01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Tsurumi Ward
Tsurumi Ward in Yokohama is located at the northeastern edge of Yokohama, where the Keihin Industrial Zone’s coastal area and residential areas like Namamugi and Shioda are spread out. It is a vibrant town where a multicultural culture is rooted, coexisting with the Tsurumi River, factories, and shopping streets.
The wooden houses in the downtown area near the coastal region are at a stage where they require improvements for earthquake resistance, insulation, and protection against salt damage. This is why the option of “buying an old wooden house and renovating it to suit one’s lifestyle” is expanding in Tsurumi Ward.
Downtown Residential Areas like Namamugi and Shioda
A lively town where shopping streets and factories coexist. There is an active movement to renovate and continue living in the wooden houses of the downtown area.
Salt Damage and Dirt in the Coastal Industrial Zone
Being close to the Keihin Industrial Zone, it is important to consider exterior renovations that address rust on metal parts due to sea breezes and dirt on walls caused by traffic and factories.
Wooden House Density and Disaster Prevention
In the downtown area, there are regions densely populated with wooden structures, requiring a review of seismic and fire safety measures, as well as ingenuity in scaffolding and transportation.
Residential Areas in Oka (Higashi-Terai and Kita-Terai)
Not only are there flat coastal areas, but there are also residential areas on hills such as Higashi-Terai and Kita-Terai, making it important to check retaining walls and drainage.
This article summarizes the reasons, points to consider, cost averages, the latest subsidies for 2026, and how to choose contractors from the perspective of Kakeru Koumuten, which also serves the Tsurumi Ward, for those considering renovating used properties or vacant houses without making mistakes.
The Most Important Thing is “Comparative Estimates”
To avoid mistakes in renovations, the most crucial step is comparative estimates. First, obtain estimates from at least three companies that operate in the Tsurumi Ward. Our company, Kakeru Koumuten Co., Ltd., also receives numerous consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new constructions but also for renovating used properties. There is growing interest in living in renovated or refurbished used houses. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Older houses often have issues with the roof, exterior walls, and plumbing, making them less livable as they are. By renovating and upgrading the facilities and interiors, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interior, you can achieve a home that suits your family’s lifestyle while keeping costs lower than new construction.
Reason 2 To Increase Asset Value for Sale
More people are purchasing and renovating used properties with the intention of selling them. Used houses are often evaluated as having low asset value in their current state, but renovations can enhance their appearance and performance, thereby increasing their value as properties.
Reason 3 To Utilize as Investment or Business
When purchasing for investment or business purposes, renovations are essential. By transforming properties into stylish rentals or share houses, you can differentiate them from others, and depending on the location and planning, you can also expect improved profitability. Initial costs can be lower than new constructions, and depending on the use and conditions, there may be cases where subsidies or tax incentives apply, leading to an increase in those utilizing vacant houses for business.
03Points to Consider When Renovating Vacant Houses and Used Properties

Point 1 Choose a Trustworthy Construction Company
First and foremost, it is essential to select a contractor that you can trust to handle your renovation with peace of mind. Since used properties have had previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor that can carry out the work thoroughly according to your wishes, the structure of your home, and the surrounding environment, and also provides aftercare following the construction.
Point 2 Always Check the Deterioration of the Building
For used properties and vacant houses, it is crucial to confirm which parts have deteriorated and to what extent beforehand. Since the property has been lived in by someone else, internal damage is often not apparent without investigation. Conduct a current condition survey before starting work to identify any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and homes built before that may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check the earthquake resistance and insulation.
Point 4 Check Subsidy Programs and Renovation Tax Reductions
To keep construction costs down, it is important to check for subsidies and renovation tax reductions. Subsidies are provided by the national and local governments, supporting part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations. Tax reductions include the “housing loan tax reduction” when using a housing loan, and there are systems where part of the costs can be deducted for certain works even with personal funds. These can sometimes be used in combination, so it is essential to check in advance and plan to utilize them strategically for a successful renovation (for the latest information, see this subsidy section).

05[Latest 2026] Subsidies and Grants Available in Tsurumi Ward

One way to renovate used properties and vacant houses cost-effectively is by utilizing the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Tsurumi Ward may be able to use.
*The following information is as of September 3, 2026. The content, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check for the latest information with our company or the respective offices before applying. Kakeru Koumuten can assist with confirming the systems and providing necessary documents, but the application methods and applicants may vary by system.
National Program: Housing Energy Saving 2026 Campaign
The government is implementing multiple subsidy projects targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Construction for insulation, windows, and water heaters may be eligible for these subsidies.
This program is a successor to the “Child-Rearing Green Housing Support Project.” In principle, it requires renovation work that includes insulation for openings (windows) and the building structure, and it covers eco-friendly housing equipment, child-rearing compatible renovations, disaster prevention improvements, and barrier-free renovations.
Subsidy limit guidelines: For houses built before 1991, up to 1,000,000 yen per unit (50,000 yen depending on the work), for houses built between 1992 and 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start after November 28, 2025, and applications will be accepted starting June 30, 2026. Reservations must be made by November 16 at the latest, and grant applications must be submitted by December 31 at the latest (early termination if the budget limit is reached). Applications must be made through registered contractors.
This program targets insulation renovations for windows, including the installation of interior windows, replacement of exterior windows, and glass replacement. The subsidy amount is substantial and effective for addressing cold, heat, and condensation issues. It can easily enhance the insulation performance of existing homes.
The subsidy amount varies based on the window construction method, performance, size, and the type of house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications have been accepted since March 31, 2026, and grant applications must be submitted by December 31 at the latest (early termination if the budget limit is reached). Applications must be made through registered contractors.
This program targets the replacement of high-efficiency water heaters such as eco-cute, hybrid water heaters, and EneFarm. It is well-suited for existing properties planning to replace their water heaters.
Subsidy amount guidelines: Eco-cute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start after November 28, 2025, and applications will be accepted starting March 31, 2026 (early termination if the budget limit is reached).
Yokohama City Program
This is a unique program by Yokohama City for the fiscal year 2026 (Reiwa 8) that supports renovation work to improve the insulation performance of existing homes. It targets child-rearing generations who are moving to existing homes and conducting whole-house insulation renovations, as well as households that continue to live in their current homes while performing whole or partial insulation renovations.
Reservation applications are from April 1, 2026, to November 30, and formal applications are from May 1 to November 30 (may end early if the budget limit is reached). Only registered businesses under “Yokohama Health and Energy-Saving Housing” can apply; direct applications by individuals are not allowed. There are requirements regarding housing, households, contracts, and businesses. For more details, please check the official Yokohama City page.
This is the main system for reinforcing old wooden houses against earthquakes. It is particularly effective for those who are purchasing used detached houses and conducting earthquake improvements.
Eligible: Traditional wooden individual houses with two stories or less that received construction confirmation before the end of May 2000. Buildings judged to have an upper structure evaluation score of less than 1.0 in an earthquake diagnosis. The subsidy rate is within 4/5 of the construction cost. Applications for the 2026 fiscal year are being accepted from April 1 (will end as soon as the budget is reached). The contact point is the Yokohama City Bureau of Architecture, Disaster Prevention Division.
This is for those who have received certification for support or care needs. Eligible expenses include the installation of handrails, elimination of steps, changes to flooring materials, and replacement of doors and toilets. It can also be utilized when using a used house for a two-family setup.
Of the maximum benefit limit of 200,000 yen, those with a 10% burden will receive 90% (up to 180,000 yen). Depending on income, there may be cases where the burden is 20% or 30%. A prior application before starting construction is required. For details, please contact your care manager or the district office.
This system is for utilizing vacant houses as community contribution facilities (child-rearing support, elderly support, coworking spaces, NPOs, etc.). It is aimed at those considering investment and community utilization.
The subsidy rate is 1/2, with a maximum of 1 million yen for interior and exterior renovations for community contribution facilities + a maximum of 1.5 million yen for earthquake improvements (total maximum of 2.5 million yen). There are requirements such as being a single-family house in Yokohama City, complying with the Building Standards Act, and not being a designated vacant house. For details, please check the official Yokohama City page.

- Housing Loan Tax Reduction: If you use a housing loan for renovations that meet certain requirements, income tax and other deductions will be based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Reduction): For construction related to earthquake resistance, energy conservation, barrier-free access, and long-term excellent housing, there may be cases where income tax deductions can be received even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for earthquake-resistant renovations, energy-saving renovations, and barrier-free renovations.
- Kanagawa Prefecture Existing Housing Energy Conservation Renovation Subsidy: For the fiscal year 2026, the subsidy rate is 1/3 with a maximum of 150,000 yen. The first phase has ended, but an additional application period is scheduled from September 7 to September 30, 2026, only for electronic applications and on a first-come, first-served basis (approximately 25 cases). Applications must be made by the applicant themselves, and construction before the grant decision is not eligible. Please check the official page of Kanagawa Prefecture.
Subsidies and tax reductions can sometimes be combined, but there are restrictions on duplication for the same construction. Kakeru Koumuten will organize and propose “which systems can be used for your construction” after conducting a site survey.

07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Tsurumi
There are many renovation companies that serve the Tsurumi area, and it can be difficult to decide which one to choose. When requesting renovations, be sure to check the following five points.
- Experience in renovation work
- Check for warranties and after-sales maintenance
- Obtain estimates from multiple contractors (at least three)
- Confirm whether they perform renovations in-house
- Check if they offer color simulations and perspective drawings
1. Experience in Renovation Work

Many renovation contractors publish their construction achievements on their websites. If a contractor provides detailed explanations of the process with photos, it makes it easier to visualize the outcome after the request, giving you peace of mind. If you’re feeling uncertain, choose a contractor with ample experience.
Google and review sites can also be helpful. It’s important to check the content of low ratings, the company’s responses, and the timing of the posts. In particular, Google reviews are useful, but don’t make your decision based solely on reviews; consider the construction achievements, estimates, and warranty details for a comprehensive assessment.
2. Confirm the presence of warranties and aftercare services

When choosing a contractor, be sure to check for warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint type, but typically ranges from 1 to 10 years (emergency repairs and partial repairs are often not covered). Some contractors also offer aftercare services separate from warranties, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. provides warranties for exterior renovations and sealing work. We also conduct aftercare services, sending out annual notification DM to ensure annual inspections are possible.
Click here for more details on Kakeru Koumuten’s warranties and aftercare services
3. Obtain estimates from multiple contractors (at least 3)

When requesting renovations, be sure to obtain estimates from multiple contractors. Even for the same construction content, warranties, aftercare services, and prices can vary significantly. Having multiple estimates makes price negotiations easier.
When comparing estimates, look at not just the costs but also the “items in the estimate,” “check the undercoating materials, sealing materials, and paint for auxiliary parts,” and “confirm the process” in detail. Lowering the rank of auxiliary parts or skipping processes can reduce costs, so it’s important to not judge solely based on price.
See detailed points for comparing estimates
4. Confirm whether the company conducts renovations in-house

At Kakeru Koumuten Co., Ltd., we conduct detailed hearings and surveys on the existing “condition,” “location,” “materials,” “desired durability,” and “design” to propose the optimal plan. While there is nothing inherently wrong with a system where a partner company performs the construction, it is essential to confirm whether the contracted company understands the construction details and clearly defines the responsibilities for quality control and guarantees. With in-house construction, it is easier to coordinate with the site, allowing for a quicker response in case of any issues.
5. Do they support color simulations and perspective drawings?

Choosing colors and envisioning the appearance after construction can be challenging for both exterior and interior projects. With simulations, you can reduce the risk of mistakes like “it looks different from what I imagined.” Since it is difficult to redo once construction is completed, it is advisable to choose a company that can provide flexible simulations.

We carry out the work with our own craftsmen, from temporary scaffolding setup to exterior wall painting and roof renovations. We are confident in our plans and costs, so we welcome competitive estimates.
3. Various Permits and Skilled Workers

We have obtained construction industry licenses and permits for industrial waste collection and transportation. We also have nationally certified sheet metal workers and painting specialists on staff, ensuring confidence in our construction techniques. We also use a thermal imaging camera for leak investigations. We respond according to our customers’ wishes and also accept emergency measures for sudden leaks only.
6. Human Resource Development

We create various models for skill enhancement and conduct practical training. Since exterior renovations vary in construction methods and materials based on existing materials and shapes, we regularly conduct technical improvement training to ensure each staff member can handle various sites.

09Renovation of Used Properties and Vacant Houses in Tsurumi Ward | Frequently Asked Questions
We will answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Tsurumi Ward.
Is it better to renovate after buying a used property or consult before purchasing?
Please consult with us before making a purchase decision if possible. Used properties often have deterioration that is not visible, and it is not uncommon to encounter cases where “unexpected construction costs arose” after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and provide an estimate for necessary renovations, you can establish a feasible financial plan.
What renovations should be prioritized for a used house in Tsurumi Ward?
It depends on the condition of the building, but we prioritize areas that, if left unattended, could lead to further damage, such as leaks, termites, and structural or seismic issues. After that, we will determine the order of renovations for roof and exterior walls, water areas (kitchen, bathroom, toilet), and insulation according to your budget and impact on your daily life. In coastal industrial areas and wooden residential areas in downtown, roofs and exterior walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the building, including the exterior.
Tsurumi Ward is close to the coastal industrial area; what should be noted about used houses?
Tsurumi-ku is close to the Keihin Industrial Zone, making it essential to consider rust on metal parts due to sea breezes (salt damage) and dirt on exterior walls from traffic and factories when planning exterior renovations. Choosing materials with high rust prevention, dirt resistance, and weather resistance is key. In areas like Namamugi and Shioda, where wooden structures are densely packed, it is also important to review seismic and fire resistance. We will also propose assistance for seismic and thermal insulation renovations available in Yokohama City.
How much does a full renovation (full renovation) cost?
The cost of a full renovation for a detached house varies significantly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen, while large-scale renovations that include interior and exterior work, water areas, thermal insulation, and seismic upgrades can exceed 10 million to 20 million yen. We will first assess the condition through an on-site survey and propose a prioritized plan that fits your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the program. For example, the national “Mirai Eco Housing 2026 Project” requires registered contractors (construction companies) to apply. For seismic renovations or housing modifications under nursing care insurance in your city or ward, the application is generally made by the individual, but we will guide you through the necessary documents and process. We will organize and inform you about “which programs are available,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Risks include the progression of leaks and termite damage, depreciation of asset value due to deterioration of exterior walls and roofs, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special exemption for residential land in fixed asset tax may be revoked. Early inspection and necessary renovations according to your plan to live in, rent, sell, or utilize the property can ultimately help reduce costs.
I am concerned about seismic resistance. How can I assess the seismic resistance of a used detached house?
The construction date is a significant indicator. Check if it was built after June 1981 (new seismic standards), and further confirm if it was built after June 2000 (strengthening of joint and foundation regulations). For wooden detached houses built before that, we recommend a seismic diagnosis. There are also subsidies for seismic renovations for wooden houses in your city or ward, which can significantly reduce costs if eligible (for details, see the subsidy section above). Kakeru Koumuten Co., Ltd. will assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
This depends on the scope of the work. Exterior renovations and partial interior work can often be done while you remain in your home, but for large-scale full renovations that include water areas, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and approximately 1 to 3 months or more for full renovations. We will provide a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Tsurumi-ku within your service area? Will there be travel costs?
Yes, Tsurumi Ward is within the service area of Kakeru Koumuten Co., Ltd.
