01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Hayama Town
Hayama Town is a popular area known for its imperial villas and yacht harbor, offering a resort-like residential environment overlooking Sagami Bay. Adjacent to Zushi, it boasts a tranquil living environment surrounded by the sea and greenery, making it a favored choice for vacation homes and relocation.
Old wooden houses and villas built on slopes or by the sea are at a stage where they require upgrades for earthquake resistance, insulation, and salt damage. This is why the option of “buying a used single-family home or villa and renovating it to suit your lifestyle” is expanding in Hayama Town.
Consideration for Salt Damage Along Sagami Bay
In areas close to the sea, such as Isshiki, Shimoyamaguchi, and Horiuchi, exterior renovations that account for rust on metal parts caused by sea breezes are effective.
Charming Homes in Luxury Villa Areas
Hayama’s unique villa culture, with its imperial villas. It is important to utilize charm in renovations and reassess the earthquake resistance and insulation of old wooden houses.
Retaining Walls and Drainage in Sloped Areas
Many properties overlook the sea, necessitating checks on retaining walls, slopes, and drainage, as well as considerations for scaffolding, delivery, and material transport.
Be Aware of the “Boundary” of New Earthquake Resistance Standards
The earthquake resistance of used houses and vacation homes varies significantly depending on the construction period. It is important to determine whether they were built before the standard revisions in 1981 and 2000.
This article summarizes the reasons, points of caution, cost estimates, the latest subsidies for 2026, and how to choose a contractor from the perspective of Kakeru Koumuten, aimed at helping those considering renovating used properties or vacant houses in Hayama Town to avoid “failures.”
The Most Important Thing is “Comparative Estimates”
To avoid failures in renovations, the most crucial step is comparative estimates. First, obtain estimates from at least three construction companies that serve the Hayama Town area. Our company, Kakeru Koumuten Co., Ltd., also receives numerous consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new constructions but also for renovating used properties. There is a growing interest in living in renovated or refurbished used houses. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
One of the main reasons for purchasing and renovating a used property is “to live comfortably.” Older houses often have issues with the roof, exterior walls, and plumbing, making them less livable as they are. By renovating and upgrading the facilities and interiors, you can create a comfortable living environment. Additionally, with changes to the layout and refreshing the interior, you can achieve a home that suits your family’s lifestyle while potentially keeping costs lower than new construction, depending on the scope of work.
Reason 2 To Increase Asset Value for Sale
More people are purchasing and renovating used properties with the intention of selling them. Used houses are often valued low in their current state, but renovations can enhance their appearance and performance, thereby increasing their value as properties.
Reason 3 To Utilize as an Investment or Business
When purchasing for investment or business purposes, renovations are essential. By transforming into stylish rentals or share houses, you can differentiate from other properties, and depending on the location and planning, you can also expect improved profitability. Initial costs can be lower than new constructions, and depending on the purpose and conditions, there may also be subsidies or tax incentives, leading to an increase in those utilizing vacant houses for business.
03Points to Note When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Contractor
First and foremost, it is essential to select a contractor you can trust to handle your renovation with peace of mind. For used properties, since there were previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor who can perform the work thoroughly according to your wishes, the structure of your home, and the surrounding environment, and who also provides aftercare following the construction.
Point 2 Always Check the Deterioration of the Building
For used properties and vacant houses, it is crucial to confirm which parts are deteriorating and to what extent beforehand. Since other people have lived there before, internal damage is often not apparent without investigation. Conduct a current condition survey before starting work to identify hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
In the renovation of used and vacant houses, it is particularly important to review earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and homes built before that may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check earthquake resistance and insulation performance.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, supporting part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations. Tax deductions include the “housing loan tax deduction” when using a housing loan, and there are systems that allow for deductions on certain costs even with personal funds. These can sometimes be used in combination, so it is essential to check in advance and plan to utilize them strategically as a key to successful renovation (for the latest information, see this subsidy section).
04Cost Estimates for Renovating Vacant Houses and Used Properties

05[Latest 2026] Subsidies and Grants Available in Hayama Town

One way to renovate used properties and vacant houses cost-effectively is to utilize subsidy and grant systems. As of 2026, we have summarized the main systems that residents of Hayama Town may be able to use.
* The following information is as of September 8, 2026. The content, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check with our company or each contact point for the latest information before applying. Kakeru Koumuten can assist with confirming the systems and providing necessary documents, but the applicant and application method may vary by system.
National System: Housing Energy Saving 2026 Campaign
The government is implementing several subsidy projects targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Insulation, windows, and water heater installations may be eligible for combined use of these subsidies.
This is a government program that supports energy-saving renovations. To receive subsidies, it is necessary to carry out designated “required construction” in the eligible living spaces. The maximum subsidy varies depending on the combination of improvements made, such as thermal insulation upgrades for openings, structural thermal insulation upgrades, and installation of specific eco-friendly housing equipment.
Guideline for maximum subsidy: For buildings constructed before 1991, the maximum subsidy is 1,000,000 yen per unit for compliance with mandatory standards (openings + structure + specific eco-friendly housing equipment), and 500,000 yen per unit for compliance with next-generation energy-saving standards (openings + structure). For buildings constructed between 1992 and 2016, the maximum is 800,000 yen / 400,000 yen. Construction must start after November 28, 2025, with reservations no later than November 16, 2026, and subsidy applications no later than December 31 (all subject to early termination upon reaching budget limits). Applications must be made by registered contractors. For more details, please check the official page.
This program covers thermal insulation renovations for windows, including the installation of inner windows, replacement of outer windows, and glass replacement. The subsidy amount is substantial and effective for addressing cold, heat, and condensation issues. It can easily enhance the thermal performance of existing homes.
The subsidy amount varies based on the window method, performance, size, and construction style of the house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications will be accepted starting March 31, 2026, with subsidy applications due by December 31 at the latest (subject to early termination upon reaching budget limits). Applications must be made by registered contractors.
This program targets the replacement of high-efficiency water heaters such as eco-cute, hybrid water heaters, and EneFarm. It is a suitable program for existing properties planning to replace their water heaters.
Guideline for subsidy amounts: Eco-cute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start after November 28, 2025, with applications accepted starting March 31, 2026 (subject to early termination upon reaching budget limits).
Hayama Town Programs
This program supports the earthquake resistance of wooden houses built under old standards. It is effective for earthquake reinforcement combined with the purchase of existing wooden houses.
Eligible properties are wooden houses built under old earthquake resistance standards before May 31, 1981 (generally 3 stories or less). The subsidy covers 1/2 of the costs for earthquake reinforcement, with a maximum of 500,000 yen (subject to change annually; confirmation required). There are also subsidies for earthquake consultations, including simple diagnostics, and free earthquake diagnostics for buildings with accessibility issues. The application status for fiscal year 2028 should be confirmed. For more details, please visit the official page of Hayama Town.
This is a town program for those looking to install solar power and storage batteries in conjunction with the renovation of used properties. The town-specific subsidy covers residential solar power generation systems, home fuel cells, and stationary lithium-ion storage systems.
The town-specific subsidy is 15,000 yen/kW for solar power with a maximum of 50,000 yen, 50,000 yen for home fuel cells (EneFarm), and 50,000 yen for stationary lithium-ion storage batteries. As of September 8, 2026, applications are still being accepted. On the other hand, the “Priority Measures Acceleration Project Subsidy” utilizing national funds has stopped accepting applications since June 19, 2026, due to reaching the budget limit. There are requirements for pre-construction applications. For details, please check the official page of Hayama Town.
You can utilize the removal of dangerous block walls facing roads and parks (1/2; maximum 100,000 yen) and home renovations for those requiring support or care under long-term care insurance. The removal of block walls
The block wall removal subsidy covers 1/2 of the removal cost or the lesser of removal length × 5,000 yen/m, with a maximum of 100,000 yen per case. It applies to single-family homes with a height of 1 meter or more facing public roads or parks. The long-term care insurance home renovation subsidy has a payment limit of 200,000 yen (generally 90% coverage). Applications must be submitted before construction begins. For details, please visit the official page of Hayama Town.
The town’s housing renovation fund subsidy (uniform 50,000 yen) and home renovation cost assistance for elderly residents both require construction by local contractors or registered local businesses, so our company in Aoba-ku, Yokohama is not eligible. Just to clarify.
The housing renovation fund subsidy is 50,000 yen for construction costs of 200,000 yen or more (local contractor construction is mandatory), and the home renovation cost assistance for elderly residents is 1/2; maximum 100,000 yen for those aged 65 and over with a household income of less than 5 million yen (registered local contractor construction is mandatory). Neither can be utilized with our company, which is an outside contractor. For details, please visit the official page of Hayama Town.
* The housing renovation subsidy and home modification assistance for elderly residents in Hayama Town are limited to local contractors, so our company (Aoba-ku, Yokohama) cannot utilize them. On the other hand, there are requirements for earthquake-resistant renovations, renewable energy installations, block wall removals, and home modifications under long-term care insurance, so please confirm with each office before starting construction. Insulation and windows should primarily utilize the national “Housing Energy Efficiency 2026 Campaign.” Due to the proximity to Sagami Bay and the prevalence of sloped land, we recommend exterior renovations that consider salt damage, as well as checking retaining walls and drainage.
View information on renovation tax reductions and other systems
- Housing Loan Tax Reduction: If you use a housing loan for renovations that meet certain requirements, income tax and other deductions will be applied based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Reduction): For construction related to earthquake resistance, energy conservation, barrier-free access, and long-term excellent housing, there may be cases where income tax deductions can be received even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for earthquake-resistant renovations, energy-saving renovations, and barrier-free renovations.
- Kanagawa Prefecture Existing Housing Energy Efficiency Renovation Subsidy: For the fiscal year 2026, the subsidy rate is 1/3, with a maximum of 150,000 yen. The first phase has ended, and additional recruitment started on September 7, 2026. The application deadline is September 30, and applications are accepted electronically on a first-come, first-served basis (approximately 25 cases), with early termination when the budget is reached. Applications must be submitted by the applicant themselves, and construction before the grant decision is not eligible. Please check the official page of Kanagawa Prefecture.
While subsidies and tax reductions can sometimes be combined, there are restrictions on duplication for the same construction. Kakeru Koumuten will organize and propose which systems can be used for your construction after conducting a site survey.

Roof Overlay Construction Examples in Hayama Town

| Construction Location | Aoba-ku, Yokohama, Kanagawa Prefecture |
|---|---|
| Construction Details | Temporary scaffolding installation / roof overlay (cover method) |
| Existing Roofing Material | Slate roof / Grishade NEO (non-asbestos) |
| New Materials Used | Roofing Material: Aiji Industrial / Super Galtect Roofing: Tajima Roofing / Tadi Self Ridge Substrate: Galvalume steel |
| Price Range | 600,000 – 700,000 yen |
| Completion Month | August 2024 |
Our Proposal
The existing roof was a non-asbestos slate roof “Grishade NEO.” Due to aging, the roofing material is prone to cracking and deterioration, so after confirming its condition, we proposed the roof overlay (cover method) instead of painting, which involves layering a new waterproof sheet and roofing material over the existing roof.
For the new roofing material, we adopted Aiji Industrial / Super Galtect, which is lightweight and considers durability, insulation, and wind resistance. For the crucial waterproofing layer, we used Tajima Roofing / Tadi Self, and for the ridge substrate, we utilized Galvalume steel, ensuring the overall durability of the roof considering the location near the sea in Hayama.

07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Hayama
There are many renovation companies that serve Hayama, and it can be confusing to decide which one to choose. When requesting renovations, be sure to check the following five points.
- Having extensive experience in renovation work
- Confirming the presence of warranties and after-sales maintenance
- Obtaining estimates from multiple contractors (at least 3 companies)
- Checking if the company performs renovations in-house
- Verifying if they offer color simulations and perspective drawings
1. Having extensive experience in renovation work

Many renovation contractors publish their construction achievements on their websites. If a contractor provides detailed explanations of the process with photos, it can help you visualize the outcome after the request, giving you peace of mind. If you have concerns, choose a contractor with extensive experience.
Google and review sites can also be helpful. It is important to check the content of low ratings, the company’s responses, and the timing of the posts. In particular, Google reviews can be informative, but do not make your decision based solely on reviews; consider the construction achievements, estimates, and warranty details for a comprehensive judgment.
2. Confirming the presence of warranties and after-sales maintenance

When choosing a contractor, be sure to check for warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies depending on the contractor, the type of work, and the materials used, but it is often set between 1 to 10 years (emergency repairs or partial repairs are often not covered). Some contractors also offer after-sales services in addition to warranties, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. provides warranties for exterior renovations and sealing work. We also conduct after-sales maintenance and send out annual notification DM, making annual inspections possible.
Click here for more details on Kakeru Koumuten’s warranties and after-sales maintenance
3. Obtaining estimates from multiple contractors (at least 3 companies)

When requesting renovations, be sure to obtain estimates from multiple contractors. Even for the same construction work, warranties, after-sales services, and prices can vary significantly. Having multiple estimates can also make price negotiations easier.
When comparing estimates, it’s important to look closely at not only the cost but also the “items in the estimate,” “confirmation of primer materials, sealing materials, and auxiliary paint,” and “confirmation of the process.” Lowering the rank of auxiliary parts or skipping steps can reduce costs, so it is essential to not judge solely by the amount.
Learn more about the points to compare in estimates
4. Confirm whether the company performs renovations in-house

Kakeru Koumuten Co., Ltd. carefully listens to and investigates the existing “condition,” “location,” “base materials,” “desired durability,” and “design” to propose the best plan. While there is nothing inherently wrong with a system where partner companies perform the work, it is important to confirm whether the contracting company understands the construction details and has clear responsibilities for quality control and guarantees. If the work is done in-house, it is easier to coordinate with the site, allowing for quicker responses in case of any issues.
5. Check if they offer color simulations and perspective drawings

Choosing colors and envisioning the look after construction can be challenging for both exterior and interior projects. With simulations, you can reduce the risk of mistakes like “it turned out differently than I imagined.” Since it is difficult to redo once the work is done, it is advisable to choose a company that can provide flexible simulations.
08Reasons why Kakeru Koumuten is chosen for renovations of used houses in Hayama Town
One reason is that “Kakeru Koumuten also serves Hayama Town,” but
we have initiatives in “renovating vacant houses and used properties that other companies cannot replicate,”

The most important aspect of renovation is comparing estimates. Be sure to request estimates from at least 3 companies that operate in Hayama Town!

We respond according to our customers’ wishes, and we also accept emergency repairs for sudden leaks from exterior walls.
6. Human Resource Development

To improve skills, we create various models and conduct practical training. Since exterior renovations vary in construction methods and materials based on existing materials and shapes, we regularly conduct skill enhancement training to ensure each staff member can handle various sites.

09Renovation of Used Properties and Vacant Houses in Hayama Town | Frequently Asked Questions
We answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Hayama Town.
Is it better to renovate after buying a used property or consult before purchasing?
If possible, please consult with us before making a purchase decision. Used properties often have deterioration that is not visible, and it is not uncommon to encounter cases where “unexpected construction costs arose” after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and providing an estimate for necessary renovations, you can establish a feasible financial plan.
What renovations should be prioritized for a used detached house in Hayama Town?
Depending on the condition of the building, we prioritize areas that, if left unattended, could lead to damage, such as leaks, termites, structural issues, and seismic concerns. After that, we determine the order of work for exteriors like roofs and walls, water areas (kitchen, bathroom, toilet), and insulation based on your budget and its impact on your daily life. In residential areas of the Miura Peninsula, which overlook Sagami Bay, roofs and walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the entire building, including the exterior.
I bought a used vacation home in Hayama Town. Can I use subsidies?
Hayama Town has many hillside and vacation home areas overlooking Sagami Bay, making exterior renovations considering sea breezes (salt damage) and checking retaining walls and drainage on slopes important. There are various systems available depending on the type of work, such as seismic reinforcement for wooden houses, renewable energy installations, removal of block walls, and home modifications under long-term care insurance. Note that the town’s housing renovation subsidy (a flat 50,000 yen) requires work to be done by local contractors, and the subsidy for home modifications for elderly residents also requires work by registered local contractors. Since the eligibility requirements differ for each system, we will confirm and guide you before starting the work.
How much does a full renovation (full remodel) cost?
The cost of a full renovation for a detached house varies significantly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen, while large-scale renovations that include interior and exterior work, water areas, insulation, and seismic upgrades can exceed 10 million to 20 million yen. We will first conduct an on-site survey to assess the condition and propose a prioritized plan that fits your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the system. For example, the national “Mirai Eco Housing 2026 Project” requires registered contractors (construction companies) to apply. For seismic renovations and home modifications under long-term care insurance in your municipality, the application is generally made by the homeowner, but we will provide guidance on the necessary documents and process. We will organize and inform you about “which systems can be used,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Leaving a vacant house can lead to issues such as the progression of leaks and termite damage, depreciation of asset value due to deterioration of the exterior walls and roof, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “specific vacant house,” there is a possibility that the special exemption for residential land from fixed asset tax may be revoked. Early inspections and necessary work aligned with your plans to live in, rent, sell, or utilize the property can ultimately help reduce costs.
I am concerned about seismic safety. How can I assess the seismic resistance of a used detached house?
The construction date is a significant indicator. Check if it was built after June 1981 (new seismic standards), and further if it was built after June 2000 (strengthening of joint and foundation regulations). For wooden houses built before this, we recommend a seismic diagnosis. Your municipality may also have subsidies for seismic renovations for wooden houses, which can significantly reduce costs if eligible (for details, see the subsidy section above). Kakeru Koumuten Co., Ltd. can assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
The scope of work depends on the project. For exterior renovations and partial interior work, it is often possible to carry out the work while you remain in your home. However, for large-scale full renovations that include water areas, we may recommend temporary accommodation. The estimated duration is about 2 to 4 weeks for exterior work and approximately 1 to 3 months or more for full renovations. We will provide a schedule in advance and propose a plan that minimizes the impact on your daily life.

Adjacent to Zushi, it boasts a calm living environment surrounded by the sea and greenery, maintaining strong popularity as a vacation home and relocation destination.
Old wooden houses and villas on slopes and along the coast are reaching a generational transition, leading to increased demand for earthquake resistance, insulation, and salt damage countermeasures for used properties + renovations. Kakeru Koumuten is headquartered in Aoba-ku, Yokohama, and offers a wide range of exterior and interior renovations throughout Kanagawa Prefecture.
