01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Tama City
Tama City, Tokyo, is a town that has been developed systematically as the center of Tama New Town. It features large-scale housing complexes in areas like Suwa, Nagayama, and Ochiai, along with residential areas of single-family homes in hilly terrain, characterized by a green environment and pedestrian paths.
The housing complexes and single-family homes that began to be occupied in the early stages are now over 40 to 50 years old, marking a time for the regeneration of housing stock. This is why the option of “buying used housing complexes or single-family homes and renovating (renovating) them to fit one’s lifestyle” is expanding in Tama City.
Regeneration of Housing Complexes in Tama New Town
As large-scale housing complexes in Suwa, Nagayama, and Ochiai age, there is an active movement to buy used properties and renovate them for continued living.
Updating Facilities in Housing Complexes and Single-Family Homes
The early-stage housing complexes and single-family homes are at a point for updating plumbing, insulation, and water facilities. Insulation renovations can greatly enhance comfort.
Hilly Terrain
This is an area with many slopes and elevation differences, designed to separate pedestrians from vehicles. Careful planning for delivery and exterior construction is necessary.
City Subsidies for Insulation Renovation
Tama City offers generous subsidies for insulation renovations of existing homes (one-third for single-family homes, with a maximum of 1,000,000 yen), which is effective for energy-saving improvements in older homes.
In this article, we summarize the reasons, points to consider, cost estimates, the latest subsidies for 2026, and how to choose a contractor from the perspective of Kakeru Koumuten, which serves Tama City, to help those considering renovating used properties or vacant houses in Tama City avoid “failures.”
The Most Important Thing is “Comparative Estimates”
The most crucial factor in avoiding failures in renovations is comparative estimates. First, obtain estimates from at least three companies that operate in Tama City. Our company, Kakeru Koumuten Co., Ltd., also receives many consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new constructions but also for renovating used properties. There is growing interest in living in renovated or refurbished used homes. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably in Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Older homes often have issues with the roof, exterior walls, and plumbing, making them difficult to live in as they are. By renovating and upgrading the facilities and interior, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interior, you can achieve a home that suits your family’s lifestyle while keeping costs lower than new construction.
Reason 2 To Increase Asset Value for Sale
More people are purchasing and renovating used properties with the intention of selling them. Used homes are often valued low in their current state, but renovations can enhance their appearance and performance, increasing their value as properties.
Reason 3 To Utilize as an Investment or Business
For purchases made for investment or business purposes, renovations are essential. By transforming them into stylish rentals or share houses, you can differentiate them from other properties, and depending on the location and planning, you can also expect improved profitability. Initial costs can be lower than new construction, and depending on the use and conditions, there may be subsidies or tax incentives available, leading to an increase in people utilizing vacant houses for business.
03Points to Consider When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation with peace of mind. Since used properties have had previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor who can carry out the work thoroughly according to your wishes, the structure of your home, and the surrounding environment, and who also provides aftercare following the construction.
Point 2 Always Check the Deterioration of the Building
For used properties and vacant houses, it is crucial to check which parts have deteriorated and to what extent in advance. Since the property has been occupied by someone else, internal damage is often not apparent without investigation. Conduct a current condition survey before starting work to identify any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and homes built before that may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check earthquake resistance and insulation performance.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, covering part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations. Tax deductions include the “housing loan tax deduction” when using a housing loan, and there are systems that allow for deductions on certain construction costs even with personal funds. These can sometimes be used in combination, so it is essential to check in advance and plan to utilize them strategically for a successful renovation (for the latest information, see this subsidy section).

05[Latest 2026] Subsidies and Grants Available in Tama City

One way to renovate used properties and vacant houses cost-effectively is to utilize the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Tama City may be able to use.
* The following information is as of September 2, 2026. The contents, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check the latest information at the respective offices before applying. Kakeru Koumuten can assist in organizing available systems and confirming necessary documents, but the requirements for applicants, construction contractors, and application methods vary by system.
National Program: Housing Energy Saving 2026 Campaign
The government is implementing several subsidy projects targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Construction for insulation, windows, and water heaters may be eligible for these subsidies when used in combination.
This program succeeds the “Child-Rearing Green Housing Support Project.” In principle, it requires renovation work that includes insulation improvements for openings (windows) and the building structure, and targets eco-friendly housing equipment, child-rearing compatible renovations, disaster prevention improvements, and barrier-free renovations.
Subsidy cap guidelines: For buildings constructed before 1991, up to 1 million yen per unit (50,000 yen depending on the construction content); for buildings constructed between 1992 and 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start on or after November 28, 2025, and applications are accepted starting June 30, 2026. Reservations must be made by November 16 at the latest, and subsidy applications must be submitted by December 31 at the latest (early termination may occur if the budget cap is reached). Applications must be made through registered contractors.
This program targets insulation renovations for windows, including the installation of interior windows, replacement of exterior windows, and glass replacement. The subsidy amount is substantial and effective for countering cold, heat, and condensation. It can easily enhance the insulation performance of existing homes.
The subsidy amount varies based on the window construction method, performance, size, and the type of house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications are accepted starting March 31, 2026, and subsidy applications must be submitted by December 31 at the latest (early termination may occur if the budget cap is reached). Applications must be made through registered contractors.
This program targets the replacement of water heaters with high-efficiency models such as EcoCute, hybrid water heaters, and EneFarm. It is well-suited for older properties planning to replace their water heaters.
Subsidy amount guidelines: EcoCute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start on or after November 28, 2025, and applications are accepted starting March 31, 2026 (early termination may occur if the budget cap is reached).
Tokyo Metropolitan Program
This program targets high-insulation windows (installation of interior windows, replacement of exterior windows, glass replacement), high-insulation doors, insulation materials, and high-insulation bathtubs. It is a program with substantial subsidies that can significantly enhance the insulation performance of existing homes.
High-performance insulated windows and doors have a subsidy limit of 2 million yen per unit (3 million yen per unit for security windows), insulation materials are covered at one-third of eligible expenses with a maximum of 1 million yen, and high-performance bathtubs are 95,000 yen per unit. Pre-registration starts on May 29, 2026, and application for grants is accepted from June 30, 2026. Individuals and corporations owning residential properties in Tokyo are eligible. The program is managed by Cool Net Tokyo. For more details, visit the official page.
This system provides a direct discount equivalent to the points when purchasing energy-efficient air conditioners, refrigerators, water heaters, and LED lighting at registered retailers. It can also be utilized for equipment updates when moving into a used property.
Typical replacement costs: Air conditioners 9,000 to 23,000 yen, refrigerators 14,000 to 26,000 yen, water heaters 12,000 yen, LED lighting 4,000 yen (6,000 yen if replacement work is involved), etc. There are additional benefits for replacing long-term use appliances and for purchasing air conditioners for the elderly or those with disabilities. The eligible period lasts until March 31, 2027, but it may end early depending on budget conditions. For more details, visit the official page.
This is a Tokyo Metropolitan program that supports the installation of new solar power generation systems and storage batteries in existing homes. Certain requirements regarding installed equipment, contract timing, and application procedures must be met.
For solar power in existing homes, if it is 3.75 kW or less, the subsidy is 150,000 yen/kW (maximum 450,000 yen); if it exceeds 3.75 kW, it is 120,000 yen/kW. The storage battery package is 100,000 yen/kWh, and if not participating in DR verification, the maximum is 1.2 million yen per unit. Pre-registration starts on May 29, 2026, and applications for grants and performance reports will be accepted from June 30, 2026. For more details, visit the official solar page and the official storage battery page.
Tama City Programs
This program subsidizes the cost of earthquake resistance diagnosis for wooden houses that meet certain criteria. It can be utilized to confirm the earthquake resistance of a building before purchasing or renovating a used detached house.
The target is generally limited to privately owned single-story and two-story wooden houses built before May 31, 2000. The diagnostic assessments eligible for assistance are limited to those conducted by registered seismic evaluators in the city. The planned number of cases per year is 30, and an application is required before contracting. For more details, please visit the official page of Tama City.
There are two systems targeting insulation renovations, solar power, and storage batteries for existing homes. Since the requirements for construction contractors and application periods differ for each system, it is important to confirm before contracting and starting construction.
Key Measures Acceleration Project: Insulation renovation for detached houses is 1/3, with a maximum of 1 million yen. For self-consumption solar power, it is 30,000 yen/kW, and for accompanying storage batteries, it is 3/4, with a maximum of 200,000 yen, but the use of local contractors for solar power and storage batteries is a requirement. Applications are accepted from April 27, 2026, to January 29, 2027, on a first-come, first-served basis. Official page for the Key Measures Acceleration Project
Subsidy for Introduction of Energy Creation and Energy Saving Equipment: For existing homes, solar power from local contractors is 30,000 yen/kW, with a maximum of 150,000 yen; from outside contractors, it is 20,000 yen/kW, with a maximum of 100,000 yen. Storage batteries and insulated windows are eligible for 1/4 of the eligible expenses, with a maximum of 60,000 yen for local contractors and 40,000 yen for outside contractors. Applications are accepted until March 31, 2027, on a first-come, first-served basis. Official page for the Subsidy for Introduction of Energy Creation and Energy Saving Equipment
Support is provided for housing renovations for those certified as requiring support or care, and for the removal of dangerous block walls facing roads and evacuation sites.
Housing renovations under long-term care insurance include the installation of handrails, elimination of steps, changes to flooring materials, and replacement of doors and toilets, with a usage limit of 200,000 yen and a personal burden of 10% to 30%. An application to the city is required before starting construction. Official page for Long-term Care Insurance Housing Renovation
The removal of block walls is based on the lesser of “25,000 yen per meter,” “80% of the eligible construction cost (excluding tax),” or “300,000 yen.” There are eligibility conditions, and construction that started before the grant decision is not eligible. Official page for Block Wall Removal Subsidy
* In Tama City, the application conditions differ even for the same solar power, storage battery, and insulation work. For the priority measures acceleration project, the use of local contractors is a requirement for solar power and storage batteries. On the other hand, the subsidy for the introduction of renewable energy and energy-saving equipment can also include contractors from outside the city, but the subsidy limit will be lower. Since our company is an outside contractor, we will confirm the applicable systems for each type of work before starting construction. Please note that subsidy systems funded by national funds may not allow for overlapping use of the same expenses, so be sure to check with each relevant office.
View information on renovation tax reductions and other systems
- Housing Loan Tax Reduction: If you use a housing loan for renovations that meet certain requirements, income tax and other deductions will be applied based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Reduction): For construction related to seismic resistance, energy saving, barrier-free access, and long-term excellent housing, there may be cases where income tax deductions can be received even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for seismic retrofitting, energy-saving renovations, and barrier-free renovations.
- Tokyo’s Insulation and Energy Saving Subsidy: The above “Tokyo’s System” (energy-saving renovation promotion project for existing homes, Tokyo Zero Emission Points, etc.) may be combined with the national “Housing Energy Saving 2026 Campaign.” If you are considering work on windows, insulation, or high-efficiency equipment, please consult us before starting construction.
While subsidies and tax reductions can sometimes be combined, there are restrictions on overlapping for the same work. Kakeru Koumuten will organize and propose which systems can be used for your work based on a site survey.

07How to Choose a Remodeling Contractor for Used Properties and Vacant Houses in Tama City
There are many remodeling companies that serve Tama City, and it can be confusing to decide which one to choose. When requesting a remodel, be sure to check the following five points.
- Experience in remodeling work
- Check for warranties and after-sales maintenance
- Obtain estimates from multiple contractors (at least three)
- Confirm whether they perform remodeling in-house
- Check if they offer color simulations and perspective drawings
1. Experience in Remodeling Work

Many remodeling contractors publish their construction achievements on their websites. If a contractor provides detailed explanations of the process with photos, it makes it easier to visualize the outcome after the request, providing peace of mind. If you have concerns, choose a contractor with extensive experience.
Google and review sites can also be helpful. It is important to check the content of low ratings, the company’s responses, and the timing of posts. In particular, Google reviews are useful, but do not make your decision based solely on reviews; consider the construction results, estimates, and warranty details for a comprehensive judgment.
2. Confirm the presence of warranties and aftercare services

When choosing a contractor, be sure to check for warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint, but typically ranges from 1 to 10 years (emergency repairs and partial repairs are often not covered). Some contractors also offer aftercare services, so be sure to check for those as well.
Kakeru Koumuten Co., Ltd. provides warranties for exterior renovations and sealing work. We also conduct aftercare services and send out annual notification DM, allowing for annual inspections.
Click here for more details on Kakeru Koumuten’s warranties and aftercare services
3. Obtain estimates from multiple contractors (at least 3)

When requesting renovations, be sure to obtain estimates from multiple contractors. Even for the same construction work, warranties, aftercare services, and prices can vary significantly. Having multiple estimates makes price negotiations easier.
When comparing estimates, it is important to look at not just the costs, but also the “items in the estimate,” “check the undercoat materials, sealing materials, and paint for auxiliary parts,” and “confirm the process” in detail. Lowering the rank of auxiliary parts or skipping steps can reduce costs, so it is crucial to not judge solely based on price.
Click here to see detailed points for comparing estimates
4. Confirm whether the company performs renovations in-house

Kakeru Koumuten Co., Ltd. conducts detailed hearings and surveys on the existing “condition,” “location,” “materials,” “desired durability,” and “design” to propose the optimal plan. While there is no inherent problem with the system where partner companies perform the construction, it is important to confirm whether the contracted company understands the construction details and has clear responsibilities for quality control and guarantees. If the construction is done in-house, it becomes easier to coordinate with the site, allowing for a quicker response in case of any troubles.
5. Do they offer color simulations and perspective drawings?

Choosing colors and envisioning the post-construction look can be challenging for both exterior and interior projects. With simulations, you can reduce the risk of mistakes like “it turned out differently than I imagined.” Since it is difficult to redo once construction is completed, it is advisable to choose a company that can provide flexible simulations.
08Reasons why Kakeru Koumuten is chosen for remodeling used houses in Tama City
One reason is that “Kakeru Koumuten also serves Tama City,” but
“our unique approach to remodeling vacant and used properties that cannot be imitated by other companies”
has received high praise from many customers.
We have absolute confidence in “cost,” “quality,” and “plans” for remodeling in Tama City. Please compare our estimates with those of other companies.
The most important aspect of remodeling is getting multiple estimates. Request estimates from at least three companies that operate in Tama City!
1. Equipment specialized for in-house remodeling
Kakeru Koumuten has established warehouses and material storage areas to provide remodeling work at low cost and high quality. We have five bases located within Kanagawa Prefecture and Tokyo, including Aoba-ku, Yokohama, and Machida City, Tokyo.
In-house ownership of scaffolding materials

For exterior renovations, we can construct temporary scaffolding using our own scaffolding materials and in-house scaffolding team. By not outsourcing, this leads to cost savings on scaffolding work. We own scaffolding materials for approximately 50 houses.
Materials stored in our large warehouse

We store roofing materials and paints. By placing large orders at once, we can procure materials at lower prices, and since we always have stock available, we can respond quickly in emergencies. We also have various tools ready for different types of construction, such as compressors and cleaning machines.
In-house waste separation

In exterior renovations, various types of waste such as paint, wood, and metal are generated. While many contractors dispose of them all together, we separate and recycle waste, significantly reducing waste disposal costs.
Showroom dedicated to exterior renovations

In our showroom, you can not only have meetings but also check the actual paint colors and a wide variety of catalogs. You can also confirm the heat insulation properties using a heat insulation paint testing machine and color simulation. The showroom is a 3-minute walk from Eda Station in Aoba-ku, Yokohama. It is also accessible from within Tokyo.
2. Complete In-House Construction

A major strength of Kakeru Koumuten Co., Ltd. is our complete in-house construction. By maintaining a consistent system from inquiry to project completion, we can keep costs down while providing high-quality renovations. Since one representative handles everything from the estimate to project completion, there is no change in the sales or construction management personnel, allowing for smooth communication. All work, from temporary scaffolding setup to exterior wall painting and roof renovations, is carried out by our own craftsmen. We are confident in our plans and costs, so we welcome competitive estimates.
3. Various Permits and Skilled Workers

We have obtained permits for the construction industry and for the collection and transportation of industrial waste. We also have nationally certified sheet metal workers and painting specialists on staff, ensuring confidence in our construction techniques. We are capable of handling large-scale painting projects for factories and apartment complexes as well.
4. Warranty and Aftercare
Exterior painting and joint sealing work come with a warranty. Aftercare is available every year, and we send out notification DM each year. If you have concerns about the warranty, please click on the image above to check.
5. Flexible and Prompt Response

We are equipped to handle various exterior troubles and situations. Even if you cannot access the roof at high altitudes, we can respond using a drone. For leak investigations, we also use a thermal imaging camera. We respond according to our customers’ wishes and also accept emergency measures for sudden leaks from the exterior walls only.
6. Human Resource Development

We create various models for skill enhancement and conduct practical training. Since exterior renovations vary in construction methods and materials based on existing materials and shapes, we regularly conduct technical improvement training so that each staff member can respond to various sites.

09Renovation of Used Properties and Vacant Houses in Tama City | Frequently Asked Questions
We will answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Tama City.
Is it better to renovate after buying a used property or consult before purchasing?
If possible, please consult us before making a purchase decision. Used properties often have deterioration that is not visible, and it is not uncommon to encounter cases where “unexpected construction costs arose” after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and providing an estimate of necessary renovations, you can establish a feasible financial plan.
What renovations should be prioritized for a used house in Tama City?
It depends on the condition of the building, but we prioritize areas that could lead to further damage if left unattended, such as leaks, termites, structure, and seismic resistance. After that, we decide on the order of exterior renovations such as roofs and walls, water areas (kitchen, bathroom, toilet), and insulation according to your budget and impact on daily life. In Tama New Town’s complexes and hilly residential areas, roofs and walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the building, including the exterior.
I bought a complex or house in Tama City. Are there subsidies for insulation and seismic resistance?
Tama City offers a subsidy for insulation renovations of existing homes, providing one-third for single-family homes, with a cap of 1,000,000 yen (Priority Measures Acceleration Project), which can be utilized for energy-saving improvements in used houses. For solar power and storage batteries under the Priority Measures Acceleration Project, using local businesses is a requirement. The subsidy for introducing energy creation and energy-saving equipment under a separate system is also available for businesses outside the city, with existing house solar power at 20,000 yen/kW and a cap of 100,000 yen, while storage batteries and insulated windows are eligible for one-fourth of the eligible expenses, with a cap of 40,000 yen. The seismic diagnosis for wooden houses is covered at two-thirds, with a cap of 90,000 yen, and requires diagnosis by a registered seismic inspector in the city.
How much does a full renovation (full remodel) cost?
The cost of a full renovation for a single-family home varies greatly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5,000,000 yen, while large-scale renovations that include interior and exterior work, plumbing, insulation, and seismic upgrades can exceed 10,000,000 to 20,000,000 yen. We will first conduct a site survey to assess the condition and propose a plan prioritized according to your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the system. For example, the national “Mirai Eco Housing 2026 Project” has a structure where registered businesses (contractors) apply. For seismic renovations or home modifications under nursing care insurance in your municipality, the application is generally made by the homeowner, but we will guide you through the necessary documents and process. We will also organize and inform you about “which systems can be used,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Risks include the progression of leaks and termite damage, depreciation of asset value due to deterioration of exterior walls and roofs, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “specific vacant house,” there is a possibility that the special exemption for residential land from fixed asset tax may be revoked. Conducting inspections early and carrying out necessary renovations according to your plans to live in, rent, sell, or utilize the property can ultimately help reduce costs.
I am concerned about seismic resistance. How can I assess the seismic safety of a used single-family home?
The construction period is a significant indicator. Check if it was built after June 1981 (new seismic standards), and further if it was built after June 2000 (strengthening of joint and foundation regulations). For wooden houses built before this, a seismic diagnosis is recommended. If you wish to utilize the seismic diagnosis cost subsidy in Tama City, a diagnosis by a registered seismic inspector in the city and application before the contract is required (for details, see the subsidy section above). We also accept consultations regarding renovation content based on the diagnosis results at Kakeru Koumuten.
Will I need temporary housing during construction? How long will it take?
This depends on the scope of the work. Exterior renovations and partial interior work can often be done while you remain in your home, but for large-scale full renovations that include plumbing, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide you with a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Tama City within your service area? Will there be a travel fee?
Yes, Tama City is within the service area of Kakeru Koumuten Co., Ltd. We have five bases in Kanagawa Prefecture and Tokyo, including Aoba-ku, Yokohama and Machida City, Tokyo, allowing us to serve a wide range of areas. 10Features of Tama City
Tama City in Tokyo is a town that was planned and developed as the center of Tama New Town. It features large-scale housing complexes in areas like Suwa, Nagayama, and Ochiai, along with residential areas of single-family homes in hilly regions, characterized by a green environment and pedestrian paths.
With the initial housing complexes and single-family homes reaching 40 to 50 years old, the regeneration of housing stock and the combination of used homes plus renovations are progressing. Kakeru Koumuten is headquartered in Aoba-ku, Yokohama, and we widely accept requests for exterior and interior renovations throughout Kanagawa and Tokyo. We can perform all construction work in-house, including exterior wall overlay methods.

Kakeru Koumuten is a young company whose team is, on average, in their late twenties, but our skills are second to none.
Our greatest strength is that we handle scaffolding, roofing and painting entirely in-house. In an industry where these tasks are usually divided among contractors, our complete service simplifies project management and helps keep costs down. Above all, if a problem arises, we respond promptly.
We proudly describe ourselves as the youngest and most helpful renovation company in Kanagawa!
