For those considering renovation of used properties and vacant houses in Fussa City
I bought a used property, but I’m not sure if the renovation estimate I received is reasonable.
This is my first full renovation, and I’m worried about making mistakes.
I want to make the most of subsidies and grants.
For these concerns, Kakeru Koumuten Co., Ltd., which has numerous achievements in Fussa City, will clearly explain the key points for a successful renovation.
Be sure to obtain estimates from at least 3 companies!

01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Fussa City
Fussa City, Tokyo, is a town in Nishi-Tama where American-style streetscapes coexist with a downtown lifestyle, adjacent to the Tama River and Yokota Air Base. Single-family residential areas spread along the Ome Line, and the natural beauty of the Tama River is close at hand.
Single-family homes developed during the Showa era are now entering a generational transition period, reaching 40 to 50 years of age. This is why the option of “buying a used single-family home and renovating (or remodeling) it to fit one’s lifestyle” is expanding in Fussa City.
Residential Areas with Unique Streetscapes
The American-style streets along Yokota Air Base coexist with comfortable residential areas. The movement to live on through used properties and renovations is active.
Generous City Subsidies for Earthquake Resistance
Fussa City’s earthquake resistance renovations cover 4/5 of construction costs, up to a maximum of 1.15 million yen, supporting the earthquake retrofitting of older wooden homes.
Renovation Grants from the Chamber of Commerce
Fussa City offers grants from the Chamber of Commerce that can be used for energy-saving, barrier-free, and general renovations (with the condition that the work is done by a member contractor within the city).
Be Aware of the “Boundary” of New Seismic Standards
The seismic resistance of used houses varies significantly depending on the construction period. It is important to determine whether the house was built before the standard revisions in 1981 and 2000.
This article summarizes the reasons, points to consider, cost estimates, the latest subsidies for 2026, and how to choose contractors from the perspective of Kakeru Koumuten, which also serves Fussa City, to help those considering renovating used properties or vacant houses avoid “failures.”
The Most Important Thing is “Comparative Estimates”
To avoid failures in renovations, the most crucial step is comparative estimates. First, obtain estimates from at least three companies that operate in Fussa City. Our company, Kakeru Koumuten Co., Ltd., also receives many consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new builds but also for renovating used properties. Interest in purchasing used homes for renovation and revitalization is also increasing. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Older homes often have issues with the roof, exterior walls, and plumbing, making them less livable as they are. By renovating and updating the facilities and interiors, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interior, you can achieve a home that suits your family’s lifestyle while keeping costs lower than new construction.
Reason 2 To Increase Asset Value for Sale
More people are purchasing and renovating used properties with the intention of selling them. Used homes are often valued low in their current state, but renovations can enhance their appearance and performance, increasing their value as properties.
Reason 3 To Utilize as Investment or Business
For purchases made for investment or business purposes, renovations are essential. By transforming properties into stylish rentals or share houses, you can differentiate them from others, and depending on the location and planning, you can also expect improved profitability. Initial costs can be lower than new construction, and depending on the use and conditions, there may also be subsidies or tax incentives available, leading to an increase in the number of people utilizing vacant houses for business.
03Points to Consider When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor that you can trust to handle your renovation with peace of mind. Since used properties have had previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor that can carry out the work thoroughly in line with your preferences, the structure of the house, and the surrounding environment, and also provides aftercare following the construction.
Point 2 Always Check the Condition of the Building
For used properties and vacant houses, it is crucial to confirm which parts have deteriorated and to what extent beforehand. Since the property has been occupied by someone else, internal damage is often not apparent without investigation. Conduct a current condition survey before starting construction to identify any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and homes built before that may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting construction and be sure to check earthquake resistance and insulation performance.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, and part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations may be supported. There are tax deductions available for “housing loan tax deductions” when using a housing loan, as well as systems that allow for partial deductions of costs for certain works even with personal funds. These can sometimes be used in combination, so it is essential to check in advance and plan to utilize them strategically for a successful renovation (for the latest information, refer to this subsidy section).
04Cost Estimates for Renovating Vacant Houses and Used Properties

The renovation costs for used properties and vacant houses vary significantly based on the extent of damage and the scope of work. First, please familiarize yourself with the approximate costs by area to serve as a guideline for your financial planning (the table below provides general estimates for typical single-family homes. 05[Latest 2026] Subsidies and Grants Available in Fussa City

One way to renovate used properties and vacant houses cost-effectively is to utilize the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Fussa City may be able to use.
*The following information is as of September 3, 2026. The content, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check with our company or the respective offices for the latest information before applying. Kakeru Koumuten can assist with confirming the systems and providing necessary documents, but the applicant and application methods vary by system.
National Program: Housing Energy Efficiency 2026 Campaign
The government is implementing multiple subsidy projects targeting energy-efficient renovations under the “Housing Energy Efficiency 2026 Campaign.” Construction related to insulation, windows, and water heaters may be eligible for these subsidies.
This program is a successor to the “Child-Rearing Green Housing Support Project.” In principle, it requires renovation work that includes insulation improvements for openings (windows) and building structures, and it covers eco-friendly housing equipment, child-rearing compatible renovations, disaster prevention improvements, and barrier-free renovations.
Subsidy upper limit guidelines: For houses built before 1991, up to 1 million yen per unit (50,000 yen depending on the construction content); for houses built between 1992 and 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start on or after November 28, 2025, and applications are being accepted from June 30, 2026. Reservations must be made by November 16 at the latest, and subsidy applications must be submitted by December 31 at the latest (early closure if the budget limit is reached). Applications must be made through registered contractors.
This program covers insulation renovations for windows, including the installation of interior windows, replacement of exterior windows, and glass replacement. The subsidy amount is substantial and effective for addressing cold, heat, and condensation issues. It can easily enhance the insulation performance of existing homes.
The subsidy amount varies based on the window construction method, performance, size, and the type of house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications have been accepted since March 31, 2026, and subsidy applications must be submitted by December 31 at the latest (early closure if the budget limit is reached). Applications must be made through registered contractors.
This program targets the replacement of water heaters with high-efficiency models such as EcoCute, hybrid water heaters, and EneFarm. It is well-suited for older properties planning to replace their water heaters.
Subsidy amount guidelines: EcoCute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start on or after November 28, 2025, and applications are being accepted from March 31, 2026 (early closure if the budget limit is reached).
Tokyo Metropolitan Program
This program covers high insulation windows (installation of interior windows, replacement of exterior windows, glass replacement), high insulation doors, insulation materials, and high insulation bathtubs. It is a program with a substantial subsidy amount that can significantly enhance the insulation performance of existing homes.
High insulation windows and doors have a maximum subsidy of 2 million yen per unit (3 million yen per unit for security windows), insulation materials are covered at 1/3 of eligible expenses with a maximum of 1 million yen, and high insulation bathtubs are 95,000 yen per unit. Applications for pre-registration start on May 29, 2026, and grant applications are accepted from June 30, 2026. Individuals and corporations owning residences in Tokyo are eligible. The program is operated by Cool Net Tokyo. For more details, visit the official page.
A system that provides points for replacing with energy-efficient air conditioners, refrigerators, water heaters, and LED lighting. It pairs well with equipment updates when moving into used properties.
Guideline: Air conditioners 9,000 to 23,000 yen, refrigerators 14,000 to 26,000 yen, water heaters (such as eco-cute) 12,000 points, LEDs 4,000 yen, etc. Replacements are valid until March 31, 2027. Individuals with an address in Tokyo are eligible. For more details, visit the official page.
Broad support for the introduction of solar power generation, battery storage, high insulation windows, insulation materials, eco-cute, etc., to existing homes. This is aimed at those considering used properties with energy-saving equipment.
Battery storage is subsidized at 100,000 yen per kWh with a maximum of 1.2 million yen per unit. Solar power, insulation, and high-efficiency water heating are also subsidized by type of work (unit prices to be confirmed). All programs target existing homes. Applications for the 2026 fiscal year are also being accepted. For more details, visit the official page.
Fussa City Programs
Support for earthquake resistance in Fussa City, adjacent to Yokota Air Base and the Tama River. We provide support for earthquake renovations at a high subsidy rate of 4/5.
Seismic diagnosis 2/3, upper limit of 100,000 yen; seismic renovation 4/5, upper limit of 1,150,000 yen (if the diagnosis results in a score of less than 1.0). The target is wooden single-family homes with two stories or less built before May 31, 1981. A preliminary consultation before the contract is necessary, so please check the eligibility requirements with Fussa City before deciding on a construction company. For details, visit the official page of Fussa City.
This is a subsidy program from the Fussa City Chamber of Commerce that can be widely used for energy-saving, barrier-free, and general renovations.
Energy-saving & barrier-free construction 20%・Upper limit 200,000 yen; general renovation construction 10%・Upper limit 100,000 yen. The third application period is from October 1, 2026, to February 1, 2027 (depending on the budget). Note: Construction must be carried out by registered contractors in the city who are members of the Fussa City Chamber of Commerce, so our company (Aoba-ku, Yokohama) is generally not eligible. For details, visit the official page of Fussa City.
Supports housing renovations under long-term care insurance, removal of vacant houses, and the removal or reconstruction of dangerous block walls.
Long-term care insurance housing renovation upper limit 200,000 yen. Subsidy for the removal costs of vacant houses (amount to be confirmed). The subsidy for promoting safety measures for block walls, etc., is 2/3 of the removal and reconstruction costs, with an upper limit of 80,000 yen per meter. There are no specified city requirements for contractors for long-term care insurance, seismic renovations, or block walls.
* The Fussa City Chamber of Commerce renovation subsidy requires construction by registered contractors in the city, so our company (Aoba-ku, Yokohama) is generally not eligible. For seismic renovations (4/5, upper limit 1,150,000 yen), long-term care insurance housing renovations, block wall removals, and the national “Housing Energy Saving 2026” and Tokyo Metropolitan programs, we will propose after confirming the eligibility requirements before construction and contract. Windows, insulation, and solar power are primarily covered by national and metropolitan programs.
View renovation tax reductions and other programs
- Housing Loan Tax Deduction: If you use a housing loan for renovations that meet certain requirements, income tax and other deductions will be based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Deduction): For construction such as earthquake resistance, energy conservation, barrier-free, and long-term excellent housing, you may be eligible for income tax deductions even with your own funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for earthquake-resistant renovations, energy-saving renovations, and barrier-free renovations.
- Tokyo’s Insulation and Energy Conservation Subsidy: You may be able to combine the above “Tokyo’s system” (energy-saving renovation promotion project for existing homes, Tokyo Zero Emission Points, etc.) with the national “Housing Energy Conservation 2026 Campaign.” If you are considering window, insulation, or high-efficiency equipment renovations, please consult us before starting construction.
Subsidies and tax reductions can sometimes be combined, but there are restrictions on duplication for the same construction. Kakeru Koumuten will organize and propose “which system can be used for your construction” after conducting a site survey.

07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Fussa City
There are many renovation companies that serve Fussa City, and it can be confusing to decide which one to choose. When requesting renovations, be sure to check the following five points.
- Experience in renovation work
- Check for warranties and after-sales maintenance
- Obtain estimates from multiple contractors (at least three)
- Confirm whether they perform renovations in-house
- Check if they offer color simulations and perspective drawings
1. Experience in Renovation Work

Many renovation contractors publish their project achievements on their websites. If a contractor provides detailed explanations of the process with photos, it can help you visualize the outcome after the request, giving you peace of mind. If you’re uncertain, choose a contractor with ample experience.
Google and review sites can also be helpful. It’s important to check the content of low ratings, the company’s responses, and the timing of posts. While Google reviews are useful, do not make your decision based solely on reviews; consider project achievements, estimates, and warranty details for a comprehensive assessment.
2. Check for Warranties and After-Sales Maintenance

When selecting a contractor, be sure to check for warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint type, but typically ranges from 1 to 10 years (emergency repairs and partial repairs are often not covered). Some contractors also offer after-sales services separate from warranties, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. provides a warranty for all exterior renovations and sealing work. We also conduct aftercare maintenance and send out annual notification DM to ensure annual inspections are possible.
Click here for more details on Kakeru Koumuten’s warranty and aftercare maintenance
3. Obtain estimates from multiple contractors (at least 3 companies)

When requesting renovations, be sure to obtain estimates from multiple contractors. Even for the same construction work, warranties, after-sales service, and prices can vary significantly. Having multiple estimates makes price negotiations easier.
When comparing estimates, it is important to look at not only the costs but also the “items in the estimate,” “check the undercoating materials, sealing materials, and paint for auxiliary parts,” and “confirm the process” in detail. Lowering the rank of auxiliary parts or skipping processes can reduce costs, so it is essential to not make judgments based solely on price.
See more details on points for comparing estimates
4. Confirm whether the company conducts renovations in-house

At Kakeru Koumuten Co., Ltd., we carefully listen to and investigate the existing “condition,” “location,” “base materials,” “desired durability,” and “design” to propose the best plan. While there is nothing inherently wrong with a system where partner companies perform the work, it is important to confirm whether the contracting company understands the construction details and clearly defines the responsibilities for quality control and warranty. If the work is done in-house, it is easier to coordinate with the site, making it quicker to respond in case of any issues.
5. Check if they offer color simulations and perspective drawings

Choosing colors and envisioning the final look can be challenging for both exterior and interior work. With simulations, you can reduce the risk of mistakes like “it turned out differently than I imagined.” Since it is difficult to redo once the work is done, it is advisable to choose a company that can provide flexible simulations.

1. Equipment Specialized for In-House Renovations
At Kakeru Koumuten, we have organized warehouses and material storage areas to provide high-quality renovations at low costs. We have 5 bases located in Kanagawa and Tokyo, including Aoba-ku, Yokohama and Machida City, Tokyo.
In-House Scaffolding Materials

We can construct the temporary scaffolding required for exterior renovations using our own scaffolding materials and in-house scaffolding team. By not outsourcing, we achieve cost reductions on scaffolding work. We own scaffolding materials for approximately 50 detached houses.
Storage of Materials in Our Large In-House Warehouse

We store roofing materials and paints. By placing large orders at once, we can procure materials at a lower cost, and since we always have stock available, we can respond quickly in emergencies. We are also equipped with various tools to handle different types of construction, such as compressors and cleaning machines.
In-house Waste Separation

In exterior renovations, various waste materials such as paints, wood, and metals are generated. Our company is committed to properly separating and recycling waste materials, which also helps reduce waste disposal costs.
Exterior Renovation Dedicated Showroom

In the showroom, not only can you hold meetings, but you can also check the actual colors of paints and a wide variety of catalogs. You can also confirm heat insulation properties using color simulations and heat-resistant paint testing machines. The showroom is a 3-minute walk from Eda Station in Aoba-ku, Yokohama, and is accessible from Tokyo as well.
2. In-house Construction System for Exterior Renovations

A major strength of Kakeru Koumuten Co., Ltd. is our in-house system for exterior remodeling. By managing everything from inquiries to project completion consistently, we ensure quality while keeping costs down. Since one representative handles everything from the estimate to the completion of the work, there are no changes in the sales or project management teams, allowing for smooth communication. We handle everything from temporary scaffolding installation to exterior wall painting and roof remodeling, primarily using our own skilled craftsmen. For interior and equipment work, we collaborate with specialized staff according to the project requirements. We are confident in our plans and costs, so we welcome competitive estimates.
3. Various Permits and Skilled Workers

We have obtained permits for construction work and industrial waste collection and transportation. We also have nationally certified sheet metal workers and painting specialists on staff, ensuring confidence in our construction techniques. We are capable of handling large-scale painting projects for factories and apartment complexes.
4. Warranty and Aftercare
Exterior wall painting and joint sealing work come with a warranty. Aftercare is available annually, and we send out reminder DM each year. If you have concerns about the warranty, please click the image above for more information.
5. Flexible and Prompt Response

We are equipped to handle various exterior troubles and situations. If you cannot access the roof at height, we can respond using a drone. We also use a thermal imaging camera for leak investigations. We respond according to our customers’ wishes and also accept emergency repairs for sudden leaks only.
6. Human Resource Development

We create various models to improve skills and conduct practical training. Since the construction methods and materials used for exterior renovations vary depending on the existing materials and shapes, we regularly implement technical improvement education so that each staff member can respond to various sites.

7. Flexible simulations for both exterior and interior renovations!
Kakeru Koumuten Co., Ltd. is dedicated to helping our customers choose colors and designs for their important building renovations, both exterior and interior, to ensure their satisfaction.
7-1. Exterior Renovation Simulation

We can create color simulations for exterior wall painting, as well as simulations for metal siding and roof overlays. We can generate simulations from actual photos of your building and propose several patterns with our recommended color schemes. We also accommodate “test painting” and “sample board arrangements” to confirm the actual color tones.
7-2. Interior Renovation Simulation

We also support simulations and perspective drawings for interior renovations. We suggest recommended simulations based on your preferred image, such as a modern style. Realistic perspectives are created from actual floor plans.
8. Solar Power and Battery Installation Work Available!

As part of renovations for used properties, more customers are introducing solar power systems, which have abundant subsidies. Kakeru Koumuten Co., Ltd. also handles solar power installation work and proposes solar panels tailored to the shape of your roof. We can also accept requests for estimates and power generation simulations only.
Progression of water leaks and termite damage, decline in asset value due to deterioration of exterior walls and roofs, and neglect of garden trees and equipment can occur. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special property tax exemption for residential land may be revoked. Conducting inspections early and carrying out necessary construction according to your plans to live, rent, sell, or utilize the property can ultimately help reduce costs.
I am concerned about earthquake resistance. How can I assess the earthquake resistance of a used house?
The construction period is a significant indicator. Check if it is after June 1981 (new earthquake resistance standards), and further if it is after June 2000 (strengthening of joint and foundation regulations). For wooden houses built before this period, we recommend an earthquake resistance assessment. Your municipality may also offer subsidies for seismic retrofitting of wooden houses, which can significantly reduce costs if you qualify (for details, see the above subsidy section). Kakeru Koumuten can assist you from assessment to renovation.
Will I need temporary housing during construction? How long will it take?
It depends on the scope of the work. For exterior renovations or partial interior work, it is often possible to carry out the work while you remain in your home. However, for large-scale full renovations that include water areas, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide a schedule in advance and propose a plan that minimizes the impact on your daily life.
