For those considering renovation of used properties and vacant houses in Kaisei Town
I bought a used property, but I’m not sure if the renovation estimate I received is reasonable.
This is my first full renovation, and I’m worried about making mistakes.
I want to make the most of subsidies and grants.
For such concerns, Kakeru Koumuten Co., Ltd., which has numerous achievements in Kaisei Town, will clearly explain the key points for a successful renovation.
Obtain estimates from at least 3 companies!

01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Kaisei Town
Kaisei Town is known as “Ajisai no Sato,” the smallest compact town in the prefecture. Centered around Odakyu Line’s Kaisei Station, it is a popular area for families with children, harmonizing rural landscapes with new residential areas.
While there are new residential areas around Kaisei Station, many old wooden houses exist in traditional settlements, and the generational transition of aging houses is progressing. This is why the option of “buying a used house and renovating (renovating) it to fit one’s lifestyle” is expanding in Kaisei Town.

Ajisai no Sato: A Calm Living Environment in the Countryside
Beautiful rural landscapes woven together with rice fields and irrigation canals. There is a growing movement to enjoy a lifestyle closer to nature through used properties and renovations.
Old Wooden Houses in Traditional Settlements
In older settlements, there are many wooden houses, making it important to review seismic resistance, insulation, and exterior finishes.
Be Aware of the “Boundary” of New Seismic Standards
The seismic resistance of used houses varies significantly depending on the construction period. It is crucial to determine whether it was built before the standard revisions in 1981 and 2000.
This article summarizes the reasons, points to consider, cost estimates, the latest subsidies for 2026, and how to choose contractors from the perspective of Kakeru Koumuten Co., Ltd., for those considering renovations of used properties and vacant houses in Kaisei Town to avoid “failures.”
The Most Important Thing is “Multiple Estimates”
To avoid failures in renovations, the most important thing is multiple estimates. First, obtain estimates from at least three companies that operate in Kaisei Town. Our company, Kakeru Koumuten Co., Ltd., also receives numerous consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new builds but also for renovating used properties. There is growing interest in purchasing used houses for renovation and revitalization. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Older houses often have issues with the roof, exterior walls, and plumbing, making them uncomfortable to live in as they are. By renovating and upgrading the facilities and interiors, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interiors, you can finish your home to suit your family’s lifestyle while keeping costs lower than new construction.
Reason 2 To Increase Asset Value for Sale
More people are purchasing and renovating used properties with the intention of selling them. Used houses are often evaluated as having low asset value as they are, but renovations can enhance their appearance and performance, thereby increasing their value as properties.
Reason 3 To Utilize as an Investment or Business
For purchases made for investment or business purposes, renovations are essential. By transforming them into stylish rentals or share houses, you can differentiate them from other properties, and depending on the location and planning, you can also expect improved profitability. Initial costs can be lower than new construction, and depending on the use and conditions, they may qualify for subsidies or tax incentives, leading to an increase in the number of people utilizing vacant houses for business.
03Points to Consider When Renovating Vacant Houses and Used Properties

Point 1 Choose a Trustworthy Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation with peace of mind. Since used properties have had previous occupants, the internal structure and condition are often not clear until you see them in person. Choose a contractor that can carry out the work thoroughly according to your wishes, the structure of your home, and the surrounding environment, and also provides aftercare following the construction.
Point 2 Always Check the Condition of the Building
For used properties and vacant houses, it is crucial to confirm which parts have deteriorated and to what extent beforehand. Since the property has been occupied by someone else, internal damage is often not apparent without investigation. Make sure to understand any hidden deterioration through a current condition survey before starting construction.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used or vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and homes built before that may not meet current standards. Additionally, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before construction and be sure to check the earthquake resistance and insulation.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, supporting part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations. Tax deductions include the “housing loan tax deduction” when using a housing loan, as well as systems that allow for deductions on certain construction costs even with personal funds. These can sometimes be used in combination, so it is crucial to check in advance and plan to utilize them strategically for a successful renovation (for the latest information, see this subsidy section).
04 Cost Estimates for Renovating Vacant Houses and Used Properties

05[Latest 2026] Subsidies and Grants Available in Kaisei Town

One way to carry out renovations on second-hand properties and vacant houses at a lower cost is to utilize the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Kaisei Town may be able to use.
*The following information is as of September 7, 2026. The details, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check with our company or the respective offices for the latest information before applying. Kakeru Koumuten can assist with confirming the systems and providing necessary documents, but the applicant and application method may vary depending on the system.
National Program: Housing Energy Saving 2026 Campaign
The government is implementing multiple subsidy programs targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Construction related to insulation, windows, and water heaters may be eligible for these subsidies.
This program is a successor to the “Child-Rearing Green Housing Support Project.” In principle, it requires renovation work that includes insulation improvements for openings (windows) and building structures, and it covers eco-friendly housing equipment, child-rearing support renovations, disaster prevention enhancements, and barrier-free renovations.
Subsidy limits: For houses built before 1991, up to 1 million yen per unit (50,000 yen depending on the construction content); for houses built from 1992 to 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start on or after November 28, 2025, and applications are accepted starting June 30, 2026. Reservations must be made by November 16 at the latest, and grant applications must be submitted by December 31 at the latest (early termination if the budget limit is reached). Applications must be made through registered contractors.
This program targets window insulation renovations, including the installation of interior windows, replacement of exterior windows, and glass replacements. It offers significant subsidies and is effective for addressing cold, heat, and condensation issues. It can easily enhance the insulation performance of existing homes.
Subsidy amounts vary based on the window construction method, performance, size, and the type of house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications are accepted starting March 31, 2026, and grant applications must be submitted by December 31 at the latest (early termination if the budget limit is reached). Applications must be made through registered contractors.
This program targets the replacement of high-efficiency water heaters such as EcoCute, hybrid water heaters, and EneFarm. It is well-suited for older properties planning to replace their water heaters.
Estimated subsidy amounts: EcoCute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start on or after November 28, 2025, and applications are accepted starting March 31, 2026 (early termination if the budget limit is reached).
Kaisei Town Program
This is a key program supporting the earthquake resistance of wooden detached houses built under old earthquake resistance standards. It is effective for earthquake resistance renovations combined with the purchase of existing detached houses. There are no restrictions on contractors being located within the town (please confirm).
The target is wooden single-family homes, two-family homes, and mixed-use residences built before May 31, 1981, with a diagnosis score of less than 1.0. The earthquake resistance diagnosis is fully covered, with a maximum limit of 100,000 yen. Please check the application status for the 8th year of Reiwa. For details, visit the official page of Kaisei Town.
This is a town system for those looking to introduce solar power, storage batteries, etc., in conjunction with the renovation of used properties. ZEH conversion, energy-saving equipment, EVs, etc., are eligible. There are no restrictions on contractors being limited to within the town.
Guideline: Solar Power approximately 70,000 yen/kW, Storage Batteries 1/3 of equipment + construction costs + 50,000 yen, etc. (amount may vary by fiscal year, confirmation required). Requirements include residing in the town, owning eligible housing, and no delinquency on town taxes. Please check the application status and budget for the 8th year of Reiwa. For details, visit the official page of Kaisei Town.
Those requiring support or care can utilize the housing renovation under long-term care insurance, while those with a physical disability certificate equivalent to grades 1-2 can use the housing equipment improvement subsidy.
The severe disability housing equipment improvement subsidy has a maximum limit of 1,000,000 yen based on household income (application before construction is required; confirmation needed). The housing renovation under long-term care insurance has a payment limit of 200,000 yen (generally 90% coverage). In both cases, prior consultation and application before construction are necessary.
* The main systems confirmed in Kaisei Town are wooden earthquake-resistant renovations and the Zero Carbon City creation subsidy, neither of which specify that contractors must be limited to within the town, so it is believed that our company (Aoba-ku, Yokohama) can also utilize these (please confirm just in case). Currently, there are no unique town subsidies for the removal of block walls, vacant house renovations, or general renovations (there is a vacant house bank). For insulation and windows, the national “Housing Energy Saving 2026 Campaign” + Kanagawa Prefecture’s existing housing energy-saving renovation subsidy (1/3 of costs, with a guideline of up to 200,000 yen) is the basic approach.
View information on renovation tax reductions and other systems
- Housing Loan Tax Reduction: If you use a housing loan for renovations that meet certain requirements, income tax and other deductions will be applied based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Reduction): For construction projects such as earthquake resistance, energy conservation, barrier-free design, and long-term excellent housing, there may be cases where income tax deductions can be received even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for earthquake-resistant renovations, energy-saving renovations, and barrier-free renovations.
- Kanagawa Prefecture Existing Housing Energy Conservation Renovation Subsidy: For the fiscal year 2026, the subsidy rate is 1/3, with a maximum of 150,000 yen. The first phase has ended, but additional applications are planned from September 7 to September 30, 2026, only via electronic application on a first-come, first-served basis (approximately 25 cases). Applications must be made by the applicant themselves, and construction started before the grant decision is not eligible. Please check the official page of Kanagawa Prefecture.
Subsidies and tax reductions may be combined, but there are restrictions on duplication for the same construction project. Kakeru Koumuten will organize and propose “which systems can be used for your construction” after conducting a site survey.

Our Proposal
After checking the condition of the existing slate roof and corrugated metal, we proposed a roof overlay work that utilizes the existing roof by layering new waterproof paper and roofing material. For the new roofing material, we adopted Aijii Industry’s Super Galtect, which is lightweight and excels in insulation and durability. We also tailored the metal parts to fit the roof shape, enhancing the overall waterproofing and durability of the roof.

07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Kaisei Town
There are many renovation companies that serve Kaisei Town, and it can be confusing to decide which one to choose. When requesting renovations, be sure to check the following five points.
- Experience in renovation work
- Check for warranties and after-sales maintenance
- Obtain estimates from multiple contractors (at least three)
- Confirm whether they perform renovations in-house
- Check if they offer color simulations and perspective drawings
1. Experience in Renovation Work

Many remodeling contractors publish their construction achievements on their websites. If a contractor provides detailed explanations of the process with photos, it makes it easier to visualize the outcome after the request, giving you peace of mind. If you’re feeling uncertain, choose a contractor with extensive experience.
Google and review sites can also be helpful. It’s important to check the content of low ratings, the company’s responses, and the timing of the posts. In particular, Google reviews are useful, but don’t make your decision based solely on reviews; assess the overall situation by considering construction achievements, estimates, and warranty details.
2. Confirm the presence of warranties and aftercare services

When selecting a contractor, be sure to check for warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint type, but typically ranges from 1 to 10 years (emergency repairs and partial repairs are often not covered). Some contractors also offer aftercare services separate from warranties, so be sure to confirm that as well.
Kakeru Koumuten Co., Ltd. provides warranties for exterior renovations and sealing work. We also conduct aftercare services and send out annual notification DM, allowing for annual inspections.

3. Obtain estimates from multiple contractors (at least 3)

When requesting remodeling, be sure to obtain estimates from multiple contractors. Even for the same construction content, warranties, aftercare services, and prices can vary significantly. Having multiple estimates makes price negotiations easier.
When comparing estimates, it’s important to look at not just the costs but also the “items in the estimate,” “check the undercoat materials, sealing materials, and paint for ancillary parts,” and “confirm the process” in detail. Lowering the rank of ancillary parts or skipping steps can reduce costs, so it’s essential to not judge solely based on price.

4. Confirm whether the contractor performs the remodeling in-house

Kakeru Koumuten Co., Ltd. conducts detailed hearings and surveys on the existing “condition,” “location,” “materials,” “desired durability,” and “design” to propose the optimal plan. While there is no inherent issue with the system of subcontractors, it is important to confirm whether the contracting company understands the construction details and clearly defines the responsibilities for quality control and guarantees. If the work is done in-house, it becomes easier to coordinate with the site, allowing for quick responses in case of any troubles.
5. Do they offer color simulations and perspective drawings?

Choosing colors and envisioning the post-construction appearance can be challenging for both exterior and interior work. With simulations, you can reduce the risk of mistakes like “it turned out differently than I imagined.” Since it is difficult to redo once the work is done, it is advisable to choose a company that can provide flexible simulations.

1. Equipment specialized for in-house renovations
Kakeru Koumuten has established warehouses and material storage to provide high-quality renovations at low costs. We have five bases in Kanagawa and Tokyo, including Aoba-ku, Yokohama, and Machida City, Tokyo.
In-house ownership of scaffolding materials

For exterior renovations, we can construct temporary scaffolding using our own scaffolding materials and in-house scaffolding team. By not outsourcing, this leads to cost savings on scaffolding work. We own scaffolding materials for approximately 50 detached houses.
Materials stored in our large in-house warehouse

We store roofing materials and paints. By placing large orders at once, we can purchase materials at lower prices, and since we always have stock available, we can respond quickly in emergencies. We are also equipped with various tools that can handle different types of construction, such as compressors and cleaning machines.
In-house waste separation

In exterior renovations, various types of waste such as paint, wood, and metal are generated. Our company properly separates waste and recycles materials that can be reused, striving to reduce environmental impact and disposal costs.
Showroom dedicated to exterior renovations

In our showroom, you can not only have meetings but also check the actual paint colors and a wide variety of catalogs. You can also confirm heat resistance using a heat-resistant paint testing machine and color simulation. The showroom is a 3-minute walk from Eda Station in Aoba-ku, Yokohama.
2. In-house Construction Focused on Exterior Work

A major strength of Kakeru Koumuten Co., Ltd. is our in-house construction focused on exterior work. By maintaining a consistent system from inquiry to project completion, we can keep costs down while providing high-quality renovations. A single representative handles everything from the estimate to project completion, ensuring smooth communication without changes in sales or construction management. We carry out the work with our own craftsmen, from temporary scaffolding installation to exterior wall painting and roof renovations. We are confident in our plans and costs, so we welcome competitive estimates.
3. Various Permits and Skilled Workers

We have obtained construction industry licenses and permits for industrial waste collection and transportation. We also have nationally certified sheet metal workers and painting specialists, ensuring confidence in our construction techniques. We are capable of handling large-scale painting projects for factories and apartment complexes as well.
4. Warranty and Aftercare
Exterior painting and joint sealing work come with a warranty. Aftercare is available every year, and we send out notification DM each year. If you have concerns about the warranty, please click the image above for more information.
5. Flexible and Prompt Response

We are equipped to handle various exterior troubles and situations. If you cannot access the roof due to height, we can respond with a drone. We also use a thermal imaging camera for leak investigations. We respond according to our customers’ wishes and also accept emergency measures for sudden leaks only.
6. Human Resource Development

We create various models for skill enhancement and conduct practical training. Since exterior renovations differ in construction methods and materials based on existing materials and shapes, we conduct regular technical training to ensure each staff member can handle various sites.

7. Flexible Simulations for Both Exterior and Interior!
Kakeru Koumuten is dedicated to helping you choose colors and designs for your important building renovations, both exterior and interior, to ensure your satisfaction.
7-1. Exterior Renovation Simulation

We can create color simulations for exterior wall painting, as well as simulations for metal siding and roof overlays. We can generate simulations from actual photos of your building and propose several patterns with our recommended color schemes. We also accommodate “test painting” and “arranging paint boards” to check the actual color tones.
7-2. Interior Renovation Simulation

We also support simulations and perspective drawings for interior renovations. Based on your preferred style, such as modern, we will propose recommended simulations. We create realistic perspectives from actual floor plans.
8. Solar Panel and Storage Battery Installation Work Available!

More customers are introducing solar power systems with generous subsidies in conjunction with renovations of used properties. Kakeru Koumuten Co., Ltd. also handles solar power installation work and will propose solar panels tailored to the shape of your roof. We can also accept requests for estimates and power generation simulations only.
09 Renovation of Used Properties and Vacant Houses in Kaisei Town | Frequently Asked Questions
We answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Kaisei Town.
Is it better to renovate after buying a used property or consult before purchasing?
Please consult us before making a purchase decision if possible. Used properties may have deterioration that is not visible, and it is not uncommon to encounter cases where “unexpected construction costs arose” after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and providing an estimate for necessary renovations, you can establish a feasible financial plan.
What renovations should be prioritized for a used house in Kaisei Town?
It depends on the condition of the building, but we prioritize areas that, if left unattended, could lead to further damage, such as leaks, termites, structure, and seismic resistance. After that, we decide on the order of roof and exterior walls, water areas (kitchen, bathroom, toilet), and insulation based on your budget and impact on daily life. In residential areas of the compact town surrounded by Ajisai no Sato and fields, roofs and exterior walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the entire building, including the exterior.
I bought a used house in Kaisei Town. Can I use subsidies?
Akaise Town is a compact and livable area centered around the Odakyu Line’s Akaise Station. Subsidies for wooden house seismic retrofitting (1/2, up to 1 million yen, full coverage for diagnosis, up to 100,000 yen) and subsidies for creating a zero-carbon city (solar power, storage batteries) are expected to be available even for our company outside the city. We will start by proposing inspections for exterior, water systems, seismic safety, and insulation. We will provide cost-effective proposals for insulation and windows in conjunction with the national “Housing Energy Efficiency 2026 Campaign” and Kanagawa Prefecture’s subsidies.
How much does a full renovation (full remodel) cost?
The cost of a full renovation for a detached house varies significantly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen, while large-scale renovations that include interior and exterior work, water systems, insulation, and seismic upgrades can exceed 10 million to 20 million yen. We will first assess the condition through a site survey and propose a prioritized plan that fits your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the program. For example, the national “Mirai Eco Housing 2026 Project” is structured so that registered contractors (construction companies) apply. For seismic retrofitting or home modifications under long-term care insurance in your municipality, the application is generally made by the homeowner, but we will guide you through the necessary documents and process. We will organize and inform you about “which programs are available,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Risks include the progression of leaks and termite damage, depreciation of asset value due to deterioration of exterior walls and roofs, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special exemption for residential land from fixed property tax may be revoked. Early inspections and necessary repairs based on your plans to live in, rent out, sell, or utilize the property can ultimately help reduce costs.
I’m worried about seismic safety. How can I assess the seismic resistance of a used detached house?
The construction date is a significant indicator. Check if it was built after June 1981 (new seismic standards), and further if it was built after June 2000 (strengthening of joint and foundation regulations). For wooden detached houses built before that, we recommend a seismic assessment. Your municipality also offers subsidies for seismic retrofitting of wooden houses, which can significantly reduce costs if eligible (for details, see the subsidy section above). Kakeru Koumuten Co., Ltd. will assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
This depends on the scope of the work. Exterior renovations and partial interior work can often be done while you remain in your home, but for large-scale full renovations that include water systems, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Akaise Town within your service area? Will there be travel expenses?
Yes, Kaisei Town is within the service area of Kakeru Koumuten Co., Ltd. Our headquarters is located in Aoba-ku, Yokohama, and we have five branches in Kanagawa and Tokyo, covering the entire regions of both prefectures.
