01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Sakae Ward
Sakae Ward in Yokohama City is adjacent to Ofuna, featuring a lush and tranquil area centered around Hongodai, with the clear stream of Itachigawa and hilly residential areas. It is popular for its many parks and green spaces, making it a comfortable place to live.
Residential complexes and houses developed during the Showa era, such as the Koutamachi complex and Kamigou Neopolis, are entering a period of generational change, reaching 40 to 55 years old. This is why the option of “buying a used house or complex and renovating (renovating) it to suit one’s lifestyle” is expanding in Sakae Ward.
Lush Residential Areas of Hongodai and Itachigawa
A calm residential area close to the clear stream of Itachigawa and parks. There is an active movement towards living on through used properties and renovations.
Ageing of Large-Scale Complexes like Koutamachi
Initial complexes and houses like Koutamachi and Kamigou Neopolis are ageing. There is a growing need for updates to plumbing, insulation, and water facilities.
Slopes and Retaining Walls in Hilly Areas
The residential area on the hill has elevation differences, requiring checks on retaining walls, slopes, drainage, as well as considerations for scaffolding and delivery.
Be Aware of the “Boundary” of the New Earthquake Resistance Standards
The earthquake resistance of used houses varies significantly depending on the construction period. It is important to determine whether it was built before the standard revisions in 1981 and 2000.
This article summarizes the reasons, points to consider, cost averages, the latest subsidies for 2026, and how to choose a contractor from the perspective of Kakeru Koumuten, aimed at those considering renovations for used properties and vacant houses in Sakae Ward to avoid “failures.”
The Most Important Thing is “Comparative Estimates”
To avoid failures in renovations, the most crucial step is comparative estimates. First, obtain estimates from at least three companies that operate in the Sakae Ward area. Our company, Kakeru Koumuten Co., Ltd., also receives numerous consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new builds but also for renovating used properties. There is a growing interest in living by purchasing and renovating used houses. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably in Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Older houses often have issues with the roof, exterior walls, and plumbing, making them difficult to live in as they are. By renovating and updating the facilities and interiors, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interior, you can finish a home that suits your family’s lifestyle at lower costs than a new build.
Reason 2 To Increase Asset Value for Sale
More people are purchasing and renovating used properties with the intention of selling them. Used houses are often valued low in their current state, but renovations can enhance their appearance and performance, thereby increasing their value as properties.
Reason 3 To Utilize as Investment or Business
For purchases made for investment or business purposes, renovations are essential. By transforming them into stylish rentals or share houses, you can differentiate them from other properties, and depending on the location and planning, you can also expect improved profitability. Initial costs can be lower than new builds, and depending on the use and conditions, they may also qualify for subsidies and tax incentives, leading to an increase in people utilizing vacant houses for business.
03Points to Consider When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to choose a contractor you can trust to handle your renovation. For used properties, since there were previous occupants, the internal structure and condition are often not clear until you actually see them. Select a contractor who can perform the work thoroughly according to your wishes, the structure of your home, and the surrounding environment, and who also provides aftercare following the construction.
Point 2 Always Check the Deterioration of the Building
For used properties and vacant houses, it is crucial to confirm which parts are deteriorating and to what extent beforehand. Since other people have lived there before, the internal damage is often not apparent without investigation. Make sure to understand any hidden deterioration through a current condition survey before starting the work.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and homes built before that may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting work and be sure to check the earthquake resistance and insulation.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, and part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations can be supported. Tax deductions include the “housing loan tax deduction” when using a mortgage, as well as systems where part of the costs can be deducted for certain works even with personal funds. These can sometimes be used in combination, so it is essential to check in advance and plan to utilize them strategically for a successful renovation (for the latest information, see this subsidy section).

05[Latest 2026] Subsidies and Grants Available in Sakae Ward

One way to renovate used properties and vacant houses cost-effectively is by utilizing the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Sakae Ward may be able to use.
*The following information is as of September 3, 2026. The content, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check with our company or the respective offices for the latest information before applying. Kakeru Koumuten can assist with confirming the systems and necessary documents, but the application process and requirements may vary by system.
National Program: Housing Energy Saving 2026 Campaign
The government is implementing multiple subsidy projects targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Construction for insulation, windows, and water heaters may be eligible for these combined subsidies.
This program succeeds the “Child-Rearing Green Housing Support Project.” In principle, it requires renovation work that includes insulation improvements for openings (windows) and structural elements, and is applicable to eco-friendly housing equipment, child-rearing compatible renovations, disaster prevention enhancements, and barrier-free renovations.
Subsidy upper limit guidelines: For houses built before 1991, up to 1,000,000 yen per unit (50,000 yen depending on the construction content); for houses built from 1992 to 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start on or after November 28, 2025, and applications will be accepted starting June 30, 2026. Reservations must be made by November 16 at the latest, and grant applications must be submitted by December 31 at the latest (early termination if budget limits are reached). Applications must be made through registered contractors.
This program covers window insulation renovations such as installing interior windows, replacing exterior windows, and glass replacements. The subsidy amount is substantial and is effective for combating cold, heat, and condensation. It can easily enhance the insulation performance of existing homes.
The subsidy amount varies based on the window construction method, performance, size, and the type of house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications have been accepted since March 31, 2026, and grant applications must be submitted by December 31 at the latest (early termination if budget limits are reached). Applications must be made through registered contractors.
This program targets the replacement of high-efficiency water heaters such as eco-cute, hybrid water heaters, and EneFarm. It is well-suited for existing properties planning to replace water heaters.
Subsidy amount guidelines: Eco-cute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Eligible construction must start on or after November 28, 2025, and applications will be accepted starting March 31, 2026 (early termination if budget limits are reached).
Yokohama City Program
This is a unique program by Yokohama City for the fiscal year 2026 (Reiwa 8) that supports renovation work to improve existing homes to high insulation performance. It targets child-rearing families who are moving to existing homes and conducting whole-house insulation renovations, as well as households that continue to live in their current homes while performing whole or partial insulation renovations.
Reservation applications are from April 1, 2026, to November 30, and the main application is from May 1 to November 30 (may end early if the budget limit is reached). Only registered businesses under “Yokohama Health and Energy-Saving Housing” can apply; direct applications from individuals are not permitted. There are requirements for housing, households, contracts, and businesses. For more details, please check the official Yokohama City page.
This is the main system for reinforcing old wooden houses against earthquakes. It is particularly effective for those who are renovating their homes in conjunction with purchasing used houses.
Eligible: Traditional wooden individual houses with two stories or less that received construction confirmation before the end of May 2000. Buildings determined to have an upper structure evaluation score of less than 1.0 in an earthquake diagnosis. The subsidy rate is within 4/5 of the construction cost. Applications for the 2026 fiscal year are being accepted from April 1 (will end as soon as the budget is reached). The contact point is the Yokohama City Bureau of Architecture, Disaster Prevention Division.
This is for individuals certified as needing support or care. Eligible expenses include the installation of handrails, elimination of steps, flooring changes, and replacement of doors and toilets. It can also be utilized when using a used house for a two-family setup.
Of the maximum allowance limit of 200,000 yen, those with a 10% burden will receive 90% (up to 180,000 yen) as a benefit. Depending on income, there may be cases of a 20% or 30% burden. A prior application before the start of construction is required. For more details, please consult your care manager or the district office.
This system is for utilizing vacant houses as community contribution facilities (child-rearing support, elderly support, coworking spaces, NPOs, etc.). It is aimed at those considering investment and community utilization.
The subsidy rate is 1/2, with a maximum of 1 million yen for interior and exterior renovations for community contribution facilities + a maximum of 1.5 million yen for earthquake renovations (total maximum of 2.5 million yen). There are requirements such as being a single-family house within Yokohama City, complying with the Building Standards Act, and not being a specific vacant house. For more details, please check the official Yokohama City page.

- Renovation Promotion Tax System (Investment-type Tax Deduction): For construction projects such as seismic retrofitting, energy-saving measures, barrier-free modifications, and long-term excellent housing, there may be cases where income tax deductions can be received even with personal funds.
- Reduction of Fixed Asset Tax: There is a system that reduces fixed asset tax for a certain period for seismic retrofitting, energy-saving renovations, and barrier-free modifications.
- Kanagawa Prefecture Existing Housing Energy-saving Renovation Subsidy: For the fiscal year 2026, the subsidy rate is 1/3 with a maximum of 150,000 yen. The first phase has ended, but additional applications are scheduled from September 7 to September 30, 2026, available only through electronic application on a first-come, first-served basis (approximately 25 cases). Applications must be made by the applicant themselves, and construction before the grant decision is not eligible. Please check the official page of Kanagawa Prefecture.
Subsidies and tax deductions may be combined, but there are restrictions on duplication for the same construction. Kakeru Koumuten will organize and propose which systems can be used for your construction after conducting a site survey.

07How to Choose a Renovation Contractor for Used Properties and Vacant Houses in Aoba-ku
There are many renovation companies that serve Aoba-ku, and it can be confusing to decide which one to choose. When requesting renovations, be sure to check the following five points.
- Rich experience in renovation work
- Check for warranties and after-sales maintenance
- Obtain estimates from multiple contractors (at least three)
- Confirm whether they perform renovations in-house
- Check if they offer color simulations and perspective drawings
1. Rich experience in renovation work

Many renovation contractors publish their work results on their websites. If a contractor provides detailed explanations of the process with photos, it makes it easier to visualize the project after hiring and provides peace of mind. If you’re feeling uncertain, choose a contractor with ample experience.
Google and review sites can also be helpful. It’s important to check the content of low ratings, the company’s responses, and the timing of the posts. In particular, Google reviews are useful, but don’t make your decision based solely on reviews; consider the work results, estimates, and warranty details for a comprehensive judgment.
2. Confirm the presence of warranties and aftercare services

When choosing a contractor, be sure to confirm the presence of a warranty. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint type, but 1 to 10 years is common (emergency repairs and partial repairs are often not covered). Some contractors also offer aftercare services separate from the warranty, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. provides a warranty for exterior renovations and sealing work. We also conduct aftercare services and send out annual reminder DM, making annual inspections possible.
Click here for more details on Kakeru Koumuten’s warranties and aftercare services
3. Obtain estimates from multiple contractors (at least 3)

When requesting renovations, be sure to obtain estimates from multiple contractors. Even for the same work, warranties, aftercare services, and costs can vary significantly. Having multiple estimates makes price negotiations easier.
When comparing estimates, look closely at not just the costs but also the “items in the estimate,” “check the undercoat materials, sealing materials, and paint for ancillary parts,” and “confirm the process.” Lowering the rank of ancillary parts or skipping steps can reduce costs, so it’s important to not judge solely based on price.
Click here to see detailed points for comparing estimates
4. Confirm whether the company performs renovations in-house

At Kakeru Koumuten Co., Ltd., we conduct detailed hearings and surveys regarding the existing “condition,” “location,” “materials,” “desired durability,” and “design” to propose the optimal plan. While there is nothing inherently wrong with a system where a partner company carries out the construction, it is essential to confirm whether the contracting company understands the construction details and clearly defines the responsibilities for quality control and guarantees. With in-house construction, it is easier to coordinate with the site, making it quicker to respond in case of any troubles.
5. Do they offer color simulations and perspective drawings?

Choosing colors and envisioning the look after construction can be challenging for both exterior and interior projects. Having simulations can reduce the risk of mistakes like “it looks different than I imagined.” Since it is difficult to redo once construction is done, it is recommended to choose a company that can provide flexible simulations.
08Reasons Why Kakeru Koumuten is Chosen for Renovations of Used Houses in Sakae-ku
One reason is that “Kakeru Koumuten is also close to Sakae-ku,” but

1. Equipment Specialized for In-House Renovations
Kakeru Koumuten Co., Ltd. has organized warehouses and material storage areas to provide high-quality renovations at low cost. We have five bases located in Kanagawa and Tokyo, including Aoba-ku, Yokohama, and Machida City, Tokyo.
In-House Scaffolding Materials

For exterior renovations, we can construct temporary scaffolding using our own scaffolding materials and in-house scaffolding team. By not outsourcing, this leads to cost reductions in scaffolding work. We own enough scaffolding materials for approximately 50 houses.
Materials stored in our large in-house warehouse

We store roofing materials and paints. By placing large orders at once, we can purchase materials at lower prices, and since we always have stock available, we can respond quickly in emergencies. We also have a variety of tools, such as compressors and cleaning machines, to handle various construction tasks.
In-house waste separation

In exterior renovations, various types of waste such as paint, wood, and metal are generated. Our company is committed to separating and recycling waste to reduce waste disposal costs.
Showroom dedicated to exterior renovations

In the showroom, you can not only have meetings but also check the actual paint colors and a wide variety of catalogs. You can also confirm heat insulation properties using a heat insulation paint testing machine and color simulation. The showroom is a 3-minute walk from Eda Station in Aoba-ku, Yokohama. It has good access from within Yokohama city.
2. In-house Construction Focused on Exterior Work

A major strength of Kakeru Koumuten Co., Ltd. is our in-house construction focused on exterior work. By maintaining a consistent system from inquiry to project completion, we can keep costs down while providing high-quality renovations. Since one representative handles everything from the estimate to project completion, there is no change in personnel for sales and construction management, allowing for smooth communication. We carry out construction with our own craftsmen, from temporary scaffolding setup to exterior wall painting and roof renovations. We are confident in our plans and costs, so we welcome competitive estimates.
3. Various Permits and Skilled Workers

We have obtained construction industry licenses as well as permits for industrial waste collection and transportation. We also have nationally certified sheet metal workers and painting specialists, ensuring confidence in our construction techniques. We are capable of handling large-scale painting projects for factories and apartment complexes.
4. Warranty and Aftercare
Exterior painting and joint sealing work come with a warranty. Aftercare is available every year, and we send out notification DM annually. If you have concerns about the warranty, please click the image above for more information.
5. Flexible and Prompt Response

We are equipped to handle various exterior troubles and situations. If you cannot access the roof due to height, we can respond using a drone. We also use a thermal imaging camera for leak investigations. We respond according to our customers’ wishes and also accept emergency repairs for sudden leaks only.
6. Human Resource Development

We create various models for skill enhancement and conduct practical training. Since exterior renovations differ in construction methods and materials based on existing materials and shapes, we conduct regular technical training to ensure each staff member can handle various sites.

We also accommodate “test painting” and “sample board arrangements” to confirm actual color tones.
7-2. Interior Renovation Simulation

We also support simulations and perspective drawings for interior renovations. Based on your preferred style, such as modern, we will propose recommended simulations. We create realistic perspectives based on actual floor plans.
8. Solar Panel and Storage Battery Installation Work Available!

More customers are introducing solar power systems, which have generous subsidies, in line with renovations of used properties. Kakeru Koumuten Co., Ltd. also handles solar power system installations and will propose solar panels tailored to the shape of your roof. We can also provide estimates and power generation simulations upon request.
09Frequently Asked Questions about Renovating Used Properties and Vacant Houses in Sakae-ku
We will answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Sakae-ku.
Is it better to renovate after buying a used property or consult before purchasing?
Please consult with us before making a purchase decision if possible. Used properties often have deterioration that is not visible, and there are many cases where unexpected construction costs arise after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and providing an estimate for necessary renovations, you can establish a feasible financial plan.
What renovations should be prioritized for a used detached house in Sakae-ku?
It depends on the condition of the building, but we prioritize areas that could lead to further damage if left unattended, such as leaks, termites, structure, and seismic resistance. After that, we will decide the order of renovations for roof and exterior walls, water areas (kitchen, bathroom, toilet), and insulation based on your budget and impact on your daily life. In areas with団地 (danchi) and hills, roofs and exterior walls often reach the end of their lifespan first, so we recommend starting with a comprehensive inspection of the building, including the exterior.
Sakae-ku has many団地 (danchi) and hills; what should I be careful about with used houses?
Aoba-ku has many housing complexes such as Koden-cho Danchi and Kamigou Neopolis, as well as single-family homes on hills. For housing complexes and older single-family homes, updating water supply and drainage pipes, insulation, and water areas is essential. In hilly areas, it is also important to check retaining walls, slopes, and drainage. You can utilize Yokohama City’s seismic retrofitting subsidies (up to 1.15 million yen for general cases) and insulation improvement subsidies, so we will provide proposals that help keep costs down.
How much does a full renovation (full remodeling) cost?
The cost of a full renovation for a single-family home varies greatly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen, while large-scale renovations that include interior and exterior work, water areas, insulation, and seismic upgrades can exceed 10 million to 20 million yen. First, we will assess the condition through an on-site survey and propose a prioritized plan that fits your budget.
Do I need to apply for subsidies myself? Is the process difficult?
The applicant varies depending on the system. For example, the national “Mirai Eco Housing 2026 Project” has a system where registered contractors (construction companies) apply. For seismic retrofitting or home renovations under long-term care insurance in your city or ward, it is generally the homeowner who applies, but we will guide you through the necessary documents and process. We will organize and inform you about “which systems are available,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Risks include the progression of leaks and termite damage, depreciation of asset value due to deterioration of exterior walls and roofs, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special exemption for residential land from property tax will be revoked. Conducting inspections early and performing necessary work according to your plans for living, renting, selling, or utilizing the property can ultimately help reduce costs.
I am concerned about seismic resistance. How can I assess the seismic resistance of a used single-family home?
The construction date is a significant indicator. Check if it was built after June 1981 (new seismic standards), and further if it was built after June 2000 (strengthening of joint and foundation regulations). For wooden single-family homes built before that, a seismic diagnosis is recommended. There are also seismic retrofitting subsidies for wooden houses in your city or ward, which can significantly reduce costs if eligible (for details, see the subsidy section above). Kakeru Koumuten Co., Ltd. will assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
This depends on the scope of the work. Exterior renovations and partial interior work can often be done while you remain in your home, but for large-scale full renovations that include water areas, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide you with a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Aoba-ku within your service area? Will there be travel expenses?
Yes, Sakae-ku is within the service area of Kakeru Koumuten Co., Ltd. Our headquarters is located in Aoba-ku, Yokohama, and we have five bases in Kanagawa and Tokyo, covering the entire regions of both prefectures.
