① Condominium Longevity Promotion Tax System (Property Tax Reduction)

If large-scale repairs (such as exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of certain qualifying condominiums are carried out, the property tax amount for the following year will be reduced by one-third (up to the equivalent of 100㎡ per unit; urban planning tax is not included). The reduction rate is determined by each municipality, and Ayase City is one-third.

Main Requirements Condominiums with more than 20 years since construction and a total of 10 or more units, with residential exclusive parts; at least one instance of exterior painting, floor waterproofing, and roof waterproofing completed in the past; must meet one of the following: ① A condominium certified under Ayase City’s management plan that has raised the amount of the repair reserve fund (average amount for the entire planning period) from below the certification standard to above the standard after September 1, 2021 ② A management association that has received advice and guidance from the city based on the Condominium Management Improvement Act, resulting in a long-term repair plan that meets national standards (advice and guidance from the city may not be available upon request)

② Management Plan Certification System (Entrance to Tax and Interest Rate Benefits)

This is a system certified by Ayase City, and receiving certification leads to reduced loan interest rates from the Japan Housing Finance Agency and meeting one of the requirements for the longevity promotion tax system (certification alone does not guarantee tax reduction). The city’s operation will start in April 2024, and the certification criteria are the same as the national standards (there are no unique standards for Ayase City). The main criteria include holding meetings at least once a year, maintaining management regulations, separate accounting for management fees and repair reserves, having overdue repair reserves of three months or less within 10% of the total, and “creating and reviewing a long-term repair plan that includes large-scale repair work twice or more within 30 years, within 7 years.”

Application Process After obtaining a resolution for the certification application at the management association meeting, receive pre-confirmation through the condominium management center’s “Management Plan Certification Procedure Support Service,” and apply to the city with the issued pre-confirmation compliance certificate attached. Direct applications to the city without using this system are not permitted.
Cost The system usage fee is 10,000 yen per application. Additionally, there will be a pre-confirmation examination fee by a condominium management specialist. There is no application fee for certification to the city.

Mirai Eco Housing 2026 Project

Eligible Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family dwellings. Management associations and management association corporations can also become joint contractors (i.e., can be used for common area renovations). Rental housing is also eligible.

Bulk Application for Multi-Family Housing In multi-family housing, there is a method called “bulk application” where all units can be applied for together. The application process is conducted by registered contractors (window renovation contractors), and the management association cannot apply on its own, but it is a system that works well with window and entrance door renovations in conjunction with large-scale repairs.
Subsidy Limit For residential properties, 1 million yen per unit (changed from 2 million yen for the fiscal year 2025). For non-residential properties over 240㎡, the limit is 10 million yen per building.

Subsidy for Existing Housing Energy Efficiency Renovation Costs Applies to homes (exclusive parts of condominiums) where the applicant resides permanently within the prefecture and owns or has a share in the property. Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. The second phase for fiscal year 2026 reached the budget limit on September 30, and applications were closed. Works started before the notification of grant approval are not eligible, and contractors cannot apply on behalf of the applicants.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Costs Management associations of condominium units within the prefecture are also eligible. Solar power is 70,000 yen/kW, and storage systems are 150,000 yen per unit. The second phase for fiscal year 2026 reached the budget limit on the application start date of September 7, and applications were closed. Works started before the grant approval date are not eligible. This is a system to confirm if you are considering installing solar power along with rooftop waterproofing.

⑤ Financing System (Housing Finance Agency Mansion Sumairu Loan)

If the management association borrows funds for large-scale repairs, it can utilize the Housing Finance Agency’s “Mansion Common Area Renovation Loan (Mansion Sumairu Loan).”

Condominiums over 40 years old are expected to increase rapidly in the future. According to the Ayase City Condominium Management Improvement Promotion Plan (March 2024), there were 62 condominiums (2,357 units) in the city as of 2023, of which 25 buildings (619 units) are over 40 years old. The plan anticipates that the number of condominiums over 40 years old will increase to 50 buildings (1,686 units) in 10 years and to 60 buildings (2,216 units) in 20 years. Ayase City is entirely designated as a landscape planning area, with color standards (hue, brightness, saturation ranges) for exterior walls set according to regional classifications (zoning, etc.). The “Ayase Symbol Road,” part of the urban planning road Terao Kamidana Line, is a key area for landscape formation and has different standards. Depending on the building, a statutory exterior wall inspection may be required.
