On September 28th, the children’s eco-housing support project that was held last year has stopped accepting applications and reservations because the subsidy application amount has reached the budget limit.

This year, the Ministry of Land, Infrastructure, Transport and Tourism has newly launched a childcare eco-home support project.

Childcare eco-home support projects are susceptible to rising energy prices
Support of 1 million yen for households with children and young married couples to purchase newly built houses with high energy-saving performance (ZEH level).
By supporting energy-saving renovations of houses, etc.
We will support energy saving investments by households with children and young married couples, etc.
This project aims to achieve carbon neutrality in 2050.

Target people

Those who meet ① and ② below are eligible.

 

①.Those who conclude a construction contract etc. with an eco-home support business and carry out renovation work.

“Eco-home support business” is a person who has registered in advance with this project as a person who handles procedures such as grant application on behalf of the construction orderer and returns the received subsidy to the construction orderer. I am a construction contractor.

※Constructions without a construction contract etc. are not eligible.

 

②.Be the owner of the house to be renovated.

Eligible renovation work

This applies to renovation work that falls under ① to ⑧ below.

Examples of renovation projects that are not covered

Renovation works that fall under the following categories are not eligible for subsidy.

  • Work to replace glass installed in part of the door and transom
  • Construction work on parts other than housing such as residential buildings combined with stores, etc.
  • Construction work in which a homeowner, etc. purchases housing equipment and requests a housing business operator to install it.
    (So-called construction work provided by the client or separated from the materials)
  • Construction of windows, glass, and doors in areas other than the exterior skin (partition walls that do not face the outside air)
  • Handrail construction installed outdoors and construction to eliminate outdoor steps
  • Installation work for solar power generation equipment
  • Installation work for household fuel cell cogeneration system (Ene Farm)
  • Installation work for leased equipment
  • Construction using second-hand items

Renovation work performed multiple times

If you perform multiple renovations on the same house, you can apply within the maximum subsidy amount.
However, all subsidy requirements must be met for each application.

Auxiliary upper limit

In principle, the maximum subsidy limit is 200,000 yen per unit.
However, if 4 applies, the subsidy upper limit will be increased.

If ① or ② below apply, the subsidy upper limit will be increased as per ③.

① Renovation work carried out by households with children or young married couples on their own residences.

Regarding duplication of this subsidy

  • A construction orderer who has received an increase in the upper limit of subsidies for “renovation” for a single house will be required to “build a new custom-built house” or “purchase a new built-for-sale house” again, even if the house is different from the house in question. ” cannot receive subsidies.
  • A construction orderer who has received an increase in the upper limit of subsidies for “renovation” for one house may receive the subsidy for “renovation” for a different house from the concerned house, but ” cannot receive an increase in the subsidy limit.
  • You cannot receive a subsidy for the “new construction of a custom-built home” or the “purchase of a newly built subdivision home” for the same home that has received a “renovation” subsidy.
 

Regarding overlap with the Advanced Window Renovation 2024 Project, the Water Heater Energy Savings 2024 Project, or the Rental Collective Hot Water Heater Energy Savings 2024 Project

Some of the building materials and equipment eligible for “renovation” are also eligible for subsidies under the “Advanced Window Renovation 2024 Project,” “Water Supply Energy Savings 2024 Project,” or “Rental Collective Hot Water Heater Energy Savings 2024 Project.” Both projects can be used together depending on the performance of the target building materials and equipment. (Same construction contract and construction period is also possible)
However, for renovation work that received subsidies under this project, subsidies will be issued in duplicate under the “Advanced Window Renovation Business 2024 Business,” “Water Heater Energy Saving Business 2024 Business,” or “Rental Collective Hot Water Heater Energy Saving Business 2024 Business.” cannot be received.

 

Combined with other subsidies

You cannot receive duplicate subsidies from other national subsidy systems for renovation work that is eligible for the same subsidy. Please note that local government subsidy systems can be used together, except for those that are funded by national funds.

 

Restrictions on property disposal

The construction orderer who received this subsidy project will receive approval from the government or the secretariat for 10 years after the eco-home support business receives the subsidy for the equipment acquired through the subsidy. The property may not be used, transferred, exchanged, loaned, pledged as collateral, or demolished, contrary to the purpose of granting the subsidy. (This does not apply when selling, transferring, or renting a house as a residence.)

 

Storage of accounting documents

The eco-home support business shall clearly separate the expenses required for the subsidy project from other accounting, have a book that records the details of the income and expenditure, organize evidence documents related to the income and expenditure, and maintain these books. and documents must be retained for five years after the end of the fiscal year in which this subsidy was granted.

Those who meet the following 12 criteria will be eligible for assistance.

1.Signing a construction contract with a window renovation business and carrying out window renovation work.

A “window renovating business” is a construction company that is registered with the secretariat as a person who processes the grant application on behalf of the subsidy recipient, receives the grant, and returns the granted subsidy to the subsidy recipient. etc.

  • ※Construction work for which a construction contract, etc. has not been concluded is not covered.
  • ※Window renovating businesses can be registered by registering as a housing energy saving support business for the Housing Energy Saving 2024 Campaign and declaring their participation in this project.

2.The subsidy amount is 50,000 yen or more

The amount of subsidy varies depending on the content of the work, how the house is built, and the performance and size of the target product.

  • *Even if multiple windows are being constructed and the application is made separately for this project and the child care eco home support project, the subsidy amount applied for this project alone must be 50,000 yen or more. (The subsidy amount for both projects cannot be combined)
  • *Even if multiple eligible products are installed in the same opening, only one product will be eligible for the subsidy and can be included in the subsidy amount.
3.Examples of renovation projects that are not eligible for subsidies

Construction works that fall under the following conditions are not eligible for subsidy.

  • ×Construction work where the expenses required for the subsidized project are less than the subsidy amount
  • ×Replacement work for windows (glass) and doors that do not face the outside air
    (Door replacement in apartment complexes where the entrance faces an internal hallway, etc.)

Kanagawa Prefecture Fixed asset tax reduction system for houses that have undergone barrier-free renovation work

In order to support the barrier-free renovation of houses, certain barrier-free renovation work has been carried out by March 31, Reiwa 6, and the location of the house must be located within three months from the date of completion of the renovation. (3) The building must have earthquake resistance.

B. Not relocating from self-owned property* in the city.

*If members of a household eligible for relocation are sharing a property (for example, a husband and wife are relocating together from a jointly owned property), this is not applicable.
*Excludes cases in which a subsidy-eligible household member moves from a property shared with relatives.

C. The conclusion date of any of the following contracts is on or after April 1, 2023.

  • Construction contract for new construction or renovation of a house that meets the conditions (custom-built house type*1, existing house renovation type*2)
  • Purchase and sale contract for acquiring a house that meets the conditions (built-up type, purchase and resale type)

*1 In the case of a custom-built housing type, for example, a contract in which the insulation specifications and construction contract amount are fixed is applicable. If you would like to apply for a reservation, you can do so at the stage of the contract for deciding the design supplier, which is signed before the above contract, or when documents related to the application are exchanged. *If a subsidy funded by the country or local government other than this subsidy is granted to an eligible house, it will be necessary to apply for a “construction contract for the construction or renovation of a house that meets the conditions” and “for the acquisition of a house that meets the conditions.” If the amount obtained by deducting the subsidy amount from the amount in the “purchase and sale contract” is less than 700,000 yen (1,000,000 yen if outside the city), the lower amount will be the maximum subsidy amount.

What is a reservation application? In order to improve the convenience of households eligible for the subsidy, reservation applications will be accepted at the design stage for new construction or renovation of homes that meet the conditions (custom-built homes, etc.), and at the stage of applying for building certification (for pre-built homes, etc.) If approved, we will secure a budget for 3 months (extendable up to 6 months) from the date of approval.
