loans and debt guarantees from the condominium management center, etc. Repairs and renovations of common areas are eligible (installation work for solar power generation equipment may also be eligible for loans; please confirm the conditions with the Japan Housing Finance Agency). Condominiums built before the earthquake resistance standard (before May 31, 1981) must undergo an earthquake resistance diagnosis, and those requiring management status reporting must have completed the report and updates.
Limit The limit is the smallest amount among the loan reservation amount, the construction cost eligible for the loan, the amount excluding subsidies from the construction cost, and 2 million yen per unit (6 million yen if it involves seismic retrofitting) multiplied by the number of units.
Application for Reiwa Year 8 Applications are accepted in two phases, with the first phase (from May 13 to September 30) having ended. The second phase is from October 1, 2026, to February 19, 2027. Cases Where Fire Insurance Can Be Used and Cases Where It Should Not Be Used

Damage from “accidental incidents” such as flying waterproof sheets, caps, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to separate and record damage from accidents and wear and tear during deterioration diagnosis.

On the other hand, wear and tear itself is not covered. There have been many troubles nationwide with contractors promoting that “repairs can be made without out-of-pocket expenses using insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims may be prosecuted as insurance fraud. Please confirm the eligibility of claims directly with your management association or owner to the insurance company or agent. Kakeru Koumuten Co., Ltd. will not provide such guidance.

The age of construction is organized based on general guidelines due to the lack of materials by town and village. Since some time has passed since the survey, please confirm by converting to the current year of construction.

Estimated Age of Construction (as of 2026) Estimated Time of Construction Major Repairs in the Next Renovation
Over 46 years old Before Showa 55 Repairs after the 3rd time. Replacement of water supply and drainage pipes, replacement of iron parts and handrails, seismic diagnosis will be the main points. Buildings under the old seismic standards (before May 31, Showa 56) will also need to assess the necessity of a seismic diagnosis.
36 to 45 years old Showa 56 to Heisei 2 Around the 3rd repair. Complete renovation of waterproofing layers, updates of equipment, and renovations of sashes and entrance doors are likely to be the focus.
26 to 35 years old Heisei 3 to 12 From the 2nd to the 3rd repair. Replacement of waterproofing layers and sealing, updates of equipment will be the focus, and decisions will be made by comparing the previous specifications and the degree of deterioration.
25 years old or younger After Heisei 13 From the 1st to the 2nd repair. Exterior wall painting, sealing, and rooftop waterproofing will be the main focus.

*The age of construction is an estimate calculated from the cutoff year and does not indicate the degree of deterioration. The overall figures for towns and villages do not represent the condition of individual buildings.

Even if the age of construction is the same, the necessary repairs will vary depending on the repair history and reserve fund status of each management association. The management plan certification for condominiums located in the towns and villages of Nishitama District is handled by Tokyo Metropolitan Government. The areas for certification verification include long-term repair plans and separate accounting of repair reserve funds. It is essential to organize the areas that must be repaired this time, those that can be summarized while scaffolding is available, and those that can be postponed for the next time based not only on age but also on deterioration diagnosis, as this will form the basis for deciding how to use the reserve funds.

Four Factors Affecting Buildings and Construction in Nishitama District

Based on public documents, we have organized four characteristics that are linked to large-scale repairs. Nishitama District has hazard maps for landslides and floods for each town and village, district plans for Mizuho Town and Hinode Town, and national parks related to Hinode Town, Hinohara Village, and Okutama Town, and scaffolding requires permission from road managers, so diagnosis for each town and village, as well as confirmation of scaffolding plans and notifications, is essential.

① Climate | Temperature Differences, Heat Waves, Heavy Rain

According to the Japan Meteorological Agency’s observations in Tokyo (not based on observations within Nishitama District), the highest annual temperature from 2021 to 2025 (the highest daily temperature of that year) was between 36.8 and 38.5°C, and the lowest annual temperature (the lowest daily temperature of that year) was between -3.5 and -1.0°C (the highest in 2025 was 38.5°C in August). Annual precipitation varied significantly, with the highest in 2021 at 2,052.5mm and the lowest in 2025 at 1,152.5mm. Due to high summer temperatures and cold winters, exterior walls, sealing, and waterproofing layers undergo repeated expansion and contraction every year.It is recommended to inspect waterproofing layers, sealing, and drains before issues arise.

② Topography and Flooding | Hazard Maps for Each Town and Village

Mizuho Town has updated its regional disaster prevention plan in March of Reiwa 8, and in June of Reiwa 8, it refreshed four types of hazard maps including “Zanbori River Flood and Landslide Hazard Map” and “Internal Water and Landslide Hazard Map.” Hinode Town updated the hazard maps for landslides in the Okuno and Hirai districts at the end of March in Reiwa 5. Hinohara Village has published district-specific landslide hazard maps (2021 edition). Okutama Town could not specify hazard information on the town’s page. You can also check the Tokyo Metropolitan Government’s “Landslide Hazard Warning Area Map.” Please check which assumptions your site falls under in the hazard maps of each town and village.

③ Types of Buildings and Earthquake Resistance | Housing Complexes, Industrial Parks, Wooden Houses

The district plan for Hinode Town includes the “Mikiyoshino District,” which prevents the mixing of residential and industrial areas in the industrial park, and the “Mikiyoshino Sakuragi District,” which aims for a commercial and residential environment. The building agreements include “Hinode Housing Complex” and “Fresh Town.” Mizuho Town and Hinode Town offer subsidies related to earthquake resistance for residential buildings, but Hinode Town’s program is targeted at wooden houses, and it was not confirmed whether condominium management associations can utilize it. The type of building (condominiums, apartments, factories, stores, etc.) affects the manifestation of deterioration and the necessary construction work.

④ Town Rules | District Plans, Building Agreements, National Parks, Scenery

Mizuho Town has three district plans (Shin-Oume Kaido Road District, Hakonegasaki Station West District, Route 16 Motoyasuyama District), and if construction is to be carried out within the area, notification to the town is required before the building confirmation application and at least 30 days prior to commencement. Hinode Town also has two district plans, and construction within the area requires prior notification (the number of days is not specified on the page). Hinode Town, Hinohara Village, and Okutama Town are municipalities related to Chichibu Tama Kai National Park, and within special areas, changes to the color of roofs and walls also require permission under the Natural Parks Act. In the general area of the Tokyo Metropolitan Scenery Plan, a height of 45m or more or a total floor area of 15,000㎡ or more is considered a guideline, and according to the city’s Q&A, even repainting in the same color is subject to regulations (Green Space Scenery Division 03-5388-3265).

Key Issues to Consider When Proceeding with Construction in Nishitama District

Issue Current Situation in Nishitama District and Kakeru Koumuten’s Response
Road Occupation and Scaffolding The contact point for road occupation in Mizuho Town is the Urban Development Department, Construction Division, Maintenance Management Section (042-557-7641). Most application forms require two copies, and the issuance of the permit is expected to take about 1 to 2 weeks from the application date. The contact point for Hinode Town is the Construction Division, Management Section (042-588-4103). There was no mention of scaffolding or application deadlines on the pages for both towns. Road occupation requires permission from the road administrator (town roads and village roads are managed by each town and village, while prefectural and national roads are managed by their respective administrators), so we will confirm the width of the front road and the delivery route on-site, check with the contact point, and incorporate the application schedule into the project timeline.
District Planning, Building Agreements, and National Park Confirmation Both Mizuho Town and Hinode Town have district plans, and Hinode Town also has building agreements. Hinode Town, Hinode Village, and Okutama Town are municipalities related to the national park. We will organize the site designation and color considerations before starting construction.
Delivery in Mountainous Areas and Neighboring Conditions Each town and village has significant differences in the width of the front road, delivery routes, securing material storage areas, and distances to neighbors. We will confirm the delivery route and scaffolding layout during the on-site survey and address areas that may incur additional costs during the estimation phase.
Window Insulation and Subsidies We could not find information on insulation and energy-saving subsidies available for management associations on the official pages. If window renovations are included in large-scale repairs, we will confirm each system, including the national Advanced Window Renovation 2026 and Tokyo’s projects, before signing the contract.
Soil Disaster, Flooding, and Drainage Mizuho Town has published flood hazard maps for the Zambori River, while Hinode Town and Hinode Village have soil disaster hazard maps. We will organize issues related to roof drains, gutters, drainage pipes, water ingress around low floors and basements, and the impact of fallen leaves in properties near trees during the diagnosis.

*The values listed here are statistics and public data for the entire town and do not indicate the condition of individual buildings. The actual deterioration status and necessary repairs will be confirmed through on-site inspections. When considering the color of the exterior walls, it is recommended to check in advance whether there are any district plans, national park permits, or Tokyo Metropolitan landscape regulations affecting your property.

*We accept consultations for all areas of Mizuho Town, Hinode Town, Hinohara Village, and Okutama Town in Nishitama District.

Deterioration Symptoms and Timing Requiring Major Repairs

Generally, major repairs are estimated to occur every 12 to 15 years. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey, the actual repair cycle is most commonly 13 years, with about 70% falling within the 12 to 15 year range, and the cycle tends to shorten with each occurrence. However, the actual judgment is based on the deterioration condition rather than the number of years, so if you observe symptoms like those listed below, early on-site inspection is recommended.

Part Dangerous Deterioration Signs if Left Untreated Main Measures
Exterior Wall (Painted Surface) Chalking (white powder on hands), fading, cracks wider than 0.3mm, blistering or peeling of the paint film Substrate repair + exterior wall painting
Exterior Wall (Tile Surface) Tile lifting or falling off, joint chipping, efflorescence, hollow sounds when tapped Injection for lifting, replacement, clear waterproofing
Sealing Cracks in joints, shrinkage, peeling, hardening Re-sealing
Roof and Balcony Bloating or breaking of the waterproof layer, puddles, clogged drains, rain leaks to lower floors Urethane waterproofing, sheet waterproofing, drain renovation
Metal Parts and Steel Stairs Rust, peeling of the paint film, corrosion of treads Scraping + rust prevention + painting, component replacement
Roof Lifting of ridge cap, cracking or warping of slate, moss, misalignment of tiles Roof painting, roof overlay (cover method), re-roofing
Concrete Spalling (exposed rebar with rust stains), water leakage from cracks Spalling repair + resin mortar filling
Common Corridor and Stair Floors Lifting or peeling of long sheet flooring, exposed substrate Replacement of long sheet flooring + substrate waterproofing

Estimated Repair Cycles by Part (Ministry of Land, Infrastructure, Transport and Tourism Guidelines)

Part/Work Estimated Cycle Part/Work Estimated Cycle
Exterior Wall Painting (Repainting) 12 to 15 years Re-sealing 12 to 15 years
Exterior Wall Painting (Existing Removal + Painting) 24 to 30 years Metal Parts Painting 5 to 7 years
Roof Waterproofing (Repair) 12 to 15 years Water Supply Pipe (Rehabilitation/Replacement) 19 to 23 years / 30 to 40 years
Roof Waterproofing (Removal + New Installation) 24 to 30 years Drain Pipe (Rehabilitation/Replacement) 19 to 23 years / 30 to 40 years

*The above is a reference example from the guidelines and is not a uniform construction deadline. The actual cycle will be set according to the building’s specifications, location conditions, and deterioration status.

Depending on the building, a statutory exterior wall inspection may be required. For buildings subject to regular reporting under Article 12 of the Building Standards Act, an inspection through comprehensive tapping and other methods (including infrared inspections that meet certain requirements) is required for parts of the exterior wall made of tiles, stone, mortar, etc., that may pose a danger to pedestrians due to falling, if certain conditions are met, such as exceeding 10 years since completion or exterior wall renovation. Regarding regular reporting for buildings in towns and villages in Nishitama District, the Tokyo Metropolitan Government’s guidance page states that the 11 cities of Hachioji, Machida, Hino, Tachikawa, Fuchu, Chofu, Mitaka, Musashino, Kokubunji, Nishitokyo, and Kodaira have their respective city halls as submission points, while other cities should contact the Tama Building Guidance Office (Management Division, Inspection Section, 042-548-2029), but there is no mention of towns and villages in Nishitama District. Please first confirm the reporting destination with the Tama Building Guidance Office of Tokyo. The use, scale, and reporting timing of the applicable buildings can be confirmed on the Tokyo reporting timing list (PDF) and at the office. Complex buildings including stores, restaurants, hospitals, hotels, etc., may be subject to reporting depending on their use position (3rd floor and above, 2nd floor, basement, etc.) and scale, so individual confirmation is necessary. Even if not subject to statutory inspection, regular inspections and maintenance to prevent exterior wall falls are essential. (Regular reporting for elevators and other systems is under a different system. For details, please check the Tokyo Metropolitan Government’s regular reporting page, reporting timing list (PDF), or contact the Tokyo Tama Building Guidance Office. If you are unsure, please consult us.)

Examples of Large-Scale Renovation Work

This is an example of exterior renovation work on a mixed-use building undertaken by Kakeru Koumuten Co., Ltd. The building had leaks occurring in several places, and we combined clear waterproofing for the tile exterior wall with rooftop waterproofing for the renovation.

Exterior Renovation Work for Mixed-Use Building (Tile Wall Waterproofing + Roof Waterproofing)

BEFORE

Exterior of mixed-use building before large-scale renovation | Stains on tiles and overgrown ivy

AFTER

Exterior of mixed-use building after large-scale renovation | Tile replacement and clear waterproofing for renovation

Work Details Partial tile replacement / Painting of ancillary parts (pipes, water drainage) / Roof waterproofing work (urethane waterproofing) / Wall tile waterproofing (Seven S) / Sealing work around windows / Repair of wall tile mortar joints / Ivy removal
New Materials Used Wall tiles: Kunishiro Tiles / Painting of ancillary parts: Radical silicone paint / Roof waterproofing: High-strength urethane (Sarasene A) / Wall tile waterproofing: Seven S
Price Range 4,000,000 to 4,100,000 yen
Construction Period 45 days
Location Not disclosed
Background to the Construction Due to leaks from several areas including the exterior walls and roof, we proposed waterproofing for the entire exterior wall. Seven S is a clear waterproofing material for tile walls, which is somewhat expensive but highly waterproof, making it recommended for cases where leaks are occurring from multiple points on the exterior wall.

On-site Investigation & Building Diagnosis (Free) We will conduct a survey of the exterior walls, check for cracks, sealing, and waterproof layers, and if necessary, investigate the rooftop, high places, and leak areas using drones or thermal imaging. For properties in Nishitama District, we will also check the site conditions, trees, road width, necessity of road occupation, distance from neighboring buildings, flood and landslide assumptions on the town’s hazard map, as well as delivery routes and parking.
  3. Submission of Investigation Report & Estimate We will provide a deterioration diagnosis report with photos and an estimate detailing quantities, methods, and materials for each work item. Multiple plans can also be proposed.
  4. Plan Decision & Contract Confirm colors through color simulations, paint boards, and trial painting. For management associations, we will assist in preparing materials for the general meeting. If notifications under the Tokyo Metropolitan Landscape Ordinance are required, we will also explain the color considerations.
  5. Notification to Residents & Neighbors We will distribute construction notices, conduct greetings to neighbors, and set up a bulletin board at the entrance (with a schedule and laundry information). If temporary relocation of parking is necessary, adjustments will be made at this stage.
  6. Temporary Scaffold Installation & Various Works Our in-house scaffold team will set up the scaffolding, followed by high-pressure washing → substrate repair → sealing → exterior wall painting & tile repair → waterproofing → iron parts & ancillary work in that order. A supervisor will inspect each stage and take construction photos.
  7. Completion Inspection, Scaffold Dismantling & Handover We will confirm the finish in the presence of the customer and provide construction photos, a report on the paints used, and a warranty certificate.
  8. Aftercare We will send out annual DM notifications, allowing for yearly inspections. Simple repairs such as partial sealing are provided free of charge.

Resident Communication, Additional Work Approval, Inspection Reports

Equally important as the construction itself is “when, what, and with what materials we report”. At Kakeru Koumuten, we provide materials and reports in the following four scenarios.

Scenario Materials Provided / Actions Taken
Before Construction
Building Diagnosis
We will provide a deterioration diagnosis report with photos. This document summarizes the deteriorated areas and the rationale for the proposed scope of work.
Before Construction to During Construction
Notification to Residents & Neighbors
We will distribute construction notices, conduct greetings to neighbors, and provide information on the schedule and laundry via the entrance bulletin board.
During Construction
Approval for Additional Work
Any deterioration discovered after scaffolding is erected will be presented with photos, quantities, and costs for approval before proceeding with the work.
During Construction to Completion
Inspection Report
A supervisor will inspect each stage and take construction photos. Upon completion, we will confirm the finish in the presence of the customer and provide construction photos, a report on the paints used, and a warranty certificate.

* For management associations, it is smooth to decide in advance who will approve additional work (such as the chairman or the repair committee) and the approximate amount that will require approval before the contract.

How will life be during construction? Impact on residents

Large-scale repairs are principally carried out while residents remain in their homes. However, there will be limitations on daily life while scaffolding is in place. Most troubles can be prevented simply by providing prior notice, so Kakeru Koumuten Co., Ltd. thoroughly explains and posts information before construction begins.

What will be affected What will actually happen / Our response
Laundry On days of high-pressure washing, painting, and waterproofing, outdoor drying will not be possible. We will inform you via bulletin boards and each unit’s mailbox about “which side will be worked on today” and will secure as many days as possible for drying.
Window opening and closing In addition to washing and painting days, there may be times when windows cannot be opened during other processes such as protection, drying, and waterproofing. We will inform you for each process, so please check the postings and notifications. We will arrange the schedule to avoid continuous closures.
Balcony During floor waterproofing and handrail painting, we ask for temporary relocation of personal items, plants, and air conditioning outdoor units. The timing will be notified in advance for each unit.
Noise and odor The period of substrate repair (breaking and drilling) will produce the most noise. Working hours are generally from 8 AM to 5 PM, and we will accommodate requests such as refraining from work on Sundays and holidays. Low-odor paint options are also available.
Security and privacy Scaffolding can become a potential entry point. We can take measures such as blocking sightlines with mesh sheets and installing locks and sensor lights on the scaffolding’s access stairs at night. We also thoroughly educate visitors on proper manners.
Parking Vehicles on the side where scaffolding will be erected will need to be temporarily relocated. Since securing a relocation spot may take time, we will start securing a relocation spot together 2 to 3 months before construction begins.
Pets, small children, and working from home If you have sensitivities to noise, please inform us in advance, and we may be able to accommodate adjustments to the work schedule. Please feel free to let us know.
Rented rooms We can assist owners in creating notification documents for residents. If there are concerns about the impact on occupancy rates due to construction, we will also propose an image change through color simulations.

How to choose a large-scale repair contractor and ordering method

There are many large-scale repair contractors that cover the Nishitama District of Tokyo, and you may be unsure which contractor to choose. When requesting renovations for apartments, condominiums, or buildings, please check the following four points.

● Have extensive experience in large-scale repairs

● Confirm the presence of warranties and aftercare services

● Obtain estimates from multiple contractors (at least three)

● Confirm whether they are self-managed

Have extensive experience in large-scale repairs

Large-scale repair contractors often have websites that showcase their track record in exterior renovations. If they provide detailed explanations of repair contents with photos, it gives peace of mind as a reference when actually requesting work.

Using ratings from Google and review sites can be effective when comparing large-scale repair contractors!Be cautious if there are many negative reviews. If there are few reviews, also check the construction track record, content of explanations, and management system.

Large-scale repair work can lead to troubles not only with the construction itself but also with residents and nearby neighbors, so it is necessary to report the progress of the work and information about laundry on bulletin boards to prevent issues in advance. Kakeru Koumuten specializes in exterior work, and we receive many requests for exterior renovations of apartments and condominiums.

Check for warranties and aftercare services

When choosing a large-scale repair company, make sure to check for warranties. If any issues like leaks occur after the work is completed, having a leak warranty from the contractor ensures repairs can be done at no cost, providing peace of mind! Companies that offer warranty periods are often confident in their work, which can serve as a criterion for selecting a contractor.

Warranty periods vary by contractor and type of work, but typically range from 1 to 10 years. Emergency repairs or partial fixes often do not come with leak warranties. Some contractors also offer aftercare services separate from warranties, so be sure to check if there are warranties or aftercare services available.

Kakeru Koumuten sends out annual DM for aftercare maintenance, allowing for yearly inspections. We also provide simple repairs like partial sealing at no charge.

Obtain estimates from multiple contractors (at least 3 companies)

When requesting large-scale repairs, be sure to obtain estimates from multiple contractors. It is important to get estimates from at least 3 companies and compare their quotes and reports! Even for the same work, costs may vary between contractors, and warranties and aftercare services can differ as well. Additionally, obtaining multiple estimates makes price negotiations easier.

When comparing estimates, consider not only the cost but also the “items in the estimate,” “methods and materials for substrate repair and exterior painting,” and “confirmation of the process.” Carefully compare these details! If the quality of auxiliary materials is low or if steps are skipped, costs can be reduced, so avoid making decisions based solely on price. Especially since substrate repair work can be hard to assess from appearance alone, ensure that the repair methods are appropriate for the condition of the substrate!

Check these points on the estimate (checklist)

Verification Items Points to Check
Are there many “lump sum” entries? Are the quantities and unit prices clearly stated? With “Exterior Wall Repair Lump Sum,” comparisons and verifications cannot be made.
Do the quantities match the actual measurements? Are there quantities recorded that are far from the drawings or actual measurements? This is the area where inflation is most likely to occur.
Proportion of miscellaneous expenses Details and proportions of site management costs, general management costs, statutory welfare costs, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, the average is about 10% of the construction cost (excluding common temporary costs), but this varies depending on the scale and conditions of the building, so there is no uniform standard.
Are the names of materials written? Are the manufacturer names, product names, grades, and number of coats for paints and waterproofing materials listed?
Treatment of quantities for substrate repairs This is an item that cannot be accurately measured until scaffolding is set up. It is crucial to state whether it is “estimated quantity” or “actual quantity settlement,” and the agreements for increases or decreases.
Warranty and after-inspection Warranty period for each construction, frequency of inspections, and scope of free support.
Company’s backing Types of construction industry licenses, track record of similar scale and structure projects, presence of qualified personnel.

Check if it is managed in-house

Large-scale repair work includes various tasks such as “substrate repair work,” “exterior wall painting,” “waterproofing work,” and “pipe replacement,” and the plan content will change based on the actual deterioration condition and customer preferences.

Contractors that completely outsource to subcontractors may lack knowledge and experience, leading to proposals for repairs in irrelevant areas or meaningless work. If you investigate and then request a subcontractor, it may incur additional time and costs. By having the knowledge and experience to manage in-house, responsible construction that keeps costs down becomes possible.

Additionally, contractors that outsource may also respond slowly in the event of trouble during construction. It is safer to avoid having a company that has not actually met with the customer manage the construction. Kakeru Koumuten performs everything from temporary scaffolding setup to exterior wall painting and waterproofing work in-house, managed by knowledgeable and experienced personnel!

There are three ordering methods. The choice affects how the process proceeds

Especially for management associations, it is necessary to decide “how to request” before “which company to hire.” The main ordering methods are the following three.

Method Procedure Advantages Disadvantages
Responsible Construction Method The construction company handles investigation, design, construction, and management all at once No additional costs for design consulting (investigation and design costs may be included in the construction costs) / Single point of contact reduces the burden on the management association / Responsibility is clear / The period until ordering can sometimes be shortened Specifications tend to be left to the construction company, making it difficult to compare side by side / Third-party checks are hard to implement, requiring the management association to verify price, specifications, and construction status
Design Supervision Method A design office or consultant conducts investigation and design, while a separate company handles construction Allows comparison of construction companies under the same conditions / Independent supervision during construction Consulting fees are required separately / Caution is needed regarding conflicts of interest and collusion risks / Tends to prolong the period
Management Company Prime Contract Method The management company acts as the prime contractor, with subcontractors performing the construction Easy coordination with daily management / Minimal effort required from the management association Intermediate margins can make it more expensive / Competition principles may not be effectively applied
In Nishitama District, the scale of buildings and the structure of management associations vary greatly from building to building. As the number of units decreases, the burden of consulting fees increases, so we believe that the responsible construction method is often suitable for small to medium-sized buildings. On the other hand, for large buildings with many units, the advantages of having a third party standardize specifications and compare under the same conditions become significant. The weaknesses of responsible construction are “difficulty in comparing side by side” and “difficulty in third-party checks,” making verification of price, specifications, and construction status necessary for any method. Therefore, Kakeru Koumuten provides estimates that clearly state quantities, methods, and materials for each construction item, allowing for comparison on the same level as other companies. If you bring estimates from other companies, we can recreate them under the same conditions.

Collusion and Inappropriate Consulting Issues in Large-Scale Renovations and Self-Defense Measures

Latest 2026 In the large-scale renovation industry, inappropriate orders linked between design consultants and construction companies have long been a concern. The Ministry of Land, Infrastructure, Transport and Tourism issued warnings and notifications to management associations in January 2017 and April 2023, and on September 28, 2026, the Japan Fair Trade Commission announced that it had issued exclusion orders to 38 companies and a total of 1.63788 billion yen in surcharge payment orders to 37 companies regarding large-scale renovation work commissioned by condominium management associations in the Kanto region.

※Based on the announcement by the Japan Fair Trade Commission (September 28, 2026).

Three Typical Methods

① Dummy Estimates

Prior to placing an order, companies are predetermined, and other companies only provide high estimates in a formal manner, creating a “fixed race.” This gives the impression to the management association that they have “properly obtained competitive estimates.”

② Collusion with Design Supervisors

Consultants contract at extremely low design supervision fees while receiving kickbacks from the high construction costs of partner contractors. Be cautious of design supervision fees that are too low.

③ Back Margin

A certain percentage of the contract amount is given as a kickback, which is then added to the construction costs as an expense. As a result, the management association ends up paying extra.

Self-Defense Measures for Management Associations

  • Obtain independent estimates from multiple companies
  • Consult with neutral third parties such as condominium management professionals or architects
  • Document the contractor selection process in minutes to ensure transparency
  • Confirm the reasons for unusually low consulting fees
  • Include a penalty clause in the contract for cases of collusion
  • Avoid concentrating information with a single consultant and verify specifications independently
Kakeru Koumuten Co., Ltd. welcomes such fair bidding and opportunities for third-party comparisons. Because we keep costs down through our own work, providing estimates that clearly state quantities, methods, and materials, we believe this makes us advantageous enough to be compared on the same level. We welcome competitive estimates.

Frequently Asked Questions about Large-Scale Renovations in Nishitama District, Tokyo

How much does a large-scale renovation in Nishitama District, Tokyo cost?
For condominiums, according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, about 70% of cases fall within the range of 750,000 to 1,500,000 yen (excluding consumption tax and common temporary construction costs), with the most common range being 1,000,000 to 1,250,000 yen. Based on our company’s construction records, for a two-story wooden apartment, the cost is around 2,000,000 to 4,000,000 yen, for a three-story steel or RC apartment, it ranges from 4,000,000 to 9,000,000 yen, and for small condominiums or mixed-use buildings, it is estimated between 5,000,000 and 15,000,000 yen. Costs may vary depending on the condition of the substrate and whether waterproofing or roofing work is required, so we provide free on-site estimates.
How often should large-scale renovations be carried out?
Generally, a cycle of 12 to 15 years is recommended, and the actual cycle is most commonly 13 years according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey, with about 70% falling within the 12 to 15-year range. However, the decision should be based on the condition of the building rather than just the number of years. If there are signs of deterioration in the sealing, lifting of tiles, or breaks in the waterproof layer, it is advisable to carry out repairs without waiting for the cycle, as this can ultimately reduce costs. The number of condominium buildings and their breakdown by age in the towns and villages of Nishitama District could not be confirmed from public documents. Generally, buildings aged 26 to 35 years enter their second to third renovations, focusing on replacing waterproof layers and sealing, as well as updating equipment. For buildings over 36 years old, updating water supply and drainage pipes is necessary, and for buildings constructed under the old seismic standards (before May 31, 1981), consideration for seismic diagnosis is also required. Since conditions vary by building, we assess based on on-site surveys and long-term repair plans.
How long does the construction period take? Can residents stay during the work?
For apartments, the period is approximately 3 weeks to 2 months, for small condominiums or buildings, it is about 1.5 to 3 months, and for condominiums with over 50 units, it typically takes 4 to 6 months. Residents can remain in their homes during the construction. However, while scaffolding is in place, there may be restrictions on hanging laundry outside and opening windows, so we ensure to minimize the impact on daily life by distributing prior notifications, providing information on the progress and laundry schedules on bulletin boards, and strictly adhering to work hours.
How long should we expect from the start of planning to the completion of construction?
For management associations, it typically takes 1 to 1.5 years for establishing the repair committee, conducting building diagnostics, selecting contractors, and passing resolutions at general meetings, followed by an additional 3 to 6 months for construction. Overall, it is advisable to plan for around 2 years to proceed comfortably. If utilizing subsidies or tax incentives, obtaining management plan certification (resolutions at general meetings, pre-confirmation, and certification application) will also take time, so please factor that into your timeline.
Are there any subsidies available for large-scale renovations in Nishitama District, Tokyo?
Based on the official pages of Mizuho Town, Hinode Town, and Hinohara Village, there do not appear to be any local programs that subsidize the construction costs or deterioration diagnosis costs for large-scale renovations of condominiums (the page for Okutama Town could not be identified. As of October 15, 2026, please confirm with the relevant departments of each town). The management plan certification for condominiums located in the towns and villages of Nishitama District is handled by the Tokyo Metropolitan Government (Housing Policy Bureau, Private Housing Department, Condominium Division), and according to the Tokyo guidelines, the basic handling fee for those with a pre-confirmation compliance certificate is set at 4,100 yen. The reduction of fixed property tax (Condominium Longevity Promotion Tax System) is a national program targeting construction completed by March 31, 2027. The reduction rates and application destinations vary by town, but information could not be confirmed on the official pages of the three towns, so please check with the tax department before construction. Consideration should also be given to loans from the Japan Housing Finance Agency and Tokyo’s “Condominium Improvement Construction Subsidy” (interest subsidies; applications for the second phase of fiscal year 2026 are accepted until February 19, 2027). Mizuho Town has announced the end of its housing renovation subsidy program, and Hinode Town’s seismic assistance is targeted at wooden houses. Information on insulation and energy-saving subsidies available to management associations could not be confirmed on official pages. If the construction includes windows and insulation, it may be eligible for national programs such as “Advanced Window Renovation 2026,” “Mirai Eco Housing 2026,” and Tokyo’s existing housing energy-saving renovation promotion project. The timing of applications and applicants varies by program, so please check the eligibility conditions and application procedures for each program before contracting and starting work.
I heard that fixed property taxes can be reduced through large-scale renovations. Is that true?

According to the official pages of Mizuho Town, Hinode Town, Hinohara Village, and Okutama Town in Nishitama District, there do not appear to be any unique landscape regulations for these towns. In the general area of the Tokyo Metropolitan Landscape Plan, buildings over 45 meters in height or with a total floor area of over 15,000㎡ are subject to notification, and there may be different standards in areas such as the basic landscape axis (district classifications can be searched on the Tokyo Metropolitan page using the address). The Tokyo Metropolitan Q&A indicates that repainting with the same color is also subject to notification (normal maintenance activities such as tile repairs are excluded. The judgment is based on the overall scale of the building, and notification is required at least 30 days before starting work. Green Space Landscape Division 03-5388-3265). Additionally, Hinode Town, Hinohara Village, and Okutama Town are municipalities related to Chichibu-Tama-Kai National Park, and within special areas, permission under the Natural Parks Law is required for changes to the color of roofs and walls. There may be additional restrictions in the district planning areas of Mizuho Town and Hinode Town, as well as in the building agreement areas of Hinode Town. Whether notification is necessary depends on the location of the building and the scope of the work, so please check in advance. We will also investigate this during our survey. Sharing a color simulation of the completed image can facilitate discussions at meetings and with neighbors.

Why is only the north side of the exterior wall covered in moss and algae?
This is because areas with poor sunlight and trapped moisture are prone to the growth of algae, moss, and mold. In addition to the north side, areas that do not receive sunlight due to neighboring buildings or trees are also likely to be affected. After thoroughly cleaning with high-pressure washing, choosing paint with anti-algae and anti-mold properties can help prevent recurrence. We also recommend checking for blockages in roof drains and gutters caused by fallen leaves and mud, as these can lead to puddles on the roof and cause leaks.
Which method should I choose, responsibility construction method or design supervision method?
For buildings with fewer units, the burden of consulting fees tends to be heavier, so we believe that the responsibility construction method is often more suitable for small to medium-sized buildings. On the other hand, for large buildings with many units, the design supervision method allows a third party to standardize specifications, providing significant advantages for comparison under the same conditions. While the design supervision method allows for comparison of construction companies under the same conditions since a third party creates the specifications, it incurs separate consulting fees and requires caution regarding conflicts of interest and collusion risks. Even with the responsibility construction method, verifying price, specifications, and construction status is essential. Kakeru Koumuten Co., Ltd. provides estimates that clearly outline quantities, methods, and materials for each construction item, allowing for comparison on the same playing field with other companies.
How can I detect collusion in large-scale repairs?
There are three typical methods. ① Pre-selecting a contractor and having other companies submit only formal high estimates, known as “dummy estimates,” ② A consultant contracting at an extremely low design supervision fee and receiving kickbacks from partner companies, ③ Adding a portion of the contract amount as a back margin to the construction costs. Countermeasures include obtaining independent estimates, consulting with a neutral third party, documenting the selection process in minutes, and including penalty clauses in contracts. On September 28, 2026, the Japan Fair Trade Commission announced exclusion orders and payment orders for surcharges related to large-scale repair work.
How many companies should I get estimates from?
We recommend at least three companies. If there are too many, it becomes difficult to compare; if there are too few, competition does not occur. What is important is not the number of companies but “comparing after creating the same playing field.” By creating a common specification sheet and quantity table and requesting under the same conditions, and making detailed breakdowns mandatory instead of allowing “one set” notation, it becomes clear whether the price differences are due to differences in scope or unit prices.
What is the difference if you own your own scaffolding?
In large-scale repair construction costs, temporary construction accounts for about 20% (according to the Ministry of Land, Infrastructure, Transport and Tourism’s fiscal year 2021 survey). By not outsourcing scaffolding work, it is easier to control costs in this area, and our own scaffolding team can flexibly respond to sudden changes in the schedule or additional work. Kakeru Koumuten Co., Ltd. owns scaffolding materials for approximately 100 detached houses and plans according to the site, even in areas with height differences or narrow front roads.
I’m in the middle of getting estimates, but can I just have the estimate reviewed?
Of course, that’s possible. If you bring estimates from other companies, we will check for free whether the items, quantities, methods, and materials are appropriate and provide an estimate under the same conditions. We welcome comparative estimates.
Can I request just emergency repairs for leaks?
Yes. As a preliminary step before large-scale repairs, we also accept requests for emergency repairs or partial repairs for leaks. We will identify the cause using thermal imaging and drones and propose the minimum necessary repairs.
Can you handle roofing materials and exterior wall materials that contain asbestos?
Yes, we can. We have qualified personnel, including asbestos work supervisors and investigators for buildings with asbestos-containing materials. We handle everything from the legally required preliminary surveys to the roof overlay (cover method) and removal of asbestos-containing roofing materials. As of October 15, 2026, I could not find information on the official pages of towns and villages in Nishitama District regarding subsidies for asbestos surveys and removal work, or the contact points for notifications in those towns and villages. The report of the preliminary survey results for asbestos is generally required to be submitted through the national electronic system. Please confirm with the relevant authorities at the national, Tokyo, and town levels during the planning stage of the work.
What happens if large-scale repairs are not done?
There are risks such as personal accidents due to falling exterior wall tiles, structural deterioration due to corrosion of rebar, water leaks, and a decrease in asset value. Furthermore, for buildings subject to regular reporting under Article 12 of the Building Standards Act, investigations through comprehensive probing, etc., are required under certain conditions, such as when more than 10 years have passed since completion or exterior wall renovations for tiled or mortar-finished walls. There is no mention of towns and villages in Nishitama District on the Tokyo guidance page for regular reporting of buildings. Please first confirm with the Tamagawa Building Guidance Office in Tokyo. Conditions such as applicable uses and scales, as well as the number of floors or floor area that qualify as multi-family housing, can be checked on the Tokyo reporting schedule list (PDF) or at the contact point. Mixed-use buildings including stores, restaurants, hospitals, and hotels may also be subject to reporting depending on their use and scale, so individual confirmation is necessary. Even if not subject to statutory investigation, regular inspections and maintenance are essential, so please consult us if you are unsure.
How much does large-scale repair for an apartment (about 10 units) cost?
For a two-story wooden building with 6 to 10 units, the estimate is between 2,000,000 and 4,000,000 yen, and for a three-story steel or RC building with 10 to 20 units, it is between 4,000,000 and 9,000,000 yen based on our company’s track record (including scaffolding, substrate repairs, exterior wall painting, sealing, and waterproofing). It is common for apartments to undergo repairs every 10 to 15 years. In the case of owners, there is an increasing trend to change the appearance through color simulations during repairs to improve occupancy rates.
