① Condominium Longevity Promotion Tax System (Property Tax Reduction)

If large-scale repairs (such as exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of condominiums meeting certain requirements are carried out, the property tax amount for the residential portion will be reduced (up to 100㎡ per unit). The reduction rate in Kamakura City is one-third. The reduction applies only to the next fiscal year after the completion of the work.

On the city’s public page, no subsidies for the construction costs of large-scale repairs were confirmed. The focus is on consultation, planning, and support for diagnostics.

Kanagawa Prefecture Condominium Advisor Dispatch (Free) Qualified professionals such as condominium management specialists and architects are dispatched to management associations free of charge to provide advice on revising management regulations, reviewing long-term repair plans, and increasing repair reserve funds. The application period for Reiwa 8 is from June 26, 2026, to February 26, 2027, and applications should be sent to the NPO Kanagawa Condominium Management Association Network (Phone: 045-620-6300). Information is available on the Kamakura City page.
Subsidy for Condominium Earthquake Resistance Diagnosis The subsidy applies only to the costs of earthquake resistance diagnosis and does not include renovation work. If the diagnosis is conducted after receiving a dispatch of an earthquake resistance renovation advisor, half of the diagnosis cost (up to 1.5 million yen) will be subsidized. Requirements include that most of the units are used by the owners, more than half of the total area is residential, and there is a resolution from the management association. ③ Management Plan Certification System (Tax and Interest Rate Benefits)

This system is implemented by Kamakura City based on national regulations (the certification review is conducted through the Management Plan Certification Procedure Support Service). Upon receiving certification, there are interest rate benefits for the Housing Finance Agency’s “Condominium Common Area Renovation Loans” and Flat 35 (Maintenance Type), and it is also related to one of the requirements for the Long Lifespan Promotion Tax System (certification alone does not guarantee tax reduction). The certification requirements are based on the national “Standards for Condominium Management,” which includes 16 items. Key criteria include holding general meetings at least once a year, maintaining management regulations, separate accounting for management fees and repair reserve funds, ensuring that overdue amounts for more than three months are within 10% of the total, and “having a long-term repair plan that includes two or more large-scale repair works, created or reviewed within seven years, with a planning period of over 30 years.” Applications cannot be made directly to the city and must be submitted through the Public Interest Incorporated Foundation Condominium Management Center. ④ National Energy Saving Support | Housing Energy Saving 2026 Campaign

Changes for Fiscal Year 2026The “Childcare Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-term Excellent Housing Renovation Promotion Project” will end in Fiscal Year 7, and will not be implemented in Fiscal Year 8. Mirai Eco Housing 2026 Project

Target Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family homes. Advanced Window Renovation 2026 Project

Target Renovations to existing homes (single-family and multi-family) including installation of interior windows, replacement of exterior windows, and glass replacement to high-performance insulated windows. Subsidy rates are set for “low-rise” and “mid-to-high-rise” multi-family homes.
Bulk Application for Multi-Family Homes From May 29, 2026, applications for “bulk grant applications for multi-family homes (including reservations)” have begun. The application process is handled by registered contractors (window renovation contractors), and management associations cannot apply themselves, but they can apply for all units collectively, making it a system that works well with large-scale repairs for window and entrance door renovations.

⑤ Kanagawa Prefecture Subsidies (Applications for FY 2026 have closed)

Subsidy for Existing Housing Energy Saving Renovation Costs Applicable to residences (including exclusive parts of condominium units) where the applicant resides permanently and owns or has a share in ownership within the prefecture. Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. For FY 2026, the application amount reached the budget limit, and applications were closed on September 30. Construction that commenced before the notification of grant decision is not eligible, and applications by contractors on behalf of the owner are not permitted.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Costs Management associations of condominium units within the prefecture are also eligible. Solar power: 70,000 yen/kW, storage systems: 150,000 yen/unit. The application deadline for the second phase of FY 2026 was September 30, and applications have now closed. If construction commenced before the grant decision date, it is not eligible. This is a system to check if you are considering installing solar panels along with rooftop waterproofing.

Latest 2026 In the large-scale renovation industry, inappropriate orders linked between design consultants and construction companies have long been a problem. The Ministry of Land, Infrastructure, Transport and Tourism issued warnings and notifications to management associations in January 2017 and April 2023, and on September 28, 2026, the Japan Fair Trade Commission announced that it had issued exclusion orders to 38 companies and payment orders for a total of 1.63788 billion yen to 37 companies regarding large-scale renovation work commissioned by condominium management associations in the Kanto region to design consulting firms (two design consulting firms were also subject to exclusion orders).

This applies to work completed between April 1, 2023, and March 31, 2027, and a declaration must be made within three months of completion. The declaration should be submitted to the Kamakura City Asset Tax Division (phone 0467-61-3931). The requirements include being a certified management plan condominium or a management association that has received advice and guidance, and preparations such as raising repair reserve funds may take time, so it is recommended to start the process more than a year before the work.
Are there any changes to subsidies starting from the fiscal year 2026?
