[Fujisawa City] Renovation of Vacant Houses and Used Properties | Costs, Subsidies, and Case Studies
For those considering renovations of used properties and vacant houses in Fujisawa City
I bought a used property, but I’m not sure if the renovation estimate I received is reasonable.
This is my first full renovation, and I’m worried about making mistakes.
I want to make the most of subsidies and grants.
For such concerns, Kakeru Koumuten Co., Ltd., which has numerous achievements in Fujisawa City, will clearly explain the key points for a successful renovation.
Always obtain estimates from at least 3 companies!

01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Fujisawa City
Fujisawa City is a popular central city of Shonan, with a diverse range of residential areas from Enoshima and Shonan Coast to the northern Shonan Life Town. It is well connected by JR, Odakyu, and Enoden, providing good access to the city center.
Residential areas developed in the late Showa period, such as Shonan Life Town, are now entering a generational transition period, with many homes reaching 40 to 50 years old, and locations near the sea face challenges related to salt damage. This is why the option of “buying a used detached house and renovating (renovation) it to suit your lifestyle” is expanding in Fujisawa City.
Considerations for Salt Damage Along Sagami Bay
In areas close to the sea, such as Kugenuma, Tsujido, and Katase, exterior renovations that take into account rust on metal parts due to sea breezes are effective.
Large-Scale Residential Areas like Shonan Life Town
Residential areas developed in the late Showa period are in a renewal phase. There is a strong demand to refresh exteriors, water areas, and insulation to match modern living.
Wooden Houses in Fujisawa-juku and the Old Town
In the old town areas such as Fujisawa-juku along the Tokaido, there are many old wooden houses, making it important to review earthquake resistance and fire prevention.
Be Aware of the “Boundary” of New Earthquake Resistance Standards
The earthquake resistance of used houses varies greatly depending on the construction period. It is crucial to determine whether it was built before the standard revisions in 1981 and 2000.
This article summarizes the reasons, points to consider, cost estimates, the latest subsidies for 2026, and how to choose contractors from the perspective of Kakeru Koumuten, a company closely connected to the local area, for those considering renovating used properties or vacant houses in Fujisawa City to avoid “failures.”
The Most Important Thing is “Comparative Estimates”
To avoid failures in renovations, the most important step is comparative estimates. First, obtain estimates from at least three companies that operate in Fujisawa City. Our company, Kakeru Koumuten Co., Ltd., also receives many consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new constructions but also for utilizing renovated used properties. There is a growing interest in living in renovated or refurbished used houses. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably as Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Old houses often have issues with the roof, exterior walls, and plumbing, making them difficult to live in as they are. By renovating and upgrading the facilities and interiors, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interior, you can finish a home that suits your family’s lifestyle while keeping costs lower than new construction.
Reason 2 To Increase Asset Value for Sale
More people are purchasing and renovating used properties with the intention of selling them. Used houses are often valued low as they are, but renovations can enhance their appearance and performance, increasing their value as properties.
Reason 3 To Utilize as an Investment or Business
For purchases made for investment or business purposes, renovations are essential. By transforming them into stylish rentals or share houses, you can differentiate them from other properties, and depending on the location and planning, you can also expect improved profitability. Initial costs can be lower than new constructions, and depending on the use and conditions, they may qualify for subsidies or tax incentives, leading to an increase in those utilizing vacant houses for business.
03Points to Consider When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation with peace of mind. Since used properties have had previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor who can carry out the work thoroughly according to your wishes, the structure of the house, and the surrounding environment, and who also provides aftercare following the construction.
Point 2 Always Check the Condition of the Building
For used properties and vacant houses, it is crucial to confirm which parts have deteriorated and to what extent beforehand. Since other people have lived there before, internal damage is often not apparent without investigation. Conduct a current condition survey before starting work to understand any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and houses built before that may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check earthquake resistance and insulation.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, supporting part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations. Tax deductions include “housing loan tax deductions” when using a mortgage, and there are systems that allow for deductions on certain costs even with personal funds. These can sometimes be used in combination, so it is essential to check in advance and plan to utilize them strategically for successful renovations (for the latest information, see this subsidy section).

05[Latest 2026] Subsidies and Grants Available in Fujisawa City

One way to renovate used properties and vacant houses cost-effectively is to utilize the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Fujisawa City may be able to use.
*The following information is as of September 4, 2026. The content, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check for the latest information with our company or each contact point before applying. Kakeru Koumuten can assist with confirming the systems and necessary documents, but the applicants and application methods vary by system.
National Program: Housing Energy-Saving 2026 Campaign
The government is implementing multiple subsidy projects targeting energy-saving renovations under the “Housing Energy-Saving 2026 Campaign.” Construction for insulation, windows, and water heaters may be eligible for these combined subsidies.
This program is a successor to the “Child-Rearing Green Housing Support Project.” In principle, it requires renovation work that includes insulation improvements for openings (windows) and the building structure, targeting eco-friendly housing equipment, child-rearing compatible renovations, disaster prevention enhancements, and barrier-free renovations.
Subsidy upper limit guidelines: For buildings constructed before 1991, up to 1,000,000 yen per unit (50,000 yen depending on the construction content); for buildings constructed between 1992 and 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start on or after November 28, 2025, and applications are being accepted from June 30, 2026. Reservations must be made by November 16 at the latest, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made by registered contractors.
This program covers window insulation renovations such as installing interior windows, replacing exterior windows, and glass replacements. The subsidy amount is substantial and is effective for addressing cold, heat, and condensation issues. It can easily enhance the insulation performance of existing homes.
The subsidy amount varies based on the window construction method, performance, size, and the type of house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications are being accepted from March 31, 2026, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made by registered contractors.
This program targets the replacement of high-efficiency water heaters such as EcoCute, hybrid water heaters, and EneFarm. It is well-suited for older properties planning to replace their water heaters.
Subsidy amount guidelines: EcoCute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start on or after November 28, 2025, and applications are being accepted from March 31, 2026 (early termination may occur if the budget limit is reached).
Fujisawa City Program
This is a key program supporting the earthquake resistance of wooden single-family homes built under old and new earthquake standards. It is effective for earthquake resistance renovations combined with the purchase of existing homes. There are no restrictions on contractors being located within the city (diagnostician requirements apply).
The target is buildings constructed before May 31, 2000, with two stories or less, and traditional wooden construction with a diagnostic score of less than 1.0. The seismic diagnosis is 1/2, with a maximum of 60,000 yen. Please check the application status for the 8th year of Reiwa. For details, visit the official page of Fujisawa City.
Those requiring support or long-term care can utilize housing renovations under long-term care insurance (such as handrails and step elimination), while those with severe disabilities can access housing equipment improvement subsidies (maximum 800,000 yen). There are no restrictions on contractors being limited to within the city.
The subsidy for housing equipment improvement for persons with severe disabilities is capped at 800,000 yen (one-time only, prior application before construction is required, and generally requires estimates from two or more contractors). The housing renovation under long-term care insurance has a payment limit of 200,000 yen (generally 90% coverage). Both require prior consultation and application before starting construction.
Support for the removal of dangerous block walls facing roads. This can be utilized in conjunction with exterior renovations of used houses. There are no restrictions on contractors being limited to within the city.
Walls over 1 meter in length and over 1 meter in height from the road are eligible, with no outstanding city taxes. The application period for the 8th year of Reiwa is from April 13, 2026, to December 28, 2026 (first-come, first-served, ends when budget limit is reached). For details, visit the official page of Fujisawa City.
The insulation renovation subsidy, vacant house utilization project subsidy, and housing renovation subsidy in Fujisawa City all require construction by contractors within the city, so our company located in Aoba-ku, Yokohama, is not eligible. Just to inform you.
Insulation renovation (1/3 for windows, maximum 300,000 yen) / Vacant house utilization (large-scale 2/3, maximum 1,000,000 yen / small-scale 1/2, maximum 500,000 yen) / General housing renovations (approximately 50,000 yen for amounts over 100,000 yen excluding tax) are conditioned on contractors being within the city, so our company, being an outside contractor, cannot utilize these. Many insulation and solar projects for the 8th year of Reiwa have ended recruitment, so please check. For details, visit the official page of Fujisawa City.
* In Fujisawa City, insulation renovations, vacant house utilization, and general renovation subsidies are limited to contractors within the city, so our company (Aoba-ku, Yokohama) cannot utilize them. On the other hand, it is believed that seismic renovations, block walls, and welfare-related (nursing care insurance, housing improvements for people with disabilities) can be utilized by contractors outside the city. For insulation and windows, the national “Housing Energy Efficiency 2026 Campaign” + Kanagawa Prefecture’s existing housing energy efficiency renovation subsidies are fundamental.
View information on renovation tax reductions and other systems
- Housing Loan Tax Reduction: If you use a housing loan for renovations that meet certain requirements, income tax and other deductions will be applied based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Reduction): For construction such as seismic, energy-saving, barrier-free, and long-term excellent housing, there may be cases where income tax deductions can be received even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for seismic renovations, energy-saving renovations, barrier-free renovations, etc.
- Kanagawa Prefecture’s Existing Housing Energy Efficiency Renovation Subsidy: For the fiscal year 2026, the subsidy rate is 1/3, with a maximum of 150,000 yen. The first phase has ended, but additional recruitment is scheduled from September 7 to September 30, 2026, only by electronic application and on a first-come, first-served basis (about 25 cases). Applications must be made by the applicant themselves, and construction before the grant decision is not eligible. Please check the official page of Kanagawa Prefecture.
While subsidies and tax reductions can sometimes be combined, there are restrictions on duplication for the same construction. “Which system can be used for my construction” will be organized and proposed by Kakeru Koumuten after an on-site survey.

07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Fujisawa City
There are many renovation companies that serve Fujisawa City, and it can be confusing to choose the right one. When requesting renovations, be sure to check the following 5 points.
- Experience in renovation work
- Check for warranties and after-service maintenance
- Obtain estimates from multiple contractors (at least 3 companies)
- Confirm whether they perform renovations in-house
- Check if they offer color simulations and perspective drawings
1. Experience in Renovation Work

Many renovation contractors publish their project results on their websites. If a contractor provides detailed explanations of the process with photos, it makes it easier to envision the outcome after the request, providing peace of mind. If you’re uncertain, choose a contractor with ample experience.
Google and review sites can also be helpful. It is important to check the content of low ratings, the company’s responses, and the timing of the posts. In particular, Google reviews are useful, but do not make your decision based solely on reviews; assess the overall picture by considering project results, estimates, and warranty details.
2. Confirm the presence of warranties and aftercare services

When choosing a contractor, be sure to check for the presence of warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint type, but generally ranges from 1 to 10 years (emergency repairs and partial fixes are often not covered). Some contractors also offer aftercare services separately, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. provides warranties for exterior renovations and sealing work. We also conduct aftercare services, sending out annual notification DM for annual inspections.
Click here for more details on Kakeru Koumuten’s warranties and aftercare services
3. Obtain estimates from multiple contractors (at least 3 companies)

When requesting renovations, be sure to obtain estimates from multiple contractors. Even for the same work, warranties, aftercare services, and costs can vary significantly. Having multiple estimates makes price negotiations easier.
When comparing estimates, it’s important to look at not just the costs, but also the “items in the estimate,” “check the undercoat materials, sealing materials, and paint for ancillary parts,” and “confirm the process” in detail. Lowering the rank of ancillary parts or skipping steps can reduce costs, so it’s crucial to not judge solely based on price.
Learn more about points to compare estimates
4. Confirm whether they perform renovations in-house

At Kakeru Koumuten Co., Ltd., we conduct detailed hearings and investigations regarding the existing “condition,” “location,” “base materials,” “desired durability,” and “design” to propose the most suitable plan. While there is nothing inherently wrong with a system where partner companies perform the work, it is important to confirm whether the contracting company understands the work details and has clear responsibilities for quality control and warranties. If the work is done in-house, it is easier to coordinate with the site, allowing for quicker responses in case of any issues.
5. Check if they offer color simulations and perspective drawings

Choosing colors and visualizing the outcome for both exterior and interior projects can be challenging. With simulation, you can reduce the risk of disappointment from “it looks different than I imagined.” Since it is difficult to redo once the work is done, it is advisable to choose a company that can provide flexible simulations.
08Reasons Why Kakeru Koumuten is Chosen for Renovations of Used Houses in Fujisawa City

1. Equipment Specialized for In-House Renovations
Kakeru Koumuten has organized warehouses and material storage to provide high-quality renovations at low cost. We have five bases for material storage and showrooms located within Yokohama City.
In-House Scaffolding Materials

For exterior renovations, we can construct temporary scaffolding using our own scaffolding materials and in-house scaffolding team. By not outsourcing, this leads to cost reductions in scaffolding work. We own scaffolding materials for approximately 50 detached houses.
Materials stored in our large in-house warehouse

We store roofing materials and paints. By placing bulk orders at once, we can procure materials at lower prices, and since we always have stock available, we can respond quickly in emergencies. We also have various tools ready for different types of construction, including compressors and cleaning machines.
In-house waste separation

In exterior renovations, various waste materials such as paint, wood, and metal are generated. While many contractors dispose of them all together, we significantly cut waste disposal costs by separating and recycling waste materials.
Exterior renovation dedicated showroom

In our showroom, you can not only have meetings but also check the actual paint colors and a wide variety of catalogs. You can also confirm heat insulation properties using a heat insulation paint testing machine and color simulation. The showroom is a 3-minute walk from Eda Station in Aoba-ku, Yokohama.
2. Complete In-House Construction

A major strength of Kakeru Koumuten Co., Ltd. is our complete in-house construction. By maintaining a consistent system from inquiry to project completion, we can keep costs down while providing high-quality renovations. A single representative handles everything from the estimate to project completion, ensuring smooth communication without changes in sales or construction management. All work, from temporary scaffolding setup to exterior wall painting and roof renovations, is carried out by our own skilled craftsmen. We are confident in our plans and costs, so we welcome competitive estimates.
3. Various Permits and Skilled Workers

We have obtained construction industry licenses and permits for industrial waste collection and transportation. We also have nationally certified sheet metal and painting specialists on staff, ensuring confidence in our construction techniques. We are capable of handling large-scale painting projects for factories and apartment complexes as well.
4. Warranty and Aftercare
Exterior painting and joint sealing work come with a warranty. Aftercare is available every year, and we send out notification DM annually. If you have concerns about the warranty, please click on the image above for confirmation.
5. Flexible and Prompt Response

We are equipped to handle various exterior troubles and situations. If you cannot access the roof at height, we can respond using a drone. We also use a thermal imaging camera for leak investigations. We respond according to our customers’ wishes and also accept emergency measures for sudden leaks from the exterior walls only.
6. Human Resource Development

We create various models for skill enhancement and conduct practical training. Since the construction methods and materials used for exterior renovations differ based on existing materials and shapes, we regularly conduct technical improvement training to ensure each staff member can handle various sites.

7. Flexible Simulations for Both Exterior and Interior!
Kakeru Koumuten is dedicated to helping you choose colors and designs for your important building renovations, both exterior and interior, to ensure your satisfaction.
7-1. Exterior Renovation Simulation

We can provide color simulations for exterior wall painting, as well as simulations for metal siding and roof overlays. We can create simulations from actual photos of your building and suggest several patterns with our recommended color combinations. We also accommodate “test painting” and “arranging paint boards” to confirm the actual colors.
7-2. Interior Renovation Simulation

We also support simulations and perspective drawings for interior renovations. Based on your preferred style, such as modern, we will suggest recommended simulations. We create realistic perspectives from actual floor plans.
8. We also handle solar panel and storage battery installation work!

More customers are introducing solar power systems, which have substantial subsidies, in line with renovations of used properties. Kakeru Koumuten Co., Ltd. also handles solar power installation work and will propose solar panels tailored to the shape of your roof. We can also provide estimates and power generation simulations upon request.
09Renovation of Used Properties and Vacant Houses in Fujisawa City | Frequently Asked Questions
We will answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Fujisawa City.
Is it better to renovate after buying a used property or consult before purchasing?
If possible, please consult us before making a purchase decision. Used properties often have deterioration that is not visible, and it is not uncommon to encounter cases where “unexpected construction costs arose” after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and providing an estimate of necessary renovations, you can establish a feasible financial plan.
For a used detached house in Fujisawa City, what renovations should be prioritized first?
It depends on the condition of the building, but we prioritize areas that, if neglected, can lead to further damage, such as leaks, termites, and structural or seismic issues. After that, we will decide on the order of renovations for roof and exterior walls, water areas (kitchen, bathroom, toilet), and insulation based on your budget and impact on daily life. In the flat residential areas of Shonan along Sagami Bay, roofs and exterior walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the building, including the exterior.
Fujisawa City is close to the sea; what should be noted about used detached houses?
In coastal areas such as Kugenuma, Tsujido, and Katase, it is important to consider rust on metal parts due to sea breeze (salt damage) when planning exterior renovations. Choosing materials that are rust-resistant and highly weatherproof is key. In residential areas like Shonan Life Town from the late Showa period, updating exteriors, water facilities, and insulation is a challenge. We also propose the Fujisawa City wooden house seismic retrofitting subsidy (1/2, up to 1,150,000 yen, available for contractors outside the city). Please note that insulation renovations, vacant house utilization, and general renovation subsidies are limited to local contractors, so our company is not eligible (we provide this information honestly).
How much does a full renovation (full renovation) cost?
The cost of a full renovation for a detached house varies greatly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen. For large-scale renovations that include interior and exterior work, water facilities, insulation, and seismic upgrades, it can exceed 10 million to 20 million yen. We will first conduct an on-site survey to assess the condition and propose a prioritized plan that fits your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies by program. For example, the national “Mirai Eco Housing 2026 Project” requires registered contractors (construction companies) to apply. For seismic retrofitting and housing renovations under long-term care insurance in your city, the application is generally made by the homeowner, but we will guide you through the necessary documents and process. We will organize and inform you about “which programs are available,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Risks include the progression of water leaks and termite damage, depreciation of asset value due to deterioration of exterior walls and roofs, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special exemption for residential land from fixed property tax may be revoked. Early inspections and necessary renovations according to your plans to live in, rent, sell, or utilize the property can ultimately help reduce costs.
I am worried about seismic resistance. How can I assess the seismic safety of a used detached house?
The construction date is a significant indicator. Check if it was built after June 1981 (new seismic standards), and further if it was built after June 2000 (strengthening of joint and foundation regulations). For wooden detached houses built before that, we recommend a seismic diagnosis. Your city also offers subsidies for seismic retrofitting of wooden houses, which can significantly reduce costs if eligible (for details, see the subsidy section above). Kakeru Koumuten can assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
This depends on the scope of the work. Exterior renovations and partial interior work can often be done while you remain in your home, but for large-scale full renovations that include water facilities, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Fujisawa City within your service area? Will there be travel costs?
Yes, Fujisawa City is within the service area of Kakeru Koumuten Co., Ltd. Our headquarters is located in Aoba-ku, Yokohama, and we primarily serve five locations in Kanagawa and Tokyo. Estimates are completely free, and we do not engage in aggressive sales tactics. Please feel free to consult with us first.
