[Minato-ku, Tokyo] Renovation of Vacant Houses and Used Properties | Cost Estimates, Subsidies, and Construction Achievements
For those considering renovations of used properties and vacant houses in Minato Ward
I bought a used property, but I’m not sure if the renovation estimate I received is reasonable.
This is my first full renovation, and I’m worried about making mistakes.
I want to make the most of subsidies and grants.
For such concerns, Kakeru Koumuten Co., Ltd., which serves the Minato Ward area, will clearly explain the points to consider when planning a renovation.
Let’s compare estimates from multiple companies

01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Minato Ward
Minato Ward in Tokyo is a town where residential areas such as Azabu, Shirokane, Takanawa, and Minami-Aoyama coexist with urban office districts. It is an area with a wide variety of building types and ages, from single-family homes to condominiums.
In older homes, updating facilities and reviewing seismic and insulation measures may be necessary. Therefore, purchasing a used single-family home or condominium and renovating (or renovating) it according to the building’s condition and lifestyle is an option.
Mix of Single-Family Homes and Condominiums
Since the age, structure, and management conditions vary by region and building, it is important to confirm the current situation before purchase or before construction begins.
Energy-Saving Subsidies from the Ward
Minato Ward has a subsidy system for solar power generation, storage batteries, high-insulation sashes, and high-reflectivity paints.
Seismic Reinforcement of Wooden Single-Family Homes
There are subsidy systems for seismic retrofitting work for wooden houses that meet certain conditions, depending on the timing of building confirmation.
Balancing Performance and Design
It is important to plan not only for the appearance of the interior and exterior but also for seismic resistance, thermal insulation, waterproofing, and future maintenance.
In this article, we summarize the reasons, points of caution, cost estimates, the latest subsidies for 2026, and how to choose contractors from the perspective of Kakeru Koumuten, aimed at helping those considering renovating used properties and vacant houses in Minato Ward to avoid “failure”.
Let’s Compare Estimates with Consistent Conditions
When renovating, it is essential to compare estimates from multiple companies. Ensure that the scope of work, materials used, processes, and warranty conditions are consistent, and check not only the prices but also the clarity of the proposals and explanations. Kakeru Koumuten is also available for consultations regarding renovations of vacant houses and used properties in Minato Ward.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new builds but also for utilizing renovated used properties. There is a growing interest in living in renovated or refurbished used homes. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
A common reason for purchasing and renovating a used property is “to live comfortably.” Older homes may have issues with the roof, exterior walls, or plumbing, making them difficult to live in as they are. By renovating and updating the facilities and interior, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interior, you can aim for a home that fits your family’s lifestyle while keeping track of the total costs, including the purchase price and renovation expenses.
Reason 2 To Increase Asset Value for Sale
There is also the option to renovate a used property before selling it. Improving the interior and exterior as well as the facilities can enhance the property’s impression and usability, but it is not guaranteed that the renovation costs can be directly added to the selling price. It is essential to check the surrounding market and the needs of potential buyers when considering the scope of work.
Reason 3 To Utilize as an Investment or Business
For properties intended for investment or business purposes, renovations tailored to the intended use and tenant demographics can help differentiate them from other properties. However, a financial plan that includes renovation costs, maintenance costs, and vacancy risks is necessary. Subsidies and tax incentives vary depending on the target audience, building use, and scope of work, so it is important to confirm these before starting construction.
03Points to Note When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation with peace of mind. For used properties, since there were previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor who can carry out the work thoroughly in line with your wishes, the structure of the house, and the surrounding environment, and who also provides aftercare following the construction.
Point 2 Always Check the Deterioration of the Building
For used properties and vacant houses, it is crucial to confirm which parts have deteriorated and to what extent beforehand. Since other people have lived there before, the internal damage is often not apparent without investigation. Make sure to understand any hidden deterioration through a current condition survey before starting construction.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and houses built before that may not meet current standards. Additionally, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting construction and be sure to check earthquake resistance and insulation performance.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, supporting part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations. There are tax deductions available for “housing loan tax deductions” when using a housing loan, as well as systems that allow for deductions on certain construction costs even with personal funds. These can sometimes be used in combination, so it is crucial to check in advance and plan to utilize them strategically for a successful renovation (for the latest information, see this subsidy section).

High reflectance coatings apply to roofs and rooftops, while exterior walls and waterproofing work are not eligible. The application period is from April 1, 2026, to January 29, 2027, and the completion report must be submitted by February 26, 2027, with pre-application required before starting work. For more details, visit the official page of Minato Ward.
For wooden houses that meet certain conditions, a portion of the costs for earthquake resistance renovation work will be subsidized based on the timing of the building confirmation.
Houses that received building confirmation between June 1, 1981, and May 31, 2000, are eligible for half of the construction costs, with a maximum of 1 million yen. Houses that received building confirmation before May 31, 1981, are eligible for two-thirds of the construction costs, with a maximum of 4 million yen. Projects that have already been contracted or started are not eligible, and prior consultation before application is required. Earthquake diagnosis is covered under a separate system, with subsidies available for wooden houses and boarding houses covering two-thirds of the costs, with a maximum of 200,000 yen. For details, please visit the official Minato Ward page.
This system is for individuals aged 65 and over who are recognized as needing housing renovations due to difficulties in daily life. The applicable system varies depending on the certification status of support or long-term care needs.
Preventive benefits are capped at 200,000 yen and do not apply to those certified for support or long-term care. Equipment benefits include a bathtub replacement of 379,000 yen, sink and washbasin of 156,000 yen, and toilet modernization of 106,000 yen as maximums. Small-scale housing renovations for those certified for support or long-term care will utilize long-term care insurance. There is a self-burden based on income, and renovations due to new installations, breakdowns, aging, or regular remodeling are not eligible. After application, a visit and survey by a housing renovation coordinator will take place. For details, please visit the official Minato Ward page.
* Minato Ward also has a system to support the removal of dangerous block walls and the installation of new walls. If it is determined that earthquake resistance is necessary by the ward’s earthquake resistance advisor, the removal costs will be fully covered, up to 1.5 million yen, and the installation costs for new walls will be two-thirds covered, up to 1 million yen. Since procedures are required before contracting or starting work, please check the official Minato Ward page for more information. As of September 1, 2026, there was no confirmation of a general subsidy system unique to Minato Ward that targets the renovation of vacant houses.

Roof Overlay Construction Case in Minato-ku

| Construction Location | Minato-ku, Tokyo |
|---|---|
| Construction Content | Roof Overlay Construction |
| Existing Roofing Material | Slate |
| New Materials Used | Sekino Kousan Danetsu Top |
| Price Range | 600,000 – 700,000 yen |
Our Proposal
We implemented a roof overlay method by installing a new waterproof sheet and Danetsu Top over the existing slate roof without removing it. This method minimizes the area of the existing roof that needs to be removed; however, depending on the condition of the substrate, re-roofing may be more suitable, so prior inspection is important.

07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Minato Ward
There are many renovation companies that serve Minato Ward, and it can be confusing to decide which one to choose. When requesting renovations, be sure to check the following five points.
- Experience in renovation work
- Check for warranties and after-sales maintenance
- Obtain estimates from multiple contractors
- Confirm whether they perform renovations in-house
- Check if they offer color simulations and perspective drawings
1. Experience in renovation work

Many renovation contractors publish their work results on their websites. If a contractor provides detailed explanations of the process with photos, it can help you visualize the outcome after the project, giving you peace of mind. If you have concerns, choose a contractor with extensive experience.
Google and review sites can also be helpful. It’s important to check the content of low ratings, the company’s responses, and the timing of the posts. While Google reviews are useful, do not make your decision based solely on reviews; consider the work results, estimates, and warranty details for a comprehensive assessment.
2. Check for warranties and after-sales maintenance

When choosing a contractor, be sure to check for warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint type, but typically ranges from 1 to 10 years (emergency repairs and partial fixes are often not covered). Some contractors also offer after-sales services in addition to warranties, so be sure to check for those as well.
Kakeru Koumuten Co., Ltd. provides a construction guarantee for eligible exterior renovations and sealing work. The presence, duration, and scope of the guarantee vary depending on the type of work and materials used, so please check the details of the guarantee before signing the contract. You can also consult us about aftercare maintenance.
For more details on Kakeru Koumuten’s guarantees and aftercare maintenance, click here
3. Obtain estimates from multiple contractors

When requesting renovations, be sure to obtain estimates from multiple contractors. Even for the same work, guarantees, after-sales services, and prices can vary significantly. Having multiple estimates makes it easier to negotiate prices.
When comparing estimates, it is important to look closely at not just the costs, but also the “items in the estimate,” “check the undercoating materials, sealing materials, and paint for auxiliary parts,” and “confirm the process.” Lowering the rank of auxiliary parts or skipping steps can reduce costs, so it is essential to not make decisions based solely on price.
For more details on points to compare estimates
4. Confirm whether the company performs renovations in-house

At Kakeru Koumuten Co., Ltd., we conduct detailed hearings and investigations regarding the existing “condition,” “location,” “base materials,” “desired durability,” and “design” to propose the best plan. While there is nothing inherently wrong with a system where partner companies perform the work, it is important to confirm whether the contracting company understands the work details and has clear responsibilities for quality control and guarantees. If the work is done in-house, it is easier to coordinate with the site, allowing for quicker responses in case of any issues.
5. Check if they offer color simulations and perspective drawings

Choosing colors and visualizing the image after construction can be challenging for both exterior and interior work. Having simulations can reduce the risk of mistakes like “it turned out differently than I imagined.” Since it is difficult to redo once the work is done, it is advisable to choose a company that can provide flexible simulations.

09 Renovation of Used Properties and Vacant Houses in Minato-ku | Frequently Asked Questions
We answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Minato-ku.
Is it better to renovate after buying a used property or to consult before purchasing?
If possible, please consult with us before making a purchase decision. Used properties often have deterioration that is not visible at first glance, and it is not uncommon to encounter cases where “unexpected construction costs arose” after the purchase. By having Kakeru Koumuten check the condition of the property you are considering and provide an estimate for necessary renovations in advance, you can establish a feasible financial plan.
What renovations should be prioritized for a used house in Minato-ku?
It depends on the condition of the building, but we prioritize areas that, if left unattended, could lead to further damage, such as leaks, termites, structural issues, and seismic resistance. After that, we determine the order of renovations for the roof and exterior walls, water areas (kitchen, bathroom, toilet), and insulation based on your budget and impact on your daily life. The areas of deterioration vary depending on the age of the building and its repair history, so we recommend starting with a comprehensive inspection of the entire building, including the exterior.
I want to improve the performance of a used house in Minato-ku. What subsidies are available?
In Minato-ku, there are subsidies such as up to 1 million yen for solar power generation (maximum output kW × 100,000 yen, capped at 400,000 yen), up to 300,000 yen for high-reflectivity paint (roof and rooftop), and up to 100,000 yen for high-insulation sashes. Each has eligibility requirements, and applications must be submitted before construction begins. For seismic retrofitting of wooden houses, the cap can be 1 million yen or 4 million yen depending on the timing of the building confirmation. For more details, please check the subsidy section above.
How much does a full renovation (full remodeling) cost?
The cost of a full renovation for a detached house varies greatly depending on the area, condition of deterioration, scope of work, and grade of equipment. Even if focusing on interior and equipment updates, it typically starts from around 8 million yen, while large-scale renovations that include exterior, water areas, insulation, and seismic upgrades can exceed 15 million to 30 million yen. First, we will conduct a site survey to check the condition and propose a prioritized plan that fits your budget.
Do I apply for subsidies myself? Is the process difficult?
The applicant varies depending on the system. For example, the national “Mirai Eco Housing 2026 Project” is a system where registered contractors (construction companies) apply. For seismic retrofitting or housing renovations under long-term care insurance in your municipality, the application is generally made by the individual, but we will guide you through the necessary documents and process. We will organize and inform you about “which systems are available,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Leaving a vacant house can lead to issues such as the progression of leaks and termite damage, a decrease in asset value due to deterioration of the exterior walls and roof, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special tax exemption for residential land will be revoked. Early inspections and necessary renovations based on your plans to live in, rent, sell, or utilize the property can ultimately help reduce costs.
I am worried about seismic resistance. How can I assess the seismic resistance of a used house?
The construction period is a significant guideline. Let’s check if it was built after June 1981 (new seismic standards) and further after June 2000 (strengthening of joint and foundation regulations). For wooden houses built before this, we recommend a seismic diagnosis. Your municipality may also have subsidies for seismic retrofitting of wooden houses, which can significantly reduce costs if you qualify (for details, see the above subsidy section). Kakeru Koumuten Co., Ltd. is here to assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
It depends on the scope of the work. For exterior renovations or partial interior work, it is often possible to carry out the work while staying in your home. However, for large-scale full renovations, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and approximately 1 to 3 months or more for full renovations. We will provide a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Minato-ku within your service area? Will there be any travel fees?
Yes, Minato-ku is within the service area of Kakeru Koumuten Co., Ltd. Our headquarters and showroom are located in Aoba-ku, Yokohama, and we utilize our store in Machida City, Tokyo, and a material storage site in Yokohama to serve sites in Kanagawa Prefecture and Tokyo. The costs for on-site surveys and estimates, as well as the feasibility of service, will be provided after confirming your request details and location.
Leave your renovations in Minato-ku to Kakeru Koumuten Co., Ltd.!
“I want my renovation to last a long time with just one project,” “I want to keep costs down as much as possible,” “I want to improve insulation because my home is hot”—we will check your specific requests and the condition of your building, and propose a plan that organizes necessity and priorities.

Kakeru Koumuten is a young company whose team is, on average, in their late twenties, but our skills are second to none.
Our greatest strength is that we handle scaffolding, roofing and painting entirely in-house. In an industry where these tasks are usually divided among contractors, our complete service simplifies project management and helps keep costs down. Above all, if a problem arises, we respond promptly.
We proudly describe ourselves as the youngest and most helpful renovation company in Kanagawa!
