Conclusion First

  • Cost Estimate / For condominiums, the cost per unit is approximately 750,000 to 1,500,000 yen (according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, about 70% fall within this range, with the most common being 1,000,000 to 1,250,000 yen. This amount excludes consumption tax and common temporary costs). For wooden apartments, the estimate is 2,000,000 to 4,000,000 yen per building.
  • Estimated Cycle / 12 to 15 years. However, the deciding factor is not the number of years but the condition of deterioration.
  • Particularly Relevant in Miyamae Ward / The undulating terrain of the Tama Hills (slopes and valleys), retaining walls, slopes, and the potential for landslides, the aging of suburban residential areas reaching half a century since development, redevelopment around Saginuma Station, and considerations for transportation and neighboring areas around the station, as well as confirming the appearance and procedures due to district plans, landscape plans, and building agreements.
  • Available Funds / There are no subsidies specifically for large-scale renovations, but if requirements are met, there is a 50% reduction in fixed asset tax (for work completed by the end of March 2027), national subsidies if including windows and insulation, and public financing may be available.
  • Tips for Success / At least three competitive estimates. Compare not only the amounts but also the quantities, methods, and materials.

Others Replacement of rain gutters, rooftop and exterior wall inspections using drones, leak investigations using thermography, and preliminary surveys of asbestos-containing materials.

Scope of Major Repairs Determined by Building Diagnosis

It is not always necessary to carry out all of the above works. The extent of the work will be determined based on the results of the building diagnosis. At Kakeru Koumuten Co., Ltd., we conduct free on-site surveys to confirm the items below, compile them into a deterioration diagnosis report with photos, and propose the scope of work.

Diagnosis Area Main Inspection Method Scope of Work Determined by Diagnosis Results
Exterior Wall (Painted Surface) Visual inspection, checking the width of cracks and the condition of the paint film Method and quantity of crack repairs, specifications for painting (repainting or painting after removing the existing paint film)
Exterior Wall (Tile Surface) Sounding inspection. High areas checked with a drone Scope and estimated quantity for injection and replacement, whether clear waterproofing is necessary
Sealing Checking for cracks, shrinkage, peeling, and hardening Whether to replace or add to the existing sealant, the scope of joints to be worked on
Rooftop, Balcony, Shared Corridor Checking for blisters or breaks in the waterproof layer, puddles, and the condition of drains Full renovation or partial repair, method (urethane waterproofing, PVC sheet waterproofing, long sheet), whether drain renovation is necessary
Leak Areas Investigation using thermal imaging camera and drone Identification of the cause and the priority areas for repair
Metal Parts, Roof, Accessories Checking for rust, corrosion, lifting, and cracking. For buildings near the sea, checking the progression of rust due to salt Whether it can be resolved with painting or if material replacement or overlay installation is necessary
Site and Surroundings Checking slopes, retaining walls, embankments, trees, delivery routes, and parking areas Planning for scaffolding and the scope of temporary construction
The diagnosis results will be categorized into three groups: “Must Repair This Time,” “Consolidate While Scaffolding is Up,” and “Can Be Postponed to Next Time.” Items related to safety or leaks, such as leaks, floating tiles, or breaks in the waterproof layer, are essential work for this time. Exterior walls and sealing that cannot be constructed without scaffolding will be consolidated for this time, while lightly deteriorated work that does not relate to scaffolding will be candidates for postponement to next time. We can also provide multiple plans to fit your budget.

Cost Estimates for Large-Scale Repairs in Miyamae Ward, Kawasaki City

The cost of large-scale repairs varies significantly depending on the size of the building, its condition, the scope of work, and the materials used. First, please refer to the national market price based on public statistics, then to our company’s cost estimates based on our construction records categorized by size, and finally to examples of unit prices for each type of work.

The national average for condominiums is 750,000 to 1,500,000 yen per unit

According to a survey conducted by the Ministry of Land, Infrastructure, Transport and Tourism, which compiled 818 construction cases (FY 2021), approximately 70% of the costs for large-scale repairs are concentrated in the range of 750,000 to 1,500,000 yen per unit, with the most common price range being 1,000,000 to 1,250,000 yen. Please note that the amounts in this survey do not include consumption tax and common temporary construction costs, so they differ from the current total construction costs including tax.

Construction Cost per Unit Percentage Construction Cost per Unit Percentage
Up to 750,000 yen 15.1% 1,250,000 to 1,500,000 yen 17.4%
750,000 to 1,000,000 yen 24.7% 1,500,000 to 2,000,000 yen 9.1%
1,000,000 to 1,250,000 yen 27.0% (most common) Over 2,000,000 yen 2.8%

Source: Ministry of Land, Infrastructure, Transport and Tourism “FY 2021 Survey on Large-Scale Repair Work for Condominiums” (200 companies, 818 cases) *The amounts do not include consumption tax or common temporary construction costs. The percentages do not total 100% due to rounding and non-responses.

The fewer the number of units, the higher the cost per unit. Since scaffolding, common temporary construction, and site management costs are fixed costs determined by the size of the building, dividing these by a smaller number of units increases the burden per unit. For a condominium with fewer than 20 units, a quote of “over 1,500,000 yen per unit” is not necessarily an excessively high estimate. Conversely, the effect of choosing a company that can reduce scaffolding costs is greater for smaller buildings.

Breakdown of Construction Costs (Where the Money Goes)

Category Composition Ratio Main Contents
Construction-related Work 60.3% About half for exterior walls, about one-third for waterproofing. Substrate repairs, tiles, painting, waterproofing
Temporary Construction 22.8% Scaffolding, mesh sheets, protective coverings, etc. (does not include common temporary construction costs)
Miscellaneous Expenses 10.3% Site management costs, general management costs, statutory welfare costs, etc. (9.5%), insurance premiums for large-scale repair defect insurance (0.8%)

Source: Ministry of Land, Infrastructure, Transport and Tourism “Fiscal Year 2021 Survey on Large-Scale Repair Work for Condominiums” (Second survey of large-scale repair work. The overall average is 59.0% for construction-related costs, 22.3% for temporary works, and 9.9% for miscellaneous expenses). *The total does not equal 100% because it includes equipment-related work, exterior works, and others. This is an average value and not a criterion for judging the appropriateness of individual estimates.

Approximately one-fifth of the construction cost is for temporary works (scaffolding). Kakeru Koumuten Co., Ltd. owns its own scaffolding materials and has its own scaffolding team, so it becomes easier to keep the costs of this temporary work down. While not all temporary costs can be eliminated, planning the scaffolding on-site, especially in sloped or uneven areas, is an important part of preventing additional costs after construction begins.

Cost Estimates by Building Size (Scaffolding, Substrate Repair, Exterior Wall Painting, Waterproofing, Sealing)

Type and Size of Building Cost Estimate Estimated Construction Period
Wooden Apartment (2 stories, 6-10 units) 2,000,000 – 4,000,000 JPY 3 – 5 weeks
Steel Frame/RC Apartment (3 stories, 10-20 units) 4,000,000 – 9,000,000 JPY 1 – 2 months
Mixed-Use Building/Small Condominium (4-5 stories) 5,000,000 – 15,000,000 JPY 1.5 – 3 months
Medium-Sized Condominium (30-50 units) 20,000,000 – 50,000,000 JPY 3 – 5 months
Large Condominium (100 units or more) Around 100,000,000 JPY or more 6 months or more

*The above is an estimate based on Kakeru Koumuten’s construction performance and may vary depending on the presence of roofing work, metal work, plumbing, etc. For condominiums, please also use the above national statistics (750,000 – 1,500,000 JPY per unit) multiplied by the number of units as a guideline.

Breakdown of Costs for Temporary Works, Substrate Repair, Exterior Walls, and Waterproofing

The estimate for large-scale repairs is broadly divided into “temporary works,” “substrate repair,” “sealing,” “exterior wall painting,” “waterproofing,” and “miscellaneous expenses.” Before comparing total amounts, please check what each item includes, how much, and at what cost.

Item What to Confirm in the Estimate
Building Prerequisites Structure (wooden, steel frame, RC), number of floors, number of units, exterior wall area, and waterproof area. Confirm whether the area is based on drawings or actual measurements.
Common Temporary Works & Scaffolding Area and unit price of scaffolding, mesh sheets, protection, temporary toilets, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for Reiwa 3, temporary works such as scaffolding account for about 20% of construction costs (excluding common temporary costs).
Substrate Repair Quantities and unit prices for repair methods such as cracks, lifting, and spalling. Since these items are not finalized until scaffolding is set up, confirm whether it will be based on estimated quantities or actual settlement, and the settlement method if quantities increase or decrease.
Sealing Whether it is a replacement or additional application, length to be applied (m), and material name.
Exterior Wall Painting Painting area (㎡), manufacturer name, product name, grade of paint, number of coats, and scope of ancillary parts.
Waterproofing Area by section such as rooftop, balcony, and shared corridor, method, material name, and whether drain renovation is included.
Inspection & Reporting Inspections for each process, construction photos, and whether a completion report and warranty are included.
Miscellaneous Expenses Details and percentages of site management costs, general management costs, statutory welfare costs, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for Reiwa 3, the average is about 10% of construction costs, but it varies depending on the size and conditions of the building, so there is no uniform standard.
Tax Classification Whether the amount is tax-inclusive or tax-exclusive. Since companies display this differently, always ensure consistency before comparing total amounts.
Kakeru Koumuten Co., Ltd. provides estimates that clearly state quantities, methods, and materials for each construction item. For reference on unit prices for each type of repair work, please see the following “Examples of Unit Prices for Repair Work.”

Select Paint and Waterproofing Grades Based on “Years Until Next Repair”

“Good paint does not equal the right choice.” The best way to choose is to align when to conduct the next major repair with the durability of the materials to avoid waste.

Grade Estimated Lifespan Suitable Cases
Silicone / Radical Control Type 10-16 years Buildings that are cycled every 12-15 years. A good choice balancing cost and performance. The lifespan varies by product, so choose a product specification that matches the cycle.
Fluorine 16-20 years Buildings that want to set the next repair after 15 years, high-rise or complex-shaped buildings where scaffolding costs are high.
Inorganic 18-22 years Buildings that want to suppress dirt adhesion. Effective for areas with poor sunlight and areas prone to algae and moss due to humidity around water.
Urethane Waterproofing (Rooftop) 8-15 years Rooftops with complex shapes, when wanting to renovate while utilizing the existing waterproof layer. Mid-term inspections and repairs, such as re-coating the top coat, are prerequisites.
PVC Sheet Waterproofing 20-25 years Rooftops with a large area and simple shapes. The construction period is short.
Asphalt Waterproofing 15-20 years Rooftops planned for long cycles. The cost per instance will increase.

* The estimated lifespan is a general guideline and may vary depending on sunlight, location, and the condition of the substrate. For areas exposed to strong rain, wind, and sunlight, choosing high-weather-resistant paint and specifications that include rust prevention for metal parts after cleaning will change durability.

Guideline for Repair Reserve Funds and Options When Insufficient

The Ministry of Land, Infrastructure, Transport and Tourism guidelines indicate the guideline for repair reserve funds on a monthly basis per exclusive area. Additional charges are necessary if there is a mechanical parking lot.

Building Size (Less than 20 Stories) Monthly Guideline (Average) Range Covering Two-Thirds of Cases Conversion for 70㎡
Building Total Floor Area Less than 5,000㎡ 335 JPY/㎡ 235-430 JPY/㎡ Approximately 16,500-30,100 JPY
5,000-10,000㎡ 252 JPY/㎡ 170-320 JPY/㎡ Approximately 11,900-22,400 JPY
10,000-20,000㎡ 271 JPY/㎡ 200-330 JPY/㎡ Approximately 14,000-23,100 JPY
20,000㎡ or More 255 JPY/㎡ 190-325 JPY/㎡ Approximately 13,300-22,750 JPY

Source: Ministry of Land, Infrastructure, Transport and Tourism “Guidelines on Repair Reserve Funds for Condominiums” (Reiwa 6 June Revision – PDF) / National average is 13,378 JPY per unit per month (Reiwa 5 Fiscal Year Comprehensive Survey on Condominiums)

In the comprehensive survey for the fiscal year Reiwa 5, 36.6% of management associations responded that “the repair reserve fund is insufficient compared to the plan.” If it is insufficient, there are four main options.

Options Considerations and Cautions
① Adjusting the timing of construction Based on deterioration diagnosis, postpone less urgent construction to the next time. However, it is essential to distinguish between construction that can be postponed and that which cannot, as delaying waterproofing and tile peeling measures will ultimately be more costly.
② Reviewing the scope and specifications of construction Reviewing paint grades, changing from full renovation to partial renovation, etc. Please consider this separately from “apparent cost reductions” that skip processes.
③ Utilizing subsidies and tax systems Subsidies for energy-saving renovations, etc. (described later). The reduction of fixed asset taxes is a system that lowers the tax amount for each unit owner and does not directly increase the repair funds of the management association.
④ Increasing the reserve fund, borrowing, or one-time payments In addition to considering increasing the repair reserve fund at the general meeting, the housing finance support organization’s condominium common area renovation loan requires no collateral. Interest rates can be lowered by obtaining management plan certification.

Subsidies, Tax Systems, and Loans to Check for Large-Scale Renovations in Miyamae Ward, Kawasaki City

Both Kawasaki City and Kanagawa Prefecture do not have subsidies specifically for large-scale renovation work itself (Kawasaki City has indicated that there are no subsidies for renovation work aimed at exterior wall painting or roof repairs). The available options can be broadly categorized into the following four types. The eligibility and application status of the systems may change during the fiscal year, so please be sure to confirm with our company or each contact point before contracting or starting work. (As of October 8, 2026)

Type Details
① Support for Consultation and Planning Free consultations with experts and dispatch of advisors. Useful in the preliminary stages before large-scale repairs, such as deterioration diagnosis and review of long-term repair plans.
② Construction Subsidies by Purpose Energy saving (windows, insulation), earthquake resistance, barrier-free, asbestos, EV charging, etc. Incorporated into large-scale repairs.
③ Tax Incentives Reduction of fixed property tax under the condominium longevity promotion tax system.
④ Public Financing Renovation loans for common areas of condominiums from the Japan Housing Finance Agency.
Common Pitfall: The timing of applications and applicants varies by system, and applications will close once the budget is reached, even mid-year. Subsidies for sprayed asbestos measures in Kawasaki City become ineligible if investigations or removals, or contracts for them, are conducted before receiving the grant decision. Kanagawa Prefecture’s subsidies require construction to start after the grant decision, while national energy-saving subsidies require registered contractors to apply after the completion of construction, and reductions in fixed property tax require declarations after construction completion. Please confirm the eligibility conditions and application procedures for each system before contracting or starting construction, and plan accordingly with the schedule for the general meeting resolutions. Missing this could render systems that should have been usable completely unavailable.

① Condominium Longevity Promotion Tax System (Reduction of Fixed Property Tax)

If large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of certain qualifying condominiums are carried out, the fixed property tax amount for the building in the following year will be reduced by half (up to 100 square meters per unit; urban planning tax is not included).

Main Requirements Built over 20 years ago, with a total of 10 or more units / at least one instance of exterior painting, floor waterproofing, and roof waterproofing each previously conducted / meets one of the following: ① A management plan certified condominium that has raised the amount of the repair reserve fund (average amount during the planning period) from below to above the certification standard after September 1, 2021 ② A management association that has received advice and guidance from the city, resulting in the long-term repair plan being compliant with the standards (advice and guidance are not available upon request).
Deadline for Construction From April 1, 2023, to March 31, 2027, construction must be completed.
Declaration Declare within three months after construction completion at the city tax office or city tax division that oversees the building’s location (for Miyamae Ward, it is the Asset Tax Division of the Mizonokuchi City Tax Office). A large-scale repair construction certificate issued by an architect, etc., is required.
Notes The reduction can only be applied once for the same condominium. Simply obtaining management plan certification does not qualify; requirements such as raising the repair reserve fund are necessary. A review of the long-term repair plan is also required, so it is recommended to prepare at least one year before the construction.
The application deadline is for construction completed by March 31, 2027. Obtaining management plan certification involves stages such as resolutions at the general meeting, prior confirmation, and application to the city, and a review of the long-term repair plan is also necessary as a prerequisite. Since construction must be completed by March 31, 2027, starting in the fiscal year 2026 may not guarantee completion in time. Please check early whether you qualify and the process.

Cases where fire insurance can be used and cases where it should not be used

Damage caused by “accidental incidents” such as the scattering of rooftop waterproof sheets, caps, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to separate and record damage caused by accidents from normal wear and tear during the deterioration diagnosis.

On the other hand, normal wear and tear itself is not covered. There have been many troubles nationwide caused by contractors who solicit, “You can repair it without any out-of-pocket expenses with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of claims directly with your management association or property owner to the insurance company or agent. Kakeru Koumuten Co., Ltd. does not provide such guidance.

Building conditions and repair points in Miyamae Ward, Kawasaki City

Miyamae Ward, Kawasaki City, is located in the northwest part of Kawasaki City and is characterized by hilly terrain surrounded by the Tama Hills. According to city documents, the area has a highly undulating topography consisting of hills, slopes, and valleys. Historically a rural area, Miyamae Village and Mukogaoka Village were established with the enforcement of the town and village system in 1889 (Meiji 22), and the ward name is derived from Miyamae Village. The opening of the Tokyu Den-en-toshi Line between Mizonokuchi and Nagatsuta in 1966 (Showa 41) and the establishment of the Tomei Expressway’s Tomei Kawasaki Interchange in 1968 (Showa 43) led to a rapid increase in population and urbanization as a suburban residential area within 30 km of central Tokyo. In July 1982 (Showa 57), it was separated from Takatsu Ward to become Miyamae Ward. City documents indicate that there are areas where more than 50 years have passed since development, and it is expected that buildings will age significantly. The different characteristics of areas around the Den-en-toshi Line stations, residential areas in hilly regions, and low-lying lands along rivers within the ward serve as a starting point for considering large-scale repairs in Miyamae Ward.

Let’s also check the composition of generations and households. The percentage of the elderly population (65 years and older) in Miyamae Ward is 21.3% (Reiwa 2), ranking fourth among the seven wards in Kawasaki City, while the percentage of the young population (under 15 years old) is 13.7%, the highest, and the percentage of the working-age population (15-64 years old) is 65.1%, ranking fifth. Calculating from the population and number of households, there are about 2.2 people per household. These figures represent the entire ward and do not indicate the situation of individual building residents. According to city documents, the 2015 census showed a daytime-to-nighttime population ratio of 73.4%, the smallest in the city, indicating that the daytime population is less than the nighttime population. According to ward data from 2005, the number of children under 18 is the highest among the seven wards, and the composition of generations varies by location within the same ward.

Buildings in Miyamae Ward are divided into “three faces”

The buildings in Miyamae Ward reflect the history of the opening of the Den-en-toshi Line and the development of residential areas in hilly regions, which have become characteristics of each location. The type of heavy construction work required for the next major repair will vary depending on where your building is located. Please note that the history of rebuilding or major renovations differs for each building, so the age of the building should be viewed as a guideline.

History of the Town Representative Locations Since Development (as of 2026) Heavy Work in Next Repairs
Surroundings of the Den-en-toshi Line Stations
Saginuma, Kodai, Miyamae-dai, Miyazaki, Kajigaya, etc.
In 1966, the Tokyu Den-en-toshi Line opened between Mizonokuchi and Nagatsuta, and in 1968, the Tomei Kawasaki Interchange was established. A redevelopment urban plan was decided in September 2023 for the area in front of Saginuma Station, and the establishment of the redevelopment association was approved in November 2024. There are district plans for the specific area of the landscape plan “Saginuma Station Front Area” (2.3ha), as well as for the Saginuma area, Saginuma 4-chome area, and Miyazaki 6-chome shopping park area. About 60 years since the opening of the Den-en-toshi Line (1966). The age of each building varies. For buildings that house stores and offices, and mid to high-rise buildings close to the station, the planning of scaffolding and material delivery on busy roads, rooftop waterproofing, and checking the condition of exterior wall tiles and sealing will be key points. For older buildings, the focus may shift to the second and third waterproofing updates and updates of iron components.
Residential Areas in Hilly Regions
Arima, Higashi-Arima, Inuzuka, Nogawa, Minaminogawa, Sugou, Shiomidai, Minami-no-hira, Shirahata-dai, etc.
The city’s documents state that Miyamae Ward is part of the Tama Hills, characterized by a terrain of hills, slopes, and valleys. The 2005 documents of the ward also indicate that much of the area is hilly with many slopes. There are district plans for the Arima and Inuzuka areas. According to city documents, there are areas that have been developed for over 50 years (the years vary by area). It has been about 44 years since the subdivision in 1982. For apartment buildings located on sloped or terraced sites, the foundation of scaffolding, the delivery route for materials, and the condition of retaining walls and slopes will be key points. For older buildings, updates to iron components, waterproofing, tile repairs, and sealing tend to overlap, and informing residents and arranging parking will affect the quality of the work.
Low-Lying Land Along Rivers in the Ward
Areas around Hirase River, Yagami River, and Arima River
The ward’s documents highlight rivers such as Hirase River, Yagami River, and Arima River as environmental resources. Kawasaki City’s flood hazard map includes a Miyamae Ward version (assuming the Tama River and Tsurumi River), and an internal water hazard map (Miyamae Ward version) is also available. The annual data is not specified in the ward’s documents and varies by property. Waterproofing around the first floor, basement, and mechanical rooms, and protection around external piping and electrical equipment will be key points. Since assumptions vary by site, necessary ranges will be clearly stated in the estimate after checking the site’s conditions on the hazard map. In areas with abundant greenery, blockages in drains and gutters due to fallen leaves will also be checked.

Four Factors Unique to Miyamae Ward That Damage Buildings

The contents of large-scale repairs vary depending on the location of the building. When investigating buildings in Miyamae Ward, the following four factors are particularly important to confirm. I will discuss based on the overall trends in the ward, but the actual condition varies by building, so it is essential to check on-site.

① The undulations of hills, slopes, and valleys, and the assumption of sediment disasters

Miyamae Ward is located in a corner of the Tama Hills, characterized by a terrain of hills, slopes, and valleys. There is a Miyamae Ward version of the landslide hazard map for Kawasaki City (created in September of Reiwa 6. The designation of warning areas is based on the time of creation, and the city advises checking the latest designations on Kanagawa Prefecture’s landslide disaster information portal). For buildings situated on sites with slopes, stairs, and retaining walls, the foundation for scaffolding and the transportation routes for materials differ from flat ground. We will also check whether the condition of the retaining walls and slopes is included in the long-term repair plan and finalize the transportation routes during the estimation stage.

② Residential areas reaching half a century since development and repairs after the second time

In Miyamae Ward, where urbanization progressed following the opening of the Den-en-toshi Line in 1966, city documents state that “there are areas where more than 50 years have passed since development.” For older buildings, in addition to updating exterior walls and waterproofing, checks for rust on iron parts, tile lifting, and drainage and wastewater areas are also necessary. We will categorize issues during the deterioration diagnosis as “must fix this time,” “consolidate while scaffolding is up,” and “can be postponed to next time,” organizing the priority for repairs after the second and third times. This is a trend observed throughout the ward, and the age and repair history of each building will be confirmed individually.

③ Redevelopment in front of Saginuma Station and consideration for pedestrian traffic and neighbors

In front of Saginuma Station, the urban redevelopment plan was decided in September 2023, and the establishment of the redevelopment association was approved in November 2024 (as of January of Reiwa 8, the detailed design is being advanced). There is also a landscape plan for the designated area “Saginuma Station Front Area” (enforced in February of Reiwa 8), which includes five districts. For buildings facing busy roads around the station and roads served by buses, we will identify the impact of scaffolding and material transportation times, as well as the effects of high-pressure washing spray and paint odors on neighbors, and incorporate these into the construction process before starting work. The color and procedures for exterior walls will vary depending on the regulations applicable to the site.

④ Flooding and internal water assumptions along rivers in the ward, and a green environment

Kawasaki City’s flood hazard map includes a Miyamae Ward version (showing flooding depth and duration for the Tama River and Tsurumi River, published on October 30, 2023, and updated on May 29, 2026), and an internal water hazard map (Miyamae Ward version, May of Reiwa 8) is also available. Since the assumptions vary by site, they cannot be generalized. Additionally, the ward is blessed with rivers such as Hirase River, Yagami River, and Arima River, as well as green spaces, and we will confirm the waterproofing and condition around the first floor, basement, and machinery room, as well as the potential for drainage and gutter blockages due to fallen leaves from buildings close to greenery, and clearly state these in the estimate.

Key Issues to Address in Miyamae Ward During Construction

Issue Current Situation in Miyamae Ward and Kakeru Koumuten’s Response
District Planning, Landscape Planning, and Building Agreements The procedures and considerations for exterior wall colors may change depending on what is applicable to the property. Miyamae Ward has five district plans (Arima, Inuzuka, Saginuma, Miyazaki 6-chome Shopping Park, Saginuma 4-chome), and the area around Saginuma Station is a designated area for landscape planning. We will confirm the property during the investigation phase and incorporate the necessary procedures into the project plan.
Material Delivery and Scaffolding In hilly areas with slopes or terraced properties, and on busy roads around stations, there are sites where large vehicles cannot access, and consideration for delivery times is necessary. Our in-house scaffolding team will assess the site and plan the delivery route and scaffolding layout. We will check parts that are likely to lead to cost increases after the estimate during the estimation phase.
Parking During Construction Vehicles on the side where scaffolding will be erected need to be temporarily moved. For buildings with many units or those with on-site parking, it may take time to secure the number of vehicles, their arrangement, and relocation. We will coordinate arrangements, including the availability of nearby coin parking and monthly parking, starting 2 to 3 months before construction begins.
Flood, Internal Water, and Landslide Risks In low-lying areas along rivers, the risks of flooding and internal water, as well as landslide risks in hilly areas, vary by property. We will check the property’s risks on the hazard map and assess waterproofing and protection around the first floor, basement, mechanical rooms, and external plumbing and electrical equipment, as well as the condition of retaining walls and slopes during the site investigation. We will specify the necessary scope in the estimate.
Consideration for Neighbors In residential areas and around stations, the splashing from high-pressure washing, the smell of paint, and the noise from material deliveries may reach nearby residents. We strictly adhere to greeting visits, posting project schedules, and keeping work hours. In buildings with many units, we also provide information through management associations and neighborhood councils.
Notifications to Residents The elderly population ratio in Miyamae Ward is 21.3% (4th among the 7 wards in Kawasaki City as of Reiwa 2), and the youth population ratio is 13.7% (1st). According to city documents, the daytime-to-nighttime population ratio is 73.4%, the smallest in the city. Since the overall figures for the ward differ by building in terms of resident composition and home occupancy times, we will provide notifications through both distribution and bulletin boards, and requests for clearing balconies and confirming home occupancy will be conducted after checking residents’ availability in advance.
* When considering exterior wall colors, we recommend checking in advance whether there are district plans, landscape plans, or building agreements applicable to the property. This can be confirmed at the Kawasaki City office. We will also investigate this during our assessment.

* Kakeru Koumuten has five locations, including a showroom and material storage, in Yokohama City, and we respond to consultations throughout Miyamae Ward, including Saginuma, Miyamaedaira, Miyazaki, Arima, Nogawa, and Sugou.

Signs of Deterioration Requiring Major Repairs and Timing

Generally, major repairs are considered to be on a 12 to 15-year cycle. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey, the actual repair cycle is most commonly 13 years, with about 70% falling within the 12 to 15-year range, and the cycle tends to shorten with each occurrence. However, the actual judgment should be based on the condition of deterioration rather than the number of years, so if you observe symptoms like those listed below, we recommend an early on-site investigation.

Part Dangerous Signs of Deterioration if Left Untreated Main Actions
Exterior Wall (Painted Surface) Chalking (white powder on hands), fading, cracks wider than 0.3mm, blistering or peeling of paint Substrate repair + exterior wall painting
Exterior Wall (Tile Surface) Tile lifting or falling off, missing grout, efflorescence, hollow sound when tapped Injection for lifting, replacement, clear waterproofing
Sealing Cracks in joints, shrinkage, peeling, hardening Re-sealing
Roof and Balcony Bloating or breaking of waterproof layer, puddles, clogged drains, leaks to lower floors Urethane waterproofing, sheet waterproofing, drain renovation
Metal Parts and Steel Stairs Rust, peeling paint, corrosion of treads Grinding + rust prevention + painting, component replacement
Roof Lifting of ridge cap, cracking or warping of slate, moss, shifted tiles Roof painting, overlay method, re-roofing
Concrete Spalling (exposed rebar with rust stains), water leakage from cracks Spalling repair + resin mortar filling
Common Hallway and Stair Floor Lifting, peeling, or opening at the edges of long sheets, exposed substrate Replacement of long sheets + substrate waterproofing

Repair Cycle Guidelines by Part (Ministry of Land, Infrastructure, Transport and Tourism Guidelines)

Part/Work Estimated Cycle Part/Work Estimated Cycle
Exterior Wall Painting (Repainting) 12-15 years Re-sealing 12-15 years
Exterior Wall Painting (Existing Removal + Painting) 24-30 years Metal Parts Painting 5-7 years
Roof Waterproofing (Repair) 12-15 years Water Supply Pipe (Rehabilitation/Replacement) 19-23 years / 30-40 years
Roof Waterproofing (Removal/New Installation) 24-30 years Drain Pipe (Rehabilitation/Replacement) 19-23 years / 30-40 years

*The above are reference examples from the guidelines and are not uniform construction deadlines. Actual cycles will be set according to the building’s specifications, location conditions, and deterioration status.

Depending on the building, a statutory exterior wall inspection may be required. For buildings subject to the periodic reporting under Article 12 of the Building Standards Act, an inspection through full tapping, etc. (including infrared inspections that meet certain requirements) is required for parts of the exterior wall made of tiles, stone, mortar, etc., that may pose a danger to pedestrians due to falling, if certain conditions are met, such as exceeding 10 years since completion or exterior wall renovation. However, the list of target uses for periodic reporting in Kawasaki City does not include collective housing (mansions/apartments). For mixed-use buildings that include target uses such as stores, the judgment varies depending on the use and area of each floor, so individual confirmation is necessary. Even if it is not subject to statutory inspection, regular inspections and maintenance to prevent the falling of exterior walls are essential. (Periodic reporting for elevators, etc. is a separate system. Please consult us if you are unsure about the judgment.)

Examples of Large-Scale Renovation Work

This is an example of exterior renovation work on a mixed-use building undertaken by Kakeru Koumuten. The building had leaks occurring in several places, and we renovated it by combining clear waterproofing for the tile exterior wall and waterproofing for the roof.

Exterior Renovation Work on a Mixed-Use Building (Tile Exterior Wall Waterproofing + Roof Waterproofing)

BEFORE

Exterior wall of the mixed-use building before large-scale renovation | Stains on tiles and overgrowth of ivy

AFTER

Exterior wall of the mixed-use building after large-scale renovation | Renovation with tile replacement and clear waterproofing

Construction Details Partial replacement of damaged tiles / Painting of auxiliary parts (pipes, drip edges) / Rooftop waterproofing work (urethane waterproofing) / Exterior wall tile waterproofing (Seven S) / Sealing work around windows / Repair of exterior wall tile mortar joints / Removal of ivy
New Materials Used Exterior wall tiles: Kunishiro tiles / Painting of auxiliary parts: Radical silicone paint / Rooftop waterproofing: High-strength urethane (Sarasene A) / Exterior wall tile waterproofing: Seven S
Price Range 4,000,000 – 4,100,000 JPY
Construction Period 45 days
Location Not disclosed
Background to the Construction Due to leaks occurring from several areas such as the exterior walls and rooftop, we proposed waterproofing for the entire exterior wall. Seven S is a clear waterproofing material for tile exteriors, and while it is somewhat expensive, it offers high waterproofing performance, making it recommended for cases where leaks are occurring from multiple areas of the exterior wall.

How Will Life Be During Construction? Impact on Residents

Large-scale repairs are principally carried out while residents remain in their homes. However, there will be restrictions on daily life while scaffolding is in place. Most troubles can be prevented by providing prior notice, so Kakeru Koumuten Co., Ltd. thoroughly explains and posts information before construction begins.

Impacts What Actually Happens / Our Response
Laundry On days of high-pressure washing, painting, and waterproofing, outdoor drying is not possible. We will inform you via bulletin boards and each unit’s mailbox about “which side is being worked on today” and will ensure as many days as possible for drying.
Window Operation In addition to washing and painting days, there may be times when windows cannot be opened during other processes such as protection, drying, and waterproofing. We will inform you for each process, so please check the postings and notifications. We will organize the schedule to avoid continuous closures.
Balcony During floor waterproofing and railing painting, we ask for temporary relocation of personal items, plants, and air conditioning outdoor units. The timing will be notified in advance for each unit.
Noise and Odor The period of substrate repair (chipping and drilling) will generate the most noise. Working hours are generally from 8 AM to 5 PM, and we will accommodate requests such as refraining from work on Sundays and holidays. Low-odor paint options are also available.
Security and Privacy Scaffolding can become a potential entry point. We can take measures such as blocking sightlines with mesh sheets and installing locks and sensor lights on the scaffolding’s access stairs at night. We also ensure thorough etiquette training for visitors.
Parking Vehicles on the side where scaffolding will be erected will need to be temporarily relocated. Since securing a new parking spot may take time, we will work together to secure a relocation spot 2 to 3 months before construction starts.
Pets, Small Children, and Working from Home If you have sensitivities to noise, please inform us in advance, and we may be able to adjust the work schedule accordingly. Please feel free to let us know.
Rented Rooms We can assist owners in creating notification documents for residents. If you are concerned about the impact of construction on occupancy rates, we can also suggest an image change with color simulations.

How to Choose a Large-Scale Repair Contractor and Ordering Method

There are many large-scale repair contractors that cover the Miyamae area of Kawasaki City, and you may be unsure which one to choose. When requesting renovations for apartments, condominiums, or buildings, please check the following four points.

● Extensive experience in large-scale repairs

● Confirm the existence of warranties and aftercare services

● Obtain estimates from multiple contractors (at least 3 companies)

● Confirm whether they are self-managed

Extensive Experience in Large-Scale Repairs

Large-scale repair contractors often have websites that showcase their exterior renovation achievements. If they provide detailed explanations of repair contents with photos, it offers peace of mind as a reference when you actually request work.

Using ratings from Google and review sites can be effective when comparing large-scale renovation contractors!Be cautious if there are many negative reviews. If there are few reviews, also check the construction track record, the content of explanations, and the management system.

Large-scale renovation work involves not only the construction itself but also the potential for troubles with residents and nearby neighbors. Therefore, it is necessary to report the progress of the work and information about laundry on bulletin boards to prevent issues before they arise. Kakeru Koumuten Co., Ltd. specializes in exterior work, and we receive many requests for exterior renovations of apartments and condominiums.

Check for warranties and aftercare services

When choosing a large-scale renovation company, make sure to check for warranties. If any issues such as leaks occur after the work is completed, having a leak warranty from the contractor ensures that repairs can be made at no cost, providing peace of mind! Companies that offer warranty periods are often confident in their work, making this a key criterion for selecting a contractor.

Warranty periods vary by contractor and the nature of the work, but typically range from 1 to 10 years. Emergency repairs or partial fixes often do not come with leak warranties. Some contractors also offer aftercare services separate from warranties, so be sure to check if warranties and aftercare services are available.

At Kakeru Koumuten Co., Ltd., we send out annual direct mail for aftercare maintenance, allowing for yearly inspections. We also provide free assistance for simple repairs such as partial sealing.

Obtain estimates from multiple contractors (at least 3 companies)

When requesting large-scale renovations, be sure to obtain estimates from multiple contractors. It is important to get estimates from at least 3 companies and compare their quotes and reports! Even for the same work, costs can vary between contractors, and warranties and aftercare services may differ. Additionally, obtaining multiple estimates makes price negotiations easier.

When comparing estimates, consider not only the cost but also the “items in the estimate,” “methods and materials for substrate repair and exterior wall painting,” and “confirmation of the process” to make a detailed judgment! If the quality of auxiliary materials is low or if steps are skipped, costs can be reduced, so avoid making decisions based solely on price. Especially since substrate repair work can be difficult to assess visually, ensure that the repair methods are appropriate for the condition of the substrate!

Check these points on the estimate (checklist)

Confirmation Items Points to Consider
Is there an excessive use of “lump sum” notation? Are the quantities and unit prices clearly stated? With “Exterior Wall Repair Lump Sum,” comparisons and verifications cannot be made.
Do the quantities match the actual measurements? Are there quantities recorded that are far from the drawings or actual measurements? This is the area where inflation is most likely to occur.
Proportion of miscellaneous expenses Details and proportions of site management costs, general management costs, statutory welfare costs, etc. According to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, the average is about 10% of the construction cost (excluding common temporary costs), but this varies depending on the size and conditions of the building, so there is no uniform standard.
Are the names of materials listed? Are the manufacturer names, product names, grades, and number of coats for paints and waterproofing materials specified?
Treatment of quantities for substrate repairs This is an item that cannot be accurately measured until scaffolding is set up. It is crucial to specify whether it is “estimated quantity” or “actual quantity settlement,” and the agreements for increases or decreases.
Warranties and after-inspection Warranty period for each construction, frequency of inspections, and scope of free support.
Company backing Types of construction industry licenses, track record of similar scale and structure, presence of qualified personnel.

Check if it is managed in-house

Large-scale repair work includes various tasks such as “substrate repair work,” “exterior wall painting,” “waterproofing work,” and “pipe replacement,” and the plan details will change based on the actual deterioration state and customer preferences.

There are cases where contractors that completely outsource to subcontractors lack knowledge and experience, leading to proposals for repairs in irrelevant areas or unnecessary work. If you request a subcontractor after investigation, it may incur additional time and costs. By having knowledge and experience and managing in-house, responsible construction can be performed at a reduced cost.

Additionally, contractors that outsource to subcontractors may also have delayed responses in case of any trouble during construction. It is safer to avoid having a company that has not actually met with the customer manage the construction. Kakeru Koumuten performs everything from temporary scaffolding installation to exterior wall painting and waterproofing work in-house, managed by knowledgeable and experienced personnel!

There are three ordering methods. The choice affects the approach.

Especially for management associations, it is necessary to decide “how to request” before “which company to hire.” The main ordering methods are the following three.

Method Procedure Advantages Disadvantages
Responsibility Construction Method The construction company handles everything from investigation, design, construction to management. No additional costs for commissioning design consultants (investigation and design costs may be included in the construction costs) / A single point of contact reduces the burden on the management association / Responsibility is clearly defined / The period until ordering can sometimes be shortened. Specifications tend to be left to the construction company, making it difficult to compare side by side / It is hard to have third-party checks, requiring the management association to verify prices, specifications, and construction status.
Design Supervision Method A design office or consultant conducts the investigation and design, while a separate company handles the construction. Allows for comparison of construction companies under the same conditions / Independent supervision during construction. Consulting fees are required separately / Attention is needed for risks of conflicts of interest and collusion / The period tends to be prolonged.
Management Company Prime Contract Method The management company acts as the prime contractor, with subcontractors performing the construction. Easy coordination with daily management / Minimal effort required from the management association. Tends to be more expensive due to intermediate margins / Competition principles are less likely to be effective.
For small to medium-sized buildings with few units, we believe that the responsibility construction method is often suitable. This is because the burden of consulting fees increases with fewer units. However, the weaknesses of the responsibility construction method are “difficulty in making side-by-side comparisons” and “difficulty in third-party checks,” so verification of prices, specifications, and construction status is necessary regardless of the method. Therefore, Kakeru Koumuten provides estimates that clearly state quantities, methods, and materials for each construction item, allowing you to compare on the same level as other companies. If you bring in estimates from other companies, we can recreate them under the same conditions.

Collusion and Inappropriate Consulting Issues in Large-Scale Renovations and Self-Defense Measures

Latest 2026 In the large-scale renovation industry, inappropriate orders linked between design consultants and construction companies have long been a problem. The Ministry of Land, Infrastructure, Transport and Tourism issued warnings and notifications to management associations in January 2017 and April 2023, and on September 28, 2026, the Japan Fair Trade Commission announced that it had issued exclusion orders to 38 companies and a total of 1.63788 billion yen in payment orders to 37 companies regarding large-scale renovation work commissioned by condominium management associations in the Kanto region to design consulting firms (two design consulting firms were also subject to exclusion orders).

※This content is based on the announcement by the Japan Fair Trade Commission (September 28, 2026).

Three Typical Methods

① Dummy Estimates

Prior to placing an order, decide on the company you will work with, while other companies only provide formal high estimates in a “fixed race.” This gives the impression to the management association that they have “properly obtained competitive estimates.”

② Collusion with Design Supervisors

Consultants contract at extremely low design supervision fees while receiving kickbacks from the high construction costs of their partner construction companies. Be cautious of design supervision fees that are too low.

③ Back Margin

A certain percentage of the contract amount is given as a kickback, which is then added to the construction costs as expenses. As a result, the management association ends up paying extra.

Self-Defense Measures for Management Associations

  • Obtain independent estimates from multiple companies
  • Consult with neutral third parties such as condominium management professionals or architects
  • Document the vendor selection process in minutes to ensure transparency
  • Confirm the reasons for unusually low consulting fees
  • Include penalty clauses in contracts for cases of collusion
  • Avoid concentrating information with a single consultant and verify specifications independently
Kakeru Koumuten welcomes such fair bidding and opportunities for third-party comparisons. Because we keep costs down with our own team and provide estimates that clearly specify quantities, methods, and materials, we believe this makes us advantageous enough to be compared on the same level. We welcome competitive estimates.

Frequently Asked Questions about Large-Scale Repairs in Miyamae Ward, Kawasaki City

How much does large-scale repair in Miyamae Ward, Kawasaki City cost?
For condominiums, according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey for the fiscal year 2021, about 70% fall within the range of 750,000 to 1,500,000 yen (excluding consumption tax and common temporary construction costs), with the most common range being 1,000,000 to 1,250,000 yen. Based on our company’s construction records, the estimate for a two-story wooden apartment is between 2,000,000 and 4,000,000 yen, for a three-story steel or RC apartment between 4,000,000 and 9,000,000 yen, and for small condominiums or mixed-use buildings between 5,000,000 and 15,000,000 yen. The costs vary depending on the condition of the substrate and whether waterproofing and roofing work is needed, so we provide free on-site estimates.
How often should large-scale repairs be conducted?
Generally, a cycle of 12 to 15 years is recommended, and the actual cycle is most commonly 13 years according to the Ministry of Land, Infrastructure, Transport and Tourism’s survey, with about 70% falling within the 12 to 15-year range. However, the decision should be based on the condition of deterioration rather than just the number of years. If there are signs of deterioration in the sealing, lifting of tiles, or breaks in the waterproof layer, it is advisable to carry out repairs without waiting for the cycle, as this can ultimately reduce costs. In older buildings, the proportion of tile repairs and iron part replacements tends to increase in the second and third rounds of repairs.
How long does the construction period take? Can residents stay during the work?
The estimated duration is about 3 weeks to 2 months for apartments, 1.5 to 3 months for small condominiums and buildings, and about 4 to 6 months for condominiums with more than 50 units. Residents can remain in their homes during the construction. However, while scaffolding is in place, there may be restrictions on drying laundry outside and opening windows, so we take thorough measures to minimize the impact on daily life, such as distributing notices before construction, providing information on the schedule and laundry through bulletin boards, and strictly adhering to work hours.
How long should I expect from the start of planning to the completion of construction?
For management associations, it typically takes about 1 to 1.5 years for establishing the repair committee, conducting building diagnostics, selecting contractors, and passing resolutions at general meetings, followed by 3 to 6 months for construction. Overall, it is advisable to plan for about 2 years to proceed comfortably. If using subsidies or tax incentives, please include the time for obtaining management plan certification (resolutions at general meetings, prior confirmations, and applications to the city) in your timeline.
Are there any subsidies available for large-scale repairs in Miyamae Ward, Kawasaki City?
Neither Kawasaki City nor Kanagawa Prefecture offers subsidies specifically for large-scale repair work (Kawasaki City has indicated that there are no subsidies for exterior wall painting or roof repairs aimed at renovations). However, for condominium owners, if certain conditions are met, a 50% reduction in fixed property tax can be applied under the “Condominium Longevity Promotion Tax System.” Additionally, Kawasaki City offers free consultation services and advisor dispatch (up to 3 times for registered management associations), grants for resolving step differences in common areas (one-third of the costs), subsidies for the investigation and removal of sprayed asbestos, and subsidies for EV charging facilities and solar power/storage batteries for multi-family housing. If the work includes windows and insulation, it may qualify for “Advanced Window Renovation 2026” or “Future Eco Housing 2026.” The application timing and applicants vary by system, so please check the eligibility conditions and application procedures for each system before contracting or starting work.
I heard that fixed property taxes can be reduced with large-scale repairs. Is that true?
It is true if the conditions are met. Under the Condominium Longevity Promotion Tax System, if a condominium that meets the requirements (20 years or older and with more than 10 units) conducts large-scale repairs that contribute to longevity (including exterior wall painting, floor waterproofing, and roof waterproofing), the fixed property tax for the following year can be reduced by half for one unit equivalent to 100 square meters. This applies to work completed between April 1, 2023, and March 31, 2027, and a declaration must be made within three months of completion to the city tax office or tax division responsible for the building’s location (in Miyamae Ward, this is the Mizonokuchi City Tax Office). For certified management plan condominiums, there are additional requirements such as raising the repair reserve fund, which can take time to prepare, so it is recommended to start the process more than a year before the construction.
Are there any changes to subsidies starting from the fiscal year 2026?
There is. The national “Child-Rearing Green Housing Support Project” has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Management associations and management corporations can also become joint contractors, allowing for insulation renovations in common areas. Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in the fiscal year 2025 and will not be implemented in fiscal year 2026. The “Advanced Window Renovation 2026 Project” has started accepting bulk applications for apartment buildings from May 29, 2026 (the application process is handled by registered contractors). Please be careful not to establish financial plans based on outdated information.
What should I do if the repair reserve fund is insufficient?
There are mainly four options. ① Postpone low-urgency construction based on deterioration diagnosis to the next time, ② Review the scope and specifications of the work, ③ Check for support systems such as subsidies, ④ Consider increasing the repair reserve fund or loans from the Japan Housing Finance Agency. The Agency’s loan for common area renovations in condominiums does not require collateral, and interest rates can be reduced by up to 0.6% per year by obtaining management plan certification and implementing energy-saving and seismic work. Please note that postponing waterproofing and tile peeling measures often ends up being more expensive, so please consult us for judgment on separation.
Can scaffolding be set up on sloped or uneven land?
Yes, it can. Miyamae Ward is located in a corner of the Tama Hills, characterized by a terrain with hills, slopes, and valleys. There are buildings constructed on sloped and terraced land. Kakeru Koumuten Co., Ltd. owns its own scaffolding materials and has its own scaffolding team, allowing for planning of support and layout of the boards after confirming the site. This is an area where additional costs are likely to arise after seeing the site, so it is important to check the delivery route during the estimation phase. We also check the deterioration of retaining walls and slopes and consult on whether they are included in the long-term repair plan.
What will happen to the parking for residents during construction?
Vehicles on the side where scaffolding will be erected will need to be temporarily moved. In buildings with many units or those with on-site parking, securing a relocation spot may take time depending on the number and arrangement of vehicles. Kakeru Koumuten Co., Ltd. will coordinate with you about the availability of nearby coin parking and monthly parking starting 2 to 3 months before construction begins.
Can I freely decide the color of the exterior walls?
This depends on the regulations that apply to the property. There are five districts in Miyamae Ward that have district planning areas, and the Saginuma Station area is a designated area for landscape planning. There may also be areas with building agreements that stipulate the colors and uses of the exterior. The details vary by district. You can check what applies to your property at the Kawasaki City district planning, landscape planning, and building agreement office. We will also investigate this during our research and share the completed image through color simulations to assist in consensus building with the management association and neighbors.
Miyamae Ward is far from the sea, but are there any concerns regarding damage to the exterior walls and metal parts?
Miyamae Ward is an inland ward not facing the sea, so salt damage from sea breezes is not a major concern. On the other hand, city documents describe Miyamae Ward as having a terrain with hills, slopes, and valleys, and there is a hazard map for landslides specific to Miyamae Ward in Kawasaki City. There is also a flood and internal water hazard map specific to Miyamae Ward. The assumptions vary by property, so please check your own site. In areas around stations and residential areas, considerations for the dispersion of washing, the smell of paint, and the noise of deliveries are also essential. We will check the progression of rust on metal parts, the condition of sealing and waterproof layers, and around drains during the on-site survey, and we will specify the necessary scope in the estimate regarding waterproofing around the first floor, basement, and mechanical rooms, as well as the condition of retaining walls and slopes.
Which should I choose, the responsibility construction method or the design supervision method?
In smaller buildings, the burden of consulting fees increases, so we believe that the responsibility construction method is often more suitable for small to medium-sized buildings. The design supervision method allows for comparison of construction companies under the same conditions since a third party creates the specifications; however, consulting fees are incurred separately, and there are risks of conflicts of interest and collusion that need to be considered. Even with the responsibility construction method, verifying price, specifications, and construction status is essential. Kakeru Koumuten Co., Ltd. provides detailed estimates that specify quantities, methods, and materials for each construction item, allowing you to compare with other companies on the same level.
How can I detect collusion in large-scale repairs?
Typical methods are three: ① Deciding on a contractor in advance and having other companies provide only formal high estimates, known as “dummy estimates,” ② Consultants contract at extremely low design management fees and receive kickbacks from partner companies, creating collusion, ③ Adding a portion of the contract amount as a back margin to the construction costs. Countermeasures include obtaining independent estimates, consulting a neutral third party, documenting the selection process in minutes, and including a penalty clause in the contract.

How many companies should I get estimates from?
We recommend at least three companies. If there are too many, it becomes difficult to compare, and if there are too few, competition does not occur. What’s important is not the number of companies but to “create the same playing field before comparing.” By creating a common specification sheet and quantity table and requesting estimates under the same conditions, and requiring detailed breakdowns instead of a lump sum, it becomes clear whether the price differences are due to variations in scope or unit prices.
What difference does it make if you have your own scaffolding?
In large-scale repair construction, temporary construction accounts for about 20% of the total cost (according to the Ministry of Land, Infrastructure, Transport and Tourism’s FY2021 survey). By not outsourcing scaffolding work, it is easier to control costs in this area, and our in-house scaffolding team can flexibly respond to sudden changes in the schedule or additional work. Kakeru Koumuten Co., Ltd. owns scaffolding materials for about 100 single-family homes and plans according to the site conditions, even on slopes or uneven terrain.
I’m in the middle of getting estimates; can I just have my estimate reviewed?
Of course, that’s possible. If you bring in estimates from other companies, we will check whether the items, quantities, methods, and materials are appropriate for free and provide an estimate under the same conditions. We welcome comparative estimates.
Can I request just emergency measures for a leak?
Yes. As a preliminary step before large-scale repairs, we also accept requests for emergency measures for leaks or partial repairs. We will identify the cause using thermal imaging and drones and propose the minimum necessary repairs.
Can you handle roofing or exterior wall materials that contain asbestos?
Yes, we can. We have qualified personnel who are certified as asbestos work supervisors and building material surveyors for asbestos-containing materials. We handle everything from the legally required preliminary surveys to cover methods and removal of asbestos-containing roofing materials. If there is sprayed asbestos, there may be a possibility to use the Kawasaki City subsidy program (the cost for the survey is 100% covered up to 150,000 yen, and for removal work, 2/3 of the cost is covered up to 3,000,000 yen. Contracts made before the grant decision are not eligible), so we will provide guidance on that as well.
What happens if large-scale repairs are not done?
There are risks such as personal injury from falling exterior tiles, structural deterioration due to corrosion of rebar, leaks, and a decrease in asset value. Furthermore, buildings subject to regular reporting under Article 12 of the Building Standards Act require investigations through full probing, etc., under certain conditions, such as when more than 10 years have passed since completion or exterior wall renovations for tile or mortar-finished walls. While the list of regular reporting target uses in Kawasaki City does not include collective housing (apartments), for mixed-use buildings that include stores, the judgment varies based on the use and area per floor, so individual confirmation is necessary. Even if not subject to statutory investigations, regular inspections and maintenance are essential, so please consult us if you are unsure about your judgment.
How much does large-scale repair for an apartment (about 10 units) cost?
For a wooden two-story building with 6 to 10 units, the estimate is between 2,000,000 and 4,000,000 yen, and for a three-story steel or RC building with 10 to 20 units, it is between 4,000,000 and 9,000,000 yen based on our company’s track record (including scaffolding, substrate repairs, exterior wall painting, sealing, and waterproofing). It is common for apartments to undergo repairs every 10 to 15 years. For owners, there is an increasing trend to change the appearance through color simulations during repairs to improve occupancy rates.
