01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Kamakura City
Kamakura City is known as the ancient capital of the Kamakura Shogunate, surrounded by hills on three sides and Sagami Bay to the south, a town rich in history and nature. Areas like Kamakura, Ofuna, and Koshigoe each have their unique charm, making them popular residential areas.
In old wooden houses built on the slopes of valleys (yato) or along the coast, it is necessary to consider earthquake resistance, insulation, salt damage, and humidity based on the age and location of the building. Therefore, when purchasing a used detached house in Kamakura City, checking the condition of the building and considering renovation (rehabilitation) options to suit your lifestyle is a viable choice.
Residential Properties on Valley Slopes (Yato)
Many houses are located on the slopes of valleys surrounded by hills, making it important to check retaining walls, slopes, drainage, and moisture control. Creative solutions for scaffolding and delivery are also required.
Consideration for Salt Damage Along Sagami Bay
In areas close to the sea, such as Yuigahama, Zaimokuza, and Koshigoe, exterior renovations that take into account rust on metal parts due to sea breezes are effective.
Old Wooden Houses and Historic Streetscapes
There are many old wooden houses, making it important to review seismic resistance and insulation. In areas with landscape regulations, prior confirmation is necessary.
Be Cautious of the “Boundary” of New Seismic Standards
The seismic resistance of used houses varies greatly depending on the construction period. It is crucial to determine whether it was built before the standard revisions in 1981 and 2000.
This article summarizes the reasons, points of caution, cost averages, the latest subsidies for 2026, and how to choose contractors from the perspective of Kakeru Koumuten, aimed at helping those considering renovating used properties or vacant houses in Kamakura City to avoid “failures.”
The Most Important Thing is “Comparative Estimates”
To avoid failures in renovations, the most important factor is comparative estimates. First, obtain estimates from at least three construction companies that serve the Kamakura City area. Kakeru Koumuten Co., Ltd. also accepts consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new constructions but also for renovating used properties. There is a growing interest in living by purchasing and renovating used houses. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Old houses often have issues with the roof, exterior walls, and plumbing, making them difficult to live in as they are. By renovating and upgrading the facilities and interior, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interior, you can finish a home that suits your family’s lifestyle while keeping costs lower than new construction.
Reason 2 To Increase Asset Value for Sale
There are cases where used properties are purchased and renovated for the purpose of resale. Depending on the condition of the building and demand, appropriate renovations can enhance the appearance and performance, leading to an increase in property valuation.
Reason 3 To Utilize as Investment or Business
Another method is to purchase and renovate used properties for investment or business purposes. By transforming them into stylish rentals or share houses, you can differentiate from other properties, and depending on the location and business plan, you may expect improved profitability. Depending on the use and conditions, there may be subsidies or tax incentives available.
03Points to Note When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation with peace of mind. For second-hand properties, since there were previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor who can carry out the work thoroughly according to your wishes, the structure of your home, and the surrounding environment, and who also provides aftercare following the construction.
Point 2 Always Check the Deterioration of the Building
For second-hand properties and vacant houses, it is crucial to check which parts are deteriorated and to what extent in advance. Since other people have lived there before, internal damage is often not apparent without investigation. Conduct a current condition survey before starting work to identify any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of second-hand and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and homes built before that may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check earthquake resistance and insulation performance.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, and part of the costs for earthquake-resistant renovations, energy-saving construction, and barrier-free renovations are supported. Tax deductions include “housing loan tax deductions” when using a housing loan, and there are systems that allow for partial deductions of costs for certain works even with personal funds. These can sometimes be used in combination, so it is crucial to check in advance and plan to utilize them strategically as a key to successful renovation (for the latest information, see this subsidy section).
04 Cost Estimates for Renovating Vacant Houses and Second-Hand Properties

The renovation costs for second-hand properties and vacant houses vary significantly based on the extent of damage and the scope of work. First, please understand the approximate market prices by area to use as a guideline for your financial planning (the table below provides general estimates for single-family homes. 05[Latest 2026] Subsidies and Grants Available in Kamakura City

One way to renovate used properties and vacant houses cost-effectively is to utilize the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Kamakura City may be able to use.
*The following information is as of September 3, 2026. The content, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check the official pages or contact points for the latest information before applying. Kakeru Koumuten can assist with confirming systems and necessary documents, but the applicant and application methods vary by system.
National Program: Housing Energy Saving 2026 Campaign
The government is implementing multiple subsidy projects targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Construction for insulation, windows, and water heaters may be eligible for these subsidies when used in combination.
This program succeeds the “Child-Rearing Green Housing Support Project.” For renovations equivalent to next-generation energy-saving standards, insulation renovations for openings and structural components are required, and for higher mandatory standards, specific eco-friendly housing equipment installation is also necessary. If the requirements are met, renovations for child-rearing support, disaster prevention improvement, and barrier-free renovations are also eligible for subsidies.
Subsidy limits: For buildings constructed before 1991, up to 1,000,000 yen per unit (50,000 yen depending on construction content); for buildings constructed between 1992 and 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start after November 28, 2025, and applications will be accepted starting June 30, 2026. Reservations must be made by November 16 at the latest, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made through registered contractors.
Renovations for window insulation, including the installation of interior windows, replacement of exterior windows, and glass replacement, are eligible. The subsidy amount is substantial and effective for combating cold, heat, and condensation. It can easily enhance the insulation performance of existing homes.
The subsidy amount varies based on the window construction method, performance, size, and the type of house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications have been accepted since March 31, 2026, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made through registered contractors.
This program targets the replacement of high-efficiency water heaters such as EcoCute, hybrid water heaters, and EneFarm. It is a suitable program for existing properties planning to replace their water heaters.
Estimated subsidy amounts: EcoCute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start after November 28, 2025, and applications will be accepted starting March 31, 2026 (early termination may occur if the budget limit is reached).
Kamakura City Program
This is a key program that supports the seismic retrofitting of wooden houses built to old seismic standards. It is effective for earthquake resistance renovations combined with the purchase of used detached houses. There are no restrictions on contractors being within the city, and construction can be carried out by contractors with construction industry licenses (for building construction or carpentry).
Eligible properties are wooden houses built using traditional methods that started construction before May 31, 1981 (two stories or less), and the renovation must raise the diagnostic score from below 1.0 to above 1.0. There are also separate subsidies for seismic diagnosis. The application period and budget for fiscal year 2028 need to be confirmed. For details, please visit the official Kamakura City page.
This city program is for those looking to introduce solar power, storage batteries, EneFarm, etc., in conjunction with renovations of used properties. There are no restrictions on contractors being within the city.
Guidelines: Solar power 10,000 yen/kW (maximum 50,000 yen), storage batteries maximum 50,000 yen, EneFarm maximum 40,000 yen, V2H maximum 30,000 yen, ZEH, etc., add +50,000 yen. Subsidies for EV purchase costs ended in fiscal year 2026. Applications must be made before construction starts, and there must be no outstanding municipal taxes; as of September 1, 2026, the budget execution rate is approximately 60%. For details, please visit the official Kamakura City page.
This is for individuals who have received certification for support needs or nursing care. Eligible renovations include the installation of handrails, elimination of steps, changes to flooring materials, and replacement of doors and toilets. There is also assistance for housing equipment modifications for individuals with disabilities.
The maximum subsidy for home renovations under long-term care insurance is 200,000 yen (generally 90% coverage). The upper limit and requirements for assistance with housing equipment modifications for individuals with disabilities need to be confirmed. In both cases, prior consultation and application before construction are required.
This program supports the removal of dangerous block walls facing roads. It can be utilized in conjunction with exterior renovations of used houses. There are no restrictions on contractors being within the city.
The lesser amount between the estimated cost and the amount obtained by multiplying the area of the fence by the city standard construction cost, divided by 2 (for school routes near public elementary schools, it is 9/10). This applies to those facing the road, with a length and height of at least 1m each, which have been identified as dangerous by the city and received guidance or recommendations. Applications for the 2026 fiscal year are due by the end of October 2026, and construction must begin after the grant decision. For more details, please visit the official page of Kamakura City.
* In the scope confirmed this time, no uniform subsidy system was found that applies to general renovations in Kamakura City or vacant house renovations. Depending on the construction content, check the city systems for earthquake resistance, renewable energy, and barrier-free access, as well as national and Kanagawa Prefecture’s energy-saving systems. In historical landscape districts, there may be notifications and rules regarding the appearance, so it is recommended to check in advance.

- Housing Loan Tax Reduction: If a housing loan is used for renovations that meet certain requirements, income tax and other deductions are available based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Reduction): For construction related to earthquake resistance, energy saving, barrier-free access, and long-term excellent housing, income tax deductions may be available even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for earthquake-resistant renovations, energy-saving renovations, and barrier-free renovations.
- Kanagawa Prefecture Existing Housing Energy-Saving Renovation Subsidy: For the 2026 fiscal year, the subsidy rate is 1/3, with a maximum of 150,000 yen. The first phase has ended, but an additional recruitment is planned from September 7 to September 30, 2026, available only through electronic application on a first-come, first-served basis (approximately 25 cases). Applications must be made by the applicant themselves, and construction before the grant decision is not eligible. Please check the official page of Kanagawa Prefecture.
While subsidies and tax reductions can sometimes be combined, there are restrictions on duplication for the same construction. Kakeru Koumuten will organize and propose which systems can be used for your construction after conducting a site survey.

Examples of Roof Overlay Construction in Kamakura City

| Construction Location | Kamakura City, Kanagawa Prefecture |
|---|---|
| Construction Details | Temporary scaffolding installation / Roof overlay construction |
| Existing Materials | Roof material: Slate (contains asbestos) |
| New Materials Used | Roof material: Aijii Industrial / Super Galtect Roofing sheet: Jouyu Pulp Industry / Sunlight G Ridge base: Resin-made purlin |
| Price Range | 600,000 yen – 700,000 yen |
| Completion Month | November 2023 |
Our Proposal
The existing roof was slate containing asbestos. Since the cost tends to increase with removal and disposal during a complete roof replacement, we proposed the roof overlay (cover method) after confirming the condition of the underlying structure while leaving the existing roof intact. For the new roofing material, we used the lightweight and insulation-integrated Aijii Industrial “Super Galtect”. You can see the detailed process in this construction article.
07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Kamakura City
There are many renovation companies that serve Kamakura City, and it can be difficult to decide which one to choose. When requesting a renovation, be sure to check the following 5 points.
- Experience in renovation work
- Check for warranties and after-sales maintenance
- Obtain estimates from multiple contractors (at least 3 companies)
- Confirm whether the company performs renovations in-house
- Check if they offer color simulations and perspective drawings
1. Experience in renovation work

Many renovation contractors publish their construction achievements on their websites. If a contractor provides detailed explanations of the process with photos, it can help you visualize the outcome after the project, giving you peace of mind. If you have concerns, choose a contractor with ample experience.
Google and review sites can also be helpful. It is important to check the content of low ratings, the company’s responses, and the timing of posts. In particular, Google reviews are useful, but do not make your decision based solely on reviews; consider the construction achievements, estimates, and warranty details for a comprehensive assessment.
2. Check for warranties and after-sales maintenance

When selecting a contractor, be sure to check for warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint type, but typically ranges from 1 to 10 years (emergency repairs and partial repairs are often not covered). Some contractors also offer after-sales services in addition to warranties, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. offers warranties tailored to the scope of work and materials used. We also provide after-sales maintenance, sending out annual notification DM for inspection consultations. The warranty period and coverage vary by project, so please confirm during the estimate.

3. Obtain estimates from multiple contractors (at least 3 companies)

When requesting a renovation, be sure to obtain estimates from multiple contractors. Even for the same scope of work, warranties, after-sales services, and prices can vary significantly. Having multiple estimates can also make price negotiations easier.
When comparing estimates, it’s important to look closely at not only the cost but also the “items in the estimate,” “confirmation of undercoating materials, sealing materials, and auxiliary paint,” and “confirmation of the process.” Lowering the rank of auxiliary components or skipping steps can reduce costs, so it’s essential to not judge solely based on the amount.
Learn more about the points to compare in estimates
4. Check if the company performs renovations in-house

Kakeru Koumuten Co., Ltd. conducts detailed hearings and surveys regarding the existing “condition,” “location,” “base materials,” “desired durability,” and “design” to propose the optimal plan. While there is nothing inherently wrong with a system where partner companies perform the work, it is important to confirm whether the contracting company understands the construction details and clearly defines the responsibilities for quality control and guarantees. If the work is done in-house, it becomes easier to coordinate with the site, allowing for a quicker response in case of any troubles.
5. Check if they offer color simulations and perspective drawings

Choosing colors and envisioning the look after construction can be challenging for both exterior and interior projects. With simulations, you can reduce the risk of mistakes like “it turned out differently than I imagined.” Since it is difficult to redo once the work is done, it is advisable to choose a company that can provide flexible simulations.
08Reasons why Kakeru Koumuten is chosen for renovations of used houses in Kamakura
One reason is that “Kakeru Koumuten also serves Kamakura City,” but
there are also “initiatives in the renovation of vacant houses and used properties that cannot be imitated by other companies,”
which have received high praise from many customers.
We have absolute confidence in “cost,” “quality,” and “plans” for renovations in Kamakura City. Please compare with estimates from other companies.
The most important aspect of renovation is comparing estimates. Be sure to request estimates from at least 3 companies that operate in Kamakura City!

In-House Waste Separation

In exterior renovations, various waste materials such as paint, wood, and metal are generated. While many contractors dispose of them all together, our company significantly reduces waste disposal costs by sorting and recycling waste materials.
Exterior Renovation Dedicated Showroom

In our showroom, you can not only have meetings but also check the actual paint colors and a wide variety of catalogs. You can also confirm heat insulation properties using color simulation and heat insulation paint testing equipment. The showroom is a 3-minute walk from Eda Station in Aoba-ku, Yokohama.

A major strength of Kakeru Koumuten is our complete in-house construction. By maintaining a consistent system from inquiry to project completion, we can keep costs down while providing high-quality renovations. Since one representative handles everything from the estimate to project completion, there are no changes in the sales or construction management personnel, allowing for smooth communication. From temporary scaffolding installation to exterior wall painting and roof renovations, all work is carried out by our own skilled craftsmen. We are confident in our plans and costs, so we welcome competitive estimates.
3. Various Permits Obtained & Skilled Workers on Staff

We have obtained licenses for construction work and industrial waste collection and transportation. We also have nationally certified sheet metal workers and painting specialists on staff, ensuring confidence in our construction techniques. We can handle large-scale painting projects for factories and apartment complexes.
4. Warranty and Aftercare

We send out annual notification DM and are available for aftercare consultations. Warranty periods and coverage vary by project, so please click on the image above for details.
5. Flexible and Prompt Response

We are equipped to handle various exterior troubles and situations. If access to the roof is not possible, we can use a drone. For leak investigations, we also utilize a thermal imaging camera. We respond according to customer requests and can provide emergency measures for sudden leaks from exterior walls.
6. Human Resource Development

To enhance skills, we create various models and conduct practical training. Since exterior renovations require different methods and materials based on existing materials and shapes, we conduct regular skill enhancement training to ensure each staff member can adapt to various sites.

09Renovation of Used Properties and Vacant Houses in Kamakura City | Frequently Asked Questions
We answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Kamakura City.
Is it better to consult before buying a used property or after purchasing it for renovation?
If possible, please consult with us before making a purchase decision. Used properties often have deterioration that is not visible, and it is not uncommon to encounter unexpected renovation costs after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and providing an estimate for necessary renovations, you can establish a feasible financial plan.
What should be the priority for renovations in a used house in Kamakura City?
Depending on the condition of the building, we prioritize areas that may cause damage if left unattended, such as leaks, termites, structural issues, and seismic resistance. After that, we decide on the order of exterior work such as roofs and walls, water areas (kitchen, bathroom, toilet), and insulation according to your budget and its impact on your daily life. In historical urban areas of the old capital and residential areas near hills and the sea, roofs and walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the entire building, including the exterior.
Kamakura City has valleys and is close to the sea, but what should I be aware of when buying a used house?
Kamakura City has a mix of valley slopes and lowlands near the sea. In sloped areas, it is important to check retaining walls, slopes, drainage, and moisture control, while along the coast, exterior renovations that consider sea breezes (salt damage) are crucial. For older wooden houses, we recommend checking seismic resistance and insulation. Some areas have landscape regulations, so please check in advance. We also provide cost-effective proposals that include the Kamakura City wooden house seismic renovation subsidy (1/2, up to 1 million yen, 1.2 million yen for low-income households, and outside contractors are also eligible).
How much does a full renovation (full remodel) cost?
The cost of a full renovation for a detached house varies greatly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen, while large-scale renovations that include interior and exterior work, water areas, insulation, and seismic resistance can exceed 10 million to 20 million yen. We will first conduct a site survey to assess the condition and propose a prioritized plan that fits your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the program. For example, the national “Mirai Eco Housing 2026 Project” is a system where registered contractors (construction companies) apply. For seismic renovations and housing modifications under nursing care insurance in your city, the application is generally made by the individual, but we will guide you through the necessary documents and process. We will organize and inform you about “which programs are available,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Leaving a vacant house can lead to issues such as the progression of leaks and termite damage, deterioration of the exterior walls and roof resulting in a decrease in asset value, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special exemption for residential land property tax may be revoked. Conducting an inspection early and performing necessary work according to your plans to live, rent, sell, or utilize the property can ultimately help reduce costs.
I am worried about seismic resistance. How can I assess the seismic resistance of a used house?
The construction date is a significant indicator. Check if it was built after June 1981 (new seismic standards), and further if it was built after June 2000 (strengthening of joint and foundation regulations). For wooden houses built before that, we recommend a seismic diagnosis. There are also subsidies for seismic renovations for wooden houses in your city, which can significantly reduce costs if eligible (for details, see the subsidy section above). Kakeru Koumuten can assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
The scope of the work depends on the project. For exterior renovations and partial interior work, it is often possible to carry out the work while you remain in your home. However, for large-scale full renovations that include water areas, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and approximately 1 to 3 months or more for full renovations. We will provide a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Kamakura City within your service area? Will there be a travel fee?
