② Management Plan Certification System (Entry for Tax and Interest Rate Benefits)
Receiving certification leads to interest rate benefits for loans and bonds from the Japan Housing Finance Agency, and fulfills one of the requirements for the Long-term Life Promotion Tax System (certification alone does not guarantee tax reduction). The certification by Tokyo Metropolitan Government applies to towns and villages, while condominiums in the 23 wards are certified through each ward’s office. The main criteria include holding meetings at least once a year, establishing management regulations, separate accounting for management fees and repair reserves, having overdue repair reserves of three months or less within 10% of the total, and “creating and reviewing a long-term repair plan that includes two or more large-scale repair works within 30 years and within 7 years”, among others.

The subsidy covers the difference from the interest rate, which is 1% lower than the agency’s rate (if the interest rate is below 1%, it effectively becomes 0%), and the subsidy period is up to 20 years, which is the repayment period of the loan. |

Cases Where Fire Insurance Can Be Used and Cases Where It Should Not Be Used
Damage caused by “accidental incidents” such as the scattering of rooftop waterproof sheets, caps, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to separate and record damage caused by accidents from wear and tear during deterioration diagnosis.
On the other hand, wear and tear itself is not covered. There have been many incidents nationwide where contractors have solicited with claims like “You can repair without any out-of-pocket costs with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims may be considered insurance fraud. Please confirm the eligibility of your application directly with your management association or owner to the insurance company or agent. Kakeru Koumuten Co., Ltd. does not provide such guidance.
Building Conditions and Repair Points in Kita Ward, Tokyo
Kita Ward is a long and narrow area approximately 2.9 km east-west and 9.3 km north-south, divided by a cliff line running from northwest to southeast, with the Musashino Plateau to the west and the Arakawa Lowland to the east. Four rivers flow through the ward: the Arakawa, Sumida, Shinkawaguchi, and Shakujii rivers. The population peaked at 452,064 in Showa 40 (1965), then decreased before rising again to 355,213 in Reiwa 2 (2020) (Census). Kita Ward’s buildings are divided into layers based on “periods of population decline” and “periods of population increase”
The population of Kita Ward, according to the census, peaked at 452,064 in Showa 40 (1965) from 418,603 in Showa 35 (1960), then decreased to 326,764 in Heisei 12 (2000) before increasing to 355,213 in Reiwa 2 (2020). The number of households increased from 178,379 in Heisei 27 (2015) to 189,700 in Reiwa 2 (2020). There is a history of former military land being repurposed into residential complexes, hospitals, parks, etc. (Kita Ward Green Situation Survey), and there are large-scale complexes within the ward, such as the UR Akabane-dai Housing Complex (constructed in Showa 37) and the Tokyo Metropolitan Kiri-ga-oka Housing Complex (construction began in Heisei 29). Since the values for Kita Ward in the same survey from Heisei 30 could not be confirmed, the table below serves as a guideline based on population and era. The actual construction year varies by building.

Four Factors Affecting Buildings and Construction in Kita Ward
Based on public documents, we have organized four characteristics that are linked to large-scale repairs. Kita Ward is divided into plateaus and lowlands by a cliff line, so the issues vary depending on the location of the site even within the same ward.
① Climate | Temperature Differences, Heat Waves, Heavy Rain
According to the Japan Meteorological Agency’s observations in Tokyo (not specific to Kita Ward), the highest annual temperatures from 2021 to 2025 ranged from 36.8 to 38.5°C, and the lowest annual temperatures ranged from -3.5 to -1.0°C (the highest in 2025 was 38.5°C on August 30). Annual precipitation varied significantly, with the highest in 2021 at 2,052.5mm and the lowest in 2025 at 1,152.5mm. Due to high summer temperatures and cold winters, the exterior walls, sealing, and waterproof layers undergo repeated expansion and contraction every year.It is recommended to inspect the waterproof layers, sealing, and drains before any issues arise.
② Topography | Plateaus and Lowlands, Slopes and Rivers
A cliff line runs from northwest to southeast through the center of the ward, with the western plateau being the northeastern edge of the Musashino Plateau (Kanto Loam), and the eastern lowland being the alluvial plain created by the Arakawa River. Areas like Ukima, Akabane Higashi, and Oji Higashi are flat, while Akabane Nishi, Oji Nishi, Takinohigawa Nishi, and Takinohigawa Higashi have many slopes and elevation differences. The flood hazard map for Kita Ward (issued in September 2025) indicates that in the event of flooding from the Arakawa River, some locations could experience flooding over 5 meters, with flooding lasting more than two weeks in most of the lowlands (assuming maximum scale). There are also flood zones anticipated for storm surges equivalent to the Muroto Typhoon. Liquefaction predictions are available in the Tokyo Metropolitan Government’s forecast map (revised version for fiscal year 2025), indicating relative possibilities of uniform shaking across the entire area. Additionally, four areas have been designated as non-combustible special zones in regions densely populated with wooden houses: along the Akabane Nishi Auxiliary Route 86, Shimo-Iwabuchi, along the Auxiliary Route 81, and around Jujo Station. Please check the hazard map for classifications of lowland sites.
③ Types of Buildings | Apartment Complexes, Large-Scale Housing Developments, Buildings in Front of Stations
In the 2023 survey, the types of housing were 79.0% apartment buildings and 19.9% single-family homes. The types of residences by household were 40.3% owner-occupied, 42.9% privately rented, 6.7% UR/public corporation rentals, and 5.9% public rentals (according to the Housing Master Plan 2026 draft). In a ward with many apartment buildings, the large-scale repairs of both condominium management associations and owners of rental apartments and buildings are important themes. The UR Akabane-dai housing complex is undergoing reconstruction and has been developed as Nouvelle Akabane-dai. The Toei Kirigaoka housing complex has also been undergoing reconstruction since fiscal year 1996. These complexes have different management entities compared to condominiums, and individual building circumstances cannot be determined. Urban areas around Akabane Station are said to have a mix of residential, industrial, and commercial zones, and the exteriors of buildings housing stores and tenants are prioritized for diagnosis based on visibility.
④ City Rules | Landscape Plans and District Plans
Kitaku became a landscape administrative organization on April 1, 2015, and has been implementing the Kitaku Landscape Creation Plan since October 1 of the same year. The targets include not only the construction and expansion of large buildings but also repairs, renovations, and color changes that alter the exterior (including repainting that does not comply with the landscape plan standards). The scale of the targets is as follows: in general areas, commercial zones with a height of 30m or more or a total floor area of 1,200㎡ or more, in neighboring commercial areas with a height of 20m or more or 1,000㎡ or more, and in other areas with a height of 20m or more or 800㎡ or more. In key landscape formation areas, all buildings in the Nishigaoka area, along the Sumida River area with a height of 15m or more or 800㎡ or more, and around the former Furukawa Garden area with a height of 20m or more or 800㎡ or more are included (please check the district’s guide for the area around Chuo Park). - Yes, it can be set up. In Kita Ward, the area is divided into a plateau on the west side of the cliff line and low land on the east side, with many slopes in Akabane Nishi, Oji Nishi, and Takino-gawa, and there are also roads with a width of less than 4m (Article 42, Paragraph 2 of the Building Standards Act) within the ward. The applicable criteria differ by district (for example, commercial areas require a height of 30m or more or a total floor area of 1,200㎡ or more, while other areas require a height of 20m or more or 800㎡ or more; all buildings in the Nishioka area are included), and prior consultation is required at least 30 days before notification. Additionally, there are 22 district plans within the ward.
