① Condominium Longevity Promotion Tax System (Reduction of Fixed Asset Tax)

For condominiums that meet certain requirements, conducting large-scale repairs (all three types: exterior painting, floor waterproofing, and roof waterproofing) that contribute to longevity will result in a reduction of the fixed asset tax for the residential portion (up to the equivalent of 100㎡ per unit). In Miura City, the fixed asset tax for the following year for eligible properties is reduced to one-third.

③ Management Plan Certification System (Entry for Tax and Interest Rate Benefits)

Based on the national system, this is a system certified by Miura City, with application acceptance starting in December of Reiwa 5. Upon receiving certification, there are interest rate benefits for the “Condominium Common Area Renovation Loan” from the Japan Housing Finance Agency and Flat 35 (Maintenance Preservation Type), which is also one of the requirements for the Long Lifespan Promotion Tax System (certification alone does not guarantee tax reduction). The requirements for certification are to meet the “Miura City Condominium Management Appropriateness Guidelines” and to resolve the certification application at a meeting. According to national standards, this includes holding general meetings at least once a year, organizing management regulations, separating accounts for management fees and repair reserve funds, ensuring that the amount of arrears for more than three months is within 10% of the total, and “having a long-term repair plan that includes two or more large-scale repair works and is created or reviewed within seven years, with a planning period of 30 years or more”. Changes for Fiscal Year 2026The “Child-Rearing Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Quality Housing Renovation Promotion Project” will end in Fiscal Year 7, and there will be no implementation in Fiscal Year 8. Target Renovations to high-performance windows, such as the installation of interior windows, replacement of exterior windows, and glass replacement in existing homes (single-family and multi-family). Subsidy rates are set separately for “low-rise” and “mid-to-high-rise” multi-family residences.
Bulk Application for Multi-Family Residences As of May 29, 2026, applications for “bulk subsidy applications for multi-family residences (including reservations)” have begun. Existing Housing Energy Efficiency Renovation Subsidy Houses (including exclusive parts of condominiums) that the applicant resides in and owns or has a share in within the prefecture are eligible. Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. For the fiscal year 2026, the application amount reached the budget limit, and applications were closed on September 30. Construction that commenced before the notification of the grant decision is not eligible, and applications on behalf of the contractor are not permitted.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Management associations of condominium complexes within the prefecture are also eligible. Solar power is 70,000 yen/kW, and storage systems are 150,000 yen per unit. The application deadline for the second phase of fiscal year 2026 was September 30, and applications are now closed. If construction commenced before the grant decision date, it is not eligible. This is a system to confirm if you are considering installing solar power along with rooftop waterproofing.

⑥ Financing System (Housing Finance Agency Condominium Sumairu Loan)

When the management association borrows funds for large-scale repairs, the Housing Finance Agency’s “Condominium Common Area Renovation Loan (Condominium Sumairu Loan)” can be utilized.
