01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Yokosuka City
Yokosuka City is a major city in Kanagawa Prefecture, located in the center of the Miura Peninsula, known as a military port and tourist destination. The city features a varied terrain, from coastal urban areas to residential areas spreading across valleys.
Old wooden houses built on hillside slopes and in valleys are at a stage where they require improvements for seismic resistance, insulation, salt damage, and moisture control. This is why the option of “buying a used house and renovating it to suit your lifestyle” is expanding in Yokosuka City.
Houses on Steep Slopes in Valleys
Many houses are located on steep slopes in valleys surrounded by hills, making retaining walls, slope stabilization, drainage, and moisture control particularly important, as well as considerations for scaffolding, transportation, and material delivery.
Considerations for Salt Damage Along the Coast
In areas facing Tokyo Bay and Sagami Bay, exterior renovations that take into account rust on metal parts due to sea breezes are effective.
A City with Many Hills and an Aging Population
In residential areas with many slopes and stairs, the demand for barrier-free renovations such as the installation of handrails and the elimination of level differences is also increasing.
Be Aware of the “Boundary” of New Earthquake Resistance Standards
The earthquake resistance of used houses varies greatly depending on the construction period. It is important to determine whether it is before the standard revisions of 1981 and 2000.
This article summarizes the reasons, points to note, cost averages, the latest subsidies for 2026, and how to choose a contractor from the perspective of Kakeru Koumuten, a company closely connected to the community, for those considering renovating used properties or vacant houses in Yokosuka City to avoid “failures.”
The Most Important Thing is “Comparative Estimates”
The most crucial factor to avoid failures in renovations is comparative estimates. First, obtain estimates from at least three companies that operate in Yokosuka City. Our company, Kakeru Koumuten Co., Ltd., also receives numerous consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new constructions but also for renovating used properties. There is growing interest in living in renovated or refurbished used houses. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Older houses often have issues with the roof, exterior walls, and plumbing, making them difficult to live in as they are. By renovating and updating the facilities and interiors, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interior, you can finish a home that suits your family’s lifestyle while keeping costs lower than new construction.
Reason 2 To Increase Asset Value for Sale
More people are purchasing and renovating used properties with the intention of selling them. Used houses tend to be evaluated at a low asset value as they are, but renovations can improve their appearance and performance, thereby increasing the property’s value.
Reason 3 To Utilize as Investment or Business
For purchases made for investment or business purposes, renovations are essential. By transforming them into stylish rentals or share houses, you can differentiate them from other properties, and depending on the location and planning, you can also expect improved profitability. Initial costs can be kept lower than new constructions, and depending on the use and conditions, they may also qualify for subsidies or tax incentives, leading to an increase in those utilizing vacant houses for business.
03Points to Note When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation with peace of mind. Since used properties have had previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor that can carry out the work thoroughly according to your wishes, the structure of your home, and the surrounding environment, and also provides aftercare following the construction.
Point 2 Always Check the Condition of the Building
For used properties and vacant houses, it is crucial to check which parts are deteriorating and to what extent beforehand. Since the property has been lived in by someone else, internal damage is often not apparent without investigation. Conduct a current condition survey before starting work to understand any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and homes built before that may not meet current standards. Additionally, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check earthquake resistance and insulation performance.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, supporting part of the costs for earthquake retrofitting, energy-saving renovations, and barrier-free modifications. Tax deductions include “housing loan tax deductions” when using a mortgage, and there are systems that allow for partial deductions for certain works even with personal funds. These can sometimes be combined, so it is essential to check in advance and use them strategically as a key to successful renovation (for the latest information, see this subsidy section).

05[Latest 2026] Subsidies and Grants Available in Yokosuka City

One way to renovate used properties and vacant houses affordably is by utilizing the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Yokosuka City may be able to use.
*The following information is as of September 4, 2026. The content, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check for the latest information with our company or the respective offices before applying. Kakeru Koumuten can assist with confirming the systems and providing necessary documents, but the applicants and application methods vary by system.
National Program: Housing Energy Saving 2026 Campaign
The government is implementing multiple subsidy projects targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Construction related to insulation, windows, and water heaters may be eligible for these subsidies.
This program is a successor to the “Child-Rearing Green Housing Support Project.” In principle, it requires renovation work that includes insulation improvements for openings (windows) and the building structure, targeting eco-friendly housing equipment, child-rearing compatible renovations, disaster prevention enhancements, and barrier-free renovations.
Subsidy upper limit guidelines: For buildings constructed before 1991, up to 1,000,000 yen per unit (50,000 yen depending on the construction content); for buildings constructed between 1992 and 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start on or after November 28, 2025, with applications accepted starting June 30, 2026. Reservations must be made by November 16 at the latest, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made by registered contractors.
This program covers window insulation renovations such as installing interior windows, replacing exterior windows, and glass replacements. The subsidy amount is substantial and effective for addressing cold, heat, and condensation issues. It can easily enhance the insulation performance of existing homes.
The subsidy amount varies depending on the window construction method, performance, size, and the type of house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications have been accepted since March 31, 2026, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made by registered contractors.
This program targets the replacement of high-efficiency water heaters such as EcoCute, hybrid water heaters, and EneFarm. It is well-suited for older properties planning to replace their water heaters.
Subsidy amount guidelines: EcoCute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start on or after November 28, 2025, with applications accepted starting March 31, 2026 (early termination may occur if the budget limit is reached).
Yokosuka City Program
This program requires construction by “registered contractors” who have completed city training (businesses with a head office, branch, or sales office within the city), so our company in Aoba-ku, Yokohama is generally not eligible. This is just for your information.
The target is single-family wooden houses built using traditional frame construction methods before May 31, 2000 (up to 3 stories). Earthquake diagnosis is substantially fully subsidized. Selection from registered city contractors is mandatory, so our company, being an out-of-city contractor, cannot utilize this. For the fiscal year 2028, the subsidy for reinforcement work is available from May 11 to first-come, first-served at the counter, with a deadline of December 28. For details, please visit the official page of Yokosuka City.
This is a city program for those looking to introduce solar power and storage batteries in conjunction with the renovation of used properties. Unit prices and maximum amounts must be confirmed.
Solar power is a fixed amount, and storage batteries are 1/3 (only when introduced simultaneously with solar power). Unit prices and maximum amounts per kW must be confirmed. The application period is from May 1, 2026, to January 15, 2027. Whether contractors are limited to those within the city must be confirmed. For details, please visit the official page of Yokosuka City.
Those requiring support or long-term care can utilize housing renovations under long-term care insurance, while those with physical disability certificates of level 1 or 2 can use the housing equipment improvement subsidy. There are no specific contractor requirements for the disability subsidy.
The disability housing equipment improvement subsidy is based on income, covering from full amount to half, with a maximum of 400,000 yen (1,000,000 yen for mobility lifts and 600,000 yen for environmental control devices). The long-term care insurance housing renovation has a payment limit of 200,000 yen (generally 90% coverage). In both cases, prior consultation and application before construction are required.
*Yokosuka City has many major housing subsidies, such as earthquake reinforcement, elderly housing renovations, two-family housing renovations, childcare family support housing bank, and vacant house demolition, which are limited to businesses with a head office in the city. Therefore, please note that many of these are not applicable to our company (Aoba-ku, Yokohama). Subsidies available for out-of-city contractors include solar power, disability housing equipment improvements, and long-term care insurance housing renovations (to be confirmed). The city subsidy for the removal of dangerous block walls ended in the fiscal year 2019. Insulation and windows should primarily utilize the national “Housing Energy Efficiency 2026 Campaign.” Renovations considering steep slopes in Yato and salt damage along the coast are recommended.

- Housing Loan Tax Deduction: If you use a housing loan for renovations that meet certain requirements, income tax deductions will be applied based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Deduction): For construction work such as earthquake resistance, energy-saving, barrier-free, and long-term excellent housing, there may be cases where income tax deductions can be received even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for earthquake-resistant renovations, energy-saving renovations, and barrier-free renovations.
- Kanagawa Prefecture Existing Housing Energy-saving Renovation Subsidy: For the fiscal year 2026, the subsidy rate is 1/3, with a maximum of 150,000 yen. The first phase has ended, but additional applications are scheduled to be accepted from September 7 to September 30, 2026, only through electronic application on a first-come, first-served basis (approximately 25 cases). Applicants must apply themselves, and construction before the grant decision is not eligible. Please check the official page of Kanagawa Prefecture.
Subsidies and tax deductions can sometimes be combined, but there are restrictions on duplication for the same construction work. Kakeru Koumuten will organize and propose “which systems can be used for your construction” after conducting a site survey.

Our Proposal
The existing slate roof is made of Grisheid NEO, and long-term protection through painting is difficult. Therefore, we proposed a roof overlay construction method, which involves layering new roofing material without removing the existing roof. The new roofing material used is Aijii Industry’s Super Galtect, which is lightweight and excels in insulation and durability.

07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Yokosuka City
There are many renovation companies that serve Yokosuka City, and it can be confusing to decide which one to choose. When requesting renovations, be sure to check the following five points.
- Extensive experience in renovation work
- Check for warranties and after-sales maintenance
- Obtain estimates from multiple contractors (at least three)
- Confirm whether they perform renovations in-house
- Check if they offer color simulations and perspective drawings
1. Extensive Experience in Renovation Work

Many remodeling contractors publish their construction results on their websites. If a contractor provides detailed explanations of the process with photos, it makes it easier to visualize the outcome after the request, giving you peace of mind. If you have concerns, choose a contractor with extensive experience.
Google and review sites can also be helpful. It is important to check the content of low ratings, the company’s responses, and the timing of the posts. In particular, Google reviews are useful, but don’t make your decision based solely on reviews; consider the construction results, estimates, and warranty details for a comprehensive assessment.
2. Confirm the presence of warranties and after-sales maintenance

When selecting a contractor, be sure to check for warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint type, but typically ranges from 1 to 10 years (emergency repairs and partial repairs are often not covered). Some contractors also offer after-sales services separate from warranties, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. provides warranties for exterior renovations and sealing work. We also conduct after-sales maintenance and send out annual notification DM, allowing for annual inspections.
Click here for more details on Kakeru Koumuten’s warranties and after-sales maintenance
3. Obtain estimates from multiple contractors (at least 3)

When requesting remodeling, be sure to obtain estimates from multiple contractors. Even for the same construction content, warranties, after-sales services, and costs can vary significantly. Having multiple estimates also makes price negotiations easier.
When comparing estimates, look at not just the costs, but also compare the “items in the estimate,” “undercoat materials, sealing materials, and paint for auxiliary parts,” and “confirmation of the process” in detail. Lowering the rank of auxiliary parts or skipping steps can reduce costs, so it is important not to judge solely based on price.
Click here for detailed points on comparing estimates
4. Confirm whether the contractor performs the remodeling in-house

At Kakeru Koumuten Co., Ltd., we conduct detailed hearings and surveys regarding the existing “condition,” “location,” “materials,” “desired durability,” and “design” to propose the optimal plan. While there is no inherent issue with the system of subcontractors performing the work, it is essential to confirm whether the contracted company understands the scope of work and clearly defines the responsibilities for quality control and guarantees. If we handle the construction ourselves, it becomes easier to coordinate with the site, allowing for swift responses in the event of any troubles.
5. Do you support color simulations and perspective drawings?

Choosing colors and envisioning the post-construction appearance can be challenging for both exterior and interior projects. With simulations, you can reduce the risk of mistakes like “it turned out differently than I imagined.” Since it can be difficult to redo once the work is done, it is advisable to choose a company that can provide flexible simulations.
08Reasons why Kakeru Koumuten is chosen for remodeling used houses in Yokosuka City
One reason is that “Kakeru Koumuten also serves Yokosuka City,” but
“our unique approach to remodeling vacant and used properties that cannot be imitated by other companies”
has received high praise from many customers.
We have absolute confidence in “cost,” “quality,” and “plans” for remodeling in Yokosuka City. Please compare our estimates with those from other companies.
The most important aspect of remodeling is getting multiple estimates. Be sure to request estimates from at least three companies that serve the Yokosuka City area!
1. Equipment specialized for in-house remodeling
At Kakeru Koumuten, we have established warehouses and material storage areas to provide remodeling work at low cost and high quality. We have five bases for material storage and showrooms located within Yokohama City.
In-house ownership of scaffolding materials

For exterior renovations, we can construct temporary scaffolding using our own scaffolding materials and in-house scaffolding team. By not outsourcing, this leads to cost reductions in scaffolding work. We own scaffolding materials sufficient for approximately 50 houses.
Materials stored in our large in-house warehouse

We store roofing materials and paints. By placing large orders at once, we can purchase materials at lower prices, and since we always have stock available, we can respond quickly in emergencies. We also have various tools ready for different types of construction, including compressors and cleaning machines.
In-house waste separation

In exterior renovations, various types of waste such as paint, wood, and metal are generated. While many contractors dispose of them all together, we separate and recycle waste, significantly cutting down on waste disposal costs.
Showroom dedicated to exterior renovations

In the showroom, you can not only have meetings but also check the actual paint colors and a wide variety of catalogs. You can also confirm heat resistance using a heat-resistant paint testing machine and color simulation. The showroom is a 3-minute walk from Eda Station in Aoba-ku, Yokohama.
2. Complete In-House Construction

A major strength of Kakeru Koumuten Co., Ltd. is our complete in-house construction. By maintaining a consistent system from inquiry to project completion, we can keep costs down while providing high-quality renovations. A single representative handles everything from the estimate to project completion, ensuring smooth communication without changes in sales or construction management. All work, from temporary scaffolding installation to exterior wall painting and roof renovations, is carried out by our own skilled craftsmen. We are confident in our plans and costs, so we welcome competitive estimates.
3. Various Permits and Skilled Workers

We have obtained permits for the construction industry and for the collection and transportation of industrial waste. We also have nationally certified sheet metal and painting technicians on staff, ensuring confidence in our construction techniques. We are capable of handling large-scale painting projects for factories and apartment complexes.
4. Warranty and Aftercare
Exterior painting and joint sealing work come with a warranty. Aftercare is available annually, and we send out notification DM every year. If you are concerned about the warranty, please click on the image above for confirmation.
5. Flexible and Prompt Response

We are equipped to handle various exterior troubles and situations. Even if you cannot access the roof at high places, we can respond using a drone. For leak investigations, we also use a thermal imaging camera. We respond according to our customers’ wishes and also accept emergency measures for sudden leaks from the exterior walls only.
6. Human Resource Development

We create various models for skill enhancement and conduct practical training. Since exterior renovations vary in construction methods and materials based on existing materials and shapes, we regularly conduct technical improvement training to ensure each staff member can handle various sites.

7. Flexible Simulations for Both Exterior and Interior!
Kakeru Koumuten is dedicated to helping you choose colors and designs for your important building renovations, both exterior and interior, to ensure your satisfaction.
7-1. Exterior Renovation Simulation

We can provide color simulations for exterior wall painting, as well as simulations for metal siding and roof overlays. We can create simulations from actual photos of your building and suggest several patterns with our recommended color combinations. We also accommodate “test painting” and “arranging paint boards” to confirm the actual color tones.
7-2. Interior Renovation Simulation

We also support simulations and perspective drawings for interior renovations. Based on your preferred style, such as modern, we will propose recommended simulations. We create realistic perspectives from actual floor plans.
8. We also handle solar panel and storage battery installation work!

More customers are introducing solar equipment with generous subsidies in line with renovations of used properties. Kakeru Koumuten Co., Ltd. also handles solar equipment installation and will propose solar panels tailored to the shape of your roof. We can also accept requests for estimates and power generation simulations only.
09Renovation of Used Properties and Vacant Houses in Yokosuka City | Frequently Asked Questions
We will answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Yokosuka City.
Is it better to renovate after buying a used property or consult before buying?
If possible, please consult us before making a purchase decision. Used properties often have deterioration that is not visible, and it is not uncommon to encounter cases where “unexpected construction costs arose” after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and providing an estimate of necessary renovations, you can establish a feasible financial plan.
What renovations should be prioritized for a used detached house in Yokosuka City?
It depends on the condition of the building, but we prioritize areas that, if left unattended, can lead to further damage, such as leaks, termites, and structural or seismic issues. After that, we will decide on the order of exterior renovations such as the roof and walls, water areas (kitchen, bathroom, toilet), and insulation based on your budget and impact on daily life. In the hilly areas of the Miura Peninsula and coastal residential areas, roofs and walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the building, including the exterior.
Yokosuka City has many valleys and slopes; what should be noted about used detached houses?
Yokosuka City has many residences on the steep slopes of Yato, making it particularly important to check retaining walls, slopes, drainage, and moisture control, as well as to consider scaffolding, transportation, and material handling. Along the coast, exterior renovations should take into account sea breezes (salt damage). There is also a high demand for barrier-free renovations in homes with many slopes. Additionally, many of the major subsidies for seismic reinforcement and elderly housing renovations in Yokosuka City are limited to registered local contractors, and we honestly inform you that some may not apply to our company located outside the city (however, solar power, housing improvements for the disabled, and the national energy-saving program 2026 are available).
How much does a full renovation (full renovation) cost?
The cost of a full renovation for a detached house varies greatly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen, while large-scale renovations that include interior and exterior work, water areas, insulation, and seismic upgrades can exceed 10 million to 20 million yen. We will first conduct a site survey to assess the condition and propose a prioritized plan that fits your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the system. For example, the national “Mirai Eco Housing 2026 Project” is structured so that registered contractors (construction companies) apply. For seismic renovations or home modifications under long-term care insurance in your city or ward, the application is generally made by the individual, but we will provide guidance on the necessary documents and process. We will organize and inform you about “which systems are available,” so please feel free to consult with us first.
What risks are there if I leave a vacant house as it is?
Leaving a vacant house can lead to issues such as rain leaks, termite damage, depreciation of asset value due to deterioration of exterior walls and roofs, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special exemption for residential land from property tax may be revoked. Early inspection and necessary work according to your plans to live in, rent, sell, or utilize the property can ultimately help reduce costs.
I am worried about seismic resistance. How can I assess the seismic resistance of a used detached house?
The construction date is a significant guideline. Check if it was built after June 1981 (new seismic standards), and further if it was built after June 2000 (strengthening of joint and foundation regulations). For wooden detached houses built before that, we recommend a seismic diagnosis. There are also subsidies for seismic renovations for wooden houses in your city or ward, which can significantly reduce costs if eligible (for details, see the subsidy section above). Kakeru Koumuten Co., Ltd. will assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
This depends on the scope of the work. Exterior renovations and partial interior work can often be done while you remain in your home, but for large-scale full renovations that include water areas, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Yokosuka City within your service area? Will there be travel expenses?
Yes, Yokosuka City is within the service area of Kakeru Koumuten Co., Ltd. Our headquarters is located in Aoba-ku, Yokohama, and we primarily serve five locations in Kanagawa Prefecture and Tokyo. Estimates are completely free, and we do not engage in persistent sales tactics. Please feel free to consult with us first.
