Common Pitfall: The timing of applications and applicants varies by system, and applications will close as soon as the budget is reached, even mid-year. For subsidies in Kawasaki City, if contracts or construction begin before the grant decision, they will be excluded. In Kanagawa Prefecture, construction must start after the grant decision, and for national energy conservation subsidies, registered contractors must apply after the completion of construction. The reduction of fixed property tax must be declared after the completion of construction. ① Condominium Longevity Promotion Tax System (Reduction of Fixed Property Tax)

If large-scale repairs (including exterior painting, floor waterproofing, and roof waterproofing) that contribute to the longevity of condominiums meeting certain requirements are carried out, the fixed property tax for the residential portion will be reduced by half (up to 100㎡ per unit). The reduction applies to the fiscal year with a valuation date of January 1 of the year following the completion of the work.

③ Management Plan Certification System (Tax and Interest Rate Benefits)

This is a system certified by Kawasaki City, with a validity period of 5 years. Upon certification, there are interest rate benefits for the Housing Finance Agency’s “Condominium Common Area Renovation Loans” and Flat 35 (Maintenance Type), which also relates to one of the requirements for the Long-Term Durability Promotion Tax System (certification alone does not guarantee tax reduction). The main criteria include holding a general meeting at least once a year, establishing management regulations, separate accounting for management fees and repair reserve funds, ensuring that overdue amounts for more than three months are within 10% of the total, and “having a long-term repair plan that includes large-scale repair works at least twice and is created or reviewed within 7 years, with a planning period of over 30 years.” Additionally, Kawasaki City’s unique criterion requires registration in the Condominium Management Association Registration and Support System.

*The application fee for certification to the city is free. The application requires a resolution from the general meeting and a “Preliminary Confirmation Compliance Certificate” issued by the Condominium Management Center.

④ National Energy Conservation Support | Housing Energy Conservation 2026 Campaign

Changes for Fiscal Year 2026The “Child-Rearing Green Housing Support Project” for Fiscal Year 2025 has been abolished and reorganized into the successor “Mirai Eco Housing 2026 Project.” Additionally, the “Long-Term Excellent Housing Renovation Promotion Project” will end in Fiscal Year 2027 and will not be implemented in Fiscal Year 2026. Please be careful not to base your financial plans on outdated information.

Mirai Eco Housing 2026 Project

Target Renovations of existing homes built before December 31, 2016, regardless of whether they are single-family or multi-family residences. Management associations and management corporations can also become joint contractors (can be used for renovations of common areas). Rental properties are also eligible.
Required Work Insulation improvements for openings, insulation improvements for the structure (floor, walls, ceiling), and installation of eco-friendly housing equipment are mandatory combinations.

⑤ Kanagawa Prefecture Subsidies (Application for Fiscal Year 2026 has ended)

Existing Housing Energy Efficiency Renovation Subsidy Houses (including exclusive parts of condominiums) that the applicant resides in and owns or has a share in within the prefecture are eligible. Renovation of windows (including entrance doors) that are exposed to the outside air is mandatory. The subsidy covers one-third of the eligible expenses, or a maximum of 150,000 yen, whichever is lower. The application period for the 2026 fiscal year closed on September 30 after reaching the budget limit. Construction that began before the notification of grant approval is not eligible, and applications by contractors on behalf of the applicant are not permitted.
Subsidy for Residential Solar Power Generation and Storage Battery Installation Management associations of condominium complexes in the prefecture are also eligible. Solar power: 70,000 yen/kW, storage systems: 150,000 yen/unit. The application deadline for the second phase of the 2026 fiscal year was September 30, and the acceptance period has ended. If work commenced before the grant approval date, it is not eligible. This is a system to confirm if you are considering installing solar panels along with rooftop waterproofing.

Can I request just emergency repairs for a leak?
Yes. As a preliminary step before large-scale repairs, we also accept requests for emergency repairs or partial repairs for leaks. We will identify the cause using thermal imaging and drones and propose the minimum necessary repairs.
Can you handle roofing or exterior wall materials that contain asbestos?
Yes, we can. We have qualified personnel who are certified as asbestos work supervisors and building material surveyors for asbestos-containing materials.
