③ Management Plan Certification System (Entry for Tax and Interest Rate Benefits)
This is a system certified by Yokohama City. Upon certification, the loan interest rate from the Japan Housing Finance Agency is reduced by 0.2% per year, preferential interest rates for Flat 35 are available, and it meets one of the requirements for the Long-Life Promotion Tax System (certification alone does not guarantee tax reduction). The main criteria include holding general meetings at least once a year, establishing management regulations, separate accounting for management fees and repair reserves, ensuring that the amount in arrears is within 10% of the total, and “having created or reviewed a long-term repair plan that includes large-scale repair work at least twice and has a planning period of over 30 years within the last 7 years.”
*Fees include a system usage fee of 10,000 yen + a city application fee of 3,900 yen, among others. It takes 2 to 3 months from application to certification. The certification is valid for 5 years.
④ National Energy Saving Support | Housing Energy Saving 2026 Campaign
Changes for Fiscal Year 2026The “Child-Rearing Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in Fiscal Year 7 and will not be implemented in Fiscal Year 8. Cases where fire insurance can be used and cases where it should not be used
Damage caused by “accidental incidents” such as flying debris from rooftop waterproof sheets, caps, and fences due to typhoons or strong winds, hail damage, and lightning strikes may be covered by fire insurance. It is important to clearly document and differentiate between damage caused by accidents and normal wear and tear during the deterioration diagnosis.
On the other hand, normal wear and tear itself is not covered. There have been many incidents nationwide where contractors lure customers with claims like “You can repair it without any out-of-pocket expenses with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of your claim directly with your management association or property owner with the insurance company or agent. Kakeru Koumuten Co., Ltd. will not provide such guidance at all.

Four Unique Factors in Naka Ward that Damage Buildings
The contents of large-scale repairs vary depending on the location of the building. When investigating buildings in Naka Ward, we particularly check the following four factors. While I will discuss based on trends across the ward, the actual conditions differ for each building, so we will always confirm on-site.
① Low Land, Reclaimed Land, and Assumptions of Flooding, Storm Surge, and Liquefaction
Naka Ward has low-lying areas such as Hinode-cho and Noge-cho along the Ooka River, Honmoku-cho along the Chiyozaki River, and Honmoku Motomachi and Makado along the coast. In the Kannai and Kaigandai areas, there are reclaimed lands due to new rice field development during the Edo period, the opening of the port, and post-war port and industrial land development. Yokohama City has a Naka Ward version of the flood hazard map, which includes assumptions for flooding and internal water (assuming a maximum rainfall of 153mm in one hour) as well as storm surge (assuming a typhoon of the same scale as the Muroto Typhoon). Additionally, the city cites reclaimed land as an example of ground that is prone to liquefaction, and a liquefaction distribution map is also available. Since the assumptions vary by site, it cannot be generalized. We will confirm the waterproofing and condition around the first floor, basement, and mechanical room on-site, and clearly state any necessary protection and repairs in the estimate.
② Coastal Location and Sea Breeze, Salt Damage
Naka Ward faces Yokohama Port and Tokyo Bay to the east, with a coastal town stretching from Yamashita Park to Honmoku and Minami Honmoku. In buildings close to the sea, salt carried by the sea breeze can adhere to exterior walls, metal parts, and fixtures, accelerating rust progression. The extent of the impact varies depending on the distance from the sea, direction, and height of the building, so it cannot be said that it is uniformly necessary. We will propose specifications that include highly weather-resistant paint and rust prevention after thoroughly removing salt with high-pressure washing, based on the local conditions.
③ Slopes of Plateaus and Historical Buildings
The hilly area of Naka Ward is divided into three regions: Nogeyama, Iseyama, and Yamate Plateau, and Negishi Plateau. The northern end of Yamate Plateau has steep slopes with many trees, while the southern side of Negishi Plateau features steep sea cliffs. Naka Ward has many systems in place to protect the streetscape. Landscape planning and urban landscape consultation districts include four areas: Kannai, Minato Mirai 21 Central, Minato Mirai 21 Shinko, and Yamate, while no notification or consultation is required outside these four areas. In the Yamate area, repairs, renovations, and color changes that alter the appearance of buildings are subject to notification, and in the Kannai area, repairs, renovations, and color changes of 10㎡ or more are subject to notification. Notifications must be submitted at least 31 days before the start of construction, and even for existing buildings within the district, if repainting is to be done, it must comply with current standards. Scenic districts include Yamate, Honmoku, and Negishi, encompassing towns such as Yamate-cho, Motomachi, Ishikawa-cho, Honmoku Motomachi, and Negishi-dai (some town names are designated only partially).
