Always obtain at least 3 estimates!

01Reasons for the Increase in Renovations of Used Properties and Vacant Houses in Aoba-ku, Yokohama
Aoba-ku, Yokohama, is a town with a good residential area centered along the Chuo Line, including Asagaya, Ogikubo, and Koenji, featuring many wooden single-family homes. With plenty of greenery, such as Zenpukuji River Green Space, it offers a calm living environment.
Wooden houses are now entering a period of generational change, requiring reassessment of earthquake resistance and insulation due to their age. This is why the option of “buying a used wooden single-family home and renovating it to suit your lifestyle” is expanding in Aoba-ku.
Good Residential Areas Along the Chuo Line
Areas like Asagaya, Ogikubo, and Nishi-Ogikubo are easy to live in. There is an option to purchase a used wooden house and renovate it for continued living.
Eco Housing Subsidies Available Even for Contractors Outside the District
The eco housing promotion subsidy in Aoba-ku does not specify that contractors must be local in its official guidelines. It covers items such as window insulation and insulation materials, and may be used in conjunction with Tokyo’s subsidies.
Seismic Reinforcement of Wooden Detached Houses
In addition to older wooden detached houses built before the new seismic standards, certain wooden homes built between June 1981 and May 2000 are also eligible for the district’s seismic diagnosis and seismic renovation subsidies.
Green and Lush Living Environment
With abundant greenery such as Zenpukuji River Green Space, it offers a calm living environment. Renovations that match the streetscape in terms of exterior and design are being chosen.
This article summarizes the reasons, points to consider, cost averages, the latest subsidies for 2026, and how to choose contractors from the perspective of Kakeru Koumuten, which also serves Aoba-ku, Yokohama, for those considering renovating used properties or vacant houses to avoid “making mistakes.”
The Most Important Thing is “Comparative Estimates”
The most crucial factor in avoiding mistakes in renovations is comparative estimates. First, obtain estimates from at least three companies that operate in Aoba-ku. Our company, Kakeru Koumuten Co., Ltd., also accepts consultations and requests for renovations of vacant houses and used properties.
02Reasons for Renovating Vacant Houses and Used Properties

In recent years, the Japanese housing market has expanded options not only for new constructions but also for utilizing used properties through renovations. There is a growing interest in living styles that involve purchasing and renovating used homes. Here, we explain the typical reasons for renovating vacant houses and used properties.
Reason 1 To Live Comfortably in Your Own Home
The most common reason for purchasing and renovating a used property is “to live comfortably.” Older homes often have issues with the roof, exterior walls, and plumbing, making them less livable as they are. By renovating and upgrading the facilities and interiors, you can create a comfortable living environment. Additionally, by changing the layout and refreshing the interiors, you can finish a home that suits your family’s lifestyle while keeping costs lower than new constructions.
Reason 2 To Increase Asset Value for Sale
More people are purchasing and renovating used properties with the intention of selling them. Used homes are often valued low as they are, but renovations can enhance both appearance and performance, thereby increasing the property’s value.
Reason 3 To Utilize as an Investment or Business
For purchases made for investment or business purposes, renovations are essential. By transforming properties into stylish rentals or share houses, you can differentiate them from other properties, and depending on the location and planning, you can also expect improved profitability. Initial costs can be lower than new constructions, and depending on the use and conditions, there may be cases where subsidies and tax incentives apply, leading to an increase in people utilizing vacant houses for business.
03Points to Consider When Renovating Vacant Houses and Used Properties

Point 1 Choose a Reliable Construction Company
First and foremost, it is essential to select a contractor you can trust to handle your renovation. Since used properties have had previous occupants, the internal structure and condition are often not clear until you actually see them. Choose a contractor who can carry out the work properly according to your wishes, the structure of the house, and the surrounding environment, and who also provides aftercare following the construction.
Point 2 Always Check the Condition of the Building
For used properties and vacant houses, it is crucial to check which parts have deteriorated and to what extent beforehand. Since the property has been lived in by someone else, internal damages are often not apparent without investigation. Conduct a current condition survey before starting construction to identify any hidden deterioration.
Point 3 Review Earthquake Resistance and Insulation Performance
Particularly important in the renovation of used and vacant houses is the review of earthquake resistance and insulation. The earthquake resistance standards were significantly revised in 1981, and houses built before then may not meet current standards. Furthermore, in 2000, regulations regarding joints and foundations were strengthened, making older buildings more likely to lack earthquake resistance. Check the condition of the building before starting construction and be sure to check earthquake resistance and insulation.
Point 4 Check Subsidy Programs and Renovation Tax Deductions
To keep construction costs down, it is important to check for subsidies and renovation tax deductions. Subsidies are provided by the national and local governments, and part of the costs for earthquake retrofitting, energy-saving construction, and barrier-free renovations can be supported. Tax deductions include the “housing loan tax deduction” when using a mortgage, and there are systems that allow for a portion of costs to be deducted for certain works even with personal funds. These can sometimes be used in combination, so it is essential to check in advance and plan to utilize them strategically for a successful renovation (for the latest information, see this subsidy section).

05[Latest 2026] Subsidies and Grants Available in Suginami Ward

One way to carry out renovations on used properties or vacant houses cost-effectively is to utilize the subsidy and grant system. As of 2026, we have summarized the main systems that residents of Suginami Ward may be able to use.
*The following information is as of September 2, 2026. The details, duration, and budget of the systems change annually, and many will end once the budget limit is reached. Please check with our company or each office for the latest information before applying. Kakeru Koumuten can assist with confirming the systems and providing necessary documents, but the applicant and application method may vary depending on the system.
National Program: Housing Energy Saving 2026 Campaign
The government is implementing multiple subsidy projects targeting energy-saving renovations under the “Housing Energy Saving 2026 Campaign.” Construction for insulation, windows, and water heaters may be eligible for these subsidies.
This program succeeds the “Child-Rearing Green Housing Support Project.” In principle, it requires renovation work that includes insulation of the building structure (floor, walls, ceiling), and insulation improvements for openings (windows), eco-friendly housing equipment, child-rearing support renovations, disaster prevention enhancements, and barrier-free renovations are also eligible.
Subsidy limits: For buildings constructed before 1991, up to 1 million yen per unit (50,000 yen depending on the construction content); for buildings constructed from 1992 to 2016, up to 800,000 yen per unit (400,000 yen for the same). Eligible construction must start on or after November 28, 2025, and applications will be accepted starting June 30, 2026. Reservations must be made by November 16 at the latest, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made through registered contractors. For details, visit the official page.
This program covers window insulation renovations such as installing interior windows, replacing exterior windows, and glass replacement. The subsidy amount is substantial and effective for countering cold, heat, and condensation. It can easily enhance the insulation performance of existing homes.
The subsidy amount varies based on the window method, performance, size, and construction type of the house. If the total subsidy amount for one application is less than 50,000 yen, it is not eligible. Applications will be accepted starting March 31, 2026, and grant applications must be submitted by December 31 at the latest (early termination may occur if the budget limit is reached). Applications must be made through registered contractors. For details, visit the official page.
This program targets the replacement of high-efficiency water heaters such as eco-cute, hybrid water heaters, and EneFarm. It is a suitable program for used properties planning to replace water heaters.
Estimated subsidy amounts: Eco-cute 70,000 to 100,000 yen per unit, hybrid water heaters 100,000 to 120,000 yen per unit, EneFarm 170,000 yen per unit. Suginami Ward Programs
This is a system that supports window and door insulation renovations, insulation materials, and high solar reflectance coatings. The requirement to limit contractors to those within the district is not mentioned in the official announcement. It may be possible to combine this with Tokyo Metropolitan subsidies, but there are restrictions on duplicate subsidies for the same expenses.
Window insulation renovations up to 150,000 yen, insulation materials 20% / up to 150,000 yen, insulation film 50% / up to 40,000 yen, solar power 40,000 yen/kW / up to 120,000 yen, eco-cute, hybrid water heating, and Enefarm each 50,000 yen, storage batteries 50,000 yen, high solar reflectance coatings 20% / up to 150,000 yen. Applications will be accepted from April 10, 2026, to February 26, 2027, and must be submitted after the completion of the eligible work and payment. The program may end early if the budget limit is reached. For details, please visit the official page of Suginami Ward.
In addition to old earthquake-resistant wooden houses, there is a system that supports earthquake diagnosis and renovation for certain wooden houses built from June 1981 to May 2000.
The simple diagnosis is free, and in principle, it proceeds in the order of simple diagnosis → detailed diagnosis → earthquake resistance renovation. The earthquake resistance renovation subsidy for single-family homes in general areas has an example of up to 1,500,000 yen, but the subsidy rate and limit vary depending on the location, use, and renovation content of the building. Applications for earthquake resistance renovations will be accepted until December 18, 2026. For old earthquake-resistant houses, please check here, and for wooden houses built from June 1981 to May 2000, please check here.
This system supports housing renovations tailored to the physical conditions of the elderly and the removal or new installation of dangerous block walls facing roads. Since the eligibility requirements and application periods differ, please confirm with each office before starting construction.
Elderly housing renovation benefits are available for those aged 65 and over who have been certified as not requiring long-term care (independent) within six months prior to application and are recognized as needing benefits. Preventive benefits such as handrails and Western-style toilets have a limit of 200,000 yen, and ancillary equipment has a limit of 100,000 yen with a basic co-payment of 10%. Those certified as requiring support or care under long-term care insurance may also be eligible for housing renovation cost subsidies separately. For block walls, the subsidy is the lower of two-thirds of the actual removal cost or 28,000 yen per meter, with a limit of 500,000 yen; for school routes and evacuation routes, the limit is 1,000,000 yen. For details, please check the elderly support system and block wall safety measures support.
* In Suginami-ku, there is no uniform subsidy system for general renovation work; instead, it focuses on purpose-specific grants such as insulation, energy conservation, seismic resistance, and renovations for the elderly. There is also housing repair financing assistance available for home repairs and expansions. It may be possible to combine the systems of the national government, Tokyo Metropolitan Government, and Suginami-ku, but there are restrictions on overlapping grants for the same work and expenses.
View information on renovation tax reductions and other systems
- Housing Loan Tax Reduction: If you use a housing loan for renovations that meet certain criteria, income tax and other deductions will be applied based on the year-end balance.
- Renovation Promotion Tax System (Investment-type Tax Reduction): For construction related to seismic resistance, energy conservation, barrier-free access, and long-term excellent housing, you may be eligible for income tax deductions even with your own funds.
- Reduction of Fixed Asset Tax: There are systems in place that reduce fixed asset taxes for a certain period for seismic retrofitting, energy conservation retrofitting, and barrier-free retrofitting.
- Tokyo’s Insulation and Energy Conservation Subsidy: The above “Tokyo Metropolitan Government’s system” (energy conservation renovation promotion project for existing homes, Tokyo Zero Emission Points, etc.) may be combined with the national “Housing Energy Conservation 2026 Campaign.” If you are considering construction for windows, insulation, or high-efficiency equipment, please consult us before starting work.
While subsidies and tax reductions can sometimes be combined, there are restrictions on overlapping for the same work. Kakeru Koumuten will organize and propose which systems can be used for your project after conducting a site survey.
06Customer Feedback
Roof Overlay Construction Case Studies in Suginami-ku

| Construction Location | Aoba-ku, Tokyo |
|---|---|
| Construction Details | Roof Overlay Work |
| Existing Roofing Material | Slate |
| New Materials Used | Sekino Kousan / Dannet Top |
| Price Range | 600,000 – 700,000 yen |
| Completion Month | September 2023 |
Our Proposal
We assessed the condition of the existing slate roof and proposed a roof overlay method that minimizes the removal area and waste materials. A new waterproof sheet was installed over the existing roof, and lightweight metal roofing material Sekino Kousan “Dannetsu Top” was applied as an overlay. Since the specifications of Dannetsu Top vary depending on the presence of backing insulation, we will confirm the specifications according to the condition of the building and your preferences. Please note that if the deterioration of the sheathing or substrate is significant, the overlay method may not be suitable, and we may recommend a complete roof replacement based on the results of the on-site survey.
07How to Choose a Remodeling Contractor for Used Properties and Vacant Houses in Aoba-ku
There are many remodeling companies that serve Aoba-ku, and it can be confusing to decide which one to choose. When requesting a remodel, make sure to check the following 5 points.
- Extensive experience in remodeling work
- Check for warranties and after-sales maintenance
- Obtain estimates from multiple contractors (at least 3 companies)
- Confirm whether they perform remodeling in-house
- Check if they offer color simulations and perspective drawings
1. Extensive experience in remodeling work

Many remodeling contractors publish their work achievements on their websites. If a contractor provides detailed explanations of the process with photos, it makes it easier to visualize what to expect after the request, providing peace of mind. If you have concerns, choose a contractor with extensive experience.
Google and review sites can also be helpful. It is important to check the content of low ratings, the company’s responses, and the timing of the posts. In particular, Google reviews are useful, but do not make your decision based solely on reviews; evaluate them comprehensively along with construction results, estimates, and warranty details.
2. Confirm whether there are warranties and after-sales maintenance

When choosing a contractor, be sure to check for warranties. If repairs are needed within the warranty period, they may be done for free. The duration varies by contractor and paint, but generally ranges from 1 to 10 years (emergency repairs and partial repairs are often not covered). Some contractors also provide after-sales services separate from warranties, so be sure to check that as well.
Kakeru Koumuten Co., Ltd. always includes a warranty for exterior renovations and sealing work. We also conduct after-sales maintenance and send out annual notification DM, making annual inspections possible.
Click here for more details on Kakeru Koumuten’s warranties and after-sales maintenance
3. Obtain estimates from multiple contractors (at least 3 companies)

When requesting renovations, be sure to obtain estimates from multiple contractors. Even for the same construction work, warranties, after-sales services, and prices can vary significantly. Having multiple estimates makes price negotiations easier.
When comparing estimates, it is important to look at not only the costs but also the “items in the estimate,” “check the primer, sealing materials, and paint for auxiliary parts,” and “confirm the process.” Lowering the rank of auxiliary parts or skipping processes can reduce costs, so it is crucial to not make decisions based solely on price.
Click here for detailed points on comparing estimates
4. Confirm whether the work is done in-house

Kakeru Koumuten Co., Ltd. conducts detailed hearings and surveys regarding the existing “condition,” “location,” “materials,” “desired durability,” and “design” to propose the optimal plan. While there is no inherent problem with the system in which partner companies perform the construction, it is essential to confirm whether the contracted company understands the construction details and has clearly defined responsibilities for quality control and guarantees. If the construction is done in-house, it becomes easier to coordinate with the site, allowing for quick responses in case of any troubles.
5. Do they support color simulations and perspective drawings?

Choosing colors and envisioning the look after construction can be challenging for both exterior and interior projects. With simulations, you can reduce the risk of mistakes like “it looks different than I imagined.” Since it is difficult to redo once construction is completed, it is advisable to choose a company that can accommodate flexible simulations.
08Reasons why Kakeru Koumuten is chosen for remodeling used houses in Suginami-ku
One reason is that “Kakeru Koumuten also serves Suginami-ku,” but
“our unique approach to remodeling vacant and used properties that cannot be imitated by other companies”
has received high praise from many customers.
We have absolute confidence in “cost,” “quality,” and “plans” for remodeling in Suginami-ku. Please compare our estimates with those of other companies.
The most important aspect of remodeling is getting multiple estimates. Request estimates from at least three remodeling contractors that serve Suginami-ku!

We are equipped to handle various exterior troubles and situations. Even if you cannot access the roof at high places, we can respond using a drone. For leak investigations, we also use a thermal imaging camera. We respond according to our customers’ wishes and also accept emergency measures for sudden leaks only.
6. Human Resource Development

We create various models for skill enhancement and conduct practical training. Since exterior renovations differ in construction methods and materials based on existing materials and shapes, we regularly conduct technical improvement education to ensure each staff member can handle various sites.

09Renovation of Used Properties and Vacant Houses in Suginami Ward | Frequently Asked Questions
We will answer the most frequently asked questions from those considering renovations of used properties and vacant houses in Suginami Ward.
Is it better to renovate after buying a used property or consult before purchasing?
Please consult us before making a purchase decision if possible. Used properties often have deterioration that is not visible, and it is not uncommon to encounter cases where “unexpected construction costs arose” after purchase. By having Kakeru Koumuten check the condition of the property you are considering in advance and providing an estimate of necessary renovations, you can establish a feasible financial plan.
What renovations should be prioritized for a used detached house in Suginami Ward?
It depends on the condition of the building, but we prioritize areas that, if left unattended, could lead to further damage, such as leaks, termites, structure, and seismic resistance. After that, we will decide the order of renovations for roof and exterior walls, water areas (kitchen, bathroom, toilet), and insulation based on your budget and impact on your daily life. In residential areas along the Chuo Line, wooden detached houses often reach the end of their lifespan for roofs and exterior walls first, so we recommend starting with a comprehensive inspection of the building, including the exterior.
I want to improve the insulation of a used house in Suginami Ward; what subsidies are available?
The Eco Housing Promotion Subsidy in Suginami Ward does not specify in the official guidelines that the contractor must be a local company. The subsidy covers insulation renovations for windows with a maximum of 150,000 yen, insulation materials at 20% with a maximum of 150,000 yen, and solar power at 40,000 yen/kW with a maximum of 120,000 yen. It may be possible to combine this with subsidies from Tokyo Metropolitan Government and the national government, but there are restrictions on duplicate subsidies for the same construction and expenses. Earthquake resistance subsidies apply not only to old earthquake-resistant houses but also to certain wooden houses built between June 1981 and May 2000.
How much does a full renovation (full remodel) cost?
The cost of a full renovation for a detached house varies greatly depending on the scope and grade. If focusing on partial renovations, it typically starts from around 5 million yen, while large-scale renovations that include interior and exterior work, plumbing, insulation, and earthquake resistance can exceed 10 million to 20 million yen. We will first conduct a site survey to assess the condition and propose a plan prioritized according to your budget.
Do I need to apply for the subsidy myself? Is the process difficult?
The applicant varies depending on the system. For example, the national “Mirai Eco Housing 2026 Project” has a structure where registered contractors (construction companies) apply. For earthquake resistance renovations or home modifications under nursing care insurance in your city or ward, the application is generally made by the homeowner, but we will guide you through the necessary documents and process. We will organize and inform you about “which systems can be used,” so please feel free to consult with us first.
What risks are there if I leave a vacant house unattended?
Risks include the progression of water leaks and termite damage, depreciation of asset value due to deterioration of exterior walls and roofs, and neglect of garden trees and equipment. Additionally, if you receive a recommendation from the municipality as a “poorly managed vacant house” or “designated vacant house,” there is a possibility that the special exemption for residential land from property tax will be revoked. Early inspection and necessary work according to your plans to live in, rent, sell, or utilize the property can ultimately help reduce costs.
I am concerned about earthquake resistance. How can I assess the earthquake resistance of a used detached house?
The construction date is a significant indicator. Check if it was built after June 1981 (new earthquake resistance standards), and further if it was built after June 2000 (strengthening regulations for joints and foundations). For wooden houses built before this, we recommend an earthquake resistance diagnosis. Your city or ward may also have subsidies for earthquake resistance renovations for wooden houses, which can significantly reduce costs if eligible (for details, see the subsidy section above). Kakeru Koumuten Co., Ltd. will assist you from diagnosis to renovation.
Will I need temporary housing during construction? How long will it take?
This depends on the scope of the work. Exterior renovations and partial interior work can often be done while you remain in your home, but for large-scale full renovations that include plumbing, we may recommend temporary housing. The estimated duration is about 2 to 4 weeks for exterior work and about 1 to 3 months or more for full renovations. We will provide a schedule in advance and propose a plan that minimizes the impact on your daily life.
Is Suginami Ward within your service area? Will there be a travel fee?

10Features of Suginami-ku
Suginami-ku, Tokyo, is a town with a good residential area, mainly along the Chuo Line, featuring many wooden single-family homes in places like Asagaya, Ogikubo, and Koenji. There are also many green spaces, such as Zenpukuji River Green Space, making for a calm living environment.
As wooden houses reach a generational transition, utilizing second-hand homes while reviewing earthquake resistance and insulation is one option. Kakeru Koumuten is headquartered in Aoba-ku, Yokohama, and offers a wide range of exterior and interior renovations in Kanagawa and Tokyo. In exterior construction, we handle everything from temporary scaffolding to roof and exterior wall work with in-house construction.
