① Condominium Longevity Promotion Tax System (Reduction of Fixed Property Tax)

If large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of condominiums meeting certain requirements are carried out, the fixed property tax amount for the following year will be reduced. The reduction rate is a “local special exception” defined by the town within the national range (1/6 to 1/2, with the national reference standard being 1/3). Up to 100 square meters per unit is eligible, and urban planning tax is not included.

Main Requirements Built for over 20 years, with a total of 10 or more units / at least one instance each of exterior painting, floor waterproofing, and roof waterproofing carried out in the past / meeting one of the following: ① A management plan certified condominium that raised the amount of repair reserve funds (average amount during the planning period) from below the certification standard to above the standard after September 1, 2021 ② A management association that received advice and guidance from the municipality, resulting in a long-term repair plan that meets the standards (advice and guidance are not available upon request).
Reduction Rate Defined by the town’s ordinance. Matsuda Town has proposed a regulation to set it at 1/3, the same as the national reference rate, in the 2023 town council. The five towns in Ashigarakami District are under the jurisdiction of Kanagawa Prefecture for the certification of condominium management plans. The prefecture has established policies for the town and village areas in the “Kanagawa Prefecture Basic Housing Plan Chapter 5: Promotion Plan for Proper Condominium Management,” and the survey on the actual conditions of condominiums in the town and village areas for the fiscal year 2020 covered 153 cases across 14 towns and villages (including 87 resort condominiums and 66 others). The breakdown of the number of buildings and years built for just the five towns is not provided. While this is not a subsidy for the construction costs of large-scale repairs, it can be used as a reference for prior consultations and decision-making.

③ Management Plan Certification System (Entry for Tax and Interest Rate Benefits)

The system certified by Kanagawa Prefecture in the five towns of Ashigarakami District allows for certification, which meets one of the requirements for the Japan Housing Finance Agency’s “Flat 35” and interest rate reductions for condominium common area renovation loans, as well as the long-term life promotion tax system (certification alone does not guarantee tax reductions). The main criteria include holding general meetings at least once a year, maintaining management regulations, separate accounting for management fees and repair reserves, ensuring that arrears do not exceed 10% of the total, and “having a long-term repair plan that includes two or more large-scale repair works and is created or reviewed within seven years, with a planning period of 30 years or more.”

*Before applying, utilizing the support service for management plan certification procedures provided by the Public Interest Incorporated Foundation Condominium Management Center allows for a preliminary check by a condominium management specialist (a preliminary confirmation certificate will be issued if compliant). ④ National Energy Conservation Support | Housing Energy Conservation 2026 Campaign

Changes for 2026The “Child-Rearing Green Housing Support Project” for 2025 has been abolished and reorganized into the “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in Reiwa 7, and will not be implemented in Reiwa 8. Please be careful not to base your financial plans on outdated information.

Mirai Eco Housing 2026 Project

Eligible Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family homes. Management associations and management corporations can also become joint contractors (can be used for common area renovations). Rental housing is also eligible.
Required Work Insulation renovation of openings, insulation renovation of the structure (floor, walls, ceiling), and installation of eco-friendly housing equipment are mandatory combinations.
Subsidy Limit Depending on the age of the building and the energy-saving performance achieved, 400,000 to 1,000,000 yen per unit (1,000,000 yen for homes built before 1991 that meet the mandatory standards).
Period Application for grants must be made by registered contractors (construction contractors) after the completion of the work (the client cannot apply themselves). Advanced Window Renovation 2026 Project

Eligible Renovations to existing homes (single-family and multi-family) including installation of interior windows, replacement of exterior windows, and glass replacement to high-performance insulated windows. Subsidy rates are set for “low-rise” and “mid-to-high-rise” multi-family homes.

Existing Housing Energy Saving Renovation Subsidy Applicable to residences where the applicant resides permanently and owns or has a share in the property (including exclusive parts of condominiums). Renovation of windows exposed to the outside air (including entrance doors) is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. The second phase for the 2026 fiscal year reached its budget limit on September 30, and applications were closed. Work started before the notification of the grant decision is not eligible, and applications by contractors on behalf of the owner are not allowed.
Subsidy for Installation of Residential Solar Power Generation and Storage Batteries Management associations of condominium units in the prefecture are also eligible. Solar power: 70,000 yen/kW, storage system: 150,000 yen/unit. The second phase for the 2026 fiscal year reached its budget limit on the application start date of September 7, and applications were closed. Work started before the grant decision date is not eligible. This is a system to check if you are considering installing solar power along with rooftop waterproofing.
Condominium Advisor Dispatch Project The prefecture’s project dispatches advisors such as condominium management professionals and architects to management associations for free, providing advice on management and operations. Targeted at management associations of condominiums in Kanagawa Prefecture (excluding Yokohama City, Kawasaki City, Sagamihara City, and Yokosuka City), including the five towns in Ashigarakami District. The application period for the 2026 fiscal year is until February 26, 2027 (may close early if there are many applicants).

There have been many incidents nationwide where contractors have solicited by saying, “You can repair without any out-of-pocket costs with insurance,” and the National Consumer Affairs Center has repeatedly issued warnings. False claims can lead to insurance fraud charges. Please confirm the eligibility of claims directly with your management association or owner with the insurance company or agent. The circumstances for each building vary, so individual confirmation will be conducted through on-site investigations.

① The Sakawa River Basin and Preparedness for Flood Damage

Oi Town, Matsuda Town, Yamakita Town, and Kaisei Town are located in the Sakawa River basin. During heavy rain, the areas of flooding and landslide warning zones that buildings may enter differ by town and site. Before repairs, please check the hazard maps of each town to confirm the location of your building. Additionally, it is recommended to include checks on waterproofing and drainage around the first floor, as well as the condition of drains and drainage systems.

② The Kouzu-Matsuda Fault Zone and Inspection of Exterior Walls and Tiles

According to the evaluation by the Earthquake Research Promotion Headquarters, the Kouzu-Matsuda Fault Zone runs through Yamakita Town, Matsuda Town, and Oi Town (as well as parts of Odawara City), with a length of approximately 25 km or more. The probability of an earthquake occurring within the next 30 years is estimated to be between 0.2% and 16%, with a magnitude of around 7.5 (the latest revision was on June 22, 2009). The safety of buildings cannot be determined solely by these probability figures. During large-scale repairs, careful inspection of tile and exterior wall detachment, the condition of coping and handrails, and the deterioration of sealing will help reduce the risk of falling debris after shaking. The five towns include sites with slopes, steps, retaining walls, and embankments. Particularly in Yamakita Town, due to its large area and scattered sites, the foundation for scaffolding and the transportation routes for materials may differ from those in flat areas. It is reassuring to check not only the condition of the main building but also the state of retaining walls and embankments simultaneously. Areas near trees and mountains that receive little sunlight are prone to algae, moss, and darkening, and blockages in roof drains or gutters caused by fallen leaves can trigger puddles on rooftops and leaks. We recommend conducting inspections and cleaning of drains and including renovations in the work items based on their condition.

④ Yamakita Town’s landscape plan and town-specific regulations

Among the five towns, Yamakita Town is the only one with a landscape administrative organization (the implementation of the landscape plan began on June 18, 2018). The color of exterior walls and the scale that requires notification can be confirmed in Yamakita Town’s landscape plan. Nakai Town, Oi Town, Matsuda Town, and Kaisei Town are not landscape administrative organizations, and according to the prefectural page, notification to the prefecture regarding landscape is not required. However, there may be areas with regulations set by district plans or town ordinances. You can check what applies to your property with the urban planning and building department of each town. Depending on the building, a statutory exterior wall inspection may be required. For buildings subject to the periodic reporting under Article 12 of the Building Standards Act, an inspection is required for parts of the exterior walls made of tiles, stone, mortar, etc., that may pose a danger to pedestrians due to falling, under certain conditions such as when more than 10 years have passed since completion or exterior wall renovation, including inspections through comprehensive tapping and infrared inspections that meet the requirements. The five towns in Ashigarakami District are areas managed by Kanagawa Prefecture, and according to Kanagawa Prefecture’s designation, only “service-equipped housing for the elderly” is subject to periodic reporting for residential buildings. Therefore, buildings consisting solely of condominiums or rental apartments are not designated as subject to periodic reporting.
