01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Kawasaki-ku
Kawasaki-ku, Kawasaki City, is the gateway to Kawasaki City, featuring a district that spreads across the coastal area of the Keihin Industrial Zone and residential areas like Kawasaki Daishi and Oshima. It is a vibrant town where a multicultural culture is rooted, coexisting with factories and shopping streets alongside residential areas.
The wooden houses in the downtown area near the coastal region are at a stage where they require upgrades for earthquake resistance, insulation, salt damage, and flood prevention. This is why the option of “buying a used wooden house and renovating it to suit one’s lifestyle” is expanding in Kawasaki-ku.
Residential Areas like Kawasaki Daishi and Oshima
A lively downtown where shopping streets and factories coexist. There is an active movement to renovate wooden houses for continued living.
Salt Damage and Dirt in the Coastal Industrial Zone
Being close to the Keihin Industrial Zone, it is important to consider exterior renovations that address rust on metal parts due to sea breezes and dirt on walls from traffic and factories.
Wooden House Density and Disaster Prevention
In the downtown area, there are regions densely populated with wooden structures, requiring a review of seismic and fire resistance, as well as innovative scaffolding and transportation solutions.
Awareness of Flooding in Low-Lying Areas
There are many low-lying areas close to the sea, making renovations that consider flooding measures reassuring. It is effective to consider the positioning of foundations and water-related areas, as well as water-stopping measures.
This article summarizes the reasons, points of caution, cost estimates, the latest subsidies for 2026, and tips for choosing contractors from the perspective of Kakeru Koumuten Co., Ltd., aimed at those considering renovations for used properties and vacant houses in Kawasaki-ku to avoid “failures.”
The Most Important Thing is “Comparative Estimates”
The most crucial factor in avoiding failures in renovations is comparative estimates. First, obtain estimates from at least three companies that operate in Kawasaki-ku. Our company, Kakeru Koumuten Co., Ltd., also receives numerous consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new constructions but also for utilizing renovated used properties. There is a growing interest in lifestyles that involve purchasing used homes and renovating or refurbishing them. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Older homes often have issues with roofs, exterior walls, and water-related areas, making them uncomfortable to live in as they are. By renovating and upgrading the facilities and interiors, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interiors, you can finish your home to suit your family’s lifestyle while keeping costs lower than new constructions.
Reason 2 To Increase Asset Value for Sale
There is an increasing number of people purchasing and renovating used properties for the purpose of resale. Used homes are often evaluated as having low asset value as they are, but renovations can enhance their appearance and performance, thereby increasing their value as properties.
Reason 3 To Utilize as Investment or Business
For purchases made for investment or business purposes, renovations are essential. By transforming them into stylish rentals or share houses, you can differentiate them from other properties, and depending on the location and planning, you can also expect improved profitability. Initial costs can be lower than new constructions, and depending on the purpose and conditions, they may also qualify for subsidies or tax incentives, leading to an increase in the number of people utilizing vacant houses for business.
03Points to Consider When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation with peace of mind. For used properties, since there were previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor that can carry out the work properly according to your wishes, the structure of the house, and the surrounding environment, and also provides aftercare following the construction.
Point 2 Always Check the Deterioration of the Building
For used properties and vacant houses, it is crucial to check which parts are deteriorating and to what extent beforehand. Since other people have lived there before, internal damage is often not apparent without investigation. Conduct a current condition survey before starting work to understand any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and houses built before that may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check the earthquake resistance and insulation.
Point 4 Check Subsidy Programs and Renovation Tax Reductions
To keep construction costs down, it is important to check for subsidies and renovation tax reductions. Subsidies are provided by the national and local governments, and part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations may be supported. Tax reductions include the “housing loan tax reduction” when using a housing loan, and there are systems where part of the costs can be deducted for certain works even with personal funds. These can sometimes be used in combination, so it is crucial to check in advance and plan to utilize them strategically for a successful renovation (for the latest information, see this subsidy section).

05[Latest 2026] Subsidies and Grants Available in Kawasaki Ward

One way to renovate used properties and vacant houses affordably is by utilizing the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Kawasaki Ward may be able to use.
* The following information is as of September 3, 2026. The contents, periods, and budgets of the systems change annually, and many will end once the budget limit is reached. Please check for the latest information with our company or the respective offices before applying. Kakeru Koumuten can assist with confirming the systems and necessary documents, but the applicants and application methods vary by system.
National Program: Housing Energy Saving 2026 Campaign
The government is implementing multiple subsidy projects targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Construction for insulation, windows, and water heaters may be eligible for these subsidies.
This program is a successor to the “Child-Rearing Green Housing Support Project.” In principle, it requires renovation work that includes insulation for openings (windows) and the building structure, and it covers eco-friendly housing equipment, child-rearing compatible renovations, disaster prevention improvements, and barrier-free renovations.
Subsidy upper limit guidelines: For houses built before 1991, up to 1 million yen per unit (50,000 yen depending on the construction content); for houses built from 1992 to 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start on or after November 28, 2025, and applications will be accepted starting June 30, 2026. Reservations must be made by November 16 at the latest, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made through registered contractors.
This program covers insulation renovations for windows, including the installation of interior windows, replacement of exterior windows, and glass replacement. The subsidy amount is substantial and is effective for addressing cold, heat, and condensation issues. It can easily enhance the insulation performance of older homes.
The subsidy amount varies based on the window construction method, performance, size, and the type of house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications have been accepted since March 31, 2026, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made through registered contractors.
This program targets the replacement of high-efficiency water heaters such as EcoCute, hybrid water heaters, and EneFarm. It is a suitable program for older properties planning to replace their water heaters.
Subsidy amount guidelines: EcoCute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start on or after November 28, 2025, and applications will be accepted starting March 31, 2026 (early termination may occur if the budget limit is reached).
Kawasaki City Program
This is the main program for reinforcing old wooden houses against earthquakes. It is effective for earthquake resistance renovations combined with the purchase of older detached houses. Dispatch of earthquake diagnosis specialists is available free of charge.
Building renovation for the entire structure: General households up to 1.3 million yen / Non-taxable households up to 1.8 million yen (subsidy rate 4/5). Partial renovation: General 1 million yen / Non-taxable 1.35 million yen. Eligible properties are wooden two-story houses or traditional frame construction that commenced construction before May 31, 2000. As of April 2026 (Reiwa 8), the scope has been expanded to include wooden structures built under new seismic standards (up to May 2000). The application period and budget status may vary, so please check (Contact: City Planning Bureau). For more details, visit the official page of Kawasaki City.
This program is for individuals aged 65 and older who have received certification of needing support or care. Renovations of bathrooms, entrances, hallways, stairs, etc., that are “not” covered by nursing care insurance are eligible, and it is also useful when utilizing used homes for multi-generational living.
Standard limit amount is 1 million yen. The user burden rate is set in seven tiers based on income. Pre-consultation before the start of construction is required (applications after construction has begun are not eligible). For more details, visit the official page of Kawasaki City.
This program is for individuals who have received certification of needing support or care. Eligible expenses include the installation of handrails, elimination of steps, changes to flooring materials, and replacement of doors and toilets.
Of the subsidy limit standard amount of 200,000 yen, those with a 10% burden will receive 90% (maximum 180,000 yen). There may be cases of 20% or 30% burden based on income. Pre-application before the start of construction is required.
This city program is for those looking to install solar power and storage batteries in conjunction with renovations of used properties. There are also subsidies for ZEH (Net Zero Energy House) initiatives.
Main guidelines: Solar Power (not subject to FIT) 70,000 yen/kW, maximum 280,000 yen; Storage Batteries 100,000 yen/kWh, maximum 700,000 yen; ZEH/ZEH Oriented 250,000 yen/unit; ZEH+ 400,000 yen/unit. Applications for the fiscal year 2026 are being accepted from April 24 to December 28 (until the budget is reached). For more details, visit the official page of Kawasaki City.
* In Kawasaki City, there are no city-specific subsidies for general renovations such as exterior wall painting and roof repairs, or for insulation renovations themselves. For insulation and window work, it is essential to utilize the national “Housing Energy Efficiency 2026 Campaign” mentioned above.
View information on renovation tax reductions and other systems
- Housing Loan Tax Reduction: If you use a housing loan for renovations that meet certain requirements, income tax and other deductions will be applied based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Reduction): For construction related to seismic resistance, energy conservation, barrier-free access, and long-term excellent housing, there may be cases where income tax deductions can be received even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for seismic renovations, energy-saving renovations, and barrier-free renovations.
- Kanagawa Prefecture Existing Housing Energy Conservation Renovation Subsidy: For the fiscal year 2026, the subsidy rate is 1/3 with a maximum of 150,000 yen. The first phase has ended, but additional applications are planned from September 7 to September 30, 2026, available only through electronic application on a first-come, first-served basis (approximately 25 cases). Applications must be made by the applicant themselves, and construction before the grant decision is not eligible. Please check the official page of Kanagawa Prefecture.
While subsidies and tax reductions can sometimes be combined, there are restrictions on duplication for the same construction. Kakeru Koumuten will organize and propose which systems can be used for your construction after conducting a site survey.

Our Proposal
We proposed a roof overlay method that does not remove the existing slate roof but instead overlays it with a waterproof sheet and new roofing material. The new roofing material used is Asahi Fiberglass / Ridgeway (Dual Brown), which is lightweight and features a design with natural stone granules on the surface. For the underlayment, we used the adhesive Tadi Self, and for the ridge base, we used a corrosion-resistant resin-made purlin.

07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Aoba-ku
There are many renovation companies that serve Aoba-ku, and it can be confusing to decide which one to choose. When requesting renovations, be sure to check the following five points.
- Rich experience in renovation work
- Check for warranties and after-sales maintenance
- Obtain estimates from multiple contractors (at least three)
- Confirm whether they perform renovations in-house
- Check if they offer color simulations and perspective drawings
1. Rich experience in renovation work

Many renovation contractors publish their work results on their websites. If a contractor provides detailed explanations of the process with photos, it makes it easier to visualize the project after hiring, which brings peace of mind. If you’re feeling uncertain, choose a contractor with ample experience.
Google and review sites can also be helpful. It’s important to check the content of low ratings, the company’s responses, and the timing of the posts. In particular, Google reviews can be informative, but don’t make your decision based solely on reviews; consider the work results, estimates, and warranty details for a comprehensive assessment.
2. Confirm the presence of warranties and aftercare services

When selecting a contractor, be sure to check for warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint type, but typically ranges from 1 to 10 years (emergency repairs and partial repairs are often not covered). Some contractors also offer aftercare services separately, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. provides warranties for exterior renovations and sealing work. We also conduct aftercare services, sending out annual reminder DM for annual inspections.
Click here for more details on Kakeru Koumuten’s warranties and aftercare services
3. Obtain estimates from multiple contractors (at least 3)

When requesting renovations, be sure to obtain estimates from multiple contractors. Even for the same work, warranties, aftercare services, and prices can vary significantly. Having multiple estimates makes it easier to negotiate prices.
When comparing estimates, consider not only the cost but also the “items in the estimate,” “check the undercoating materials, sealing materials, and paint for ancillary parts,” and “confirm the process” in detail. Lowering the rank of ancillary parts or skipping steps can reduce costs, so it’s important not to judge solely based on price.
Click here for detailed points on comparing estimates
4. Confirm whether the company performs renovations in-house

At Kakeru Koumuten Co., Ltd., we conduct detailed hearings and surveys regarding the existing “condition,” “location,” “materials,” “desired durability,” and “design” to propose the optimal plan. While there is nothing inherently wrong with a system where a partner company performs the construction, it is important to confirm whether the contracted company understands the construction details and has clear responsibilities for quality control and guarantees. With self-construction, it is easier to coordinate with the site, allowing for quick responses in case of any troubles.
5. Do they support color simulation and perspective creation?

Choosing colors and envisioning the appearance after construction can be challenging for both exterior and interior projects. With simulations, you can reduce the risk of mistakes like “it turned out differently than I imagined.” Since it is difficult to redo once the construction is done, it is recommended to choose a company that can accommodate flexible simulations.
08Reasons Why Kakeru Koumuten is Chosen for Renovations of Used Houses in Kawasaki-ku
One reason is that “Kakeru Koumuten is also close to Kawasaki-ku,” but
our unique approach to “renovating vacant and used properties” that cannot be imitated by other companies
has received high praise from many customers.
We have absolute confidence in “cost,” “quality,” and “plans” for renovations in Kawasaki-ku. Please compare our estimates with those of other companies.
The most important aspect of renovations is comparing estimates. Be sure to request estimates from at least three companies that operate in Kawasaki-ku!
1. Equipment Specialized for In-House Renovations
At Kakeru Koumuten Co., Ltd., we have organized warehouses and material storage to provide high-quality renovations at low costs. We have five bases located in Kanagawa and Tokyo, including Aoba-ku, Yokohama and Machida City, Tokyo.
In-House Scaffolding Materials

For exterior renovations, we can construct temporary scaffolding using our own scaffolding materials and in-house scaffolding team. By not outsourcing, this leads to cost cuts on scaffolding work. We own scaffolding materials for approximately 50 detached houses.
Materials stored in our large in-house warehouse

We store roofing materials and paints. By placing large orders at once, we can procure materials at lower prices, and since we always have stock available, we can respond quickly in emergencies. We are also equipped with various tools that can handle different types of construction, such as compressors and cleaning machines.
In-house waste separation

In exterior renovations, various waste materials such as paint, wood, and metal are generated. Our company is committed to separating and recycling waste materials, working towards reducing waste and controlling disposal costs.
Showroom dedicated to exterior renovations

In our showroom, you can not only have meetings but also check the actual paint colors and a wide range of catalogs. You can also confirm heat insulation properties using a heat insulation paint testing machine and color simulation. The showroom is a 3-minute walk from Eda Station in Aoba-ku, Yokohama, and is easily accessible from Kawasaki City.
2. In-house Construction Focused on Exterior Work

A major strength of Kakeru Koumuten is our in-house construction focused on exterior work. By maintaining a consistent system from inquiry to project completion, we aim to provide high-quality renovations at reduced costs. Since one representative handles everything from the estimate to project completion, there are no changes in the sales and construction management teams, allowing for smooth communication. We carry out the work with our own craftsmen, from temporary scaffolding installation to exterior wall painting and roof renovations. We are confident in our plans and costs, so we welcome competitive estimates.
3. Various Permits and Skilled Workers

We have obtained construction industry licenses and permits for industrial waste collection and transportation. We also have nationally certified sheet metal workers and painting technicians, ensuring confidence in our construction techniques. We are capable of handling large-scale painting projects for factories and apartment complexes.
4. Warranty and Aftercare
Exterior painting and joint sealing work come with a warranty. Aftercare is available annually, and we send out notification DM every year. If you have concerns about the warranty, please click on the image above for more information.
5. Flexible and Prompt Response

We are equipped to handle various exterior troubles and situations. Even if you cannot access the roof at high places, we can respond using a drone. We also use a thermal imaging camera for leak investigations. We respond according to our customers’ wishes and also accept emergency repairs for sudden leaks only.
6. Human Resource Development

We create various models for skill improvement and conduct practical training. Since exterior renovations differ in construction methods and materials based on existing materials and shapes, we regularly conduct technical improvement training to ensure each staff member can handle various sites.

7. Flexible Simulations for Both Exterior and Interior!
Kakeru Koumuten is dedicated to helping you choose colors and designs for your important building renovations, ensuring your satisfaction for both exterior and interior.
7-1. Exterior Renovation Simulation

We can create color simulations for exterior wall painting, as well as simulations for metal siding and roof overlays. We can create simulations from actual photos of your building and propose several patterns with our recommended color schemes. We also accommodate “test painting” and “sample board arrangements” to confirm the actual color tones.
7-2. Interior Renovation Simulation

We also support simulations and perspective drawings for interior renovations. Based on your preferred image, such as a modern style, we will propose recommended simulations. We create realistic perspectives from actual floor plans.
8. Solar Power and Storage Battery Installation Work Available!

More customers are introducing solar power systems, which have generous subsidies, in conjunction with renovations of used properties. Kakeru Koumuten Co., Ltd. also handles solar power installation work and will propose solar panels tailored to the shape of your roof. We can also accept requests for estimates and power generation simulations only.
09Renovation of Used Properties and Vacant Houses in Kawasaki-ku | Frequently Asked Questions
We will answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Kawasaki-ku.
Is it better to renovate after buying a used property or consult before buying?
If possible, please consult us before making a purchase decision. Used properties often have deterioration that is not visible, and it is not uncommon to encounter cases where “unexpected construction costs arose” after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and providing an estimate for necessary renovations, you can establish a feasible financial plan.
What renovations should be prioritized for a used house in Kawasaki-ku?
It depends on the condition of the building, but we prioritize areas that, if left unattended, can lead to further damage, such as leaks, termites, and structural or seismic issues. After that, we will decide on the order of exterior renovations such as the roof and walls, water areas (kitchen, bathroom, toilet), and insulation based on your budget and impact on daily life. In coastal industrial areas and older wooden residential areas, the roof and exterior walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the building, including the exterior.
Kawasaki-ku is close to the coastal industrial area; what should I be aware of regarding used houses?
Aoba-ku, Kawasaki is close to the Keihin Industrial Zone, making it important to consider rust on metal parts due to sea breezes (salt damage) and dirt on exterior walls from traffic and factories when planning exterior renovations. Choosing materials with high rust resistance, dirt resistance, and weather resistance is key. Due to the many low-lying areas near the sea, it is also essential to consider flood prevention measures. In the downtown areas around Kawasaki Daishi, reviewing earthquake resistance and fire prevention for densely built wooden structures is also important. We also propose the earthquake retrofitting subsidy for Kawasaki City (general maximum of 1.3 million yen, subsidy rate of 4/5).
How much does a full renovation (full renovation) cost?
The cost of a full renovation for a detached house varies greatly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen, while large-scale renovations that include interior and exterior work, water areas, insulation, and earthquake resistance can exceed 10 million to 20 million yen. We will first assess the condition through an on-site survey and propose a prioritized plan that fits your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the system. For example, the national “Mirai Eco Housing 2026 Project” has a structure where registered contractors (construction companies) apply. For earthquake retrofitting or home modifications under nursing care insurance in your city or ward, the application is generally made by the individual, but we will guide you through the necessary documents and process. We will organize and inform you about “which systems are available,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Risks include the progression of leaks and termite damage, depreciation of asset value due to deterioration of exterior walls and roofs, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special exemption for residential land from fixed asset tax may be revoked. Conducting inspections early and carrying out necessary renovations according to your plans to live, rent, sell, or utilize can ultimately help reduce costs.
I am concerned about earthquake resistance. How can I assess the earthquake resistance of a used detached house?
The construction date is a significant indicator. Check if it was built after June 1981 (new earthquake resistance standards), and further confirm if it was built after June 2000 (strengthening regulations for joints and foundations). For wooden detached houses built before that, we recommend an earthquake diagnosis. Your city or ward also offers subsidies for earthquake retrofitting of wooden houses, which can significantly reduce costs if eligible (for details, see the subsidy section above). Kakeru Koumuten Co., Ltd. will assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
This depends on the scope of the work. Exterior renovations and partial interior work can often be done while you remain in your home, but for large-scale full renovations that include water areas, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Aoba-ku, Kawasaki within your service area? Will there be a travel fee?
