③ Management Plan Certification System (Tax and Interest Rate Benefits)
This is a system certified by Edogawa Ward, and upon certification, you can meet one of the requirements for lower interest rates on the Housing Finance Agency’s “Flat 35” and condominium common area renovation loans, as well as the long-term durability promotion tax system (certification alone does not guarantee tax reduction). The certification criteria are mainly based on national guidelines, with key criteria including holding general meetings at least once a year, organizing management regulations, separate accounting for management fees and repair reserves, ensuring that arrears are within 10% of the total, and “having a long-term repair plan that includes two or more large-scale repair works and is created or reviewed within seven years, with a planning period of over 30 years”.

Damage caused by typhoons, strong winds, flying debris from rooftop waterproof sheets, coping, fences, hail damage, and lightning strikes due to “accidental incidents” may be covered by fire insurance. On the other hand, wear and tear itself is not covered. There have been numerous troubles nationwide with contractors soliciting, saying, “You can repair it without any out-of-pocket expenses with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of claims directly with your management association or property owner with the insurance company or agent. Generally, buildings that are undergoing their second or third major repairs tend to experience significant deterioration in substrate repairs, tiles, and waterproofing, so early building diagnostics can be beneficial. The management plan certification is handled by Edogawa Ward, and receiving certification can lead to lower interest rates and property tax reductions.
③ Landscape Plan Affecting the Entire District
Edogawa Ward is designated as a landscape plan area. Repairs or color changes that alter the exterior are subject to notification for buildings of a certain scale, including repainting in the same color as the current state. Notifications for exterior wall repainting must be submitted at least 30 days before the start date, and a preliminary consultation is generally required about 30 days prior to that. There are standards based on Munsell values for colors. It is important to incorporate the periods for preliminary consultation and notification into contracts and schedules.
